5 President s Report I am writing to report the pertinent happenings in the College over the past year. There has been a raft of changes with the office bearers that took place in December Dr Edmond H N POW and Dr Yiu Kai WONG have assumed the roles of Vice-President (Education and Examinations) and Vice-President (General Affairs & CPD) respectively. Dr Katherine C M LEUNG has taken over the position of Honorary Secretary and with Dr Rony S Y CHO as the new Honorary Treasurer. Dr Simon K Y HO is now the Censor-in-Chief. At the last Council Meeting of 2016, The Council welcomed Dr Raymond Y L MAK as the councillor for the first time replacing Dr Stanley M L LAI who stepped down after completion of his 3-year term. A total of 11 Council Meetings were held in the period between December 2016 and October The Education and Examinations Committee under the outstanding leadership of Dr Edmond Pow has carried out their prime remits of training and examining of our trainees across all 8 specialties and the MGD trainees most effectively. Exit Examinations were conducted in the specialties of Endodontics, Family Dentistry, Oral & Maxillofacial Surgery,,, and. A total of 13 new fellows have been admitted in Conjoint Intermediate Examinations with the Royal College of Surgeons of Edinburgh were conducted in the specialties of Endodontics,,,, and. The second Conjoint Examination involving the Membership in Dental Public Health of the Royal Australasian College of Dental Surgeons (RACDS) and the specialty of Community Dentistry took place in December In August 2017, the third diet of Conjoint Examination of Membership in General Dentistry and MRACDS(GDP) was concluded. A total of 35 trainees were successful. 01 January 2017 marked the beginning of a new 3-year CME cycle. Under the expert guidance of Dr Yiu Kai Wong, the CME Subcommittee meticulously drew up the Principles and Guidelines on CME and CPD for this cycle. The Hong Kong Academy of Medicine is of the opinion that the maximum of passive CME points should be reduced in order to encourage fellows to participate in active and/or non-passive CME activities. Therefore, in this current cycle, the maximum number of CME points gained by attending pre-approved scientific meetings or courses is 70. The Food and Health Bureau (FHB) recently published a report titled: "Strategic Review on Healthcare Manpower Planning and Professional Development". The report states that Hong Kong is short of dentists now as well as in the future. However, there was no mention about the manpower situation or planning of dental specialists. The College has since commissioned a study on the local dental specialist workforce and the results are expected later this year. The College will seek an opportunity to discuss with the FHB regarding manpower planning and training of dental specialists in Hong Kong afterwards. In July 2017, I joined the party of the Hong Kong Academy of Medicine delegation to attend the 51 st Singapore-Malaysia Congress of Medicine in Singapore. I attended a Joint Council Meeting and there was a fruitful discussion. I had the opportunity to meet and 3

6 discuss mutual issues and interests with Dr Andrew OW, President of the College of Dental Surgeons Singapore, and members of his council. Unfortunately, I was not able to meet my counterpart of the College of Dental Specialists from Malaysia. In August, I and several office bearers of the College Council met Dr Patrick RUSSO, President of the RACDS and the Chief Executive Officer, Ms Karen LUXFORD, to discuss the Conjoint MGD/ MRACDS(GDP) Examination and the outline of the Memorandum of Understanding for the next diet. The meeting was held in a convivial atmosphere and I believe both parties were happy with the outcome of the discussion. The Spring Scientific Meeting was held in May this year at the Prince Philip Dental Hospital. The theme of the meeting was "Challenges in Dentistry". The list of speakers comprised of our younger fellows, who all gave excellent presentations and Dr Bruce Chan, a psychiatrist, who also gave a very informative and entertaining presentation. The organisation of the Winter Scientific Meeting is in the capable hands of Dr Daniel T S FANG and members of the Scientific Meetings Committee. The College is very pleased to be informed that Dr John Y K LING has been conferred The Faculty of Dental Surgery International Medal by the Royal College of Surgeons of Edinburgh for his