3 UNDERWATER INSPECTION REPORT SUMMARY The substructure units inspected at Bridge L4870, the North and South Abutments, were found to be in satisfactory to fair condition with no defects of notable structural significance below water. Random areas of section loss were observed along the submerged abutment walls with average penetrations of 6 to 12 inches, and in some instances, with exposed and corroded reinforcing steel. A section of the concrete facing was undermined/undercut along the South Abutment exposing the underlying original masonry wall, which was generally in good condition. Additionally, a section of the concrete facing was undermined/undercut along the North Abutment, but the face of the original masonry abutment was not encountered. Overall, the channel bottom configuration appeared to be in stable condition, with no notable scour depressions observed and just some minor general aggradation of bottom material since the last inspection. INSPECTION FINDINGS 1. The channel bottom at both abutments consisted of riprap allowing no probe rod penetration. Along the face of the South Abutment there was up to 6 inches of soft silty infill. 2. An area of poor consolidation, 3 feet wide, was observed on the east corner of the South Abutment extending from 6 inches below to 1 1/2" inches above the waterline with 5 inches of maximum penetration. 3. A 6 inch band of poorly consolidated concrete was observed at the waterline extending from the downstream 1/4 point to the east wingwall of the South Abutment. 4. The upstream half (from 12 feet downstream of the upstream corner to the upstream corner) of the South Abutment concrete wall facing exhibited undermining that was 1.5 feet high with up to 1.5 feet of penetration, which exposed the underlying masonry (original construction). Random areas of section loss were observed on the submerged portion of the South Abutment facing with average penetrations of 6 inches exposing heavily corroded vertical reinforcing steel near the center of the abutment. 5. A concrete ledge was located at 1.4 feet below the waterline at the South Abutment and 1.2 feet below the waterline at the North Abutment. The concrete was irregular with up to 12 inch deep irregularities. The North Abutment step was undercut toward the channel bottom up to 18 inches. The face of the original masonry abutment was not encountered along the undercut. 6. Random areas of section loss were observed on the submerged portion of the North Abutment with average penetrations of 12 inches and no exposed reinforcing steel detected. 7. A formed steel angle was exposed due to an area of section loss, up to 1 foot wide and 4 inches deep, on the west corner of the South Abutment extending from 4 feet above to 1.5 foot below the waterline. RECOMMENDATIONS (A) Reinspect the submerged substructure units at the normal maximum recommended (NBIS) interval of sixty (60) months. 6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge L4870 (TWP 332 over Root River) was completed on October 22, The underwater inspection was conducted from the shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location, and area of scour. The bridge elements inspected consisted of two masonry stone/concrete faced (encased) abutments. No design drawings or plans were available for this bridge; therefore, the type of substructure foundation is not known. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 17
