2 BATHERS BEACH HOUSE GPS stands for Global Positioning System: a way of finding directions, measuring distances, and determining which way is up. The GPS theme of this conference Goals, Purpose and Strategies presents the same challenges for those who live and work in custodial settings. We face a global need to improve care for prisoners and those who care for them. We need to find our way there by changing our current direction, and measuring the distance between where our services are now, and where we would like them to be. Mental illness and complex health needs among people in custody is a public health issue. Custodial settings are also challenging for staff to work in: prison officers are amongst the highest risk occupations for work related stress claims after police officers and ambulance drivers. GPS 2016 will be welcoming excellent guest speakers with great experience and insight into this area to create a stimulating and lively conference for all those with an interest in improving the mental health and wellbeing of those in the prison system. We hope to provide a unique opportunity to share findings from research and practice. What better setting to do this than by the beautiful Indian Ocean, in the bustling port of Fremantle? 3 KEYNOTE SPEAKERS ANDREW FORRESTER Dr Andrew Forrester is a Consultant in Forensic Psychiatry with South London and Maudsley NHS Foundation Trust and an Honorary Senior Lecturer in Forensic Psychiatry at the Institute of Psychiatry, Psychology and Neuroscience, King s College London. He trained in psychiatry in Edinburgh and London, and has worked as a Consultant Forensic Psychiatrist in prisons in Victoria and London. As Trust service lead for offender health, he has designed and developed mental health services across a number of prisons, courts and police stations in England, and he currently leads mental health services at HM Prison Wandsworth (the UK s largest prison, with an operating capacity of over 1800). He is a former member of the executive committee of the forensic faculty of the Royal College of Psychiatrists, of the national clinical reference group for offender health, and of the British Medical Association s Forensic Medicine Committee and he is presently the joint chair of the World Psychiatric Association s prison mental health task-force. He has published widely on aspects of prison and offender mental health (including service and pathways design, screening, neurodevelopmental problems amongst prisoners, equivalence and the right to health) and he regularly provides psychiatric assessments in both criminal and civil court proceedings. CHARLES SCOTT Dr. Charles Scott MD is Chief, Division of Psychiatry and the Law, Forensic Psychiatry Fellowship Training Director, and Professor of Clinical Psychiatry at the University of California, Davis Medical Center in Sacramento, California. He is Board Certified in Forensic Psychiatry, General Psychiatry, Child and Adolescent Psychiatry, and Addiction Psychiatry. Dr. Scott is a Past-President of the American Academy of Psychiatry and the Law (AAPL) and is also Past-President of the Association of Directors of Forensic Psychiatry Fellowships. He has served as a member of the AAPL national task force to develop guidelines for the evaluation of criminal responsibility and competency to stand trial. He is also one of four national AAPL Forensic Psychiatry Review Course Faculty instructors and in 2008 received the AAPL award as the most outstanding forensic psychiatry fellowship program instructor in the United States. Dr. Scott has served as a forensic psychiatric consultant to jails, prisons, maximum security forensic inpatient units, California Department of State Hospitals, and to the National Football League providing training on violence risk assessment for NFL counselors. He has been an editor and co-editor of four books related to forensic psychiatry and has published articles and book chapters in the areas of risk assessment of violence and aggression, the death penalty, juvenile violence, and mental health law. His research interests include the relationship of substance use to aggression among criminal defendants and on the quality of forensic evaluations of criminal responsibility. He lectures nationally on the topics of malingering, violence risk assessment, juvenile violence, substance use and violence, the assessment of sex offenders, correctional psychiatry, DSM-5 and the law, and malpractice issues in mental health. Workshops will only proceed if minimum numbers are reached, and have limited numbers; places will be allocated in order of receipt of paid registrations. 8:30am 9:15am Registration and arrival coffee 9:15am 5:15pm OPTIONAL WORKSHOPS 1 and 2 Optional Workshop 1 Risk and the offender health pathway: from research to practice Andrew Forrester, Karen Slade and Chiara Samele This workshop will explore the concept of a pathway within offender health, potential points of risk within it, the potential benefits of integrated working across service areas, and the reality of services as they currently exist including barriers to service provision and some possible solutions. Organisational and clinical approaches to managing the risk of harm (including suicide, self-harm, violence and multiple risks) across the criminal justice pathway, models of prison mental health care, and health information flow across the criminal justice system will be addressed in more detail using a combination of talks, research evidence, case scenarios and small group discussions to consider what works well, what does not work well, what needs improving and what promotes improvements. Optional Workshop 2 Mental health issues in juvenile offenders assessment and amenability to treatment Charles Scott In this interactive workshop, Dr. Scott will review current juvenile violence trends and studies that examine the prevalence of mental health in juvenile offenders. Special attention will be given to emerging screening tools to assess psychiatric diagnoses in this population. Dr. Scott will also discuss clinical risk factors specific to juvenile violence. The audience member will participate in providing risk assessments based on videos and vignettes of youth involved in the juvenile justice system. Specific categories of juvenile offenders will be highlighted, including juveniles who participate in school violence, gang violence, homicide, familicide, and sex offenses. This workshop will also provide an overview of risk assessments specific to assessing a juvenile s risk of future violence. In particular, Dr. Scott will discuss measures of psychopathy, structured professional judgment, and actuarial assessments specific to juvenile risk assessment. A newly developed instrument to assess juvenile amenability to treatment, the Juvenile-Sophistication-Treatment-Inventory will be reviewed. The workshop will use a series of cases and a live audience response system to facilitate active learning and participation. 1:15pm 5:15pm OPTIONAL WORKSHOP 3 Optional Workshop 3 Engaging and managing angry young men with mental health issues: a six session intervention Warrick Brewer and Brendan Murphy Purpose: Engaging antisocial clients presents considerable difficulty, particularly when the impact of acquired brain injury (ABI) and/or mental illness exacerbates premorbid personality traits. Background: The function of anger is often misunderstood, where diagnosis of antisocial personality essentially reflects a description of behavior rather than etiological understanding. The workshop provides a biological and psychological foundation for understanding and validating the function of anger, which is usually a reflection of unmet emotional need: Aims are to equip clinicians to engage and assist difficult clients in identifying behaviors that address unmet need. Key learning outcomes include: (i) increasing client engagement; (ii) advancing emotional intelligence; (iii) acquiring a structured 6 session treatment package for utilisation in clinical practice. Key Points: (i) Summarising biological building blocks of emotion processing; (ii) Learning the nature and function of anger and how to validate its healthy role; (iii) Review research evidence by the author examining olfactory deficits across the neurodevelopmental spectrum to demonstrate the link between emotional dysregulation and neurodevelopmental compromise; (iv) Detail aims, target group and 6 session intervention package for the engagement and management of angry clients at high risk for homicide, suicide and aggression. Procedure: Power Point presentation including interactive exercises.
