These activities have been expanded to cover the hotspots in the two countries. Thanks to the support of its long-running donor, the Australian Government through the Stop Transboundary Animal Diseases and Zoonoses (STANDZ) Programme, massive vaccination campaigns not seen before in the history of the SEACFMD Campaign have been launched. The substantial contributions from the European Union, through its Highly Pathogenic Emerging and Re-emerging Diseases in Asia (HPED) Programme, have made it possible to mobilise over two million doses of vaccines to these countries during the last three years. As a result, there has been no FMD outbreak reported in northern Lao PDR since April 2013, while very few outbreaks were observed in the vaccinated areas in central Myanmar compared to other areas of the country. SEACFMD members with more advanced FMD status also made notable progress in their disease control efforts. As a result, China has had no outbreaks of FMD in its 5 priority zones. Region 2 in Thailand has also maintained its free status. Malaysia has significantly reduced its share of FMD outbreaks. The same is true for southern Vietnam, where no type O Cathay topotype has been detected over the past five years. OIE-recognised FMD-free countries and zones without vaccination such as Brunei, Indonesia, the Philippines and Singapore, and Malaysia s Sabah and Sarawak have maintained their status. These gains, however, could disappear without renewed efforts in More so because the threat of increasing number of FMD outbreaks due to serotype A remains the biggest risk. Initial analysis of the FMD outbreak reports in 2014 reveals that a resurgence of serotype O cannot be discounted. There is also an increasing risk due to cross-border animal movements that could spread disease outbreaks far and wide. Thus, strategic disease control interventions should focus on the hotspots and critical points in order to reduce the risk of FMD spread and its overall prevalence. 2 2 OIE, partners draft 3 rd edition of the SEACFMD 2020 Roadmap A writing group has been formed to draft the third edition of the SEACFMD 2020 Roadmap. It is composed of OIE SRR-SEA staff as well as OIE Sub- Commission for SEACFMD executive officers. The third edition covers Phase 5 of the SEACFMD Campaign or the period This phase will see further progress and enhancement of the campaign with planning and activities geared towards ensuring a longterm sustainable approach to FMD prevention and control. In particular, more importance will be given to the regional perspective, given the amount of cross border movement of livestock. The strategy will focus on the risk-based approach of the technical component, the harmonization of the SEACFMD Campaign strategy with the FAO/OIE Global FMD control strategy and OIE recognition processes, the long-term development of institutional capacity and funding strategies of member countries to secure the continuation of the programme and the strengthening of the veterinary services. The framework for the 3rd edition of the Roadmap was developed following the meeting of the Sub-Commission executive in January 2014 and further revised following comments from the National Coordinators meeting in August. The 3rd edition will be used to develop the implementation strategy for The revision is in line with the recommendations of the SEACFMD Sub-Commission and National Coordinators meetings to take into account the many changes that have transpired in the technical, socioeconomic and political situation in the region since the last edition. The revision will also consider the new governance arrangements based on the revised Terms of Reference of the Sub-Commission. A major change to the Roadmap will be the shift in the expected outcome, from the eradication of FMD in South-East Asia and China by 2020, to the significant decrease in the incidence of FMD by OIE, STANDZ support FMD control in Central Myanmar The OIE SRR-SEA has earmarked approximately USD 900,000 from the STANDZ Initiative to continue and expand the vaccination activities in Central Myanmar. A workshop with the country s veterinary services will be conducted early in 2015 to prioritise village tracts within the targeted townships for vaccination in order to more efficiently use vaccines to cover a larger area at risk for FMD incursions and spread, as well as to obtain some information needed for the project design. It is proposed that STANDZ will fund the implementation of an FMD Vaccination Campaign in Central Myanmar aimed at continuing and increasing the herd immunity in critical areas previously vaccinated and to sustain government and farmer engagement in FMD prevention and control. The project is proposed to cover Sagaing, Myinmu and Wetlet townships of Sagaing district and Kyaukse, Myittha and Sintkaing townships of Mandalay district. These regions have high populations of cattle and buffalo (approximately 380,000 cattle and buffalo in total) and are considered to be a critical area for interventions as a large number of these animals enter trade routes that run through South-East Asia and China. Shwebo District s Shwebo township and Wetlet Township have been added due to their high animal populations and the frequent history of FMD outbreaks in Shwebo township. It is expected that effective control and prevention of FMD in central Myanmar will have a knock-on effect on a reduction of incidence of FMD in the rest of South-East Asia and China due to a decrease in infected animals leaving this area. A reduction of the incidence of FMD in this area is expected to have positive effects on market chain activities, livestock production and Myanmar s export potential.

