3 UNDERWATER INSPECTION REPORT SUMMARY The substructure units inspected at Bridge No , the North Abutment and Bent 1, were found to be in fair to poor condition, with only minor defects of structural significance. The timber piles were typically sound with random splitting extending from the pile cap down up to 4 feet. Pile A of Bent 1 had a 1 inch wide by 8 inch deep split extending from the pile cap down 2.5 feet. The timber around the split was unsound and a hollow core was visible through the split with an estimated 15 percent loss of pile section. The overall condition of the structure has not significantly changed since the previous underwater inspection. INSPECTION FINDINGS (A) The channel bottom material typically consisted of gravel and sandy silt with a maximum probe rod penetration of 6 inches. (B) The timber piles were typically heavily weathered with checking and splitting up to 1/4 inch wide. The outer 2 inches of the upper 4 feet of the timber pile shells were typically unsound. (C) Pile A of Bent 1 had a 1 inch split extending from the pile cap down 2.5 feet with up to 8 inches of penetration. The pile was unsound along the length of the split. A hollow core was visible though the crack, with an estimated 15 percent loss of pile section. (D) Pile C of Bent 1 had a 1/2 inch split extending from the pile cap to 1.4 feet below the waterline with up to 4 inches of penetration. (E) The south cross-brace at Bent 1 exhibited heavy decay on the upstream end with up to 40 percent loss of section. (F) Backwall timbers were typically sound and tight with no notable gaps, deterioration, or loss of backfill. RECOMMENDATIONS (A) Repair Piles A and C of Bent 1 by splicing/posting in a new upper 5 feet of the member or by another method such as a structural jacket. (B) Reinspect the submerged substructure at the normal maximum recommended (NBIS) interval of sixty (60) months. Contractor: Contractor Job Number: Collins Engineers, Inc Page 3 of 15

6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge (CR 597 over Rice River) was completed on June 21, The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques in accordance with OSHA regulations. Channel bottom profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location, and area of scour. The bridge elements inspected consisted of a timber abutment and a timber bent. According to the bridge inventory, Bent 1 and the North Abutment are founded on timber piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 15
