4 Introduction: GF-TADs GF-TADs is a joint FAO/OIE initiative, launched in 2004, which combines the strengths of both organisations to achieve the prevention and control of transboundary animal diseases. The only available coordinating mechanism; promoting synergies among international agencies, avoiding contradictions and duplication in policy and programmes. 10 Performance Indicators Progress indicators for each priority disease and topic are listed in the 5-yeat Action Plan (Annex 3), together with expected results, eligible activities and baseline situation FMD 1. PCP stages of the countries in the Asia-Pacific region at the end of the Action Plan period; 2. Number of countries in the Asia-Pacific region with FMD control programmes endorsed by OIE; 3. Number of countries in the Asia-Pacific region with formal OIE recognition of FMD-free status with or without vaccination; 4. Number of FMD outbreaks in the Asia-Pacific region officially reported to the OIE; 5. Number of relevant trainings and workshops provided at regional or sub-regional levels; 6. Number of samples sent to the OIE/FAO Reference Laboratory Network. Veterinary Services 1. Number and budget of investment programmes in the Region supporting strengthening Veterinary Services following OIE-supported Round Tables with donors; 2. Number of VS engaged in the treatment phase of the OIE PVS Pathway (legislation, laboratories, veterinary education, VSBs, public/private sector alliances) on a voluntary basis.
11 Animal Disease Situation Outbreak report Disease free status
12 FMD 70 outbreaks: China PR (25), Korea DPR(24), Mongolia(18), Chinese Taipei (3) Disease outbreaks (January June 2014) 23 among 35 members reported the presence of FMD at least once between 2005 and First Semester 2013 Four (A, Asia 1, O and SAT 2) out of seven FMD serotype were identified in the region during the period. (some members did not report the serotype ) Serotype O continues to be dominant, while increasing serotype A in several part of Asia, including China. Disease distribution (First Semester 2013)

15 HPAI Disease outbreaks (January June 2014) 100 outbreaks: Vietnam (39), Korea RO (29), Cambodia (12), China PR (7), India (4), Korea DPR(4), Laos (1), Chinese Taipei (1), Nepal (1), Hong Kong (1), Japan(1) Since first report in1997 in Hong Kong, the number of countries reporting H5N1 increased rapidly to become 16 in Asia in 2006, which marked its peak in number. Although the number of countries slowly decreased, some countries are regarded endemic. H5N1 still is the highest in number of outbreaks which are reported in Asia. 17 LPAI 48 outbreaks: China PR (43), Chinese Taipei (3) Hong Kong (1), Vietnam (1), Disease outbreaks (January June 2014) Many different serotypes of H5 and H7 viruses have been reported since (H5N2, H5N3, H5N6, H7N9,.) Most of them have been of low virulence for poultry, but there is always a risk of their becoming virulent by mutation. Some of these viruses may also have considerable zoonotic potential, like H7N9 event in China. Disease distribution (First Semester 2013)

19 CSF Disease outbreaks (January June 2014) 1 outbreak: Korea RO(1) Out of 31 reported member countries, 9 have never reported the case, other 9 notified that the disease had been absent for the past two years, remaining 13 declared the disease present. CSF has been successfully eradicated in some countries, while substantial cost for vaccination programme as well as the presence of infection among wild boar are some of the difficulties. Members, OIE, FAO, partners and developing partners; 1.1 Employ GF-TADs as a mechanism to coordinate existing fora, programs, projects and strategies; On-going Implementation 1.2 Ensure the synergy of coordinated efforts to maximize the efficiency of prevention and control of priority diseases under GF-TADs; On-going 1.3 Engage ASEAN, SAARC and SPC to implement activities under the GF-TADs umbrella, as well as strengthen the partnership with WHO as an important collaborating member of GF-TADs; 1.4 Strengthen the coordination and contributions towards the implementation of FMD control and eradication programmes using the FAO/OIE Global FMD Control Strategy, including PCP; On-going - Attended ASEAN SWGL meeting, SAARC CVO meeting, SPC Regional meeting on One Health, APHCA Session, SEACFMD meetings - Attended various WTO meetings (e.g., Regional TAG meeting on the Asia Pacific Strategy for Emerging Diseases by WPRO) On-going - SEACFMD Campaign - Roadmap for FMD control in East Asia 1.5 Revisit as appropriate disease priorities based on the current disease trends in the region; Work in progress - GSC is working on developing Guidelines - To be further discussed in Session 3 of RSC-8.

Member countries; Implementation 6.1 Give consideration to the nature and form of key performance indicators that may be used to support the 5- year Action Plan and report on them during the 8th GF-TADs Regional Steering Committee; On going - Relevant work is progressing at the Global level (Global SC) - Every region will use the same indicators. 6.2 Participate in the PVS Pathway, promote the distribution of its outputs and to use its outcomes to design and implement programmes for strengthening Veterinary Services and ensure animal health and production issues are captured in FAO Country Programming Frameworks as well as Country Investment Plans; On going - See State of play of PVS 6.3 Submit animal influenza isolates, but particularly Highly Pathogenic Avian Influenza (H5N1), to OIE and FAO International Reference Laboratories under OFFLU to closely monitor virus evolution and provide to WHO Vaccine Composition Meeting; On going - Need to be further strengthened 6.4 Take into consideration the recommendations of the Fourth HPED Steering Committee Meeting Done