3 FMD vaccination drive launched in Northern Lao PDR The Project Coordination Committee (PCC) of the Northern Lao PDR FMD Project held its first meeting on September 2014 in Luang Prabang. The meeting allowed project staff to discuss the implementation of vaccination and other technical activities which started over the previous two weeks, as well as the public awareness campaign. Dr. Khamphay Chanthavong, Deputy Director-General of the Department of Livestock and Fisheries (DLF) of Lao PDR, opened the meeting which was attended by heads of the livestock offices from 26 priority districts. In his speech, Dr. Khamphay emphasised the importance of FMD in Lao PDR and the region, as well the need for constructive and effective public engagement to enhance control efforts and to ensure that FMD is eventually eliminated. A total of 400,000 doses of FMD vaccines were delivered in August 2014 and vaccination commenced in September, with the first round expected to finish in March Post-vaccination monitoring, public awareness campaign, capacity building and governance activities have commenced since August. A Monitoring & Evaluation Framework was developed in July. Billboards have been posted in strategic locations and flipcharts developed and used in village meetings. Radio broadcasts are used to promote the benefits of vaccination. FMD vaccination, KAP studies conducted in Lao PDR A study that aims to evaluate the impact of FMD intervention in Northern Lao PDR has been completed. Using epidemiological tools and serological tests in the different stages of vaccination, the study sought to determine if the FMD vaccination conducted in two Northern provinces was effective in protecting vaccinated animals against infection. Results proved that the majority of animals infected in the affected villages were not vaccinated. The results also showed that 4 out of the 86 (5%) FMDinfected animals included in the study were vaccinated against FMD in 2012, thus overall vaccine effectiveness is 96%. The results of the laboratory tests confirmed that the majority of the sampled animals were indeed previously infected and also proved that Non-Structural Protein (NSP) can be detected even up to one year after infection. This study ultimately demonstrated that an inability to reach 80% vaccination coverage in a village puts the village at high risk for infection. A post-vaccination monitoring (PVM) study started in Vang Vieng District of Vientiane Province, Lao PDR in September It aims to determine the immune response of cattle and buffalo in selected villages in the district to the high potency (6PD50) FMD vaccine. Blood samples were collected from cattle and buffaloes aged 6-12 months, as they are likely to be vaccinated for the first time and less likely to have been infected in previous outbreaks. Collection was done at 3 time points: before vaccination (September 2014), 30 days postvaccination (October 2014) and 60 days post-vaccination (November 2014). To test for residual antibodies seven months after the booster vaccination, blood samples will be collected in the second week of April The result is expected to serve as a basis for what can be expected in terms of eliciting detectable antibody response in the larger population that will be vaccinated under the Northern Lao PDR FMD Project. Testing of blood samples by the NSP and LP ELISA is ongoing. The Northern Lao PDR FMD Project conducted a baseline Knowledge, Attitudes and Practices survey in November and December The aim of the survey is to establish baseline KAP of male and female farmers about FMD and its prevention and control in the target provinces. This will allow the Project to measure the effectiveness of the public awareness campaign which is being conducted to persuade villagers to have their cattle and buffaloes vaccinated regularly and adopt other measures that will prevent and control FMD. A total of 480 farmers, 210 of them women, in 60 villages in 10 districts and five provinces were interviewed for the household survey. Interviews with 20 male and 7 female traders selected through snowball sampling were also conducted. The survey was complemented by focus group discussions conducted with 302 farmers, 147 of them women, in five provinces in order to generate more qualitative information.

