Summry Sttement: Tiog Hmmond & Cownesque Lkes (THC) is multi-purpose project tht is locted long the Allegheny Plteu region within the Applchin Mountins of northern Pennsylvni (PA). It supports nerly 300,000 visitors nnully with vrious outdoor cmping nd dy use ctivities Hndshke Prtnership funding, would support 8 fitness sttions long the existing 3.2 mile blcktop pved Lmbs Creek Hike nd Bike Tril, which lies in the foot print of the former Erie Rilrod, closed in The fitness sttions will consist of stretching nd vrious strengthening exercises tht focus on bdominl, rm, chest, shoulder, bck, nd bicep muscles. Since the dediction of the project in 1979, this tril ws constructed nd hs rdited from the town of Mnsfield into the serene Pennsylvni countryside, overlooking the sesonl florl within the mountins, nd ends t the Lmbs Creek bot lunch. This tril is currently used for biking, wlking nd jogging for the residents nd visitors to Tiog County, PA. However, with the recent populrity of CrossFit nd considering the tril's proximity to Mnsfield, Pennsylvni, THC nd its prtners believe it hs potentil to increse the visittion of Lmb's Creek Recretion Are. Longevity / O&M description: The Lmb s Creek Hike nd Bike Tril currently ttrcts n verge of 30,000 visitors nnully, generting over $1 million in locl economic benefits to the re. This tril hs cler dvntge in tht it is locted on the border of Mnsfield, PA, which is the lrgest community in Tiog County, PA. There hs been historicl demnd from the community to further develop this recretion re from ll ges of the spectrum, nd dd vlue to the existing tril with fitness loctions. Finncil nd volunteer support from the Friends of Tiog-Hmmond & Cownesque Lkes (FTHC) nd Mnsfield University (MU) is sign of tht. Currently, this is Mnsfield s primry tril option, with the second being n informl grss tril on the Mnsfield levee system. According to the 2010 US Census, 55% of Mnsfield s popultion is between the ges of 15 nd 24 yers old. This demogrphic dt shows tht there is popultion tht would be willing nd ble to use the fitness equipment. In times where Federl opertion & mintennce budgets hve flt lined or been declining, it is importnt to note tht THC prtners hve greed to id in construction, signge nd mintennce of the fitness sttions iding in future volunteer efforts. The eight fitness loctions will be constructed with mintennce-friendly mterils including pressure treted southern yellow pine wooden posts (to resist rot, decy nd insect ttck), posts will be instlled below the freeze thw ground line nd cemented in plce, sign pnels will be mde out of silkscreened polycrbonte (gurnteed by compny to be unbrekble), hrdwre nd hnd rils will be glvnized steel (corrosion resistnt) nd wood mulch will be used for impct res; nd is expected to lst t lest 20 yers. Annul mintennce will be shred between FTHC, MU nd Southern Tiog School District. Considering MU hs trck record with THC in constructing nd mintining the current Lmb s Creek Cross Country Course since 2004, the likelihood of continul support is very likely. Southern Tiog School District hs grdution requirement for students to provide community service. Over the pst severl yers, severl students hve provided tril mintennce, helped with generl trsh pickup, nd hs refinished 5 benches on the tril. Prtnership Vlue: THC hs tken the ntionl USACE emphsis on prtnerships nd volunteers over the lst three yers, ttrcting over $895K in contributions. THC hs recently entered into forml Cooperting Assocition Agreement with the FTHC in Februry of 2014, with gols to enhnce the project s recretion nd environmentl missions for the community. They hve been working closely with THC rnger stff nd hve gotten off to gret strt with hosting nd supporting events, such s the nnul 4th of July Fireworks, providing environmentl eduction progrms to THC cmpers, hosting wter sfety events such s Glo-Swim, hosting Every Kid in the Prk nd ssisting with Youth Field Dy which introduces kids ges 8-14 to outdoor sports such s rchery, trpping, nd hunting. However, FTHC is looking for dditionl wys to contribute outside of THC s cmpgrounds nd expnd their prtner network leding to different opportunities. This project opens the door for THC, FTHC, MU Cross Country Deprtment, MU Kelchner Fitness Center nd resident volunteers to complete project tht dds new dimension of opportunities to the public nd should increse visittion to the Lmbs Creek Recretion Are. Additionlly, this project includes MU Kelchner Fitness Center, which hsn't found n 2 of 7

