2 The Fifth IDCMR Congress Report This report details the events of the Fifth IDCMR Congress, 14 to 16 October 2009 in Hanoi, Vietnam (for Congress Program, see Annex One. Introduction IDCMR Background In order to develop the oral health resource capacity among the Mekong River Region countries, the International Dental Collaboration of the Mekong River Region (IDCMR) was created. Dental education institutes in Cambodia, PR China, Laos PDR, Thailand and Vietnam formally joined as members by signing an IDCMR Memorandum of Understanding. IDCMR was established at the First Congress, 7 to 8 June 20O4 in Bangkok under the theme Practical Points in Dentistry: The Alternatives. Subsequently, the IDCMR Secretariat Office at the Faculty of Dentistry, Mahidol University was founded by IDCMR Executive Members. The Second International Congress was held 4 to 5 April in Ho Chi Minh City with the theme, Partnership for Innovative Practice in Dentistry in The third Congress, Everyone Will Enjoy Oral Health Care in Future from 17 to 21 October took place in Kunming, China. The fourth Congress, themed Global Trends in Esthetics from 18 to 21 November 2007, was organized in Bangkok, Thailand. The University of Odonto-Stomatology agreed to combine with Mahidol Univeristy to organize the fifth IDCMR in Hanoi, Vietnam. The Congress was attended by 137 international participants and over 500 national guests. 3 Vision and Goals The vision and goals of IDCMR were reinstated prior to the IDCMR Congress The vision embraces a network of dental health education institutions working cooperatively to improve the oral health status with private, government and non-government institutions. The stated IDCMR goals remained as: 1) resource development, including human, material and financial, for short and long term collaborations, 2) data exchange and annual informational meetings, 3) undergraduate and postgraduate curriculum development, 4) faculty, staff and student exchange and 5) cooperative research The University of Odonto-stomatology, Hanoi agreed to serve as host of the Fifth IDCMR Congress consisting of the Opening Ceremony, Keynote Plenary Presentations, Oral and Poster Presentations, Dental Trade Exhibition, Welcome Reception and Cultural Performance Night, IDCMR Executive Meeting and Closing Ceremony from 14 to 16 October 2009 in Vietnam. Opening Ceremony IDCMR Congress 2009 The first day of the international congress witnessed the Opening Ceremony started with cultural performances including songs written by the Vice Rector of the University of Odonto-stomatology, Dr Bui Thanh Hai. The dances, songs and poems reinforced the congress themes: expressing ethical practices (Doctor s Heart) dental esthetics (Wishful Smile) and the oral health needs of villagers along the Mekong River (Sharing a River). Dr Bui Thanh Hai conducted the flag salute and introduced the IDCMR delegates. The opening speeches comprised: Opening Address by Dr Truong Manh Dung, Rector of the University of Odonto-Stomatology, Chairman of the Organizing Committee and the Welcome Address of the Dean of the Faculty of Dentistry, Mahidol University, Associate Professor Dr. Theeralaksna Suddhasthira, CoChair of the Organizing Committee. Dr. Nguyen Quoc Trieu, Minister of Health, Commissioner of the Central Committee, Vietnamese Communist Party Opening Report. This was followed by the Goodwill Address of the main sponsor, Mrs. Ann Bellemans, Vice President of Personal Goods and Media Department, Unilever Company. Dr. Dung, delivered his gratitude and concluded the Opening Ceremony, declaring it officially open at 10 am. A total of about 137 international delegates from seven countries (Cambodia, PR China, France, Germany, Korea, Lao PDR, and Thailand) attended along with over 500 Vietnamese participants. Dental Trade Exhibition Following the Opening Ceremony, participants proceeded to the third and fourth floor of Hall B to view the Dental Trade Exhibition featuring nine Vietnamese and international dental companies displaying the latest dental instruments, oral hygiene products and innovative techniques covering a wide variety of fields. 3