4 4 LabNet/EpiNet call for more serum sample submission The OIE SRR-SEA held a joint meeting of the SEACFMD Laboratory Network and Epidemiology Network in Ho Chi Minh, Vietnam from 6-8 October The meeting was attended by FMD epidemiology and laboratory focal points or their representatives from the 11 SEACFMD Member Countries, partners, and OIE. Dr. Mai Van Hiep, Deputy Director General of the Department of Animal Health, Ministry of Agriculture and Rural Development of Vietnam, noted Dr. Ronello Abila, OIE SRR-SEA Representative, presented two papers at the Open Session of the European Commission for the Control of FMD held in Cavtat, Croatia on October The theme of the meeting was Where science and policy meet: FMD risk management in a world of changing disease landscapes. The first paper entitled SEACFMD Roadmap: A risk-based approach to FMD control in South-East Asia and China describes the risk-based approach of the SEACFMD Roadmap which identify areas of possible sources of FMD viruses and areas of higher risk of FMD introduction and the focus of the interventions in these areas. The second paper Epidemiological analysis of FMD outbreaks in South- East Asia and China ( ) describes the significant epidemiological changes in the circulation of the importance attached to FMD by the Vietnamese government as elucidated in its USD 30 million-fmd national programme for Vietnam, he said, recognizes the need for international cooperation and building relationships to address and manage transboundary animal diseases in a timely manner. Dr. Ronello Abila, OIE SRR-SEA Representative, said the joint meeting aims to address the pertinent issue of sub-optimal sample submission OIE presents papers at EUFMD session FMD viruses in South-East and China over the last four years. The meeting discussed the global FMD situation and trends, and different approaches and technical developments for both FMD-free and non-free countries. Other topics discussed during the meeting include the need to communicate FMD information with stakeholders and decision-makers and involving stakeholders in surveillance. The importance of evaluating social and economic impacts of FMD on all stakeholders was emphasised. Results of these studies, particularly the cost-benefit analysis, are expected to lead to increased investments in FMD control and eradication. The meeting was attended by 240 participants involved in FMD control and research from Europe, Africa, Asia, and the Americas. from the region and reinforce the understanding of international standards relevant to FMD epidemiology and laboratory practices. Other meeting presenters discussed issues relevant to both networks such as global, region, and national FMD situations and laboratory and epidemiology relevant to each, regional reference laboratory activities and research, and research and activities concerning FMD, particularly in the laboratory and epidemiology aspect, by partners. Two separate sessions were then conducted in order to (1) highlight the importance and critical relevance of the OIE Terrestrial Code and Manual, (2) familiarize the respective focal points on their roles in their country s targeted dossier preparation, and (3) identified gaps and prepared plan of actions to address these identified needs. The meeting closed with the adoption of recommendations, among them are to: increase submission of optimal quality samples (if possible one sample for each affected area to the 3rd administrative level), for members to continue compiling information to prove their compliance with the OIE Terrestrial Code and Manual in preparation for future applications to the OIE for status recognition or for official FMD control programme endorsement; support the conduct of studies on animal movement and other risk factors involved in the spread of FMD; implement, monitor and evaluate actions from the action plan being developed for LabNet and EpiNet; the LabNet submit results from the next regional Inter-Laboratory Proficiency Testing within one month; and encourage FMD-free countries (or zones) to actively investigate suspected FMD cases and to have a procedure in place to confirm cause of the condition.