contributions over the past many years. The College wishes to extend our congratulations to Dr Ling. I must express my gratitude to all the office bearers and councillors for their tremendous support and advice which was instrumental in the smooth running of the College. I also wish to thank the members of the Specialty Boards, Committees and Subcommittee, examiners, trainers and mentors, who all have contributed to the success achieved by the College. Last but not least, I also like to acknowledge the Secretariat, headed by our Senior Executive Officer, Ms Rose CHOW, and her team members, Ms Lilian CHEUNG, Ms Julia LAU and Ms Cecilia LAW, for their efficiency and hard working. The supervisors of the respective training centre are Prof Edward LO and Dr Wendy CHAM. A review of the two training centres was held earlier this year by the College and both centres have been accredited for another 5 years till In last year, we had admitted two higher trainees. - There are currently one basic trainee and seven higher trainees in Community Dentistry. - Under the MOU between our College and the Royal Australasian College of Dental Surgeons (RACDS), a conjoint MRACDS (Dental Public Health) and Intermediate Examination in Community Dentistry (CDSHK) was held in December Prof Marc TENANT was the examiner from the RACDS. Intermediate Examination of Family Dentistry There is no diet of intermediate examination in Exit Examination of Family Dentistry There is also no diet of exit examination in 2017 but two higher trainees passed their Exit Examination last year and will be conferred their fellowships in Family Dentistry on 26 November of Dr Simon C Y LIU Chairman 9

Dr Antonio C K TONG was the Chief Examiner and Mr Ian CORBETT was the Lead external examiner. A total of four candidates took this examination and all of them passed. An Exit Examination was held on October The examination was chaired by Prof Nabil SAMMAN. There was only one repeated candidate who took the clinical and viva examination and this candidate passed. The Specialty Board of OMS will conduct an intermediate examination in conjunction with the Royal College of Surgeons of Edinburgh. This Conjoint MOMS RCSEd Intermediate Examination will be held on October 9 and 13, Dr Antonio TONG will be the Chief Examiner. The next diet of Exit Examination will be arranged in Prof Nabil SAMMAN will be the Chief Examiner. By the end of August 2017, there are 11 higher trainees and 8 basic trainees who have registered. Their training progress will be evaluated in December when the Trainee Evaluation Form is submitted by their supervisors. Dr James K F CHOW Chairman 10

Yaumatei Orthodontic Clinic, Department of Health The 20 th Conjoint Membership Examination in with the Royal College of Surgeons of Edinburgh (MOrth RCSEd) was held in November A total of ten candidates (including three CDSHK Basic Trainees) took this examination. The 2017 diet for the 20 th Conjoint MOrth RCSEd Examination is scheduled for 28 November. Only two overseas candidates were enrolled for this time around as there are no local Basic Trainees taking the Intermediate Examination. Two diets of Exit Examination were held in 2016 and 2017, all candidates passed. Another four candidates will be taking their CDSHK Exit Examination at the end of November Currently, the Faculty of Dentistry, University of Hong Kong resumed the Master programme and there are four basic trainees in their first year of training. Eight higher trainees are registered with the College in the Specialty of with four taking the Exit examination at the end of year. My heartfelt thank goes to all the serving members of the specialty board, local and overseas examiners, supervisors and trainers of the College for their valuable contributions. Prof Ferranti WONG was the examiner from the Royal College of Surgeons of Edinburgh. All six candidates passed the examination. An Exit Examination was held in January Two candidates sat and one passed the examination. The Tri-collegiate Membership Examination in was held in September Two candidates sat the examination and Prof Barbara CHADWICK was the examiner from the Royal College of Surgeons of Edinburgh. Two diets of Exit Examination had been held. In December 2016, two higher trainees passed while in April 2017, one passed. The Specialty Board together with the Royal College of Surgeons of Edinburgh will conduct the Conjoint MPerio (RCSEd) Examination in Hong Kong. There