3 opportunity to work with THC t this point. Considering this Center is the min fitness fcility for MU's roughly 2,800 students nd 3,600 community residents, this prtner provides substnil exposure to THC nd Lmb's Creek Recretion Are. The requested $5,000 Hndshke funding would provide introductory nd sttion signs, pre-ssembled wood timber frmes, wood timber exercise pprtus, hrdwre, nd directionl rrows to guide users to the next exercise sttion. There re totl of three non-corps prtners tht hve committed $5,835 in funding nd in-kind resources for the instlltion of eight fitness sttions long the Lmbs Creek Hike nd Bike Tril. Within tht commitment, FTHC will provide $2,000 csh contribution towrds concrete mix nd mulch, nd ny contingency resources required to fulfill the project. FTHC will lso contribute 100 hours of volunteer service, MU Cross Country Deprtment will contribute 10 hours of volunteer service, nd MU Kelchner Fitness Center nd Tiffny Cummings will contribute 30 hours of volunteer service. Volunteer service is scheduled for instlltion nd initil mintennce of the fitness sttions. 46.6% of this project design nd construction will be supported by these 3 prtners. THC Rngers stff will provide 40 hours or $1,133 in lbor to oversee lyout nd construction of the project, operte hevy equipment ($330 in hevy equipment vlue), nd provide $200 towrd mteril/supplies. Recretionl Benefit: The Lmbs Creek Recretion Are provides visitors with rolling terrin nd open fields, with bckdrop of the Applchin Mountins. A bot rmp within the re provides the only ccess to the 498-cre Tiog Lke, which is populr for wter skiing, fishing nd pddling. Lmbs Creek offers one group shelter, which is fully ccessible nd comfortbly ccommodtes up to 100 people in peceful, wooded setting. The 3.2 mile blcktop pved Lmbs Creek Hike nd Bike Tril is currently populr for biking, wlking, jogging, nd beginning in 2014, cross country skiing. Adding eight designted fitness sttions long the tril, would further THC s position in promoting helth nd fitness for the community through its recretion re, throughout the entire yer. These fitness sttions would hve signge explining proper exercise technique nd usge, correct body position nd the muscle groups trgeted t the sttion. At the end of ech sttion there will be cool-down nd relxtion opportunities long with hertbet monitoring instructions nd fitness fcts. Additionlly, these sttions re designed for ll ges nd fitness levels. This project is relevnt to the mjority of the populr CrossFit progrm full-body workout, which combines crdio, weight lifting, gymnstics, nd core trining. Annul membership fees for CrossFit re pproximtely $1,500 per person while utilizing Lmb's Creek Recretion Are is free of chrge. MU Kelchner Fitness Center's Director Amy Delozier hs committed to holding MU CrossFit trining course on the tril for MU students nd would begin "Couch to 5K" progrm for beginners for ll ge community members if the project is funded. Bsed on those progrm's prticiption results, Ms. Delozier would conduct dditionll progrmming for specific ges nd fitness levels tht re interested. Furthermore, Lmbs Creek Hike nd Bike Tril is within 50 feet to the 8K nd 6K MU Cross Country Course. This course opened in 2004, which is home to the nnul MU Fltlnd Invittionl nd in 2009, hosted the NCAA Atlntic Regionl Cross Country Chmpionships. In ddition, MU student orgniztions use the Cross Country Course tril for fund rising events, such s "Pedl for Pets, rising funds for the locl niml shelter. MU's Dietetic Assocition utilizes the tril for the nnul 5K Run/2K Wlk, which reltes to the overll nnul MU Spring Fling Specil Event, incorporting full dy of music, food, nd ctivities in erly My. When the MU Cross Country Mens nd Womens Tems re not utilizing the Cross Country Course, they often use the Lmb's Creek Hike nd Bike tril to trin nd prepre for competition. Environmentl Stewrdship Vlue: The Lmb s Creek Hike nd Bike Tril provides opportunities for recretion users nd environmentl stewrds to come together nd explore the immedite recretion re. Adding fitness loctions to the tril is considered low impct ctivity, with the potentil to expose more visitors to wildlife