5 5 Multisectoral meeting on zoonoses control in Asia-Pacific The Fifth Asia-Pacific Workshop on Multisectoral Collaboration for the Prevention and Control of Zoonoses was held last November in Bangkok. The meeting provided updates and new information on zoonoses situations, reviewed progress made thus far, and developed recommendations to further improve existing collaboration and coordination mechanisms in the region. With the EU-HPED programme on One Health ending in 2014, the workshop also provided a venue for the FAO, OIE and WHO components of the programme to present their activities and achievements with particular emphasis on programme impacts and lessons learned at the regional and country levels. Ninety-three participants from 21 Countries, 13 partner agencies, and 5 regional and sub-regional offices of the Tripartite (FAO-OIE-WHO) in the Asia-Pacific region attended the workshop. Seventeen of the participating countries presented country posters from which a total of 70 zoonotic events were collectively reported for the year This includes 29 (41%) bacterial zoonoses events (eg., anthrax, brucellosis leptospirosis, E. coli, Lyme disease, plague, S. suis, TBR, tuberculosis), 28 (40%) viral zoonoses events (avian influenza, Crimean-Congo Hemorrhagic Fever, Japanese encephalitis, MERS-CoV, Nipah virus, rabies, tick-borne encephalitis), and 13 (19%) parasitic zoonoses events (eg., anisakiasis, cysticercosis, echinococcosis, schistosomiasis, toxoplasmosis, trichinellosis). Rabies, avian influenza, anthrax, leptospirosis, and brucellosis appear to be the most commonly reported zoonoses in the region. Several neglected tropical diseases such as echinococcosis, schistosomiasis, and cysticercosis, continue to be recorded in several countries for this year. In addition to this regional disease situation update, the workshop also covered scientific updates on key emerging diseases of international concerns including zoonotic influenza, MERS- CoV, and Ebola. Laboratory and epidemiology networking relevant to zoonoses were also discussed, as well as the newly developed WHO/OIE operational Framework for Good Governance at Human and Animal Interface (PVS-IHR) and the OIE PVS Pathway Laboratory Mission. HPED and IDENTIFY coordinators complete missions The OIE SRR-SEA extends its best wishes to Dr. Agnes Poirier and Dr. Jaruwan Kampa who completed their assignments in December Dr. Poirier was HPED Programme Coordinator while Dr. Kampa was IDENTIFY Project Coordinator until September Agnes was responsible for implementing the OIE component of the European Union-funded regional cooperation programme on Highly Pathogenic Emerging and re-emerging Diseases in Asia (HPED). This included strengthening the Veterinary Services in selected Asian countries through national and regional workshops for OIE delegates and focal points, implementation of the OIE PVS pathway and the establishment of regional vaccine banks in Asia. Agnes was instrumental in setting the two regional vaccine banks for FMD and rabies, which donated 2,750,000 doses of FMD vaccines and 3,362,800 doses of rabies vaccines to 13 eligible countries in the period The HPED Programme concluded on 7 December 2014 and Agnes is now returning to the French Ministry of Agriculture, Agri-food and Forestry (MAAF) in Paris. Jaruwan led the implementation of OIE SRR-SEA s activities for the IDENTIFY Project within the USAID-funded Emerging Pandemic Threat Programme which ended in September During the last three months, Jaruwan continued to provide technical advice on animal health laboratories to member countries under the Australian-funded STANDZ Initiative. She coordinated the training on Occupational health and safety for staff of national animal health laboratories of Thailand, Lao PDR and Vietnam and supported the development of OHS strategy for these countries. As IDENTIFY Project Coordinator, Jaruwan was responsible for the implementation of laboratory strategic planning initiatives and capacity building and networking activities of national veterinary laboratories. Over the last two years, the IDENTIFY Project helped develop the strategic plans for national animal health laboratories in Cambodia, China, Lao PDR, Myanmar, Malaysia and the Philippines. Jaruwan returned to her post as Assistant Professor of Veterinary Pathobiology at the Faculty of Veterinary Medicine, Khon Kaen University.