is nil CDSHK trainee sitting for the Examination. At present, there are two basic trainees and seven higher trainees in the specialist training pathway. Last year, one basic and two higher trainees passed the intermediate and exit examination respectively. Two basic trainees will take the Conjoint Intermediate Examination and four higher trainees will sit for the Exit Examination in November There are three training centres in our Specialty. The training centre in the Faculty of Dentistry, The University of Hong Kong provides both basic and higher training and Dr Edmond H N POW is the Supervisor. The two dental clinics of the Department of Health, namely Cheung Sha Wan Government Offices Dental Clinic and Western Dental Clinic offer higher training, and Dr Chi Hong CHAN is the Supervisor. 3. Currently, there are 11 trainers who provide clinical supervision and advices to our trainees. They are Dr Michael G BOTELHO, Dr Robin W C CHUNG, Dr Daniel T S FANG, Dr Edward H T HO, Dr Lee Hoi KEI, Dr Katherine C M LEUNG, Dr Edmond H N POW, Dr Tsz Leung WONG, Dr Ka Chun YEUNG, Dr Yin Ling YIU and Dr William C W YUNG. One fellow is taking the two-year train-the-trainer programme. 4. The Board had organized a number of revision workshops for our trainees who sat or would sit for the intermediate / exit examinations. Dr Katherine C M LEUNG Chairman 14

17 Continuing Medical Education Sub-committee 1. Introduction It is the objective of the Hong Kong Academy of Medicine to promote the advancement of the art and science of medicine, foster the development of postgraduate medical education and continuing medical education as well as promoting the improvement of health care for Hong Kong citizens. The purpose of Continuing Medical Education and Continuous Professional Development (CME/CPD) is to meet these objectives. In the pursuit of lifelong learning with a view to protect our own patients, CME is now required not only from fellows, but also from our members and trainees as well. The CME Sub-committee follows the policy that accredited CME activities should be educational with an objective to enhance our competence and improve outcome of patient care. Such CME activities must be based upon the best scientific evidence available and free from any undue or biased commercial influence. The new cycle of CME/CPD is from 1 January 2017 to 31 December Self-arranged study group in the form of experience sharing for clinical dental cases is now accepted as a form of CME/CPD activity. Updated version of the College's Principles and Guidelines on CME and CPD is available at the College s website CDSHK%20P&G% pdf. Any changes in the administration of CME activities are regularly communicated by s and reported in the College s Newsletter. 2. HKAM Programme (CME/CPD Cycle from 1 January 2017 to 31 December 2019) for Fellows: At present, the College of Dental Surgeons of Hong Kong (CDSHK) has a total of 287 Fellows, in which 12 of them were new Fellows joining our college during the current CME/CPD cycle commencing 1 January 2017, with the following breakdown: 15

18 No. of Fellows brought forward from the previous CME/CPD cycle 1 : 281 No. of new Fellows starting the CME/CPD cycle at 1 January 2017: 3 No. of new Fellows starting the CME/CPD cycle at 1 July 2017: 9 Fellows who started their CME cycle later than 1 January 2017 will have the CME requirements on a pro rata basis. Higher Trainees are also required to attain a minimum of 30 CME points per year. Every Trainee should keep a record of his/her own CME/CPD activities and should provide evidence of such activities in order to facilitate the College Secretariat to issue an annual report as part of his/her Higher Training annual assessment. 7. All Fellows, Non-FHKAM Specialists, MGD Holders should take the time and effort in submitting all their unclaimed CME/CPD activities to the Secretariat within two weeks after the CME/CPD activities, to ensure their inclusion in the cycle. 8. Applications for accreditation of CME/CPD activities for the first 8 months in 2017 of the current CME/CPD cycle: From 1 January 2017 and up to the 31 August 2017, our CME Subcommittee has vetted, approved, and accredited a total of 460 (451 approved / 9 rejected) scientific meetings or training courses held locally and overseas. 9. Other activities and Future development In response to a request of the Dental Council of Hong Kong ( DCHK ), the CME subcommittee has reviewed and then made some recommendations on DCHK s Continuing Professional Development ( CPD ) Programme. The CME sub-committee is actively exploring different alternatives for recording attendance of CME activities. Any constructive recommendations will be mostly welcome. Dr Yiu Kai WONG Chairman 17

