1 GLM & Associates Geoffrey L. Maddux Environmental Consultant 7497 Harvest Village Court Mailing Address P.O. Box 5339 Navarre, Florida (850) Fax (850) August 10, 2015 Ms. Dawn Templin, P.E. Solid Waste Section Florida Department of Environmental Protection 160 Governmental Center Pensacola, Florida RE: Two and One Half Year groundwater monitoring report at D.H. Griffin s Tower Ridge Landfill, GMS I.D. Number: NWD/17/ Dear Ms. Templin: Enclosed is GLM & Associates, Inc., (GLM) Two and One Half Year monitoring report for D.H. Griffins s Tower Ridge Landfill. Groundwater elevation data was collected during each sampling event. Table 1 shows groundwater elevations in each of the monitoring wells for all sampling events conducted since February of 2000 including the last five (5) semi-annual events in June of 2013, December of 2013, June of 2014, December of 2014 and June of Groundwater contour maps for June 18, 2013, December 30, 2013, June 27, 2014, December 17, 2014 and June 25, 2015 are contained in Appendix A along with a graph depicting groundwater elevations changes in MW-1, MW-2 and MW-3 from February 2000 through June Groundwater flow has been consistently towards the west/southwest over the last two (2) and one half (1/2) years with slight variation to the south and west. GLM could not locate the original hydrogeologic investigation performed at D.H. Griffin Wrecking Company s Tower Ridge Landfill in D.H. Griffin s records. However, a search of FDEP s D.H. Griffin Wrecking Company/Tower Ridge Solid Waste File did contain a report prepared by Larry M. Jacobs & Associates that calculated a horizontal permeability/hydraulic conductivity of 110 feet (ft)/day based on slug tests performed by Enviro-Pro-Tech. A flow rate (V) was calculated using an average hydraulic gradient of based on the average of groundwater elevation data from the last five (5) sampling events summarized in the two (2) and one half (1/2) year report. A hydraulic gradient of was recorded in the previous two and one half (1/2) year report. A hydraulic conductivity (K) of 110 ft/day and an estimated porosity value of 30% were used from the original Hydrogeologic Investigation performed by Larry M. Jacobs & Associates. The
2 calculations are outlined below: Average Hydraulic Gradient=.0056 ft/ft Average Hydraulic Conductivity= 110 ft/day Porosity= 0.30 V = 110 ft/day x ft/ft.30 = 2.05 ft/day or feet/year Groundwater samples have been collected in accordance with the Groundwater Monitoring Plan approved by the Florida Department of Environmental Protection (FDEP) for D.H. Griffin s Tower Ridge Facility. Table 2 contains a summary of the analytical results for selected parameters in MW-1, MW-2, and MW-3 from February of 2000 through June of Based on GLM s review of the analytical laboratory data from all three (3) monitoring wells at D.H. Griffin s Tower Ridge Landfill from June of 2013 through June of 2015 there appears to have been no violations of the Primary Drinking Water Standards outlined in Chapter of the Florida Administrative Code (FAC). Iron has exceeded the secondary drinking water standards in MW-1 the upgradient well for the last three (3) sampling events. Aluminum was also found in MW-1 above the secondary drinking water standards in June and December of As stated in GLM s semi-annual reports the reason for these violations in MW-1 the upgradient well is unclear. The parcel immediately upgradient of MW-1 has been used for agricultural cultivation for many years and there appears to be no change in land use. Iron was also found in excess of 0.30 parts per million in MW-2 in the December 2014 and June 2015 sampling events. Iron and Aluminum were also found in MW-3 above the secondary drinking water standards in June of 2014 and June of There was a significant rain event in April of 2014 and groundwater elevations were recorded at their highest levels ever in June of Similar rainfall events in the past have led to elevated readings of Iron and Aluminum in MW-2 and MW-3 for several sampling events, but the reason for their presence in the upgradient well is not clear. The only other parameter that has exceeded secondary groundwater standards in Chapter , FAC is ph. In all sampling events since February of 2000 ph values have generally fallen outside of the range with a few exceptions. Values are consistently recorded between 4.0 and 6.0 in all three (3) monitoring wells. The facility has not been used on a consistent basis during the last five years. Based on GLM s conversations with D.H. Griffin there appears to be no practices during their tenure of ownership that would contribute to low ph values. We have investigated the possibility that agricultural practices surrounding the Property contribute to low ph values, but after conversations with the Agricultural Extension Agent this seems unlikely. Although ph