6 6 OIE, Vietnam partners hosts draft OIE workshop 3 rd edition on of the vet education, SEACFMD 2020 VSBsRoadmap The OIE SRR-SEA conducted the 4th OIE Sub-Regional Workshop for Veterinary Educational Establishments and Veterinary Statutory Bodies in Hanoi, Vietnam from 8 to 10 December Workshop sessions high-lighted the roles of VEEs and VSBs in relation to strength-ening the Veterinary Services, as well as the critical role of the Veterinary Services in promoting animal health and welfare, protecting the public health and ensuring food security. Participants shared the progress made thus far by their VEEs on the alignment of veterinary curricula with the OIE Guidelines for Veterinary Education (Model Veterinary Education Core Curriculum and Competencies of Graduating Veterinarians), the activities of their VSBs relevant to the compliance of OIE Day 1 Competencies, and the collaboration between their VEEs, VSBs, VAs and Veterinary Services. The workshop also provided a venue for discussing ASEAN initiatives related to the profession such as the ASEAN Framework Agreement on Services (AFAS), Mutual Recognition Agree-ment (MRA) for the Veterinary Profession, and the ASEAN Qualifi-cations Reference Framework (AQRF). The workshop agreed to a continued support to the implementation of the Global Recommendations for VEEs and VSBs, the strengthening of the Veterinary Services through the OIE PVS Pathway, and the adoption of the OIE guidelines on Veteri-nary Education. The workshop also agreed to pursue exploring the possibility of establishing a VSB network, the setting up of a sub-regional accreditation system forveterinary Profes-sionals through the ASEAN MRA, and information dissemi-nation on AFAS, MRA and AQRF. Representatives from the VEEs, VSBs, Veterinary Medical Associations and Veterinary Authorities of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand and Vietnam, participated in the workshop as well as representatives from the OIE Regional Representative for Asia and the Pacific, the ASEAN Secretariat and the Federation of Asian Veterinary Associations (FAVA). Rabies OIE, partners vaccination draft in 3 rd dogs edition conducted of the SEACFMD in the Philippines 2020 Roadmap Vaccination activities in the four pilot provinces of the STANDZ Rabies Project in the Philippines started in September 2014 reaching a total of 149,942 of the estimated 260,249 dogs to be inoculated. This has increased the coverage of vaccinated dogs as follows: 65% in Albay, 50% in Camarines Sur, 32% in Camarines Norte and 67% in Masbate. In the first three months of the Project, key activities including the following were implemented: the establishment of the Project Coordination Office; development of the online vaccination reporting and orientation for its utilization in the pilot areas; coordination with the Philippine Statistics Authority for their validation of the dog population census conducted in four provinces; orientation of implementing agencies from the provincial to the municipal level on the importance of cold chain management and data loggers; organised one meeting of the National Rabies Prevent and Control Committee during which commitment from various sectors to collaborate on the STANDZ-supported Rabies project was received; orientation of the implementing partners on responsible pet ownership and the Philippine Rabies Act; procurement and distribution of vaccination paraphernalia; and organised planning workshops and discussions of guidelines on mass dog vaccination. The Project, with a total funding of USD 932,721from STANDZ including a budget for rabies vaccines for dogs, was launched in September It aims to strengthen the National Rabies Control and Prevention Strategy in a manner consistent with and contributory to the ASEAN goal of rabies freedom by 2020, and in alignment with existing international standards. Rabies continues to be a serious public health concern in the Philippines with about 560 animal rabies cases and around 200 human rabies cases recorded annually. These are considered an underestimate, given that many cases remain largely undiagnosed or underreported. In 2014 alone, the number of animals that tested positive for rabies has already reached 622 or 29% of the 2,127 total samples tested.

