Key Questions: Will people feel that their liberty and rights are threatened when PICT is made obligatory for everyone? How can we handle exorbitant expenses ensued from PICT implementation? Will the government be able to manage the medical budget if there are a large number of HIV-infected people found after the testing? Will the providers be able to manage the increased workload? What is the real advantage of PICT? Is it worth doing? Will the test result be fully kept secret?