On the recommendation of the Committee, the College had the honour to admit Prof Fraser McDONALD and Prof Mark THOMASON as Honorary Fellows in recognition of their long term contribution to the College. Thirteen higher trainees completed their specialist training pathways and were admitted as Fellows. The result is tabulated as follows: Specialty No. of Fellows admitted Endodontics 1 Family Dentistry Seventeen basic trainees, who passed the Intermediate Examinations in their respective specialties, were admitted as Members of the College of Dental Surgeons of Hong Kong and became higher trainees. Under the leadership of Dr Stanley LAI, the College of Dental Surgeons of Hong Kong cohosted "The Hong Kong International Symposium in the management of Peri-implantitis" with the The Faculty of Dentistry, University of Hong Kong and the Hong Kong Dental Association during the 2016 Winter Scientific Meeting. Three prominent internationally renowned scholars Prof Joerg MEYLE, Prof Stefan RENVERT and Dr Jean-Louis GIOVANNOLI shared their expertise in a one-day symposium and half-day hands-on master class, which were very well received by our Fellows and dentists in the South East Asia. I took on the baton in organizing the scientific meetings in Through collective wisdom shared amongst committee members from various specialities, the theme for the 2017 Spring Scientific Meeting was born. What is one thing in Dentistry that everyone would have experienced, wish someone else who would have instead, and no one wants to talk about willingly? "Challenges in Dentistry How would we best manage them?" The meeting was well supported by almost 300 participants on 21 May 2017 fully packing the Lecture Theatre 1 at the Prince Philip Dental Hospital, with six speakers from various specialties. It was structured in a way that would appeal to dentists who are not necessarily specialists in that particular field, with practical tips and hints in handling such cases in the dental office. The topics ranged from dealing with failure like "Why did it fail? Problems in managing periodontal cases" by Dr Ruby WONG (), "What to do when you don't know what to do" by Dr Angeline LEE (Endodontics), "Failure & management of oral surgical procedures" by Dr Alfred LAU (Oral Surgery), to managing the "difficult" patient with "An introduction to personality disorder" by Dr Bruce CHAN (Specialist in Psychiatry). 19

22 Treating complications is challenging enough. It is equally important to avoid such occurrences with appropriate assessment and correct diagnosis like "Dental age assessment: Challenges for a dentist" by Dr Gloria WONG (Paedodontics), "Limits & limitations in orthodontics" by Dr Charlene WU () marks twenty years of collaboration between the College of Dental Surgeons of Hong Kong and the Royal College of Surgeons of Edinburgh in setting standards for dental specialist training in Hong Kong. Our College would like to commemorate this historic friendship at the CDSHK Winter Scientific Meeting at the Academy of Hong Kong. We are privileged to have distinguished Fellows from both Colleges to be our speakers: Prof William SAUNDERS on Endodontics, Prof Mark THOMASON on, Prof L JIN on and Dr John LING on. Dr Bun Ka YIU I would like to report the progress on MGD Part II Examination in March 2017 and Conjoint Part I and Part II Examination in January and August 2017 respectively MGD/MRACDS Part I and MGD Part I Examination (by Full Exam and re-sit candidates) The Conjoint Part I Examination was held on 8 January 2017 (Sunday) at the Prince Philip Dental Hospital and 50 candidates with 17 Examiners and 2 Observers attended the examination. The passing rate was (76%) 38 candidates were eligible to sit in the Conjoint Part II Examination MGD Part II Examination By Credit Accumulation Transfer (CAT) The MGD Part II Examination CAT Diet (Clinic Visitation) was held on 1-2 March 2017 at the candidate s dental practices. There was a total of 6 candidates sitting the said examination and with four candidates passed (67%) and two failed (33%) MGD/MRACDS Part II and MGD Part II Examination (By Full Exam and re-sit candidates) The Conjoint Part II Examination (Clinic Visitation) and MGD/MRACDS (GDP) Conjoint Viva Examination were held on 8-11 and 13 August 2017 at the candidate s dental practices and 5/F HKAM Jockey Club Building, Aberdeen. 39 candidates were eligible to sit for the examination and there was a high ratio of passing rate as follows: 23