7 7 OIE, Three partners new staff draft join 3OIE rd edition SRR-SEA s of the STANDZ SEACFMD Programme 2020 Roadmap Dr. Pennapa Matayompong joined the OIE SRR-SEA in October 2014 as a Programme Coordinator under the Stop Transboundary Animal Diseases and Zoonoses (STANDZ) Initiative. She will coordinate the Strengthening Initiative for Veterinary Services (STRIVES) Project which includes the technical sup-port for implementation of the OIE PVS Pathway and the improvement of veterinary education and training, communication and legislation. She will also assist in the managerial, financial and technical Dr. Pennapa Matayompong SEA particularly the work to support the Sub-regional Veterinary Services for the coming ASEAN Economic Community (AEC) Dr. Phil Widders joined the OIE SRR- SEA in November 2014 as Programme Coordinator under STANDZ. Phil will coordinate the SEACFMD Campaign, operation of the OIE SRR-SEA. Pennapa graduated with a DVM, with honours, from Chulalongkorn University (Thailand), has a M.Agri.Sci. from University of Melbourne (Australia) and PhD in animal science (meat science) from University of Nebraska (USA). Pennapa served as a government officer at the Department of Livestock Development, Thailand for more than 29 years with a long experience in the fields of inspection and certification of animal products for export, negotiation on sanitary requirements with trade counterpart countries and animal welfare. She represented the department in several international meetings on the SPS issues and was the OIE National Focal Point on Animal Welfare. Pennapa will pursue her interests in veterinary public health, animal welfare and SPS issues through the work of the OIE SRR- Dr. Phil Widders including assisting with the management of FMD vaccination programmes in northern Lao PDR and in central Myanmar. He has BSc (Vet) and BVSc degrees (University of Sydney) and a PhD in veterinary immunology (University of Bristol, UK). After completing his PhD, he was appointed Assistant Professor at Washington State University (USA), with teaching and research interests in immunology and the pathogenesis of infectious disease. He then returned to Victoria as manager of the Bacteriology Laboratory, Victorian Institute of Animal Science (Attwood) with diagnostic and research interests in infections relevant to animal and public health. From there he joined the Australian Quarantine and Inspection Service (Australian Department of Agriculture), as Chief Quarantine Officer (Animals) NSW for more than 17 years. Phil also holds an appointment as Adjunct Associate Professor at the University of Sydney Veterinary School, where he has lectured on infectious diseases for the last 12 years. Phil s interests include microbial pathogenesis and laboratory Dr. Corissa Miller diag-nostics, and he has followed those interests with a number of OIE-listed diseases, including haemorrhagic septicaemia and contagious equine metritis. Dr. Corissa Miller joined the OIE SRR- SEA as a Project Officer in October 2014 and provides technical support to the various projects under the STANDZ initiative, with particular focus on the SEACFMD and One Health prog-rammes. Corissa graduated with a Bachelor of Veterinary Science from the University of Queensland in 2008, and spent the following years working in wildlife management and domestic clinical practice in Australia and internationally while completing a Master of Veterinary Studies in Conservation Medicine through Murdoch University. In 2012 she cofounded Ecotone Wildlife Veterinary Services, an Australian-based wildlife management business providing veterinary services to government and private research institutes. In recent years, her interest in One Health and zoonoses has led her to work in Nepal and Bangladesh with USAID Predict, the Center for Molecular Dynamics Nepal (CMDN), and the Food and Agriculture Organization of the United Nations. Corissa is currently completing a Master of Veterinary Public Health at the University of Sydney, and looks forward to pursuing her interests in epidemiology, transboundary animal diseases (TADs) and emerging infectious diseases (EIDs).

The distribution of both serotypes is still widespread, which points to a need for continued vigilance to prevent a large increase in the number of outbreaks. FMD remains endemic in mainland South-East Asia and China in Only Brunei Darussalam, Singapore, Indonesia, the Philippines and East Malaysia are currently recognised by the OIE as free of the disease. Upcoming Events A total of 240 outbreaks were reported in 7 out of 11 SEACFMD member countries in This is equivalent to the 240 outbreaks reported in 2013 and an increase in comparison to 2012, when 142 outbreaks were reported. The total number may rise once reports from all member countries are received. In South-East Asia and China, outbreaks caused by serotype A virus accounted for 54 outbreaks (representing 22.5% of the total number of outbreaks), and the 68 outbreaks caused by serotype O virus represented 28.3% of the total.