4 Keynote Plenary Presentations The morning plenary sessions began at 10:30 am October 14 and were divided between Halls A and B. Two were presented in the morning and two in the afternoon (see Annex). Plenary sessions continued throughout the Congress, four in the morning of October 15, two in the afternoon, and the final plenary session was presented in the morning of October 16. In all, 11 plenary sessions by invited international keynote speakers from Cambodia, PR China, France, Germany, Korea and Thailand were given. Poster and Oral Presentations The Congress also arranged a viewing area on the fifth floor, Hall B, for poster presentations from 49 participants. The IDCMR Deans judged the content of the posters and selected the top five. Awards for these poster presentations were presented in the Closing Ceremony. Over the course of the three-day Congress, 28 oral presentations were made (see Annex). After presenting, each speaker was given a special token of appreciation and their Congress Certificate. Welcome Reception and Cultural Performance Night After the proceedings ended on 14 October, participants joined the evening s special events, Welcome Reception and Cultural Performance Night. Every delegation performed selected songs and dances in traditional costumes representing the wide cultural diversity of the assembled participants. IDCMR Executive Meeting Friday, 16 October 2009, from 10 to 11 am, the IDCMR Executive Meeting was held at Hanoi Medical University following the agreed upon agenda (see Annex). The most important decisions included postponing the renewal of the Memorandum of Agreement until the University of Mandalay is able to join and the selection of the host IDCMR 2010, Cambodia. IDCMR 2011, Thailand and IDCMR 2012, Lao PDR. Closing Ceremony To bring closure to the many activities of IDCMR Congress 2009, the Closing Ceremony was held from 11:50 am to 12:15 pm. First, Dr. Panjit Chunhabundit, Associate Dean for Research and Innovation presented the Awards for poster presentation. Five scholarship awards of two million dong each were given, one for Maxillofacial Surgery, two for Dentistry and two for Basic Research (see Annex). Then the Closing Address by the Chair of IDCMR 2009 was delivered by Dr. Truong Manh Dung, Rector of the University of Odonto Stomatology, Hanoi. Following this, the IDCMR CoChair, Associate Professor Theeralaksna Suddhasthira, Dean of the Faculty of Dentistry, Mahidol University, gave her Closing Remarks and the IDCMR 2009 Congress was officially closed. Finally, participants of IDCMR 2009 came forward for a final group photo. 4

10 Annex Three Minutes of the IDCMR Executive Meeting 2009 Friday, 16 October 2009 Hanoi Medical University The IDCMR Executive Meeting commenced with IDCMR Executive Members representing the Faculty of Odonto-Stomatology, University of Health Sciences, Cambodia, Professor Suon Phany, the Faculty of Stomatology, Kunming Medical Science, China, Prof. Ding Zhongjuan, the Dean of the School of Medicine, Dentistry and Pharmacy, Can Tho University, Vietnam, Dr. Le Thi Loi, the Faculty of Odonto-Stomatology, University of Medical Sciences, Ho Chi Minh City, Vietnam, Dr. Ngo Thi Quynh Lan, the National University of Odonto-Stomatology, Hanoi, Vietnam, Dr. Truong Manh Dung, the University of Health Sciences, Lao PDR., Dr. Aloungnadeth Sittiphanh, and the Faculty of Dentistry, Mahidol University, Thailand, Assoc. Dr. Truong Manh Dung was appointed chair of the Executive Meeting opened at 10 am and members discussed the agenda items below. Assoc. Prof. Dr. Theeralaksna Suddhasthira spoke first on the background of IDCMR. Secondly, she reviewed the activities from 2007 to There were no Progress Reports from the other Executive Members. Next, the Chair called upon Clinical Professor Jurai Nakaparksin who discussed the signing of a renewed MOU that included the University of Mandalay. As a result, it was agreed to postpone the signing until representatives from the University of Mandalay could be present. Then the Chair discussed future hosts of IDCMR Congress. Professor Suon Phany agreed to host IDCMR 2010 in Cambodia, Assoc. Prof. Dr. Theeralaksna Suddhasthira agreed to host 2011 in Thailand and Dr. Aloungnadeth Sittiphanh volunteered to host IDCMR 2012 in Lao PDR. Hoang Tu Hung expressed his appreciation for all the accomplishments made by IDCMR and promised his future support. Clinical Professor Jurai Nakaparksin gave her sincere gratitude to the host of IDCMR 2010, Dr. Truong Manh Dung for the excellent organization and to Professor Suon Phany for promising to host IDCMR 2010 in Cambodia. Prof. Ding Zhongjuan thanked the host for organizing the Congress and expressed her wishes for more successful interaction in the future. The Chair concluded the meeting at 10:40 am and participants accepted tokens of appreciation and posed for a group photo. 10
