CALL TO ORDER a) Board Secretary Sheri Schmidt asked for a motion to elect a Chairperson for the hearing MOVED by K. Martin to elect Kevin Pilger as Chairperson N b) Chairperson Pilger opened the hearing at 6:30pm d) Chairperson Pilger asked the Board to introduce themselves 2. ADOPTION OF AGENDA AND MINUTES a) The Chairperson asked if there were any amendments or additions to the Agenda Secretary Sheri Schmidt, responded that there were no additions to the agenda b) The Chairperson asked for a motion to adopt the Agenda MOVED by C. Knapp to adopt the Agenda as presented c) The Chairperson asked for a motion to adopt the Minutes from the previous hearing SDAB Minutes Page 1 of 6

3 MOVED by E. Diggins to adopt the Minutes as presented carried by those members present at the last hearing 3. APPEAL a) The Chairperson asked the Secretary to read out the first appeal The Secretary read out the first appeal as follows: DP Accessory Suite, Basement 197 Quigley Drive Plan , Block 33, Lot 4 b) The Chairperson asked the Secretary if notification of this Appeal. had been done in a timely manner as per the MGA The Secretary stated that it had 4. OUTLINE OF HEARING PROCESS a) The Chairperson outlined the hearing process for all present There were no concerns brought forth b) The Chairperson asked the Secretary if each of the affected parties had received all materials in a timely manner The Secretary replied that they had 5. PRESENTATIONS a) Administration: i) The Chairperson called upon the Development Planner to come forward and present her report ii) Development Planner II, OluwaKemi Apanisile submitted a comprehensive Administrative Report and made an oral and visual presentation to the Board iii) Questions were asked from the Board to Administration b) Appellant i) The Chairperson called upon the Appellant to come forward and present their case ii) Kevin D. Halkyard, resident of the West Terrace community submitted a written and visual report and made an oral presentation to the Board. c) Applicant i) The Chairperson called upon the Applicant to come forward and present their case ii) Jeff Toews submitted a written and visual report as well as an oral presentation to the Board. iii) Questions were asked from the Board to the Applicant. FINAL QUESTIONS AND SUMMARIES a) The Chairperson asked if there were anyone present, for or against the appeal, that wished to come forward No parties came forward b) Chairperson Pilger asked the Secretary to read in, for the record, any additional submissions for the appeal The Secretary replied that there were none c) The Chairperson asked Administration if they would like to make any final comments The Development Planner made final comments to the Board d) The Chairperson asked the Appellant and the Applicant if they had any final comments No final comments were made e) The Chairperson asked if all parties involved felt that they had a fair hearing All parties agreed that they were given a fair hearing 7. CLOSE a) Chairperson Pilger called for a motion to close the hearing b) MOVED by E. Diggins to close the hearing c) Chairperson Pilger advised that the Board had 15 days to reach their decision d) :Chairperson Pilger Adjourned hearing at 7:30pm e) The Chairperson called for a brief recess 8. CALL TO ORDER a) Chairperson Pilger asked for a motion to open the second hearing MOVED by K. Martin to open the hearing b) Chairperson Pilger opened hearing at 7:40pm 9. APPEAL a) The Chairperson asked the Secretary to read out the next appeal. The Secretary read out the next appeal as follows: DP Accessory Building, Detached Garage 328 Willow Street Plan , Block 13, Lot 8 b) The Chairperson asked the Secretary if notification of this Appeal had been done in a timely manner as per the MGA SDAB Minutes Page 3 of 6

5 The Secretary stated that it had 10. INTRODUCTIONS AND OUTLINE OF HEARING PROCESS a) The Chairperson asked if there were any objections to the Board hearing this appeal There were no objections b) The Chairperson outlined the hearing process for all present. There were no concerns with the process from the Appellant, Administration or any members of the audience. c) The Chairperson asked the Secretary each of the affected parties have received all materials in a timely manner. The Secretary replied that she had received an additional submission from the Homeowner of the proposed development which could be handed out during his presentation if the Board chose to accept it. 11. PRESENTATIONS a) Administration: i) The Chairperson called upon the Development Planner to come forward and present her report ii) Development Planner II Nicole Tomes submitted a comprehensive Administrative Report and made an oral and visual presentation to the Board iii) Questions were asked from the Board to Administration b) Appellant i) The Chairperson called upon the Appellant to come forward and present their case. i i) Lyle Balmer, resident of The Willows community presented a comprehensive oral report to the Board iii) Questions were asked from the Board to the Appellant c) Applicant i) The Chairperson called upon the Appellant to come forward and present their case. ii) Craig Wiens, for Kingsmith Homes presented a comprehensive visual and oral report to the Board i ii) Questions were asked from the Board to the Applicant d) Additional Submissions and Presenters i) Skylar and Ashley Keen, Homeowners of the proposed development submitted a written and oral report to the Board against the appeal. ii) Patrick Barody, made an oral presentation to the Board against the appeal. iii) Colin Watson, resident of the Willows community made an oral presentation to the Board for the appeal SDAB Minutes Page 4 of 6

6 iv) Jill Watson, resident of the Willows community made an oral presentation to the Board for the appeal v) Lark Balmer, resident of the Willows community made an oral presentation to the Board and read a letter from Sheila Klimchuk who was unable to attend the hearing, both for the appeal 12. CLOSE a) The Chairperson asked if all parties felt they had a fair hearing All parties indicated yes b) Chairperson Pilger asked for a motion to close the hearing MOVED by C. Knapp to close the hearing c) Chairperson Pilger advised that the Board had 15 days to reach their decision d) Chairperson Pilger closed the hearing at 8:54pm e) The Chairperson asked for a motion to go in-camera MOVED by K.