nd birdwtching. The physicl presence of the tril cretes ecologicl edge, prompting shift in the composition of wildlife nd plnt species. The recretion re serves s n importnt wildlife corridor between Tiog River nd Mill Creek, nd is populr hunting destintion for ber, deer, phesnt, turkey nd smll gme. The USACE hs prtnered with PA Gme Commission, in nnully stocking 20-25% of Tiog County's phesnt llotment in the Lmb's Creek Recretion Are, which is lso Pennsylvni stte recognized youth hunt re. THC hs n griculture lese greement to lnd djcent to the tril system, which serves s beneficil invsive species mitigtion technique. There re fishing tournments, sponsored by the Tiog County Bss Anglers, which shre ccess with locl tril users. Generlly speking, trils help improve ir nd wter qulity, while providing n lterntive to indoor gym memberships. As grnt funding comes vilble, the FTHC will seek signge t ech designted sttion, identifying nture fcts nd other pertinent informtion. Communiction & Eduction Vlue: THC hs consistently promoted community communiction nd support over the lst few yers through volunteers, prtners nd community stkeholders. In 2014, THC prtnered with Western Illinois University recretion mngement professor, in gining n unbised ssessment of visitor impressions of fcilities nd mngement t THC, though 4 public meetings. The result ws report offering conclusions nd suggestions for future mngement, which discussed desire to expnd trils nd menities. MU ws by in lrge, identified s the gretest humn resource tht THC could ltch onto in order to crete more vlue dded opportunities for its visitors, with its 3,000 students nd fculty. There ws specified interest from MU in grnt writing, utiliztion of student clubs, grdute student thesis projects/internships, website development nd outdoor eduction clssrooms. As result, THC Rnger stff hs incresed their pursuit of MU prticiption by offering internship opportunities to MU students in the res of environmentl interprettion, wter sfety, environmentl stewrdship technicins in tree plning/invsive species/wildlife monitoring, nd fcilities mintennce for the 2016 recretion seson. MU instructors currently use the re s n outdoor clssrom for courses within the fishery nd outdoor recretion ledership curriculums. Southern Tiog District School hs worked with THC in providing students opportunities to fulfill their 40-hour community service grdution requirement nd obtining vluble public service experiences, including tril mintennce. Innovtiveness: This is the only recretionl fcility in the regionl re tht would provide fitness tril within nturl setting. This recretion re fetures cross country course for collegite competition, which directly benefits the Lmb s Creek Hike nd Bike Tril. This is unique opportunity for fmilies to discover free physicl ctivity ner home, work nd school. Finlly, the exercise sttions expnd the current tril's potentil in ttrcting visitors to prticipte in CrossFit type progrms. THC hs received commitment from MU Kelchner Fitness Center's Director Amy Delozier, to hold MU CrossFit trining course on the tril for MU students nd would begin "Couch to 5K" progrm for beginners for ll ge community members if the project is funded. Bsed on those progrm's prticiption results, Ms. Delozier would conduct progrmming for specific ges nd fitness levels tht re interested. Ms. Delozier's interest further widens the exposure to MU students nd community members. There re plns being developed to link this Lmb s Creek Hike nd Bike Tril to the Ives Run Recretion re through locl mountin biking orgniztion over the next few yers. This link would connect Mnsfield, PA, to the fourth lrgest revenue generting cmpground in the entire USACE. However, THC s first priority is enhncing the vlue of the tril within Lmb s Creek first to continue building interest in the fcility nd support for tht project. Conclusion: With the emphsis on helth nd fitness in tody's society, trils re becoming just s importnt s streets nd sidewlks in our communities. Offering people plce to wlk, run or ride encourges them to connect with nture. This fitness tril would provide n opportunity for the THC, FTHC, MU Cross Country Deprtment, MU Kelchner Fitness Center nd resident/tril volunteers to promote helthy recretionl opportunities with the chnce to show the generl public the benefits of prtnerships. 4 of 7
