3 SUMMARY General objectives Closing the gap in premature, preventable morbidity, disability and mortality between current EU and applicant countries, with special regard to improving the health of working population and diminishing inequalities in access to health. Creating a baseline for monitoring evolution of preventable, premature mortality risk factors following enlargement. Favourable modification of major risk factors for diseases, especially alcohol and selected nutritional factors (obesity), as well as future contribution to tobacco control. Strategic relevance and contribution to the public health programme Health information strand. Improving information and knowledge for the development of public health. Health in applicant countries; Health information; Monitoring of health evolution following enlargement. Methods and means Creating a network of experts on public health form the EU and accession countries and enabling them to cooperate on the topic. - Analysing and quantifying the impact of determinant factors on health situation in applicant countries. - Assessing the impact of the enlargement process, i.e. entry of applicant countries into the single market, with special regard to alcohol, tobacco and selected nutritional factors. - Identifying priorities for intervention; creating public health policy recommendations, both general (for the region) and country-specific. - Publishing a Blueprint containing analysis of determinants of the health situation in applicant countries, and recommendations for public health policy. - Disseminating the Blueprint in English and in local languages. - Working in close contact with experts on mortality from the Eurostat Core Group on Causes of Death; - Working in close contact with mortality projects in former Public Health Monitoring Program, especially the INSERM Project on improvement of certification of causes of death; - International and domestic conferences to encourage public debate on the topic. Expected outcomes period - Blueprint containing: - Analysis of health strengths and challenges facing applicant countries, focusing on premature preventable mortality; - Quantifications of impact of several determinant factors; - Recommendations for public health policies; will be Page 3/7

4 published in English and in local languages, disseminated among health policy makers of all applicant countries, and presented to the European Commission; - Individual reports on selected issues, published in peer-reviewed journals; - International and domestic conferences aimed at raising awareness of the topic among politicians, health policy makers, health advocates and the scientific community; - Press conferences and website of the project, aimed at informing the public opinion in all applicant countries about the issue and about health policy recommendations.
