1 FIRST NATION COMMUNITY PROFILES WHITE RIVER FIRST NATION - COMMUNITY OF BEAVER CREEK White Rive Fist Nation Histoy COMPLIMENTS OF YTG PHOTO GALLERY Beave Ceek, just a few kilometes fom the Yukon/Alaska bode on the Alaska Highway, is the most westely community in Canada. In the ealy 19 s, the settlement of Beave Ceek was established as a camp fo the team suveying the Canada-Alaska bode. In the mid-195 s, a Canada Customs post was built and the community of Beave Ceek began to develop. Today, Beave Ceek is the home of the White Rive Fist Nation, which is cuently affiliated with both the Uppe Tanana people of Alaska and the Nothen Tutchone people to the south and east. Howeve, Beave Ceek is not the oiginal village site of the Uppe Tanana people, who wee elocated fom Snag and Scottie Ceek afte the constuction of the Alaska Highway in The Uppe Tanana language is an Athapaskan dialect. The Uppe Tanana taditional teitoial aea extends deep into the Alaskan inteio and into Yukon s mid west. Long ago, thee wee no bodes to divide the people of White Rive and thei elatives in Nothway and othe Alaskan villages, the Uppe Tanana people pusued a nomadic way of life, following big game, tapping and fishing. They moved with the seasons, setting up camps wheeve thee was an abundance of natual esouces and food. In 1991, at a Geneal Assembly of the Council of Yukon Fist Nations, the White Rive Fist Nation officially sepaated fom the Kluane Fist Nation to fom thei own Fist Nation. Oiginally, the Depatment of Indian Affais had gouped the Uppe Tanana people of Beave Ceek with the Southen Tutchone people of the Kluane aea to fom the Kluane Indian Band. White Rive Fist Nation:

3 White Rive Fist Nation Status of Land Claim Negotiations Tipatite negotiations (Canada, Yukon, White Rive Fist Nation) towads final and self-govenment ageements wee finalized in 22, when a Memoandum of Undestanding was signed signifying the completion of the negotiation pocess. Howeve, the White Rive Fist Nation decided not to atify the negotiated ageements and thee have been no negotiations since then. Govenment Stuctue The White Rive Fist Nation is administeed as an Indian Band unde the Indian Act (Band #56). White Rive govenment officials include a Chief, Deputy Chief and thee Councillos. Taditional Teitoy The Taditional Teitoy of the White Rive Fist Nation is situated in southwesten Yukon; the Fist Nation s administative offices ae in the unincopoated village of Beave Ceek, on the Alaska Highway nea the Alaska bode. The White Rive Taditional Teitoy ovelaps completely with that of the Kluane Fist Nation, although each has identified a smalle coe aea of use exclusive of the othes. Reseves and Land Set Aside Thee ae numeous pacels of fedeally-administeed land in Yukon (pimaily in Beave Ceek) identified as Lands Set Aside fo the use of the White Rive Fist Nation. Settlement Land Amount Although the White Rive Fist Nation has not finalized a land claim ageement, though the tems of the Umbella Final Ageement, the White Rive Fist Nation was allocated the following Settlement Land: 259 km² of Categoy A Land meaning that the Fist Nation would own both the suface of the land as well as what is below it (such as mineals and oil and gas). 259 km² of Categoy B Land meaning that the Fist Nation would own the suface of the land but not what is below the suface. 7.4 km² of land allocated pe section of the Final Ageement. Negotiated land pacels have been inteim potected fom cetain thid-paty inteests on behalf of the White Rive Fist Nation, pending the settlement o abandonment of a land claim ageement with Canada and Yukon. Financial Compensation In accodance with the tems of Chapte 19 of the Umbella Final Ageement, the White Rive Fist Nation will become entitled, on the Effective Date of its Final Ageement, to its shae of the financial compensation package povided by Canada. This will amount to $8,473,143 as measued in 1989 dollas. The Final Ageements include fomulae fo detemining each Fist Nation s Adjusted Final Shae; howeve, since White Rive Fist Nation has not signed a Final Ageement, the amount fo each of the fifteen annual payments cannot yet be calculated. Annual payments would stat on the date an Ageement is signed. Administation White Rive Fist Nation administes the following depatments in ode to povide the sevices necessay to meet the needs of the membes of thei community: Finance (intenal suppot and cental sevices), Human Resouces, Education & Taining(employment/education conseling and adult education), Natual Resouces (lands and enewable esouces), Public Woks & Municipal Sevices (wate, septic, housing and maintenance), Health & Social (community wellness, youth and eldes) and Govenance (implementation of Final Ageement). 3