27 MGD Holders I am delighted to announce that the 3 rd Diet of Membership in General Dentistry (MGD) was completed and 40 colleagues are admitted as MGD of the CDSHK. 29 Scholarship Committee Chairman : Ex-officio Members : Dr Katherine Chiu Man LEUNG Dr Shiu Yin CHO Dr Edmond Ho Nang POW The College of Dental Surgeons of Hong Kong Scholarship was set up to encourage and support our new Fellows (those who are admitted within the previous 5 years) and higher Trainees to participate in overseas training for their continuous professional development. The training programmes may include attachments, workshops and short-term training courses. The tenure of the award is for duration of 2 to 8 weeks and the maximum amount of each award is HK$50,000. Up to two awards would be granted to the suitable applicants every year. Awardees are required to write a reflection on their training which will be published in the College Newsletter. They will also represent our College to participate in some other promotional activities upon the invitation by the College Council. Three applications were received this year and the Scholarships were awarded to Dr Yee Hung LAW (Fellow in ) and Dr Annie Kong Yuk WAN (Fellow in ). To further improve the working environment for our Staff, additional lighting was installed over some working stations of the College Chamber. Some old furniture was replaced. Guidelines on Salary Increment were reviewed and revised. The increment scale was further improved to match with job titles and performance of staff. In order to avoid over-accumulation of annual leave and overtime work hours of staff, the policies and arrangement of annual leave and overtime work were revised in 2016 and it is now in full implementation. The Secretariat consists of four members, namely Executive Officers Ms Lilian CHEUNG (CME/CPD matters), Ms Julia LAU (MGD matters) and Ms Cecilia LAW (General enquiries and Accounts), led by our Senior Executive Officer Ms Rose CHOW (Training, Membership and General Affairs). The Newsletter is one of the communication channels between the College and the Fellows/ Members; it serves an important function to inform our Fellows/Members of the activities and latest development of the College. In each issue, there is a President s Message and an announcement of the coming Scientific Meeting. Besides presenting a list of the new Fellows and Members, there will be some important news, messages and information to all the Fellows and Members. To be environment friendly, the Newsletter is sent to Fellows/ Members through electronic mail and it is also posted in the College website org. If Fellows or Members have updated the address, please contact the College Secretariat. The Annual Report provides a summary of the financial status, a report of the activities of different Committees and Specialty Boards, and a full list of the Fellows/Members. 32 Treasurer s Report The College recorded a deficit of HK$390,007 for the financial year ended 31 st March The accumulated fund of the College has reached HK$6,013,840. The incomes of the College were mainly derived from membership and subscription fees, as well as examination fees. Deficit on MGD Programme, staff salaries and allowances, depreciation, repairs and maintenance and management fee were our major expenses. For the year , we approved two applications for the College Scholarship. The Council s new initiative to encourage education and training activities within specialties, including the Committee of General Dentistry, was well received. Two specialties have successfully organized activities for their trainees, fellows, members and trainers. The Council has resolved to maintain a conservative approach to our investment. The College has no intention to invest in local properties, shares or foreign exchange up to the present. On behalf of the College, I would like to express our sincere gratitude to our Auditors, Dr Eric Li Ka Cheung of Messrs. Li, Tang, Chen & Co., and S. F. Kwok & Co. for their professional advice and dedicated service in the past year. Both auditors have kindly accepted our reappointment for the coming year.
