6 GSC8 outcomes The GF-TADs Global Steering Committee (GSC) reiterates its commitment to rinderpest post-eradication activities and the control of the priority diseases, in particular diseases identified by the GF-TADs Regional Steering Committees and endorsed by the GSC. The GSC reaffirms the importance of strengthening animal health systems, including Veterinary Services, and encourages FAO, OIE, and WHO (when relevant) to continue efforts for the complete implementation of the recommendations previously approved by GF- TADs GSC meetings. The standard operation procedure (SOP) for labelling meetings and activities under the GF-TADs umbrella at national, sub-regional, regional, multiregional and global level is endorsed by GSC. The development of the next 5-year Action Plans should take into account the endorsed SOP.
7 GSC8 Recommendations 1. Reporting on the Performance Indicators (PI) (pilot); (i) (ii) (iii) the exercise be renewed with more relevant or a reduction of the number of PI to manage easily the collection of data; guidelines for the data collection for PI by countries will be useful for the quality control; formal feedback on PI be sent by each RSC to the Global GF-TADs secretariat for analysis and improvement of the tool; 2. The sequential approach to identifying and prioritizing TADs on a regional/sub-regional basis be published or made available and promoted as a tool to interested parties and stakeholders.; 3. The emphasis on Rinderpest Post eradication activities continue in order to maintain global freedom from rinderpest; 4. FAO and OIE continue to persuade donors/resources partners to provide both organizations funds;
8 5. PPR GSC8 Recommendations i. Global Strategy on PPR and recommendations adopted during the OIE-FAO International Conference on PPR be taken into account; ii. iii. iv. Conclusions of the PPR Costing Strategy Experts be endorsed; PPR Governance at global level be implemented with a Global PPR Secretariat; PPR Strategy governance at regional level includes inputs from Regional GF- TADs Steering Committee; v. application for official recognition by the OIE be encouraged; 6. Rabies (i) (ii) Dog-mediated rabies elimination is feasible and must be promoted; the use of the rabies vaccine bank be publicized; 7. FAO and OIE promote the registration of Rift Valley fever vaccine; 8. FAO and OIE should make efforts to capture information regarding FMDV, PPRV and vaccine holdings in a living;
9 GSC8 Recommendations 9. FAO and OIE strengthen efforts for the submission of TADs agent isolates to Reference Centres; 10. FAO and OIE continue to encourage Member Countries to report animal diseases and zoonoses in a timely manner; 11. The quality of the RSC activity reports should be improved and be sent on time; 12. All GF-TADs activities, including cross-cutting tools (GLEWS+, OFFLU, CMC-AH) must be maintained and supported; 13. A new independent external evaluation of the GF-TADs take place as soon as funds are available for this activity ; ToR for this external evaluation be defined by the GF-TADs Management Committee.

11 Key Performance Indicators (KPI) Regional GF-TADs for Asia-Pacific: 5-year Action Plan Annex 2 Expected Results and eligible activities Indicators are defined for priority diseases (FMD, HPAI, CSF, PPR and Rabies)and topics (Veterinary Services, Advocacy and Core activities). Progress Indicators for FMD FMD 1. PCP stages of the countries in the Asia-Pacific region at the end of the Action Plan period; 2. Number of countries in the Asia-Pacific region with FMD control programmes endorsed by OIE; 3. Number of countries in the Asia-Pacific region with formal OIE recognition of FMD-free status with or without vaccination; 4. Number of FMD outbreaks in the Asia-Pacific region officially reported to the OIE; 5. Number of relevant trainings and workshops provided at regional or sub-regional levels; 6. 27 ASIA, the FAR EAST and OCEANIA FEEDBACK Overall, the guidelines are well structured, comprehensive and well presented. When indicators are established, they will be useful to evaluate and present the progress of GF-TADs works over years. Some indicators appear to need careful epidemiological interpretation. Focusing on the regional and sub-regional levels may mask the original data from country sources. The guidelines for the data collection from member countries (reporting templates and supporting documents to be submitted by countries) will be useful for the quality control of data, if prepared at the global level.
