Public Cmment Steve Daley: I d like t address hw the Cuncil allcates resurces fr fd, and hw clients secure fd needs in their lives, in this case, thrugh

Fd banks are a great service, but they have limitatins: pen during a limited times, limited fd ptins, are difficult t get t, and creates anxieties fr clients. Fd cards dn t have any f these challenges, and prvided inflatin, I wuld strngly suggest increasing the amunt. Fd cards prvide clients with a sense f agency t get what they need, when they need it. Alex Diefenbach: I d like t reiterate what the gentleman said. Als, wuld like t cmment n the Advisry Cmmittee. The Spahr Center had a meeting t gather client feedback and several Bard members were present, and there was gd discussin. Hwever, I learned that The Spahr Center is nt cllecting additinal feedback at this pint, and are mving frward with develping this cmmittee withuth further client input. Update n Bard recruitment is that the mst recent member was hmphbic and we brught it up, and that appintment has since been reversed. The Bard is nw indicating that they want t recruit smene wh is an HIV advcate, but nt necessarily smene wh is living with HIV. David: I called Valerie tday. I get my dental wrk thrugh MCC and I was hping that I can get bth case management and dental services thrugh there, and Valerie said that I culd. Hwever, she said that MCC is nt certified t prvide yet. I d like t get this squared up because my ADAP renewal is cming up in June. VII. C-Chair Reprt CM E. Flres: Nrdstrm, where I wrk, wants t give prceeds frm am event this weekend t The Spahr Center s HIV services. CM Mske: the State f Califrnia has agreed t pay fr NARCAN, r nalxne, which reverses the effects f pid verdse. S if yu knw f any peple wh use drugs, they can btain a NARCAN kit t carry with them. We re trying t get this int Marin Cunty pharmacies, and wrk with the Cunty n having it available. VIII. Preventin Prgram Reprt We nw have peple wh are trained up and lking at ur systems t make sure peple are linked t PrEP r int care if they re living with HIV. We re tightening ur systems in-huse and in the cmmunity. We re als lking at needle exchange and seeing hw we can prvide supprt in the jails r in the cmmunity, and that NARCAN is available at the needle exchange. There s an effrt t get this ut in the cmmunity t service prviders. IX. Divisin f Public Health Reprt Cicily: We re in the prcess f putting in a request fr Ryan White Part B X08 funding frm the State, which currently funds husing services, fd pantry, and Early Interventin Services utreach and linkage fr peple at risk f falling ut f care at The Spahr Center. This is

3 PG. 3 OF 6 Kevin: a ne-time, additinal State funding frm September 30 t September 29 that we ve received fr the past year and a half, and we re pretty cnfident that we ll get it. HHS has been in the prcess f strategic planning, and we re getting clser t have an external strategic plan. We re already ding sme f what s in the plan such as using data r wrking with cmmunity t infrm planning, and I lk frward t sharing this with yu further. I als wanted t share that fr many years, peple n disability didn t qualify fr CalFresh, but there s nw a prpsal n the gvernr s desk that will eliminate this exclusin s that peple n SSI and disability wuld be able t get CalFresh: wuld be significant fr mst Ryan White clients wh are n disability wh culd benefit frm the benefits. There are als many fd resurces in Marin including phne apps that identify fd resurces, and prgrams fr senirs and the aging ppulatin. We received an update frm ur Ryan White Part A, and it lks like we ll very likely receive a $13,354 reductin in ur award. That said, we want t prvide as many services as pssible, but because we are likely t lse funding, we have t be mindful abut hw we allcate funds t services with the greatest utilizatin and need. We ll be reviewing this in the near future, especially in light f pritizatin and allcatin, and will prvide ur recmmendatins t the Cuncil. Cicily: In the supplemental request fr funding thrugh the State, we did ask fr mre funding fr fd cards t ffset this likely lst f funding. We will d priritizatin and allcatin next mnth n July 11 and July 25, respectively. In preparatin fr this, we ve shared infrmatin and ata frm the Annual Client Satisfactin Surveys, the Service Categry Summary Sheets, epidemilgy data, and ARIES data. I will wrk n summarizing all f this data in a mre cncise and palatable way t share with the Cuncil prir t ur next meeting. X. Marin Cmmunity Clinics Speciality Clinic Update Sarah King Sarah King is the Clinic Directr at MCC February 1 was when services at HHS Clinics transitined ver t MCC

4 PG. 4 OF previus HHS Clinics patients verbally cnfirmed mving ver t MCC. As f tday, individuals have nt cme in fr a visit, and we re wrking n cntacting and reaching ut t these peple. In rder t imprve the flw f care, we re bringing in in-huse labratry services t the 3260 lcatin. We re wrking with Quest Labs t be nsite, which will hpefully happen in the next mnth, and is imprtant because if smene is ut f care, they can receive full services immediately. Patients are starting t cnnect with ther services prvided by MCC such as ptmetry, nutritin, etc. We cntinue t wrk n medical case management services including ADAP, OA-HIPP, and a new OA PrEP prgram that the State is rlling ut. We are still waiting fr the State Office f AIDS t apprve ur cntract, which has been in the wrks fr the past six mnths. Fllwing that, we ll have enrllment wrkers wh can enrll eligible clients int these prgrams. We cntinue wrking having Ryan White templates in ur electrnic health recrds (EHR), NextGen, and hpe t get this wrked ut s that we dn t have t duble-enter infrmatin and instead the infrmatin will be mre available acrss prviders. The next upgrade shuld have features that integrate Ryan White, and will hepfully happen in July. We ve cntinued wrking with The Spahr Center, and we case cnference every Tuesday alng with Linda Dbra where we discuss clients t make sure everyne s cnnected. Related t fd, we have a pantry every Wednesday at Health Hub at the San Rafael lcatin, ne n Thursdays in Nvat, and hpefully ne at the 3260 lcatin with mre resurces. CM W. Flres: sme Ryan White clients may receive dental care at MCC, but their medical care at Kaisier. Will there be a clash? Sarah King: N, we definitely have patients wh receive dental care at MCC and medical care utside f MCC. We can assist with medical case management even if a patient isnt receiving medical care at MCC. Public Cmment: David: I tried calling the State regarding ADAP, and it seems like six mnths is a lng time t be waiting. My eligiibilty is due sn, and I d like fr this t be reslved as sn as pssible. Sarah King: I ve been cntacting peple at the State myself, and the Cunty has been trying t help. They ve infrmed us that fr anyne appraching re-enrllment, we can prvide a temprary extensin, which I ve been ding. I will cntinue t have my team advcate fr patients. XII. HIV Cnsumer Advcacy Prject Presentatin Jeremey Tsuchitani-Watsn The HIV Cnsumer Advcacy Prject (HCAP) is hused in the AIDS Legal Referral Panel (ALRP), which ffers free and lw-cst legal assistance t peple living in the Bay Area with HIV/AIDS. HCAP wrks with peple living with HIV/AIDS wh access Ryan White services t ensure they re able t maintain services and a relatinship with their service prvider.hcap als helps with referrals and grievances. HCAP wrks with service prviders t prvide technical assistance.

5 PG. 5 OF 6 In the fiscal year, there were 93 unduplicated clients with a ttal f 131 HCAP matters addressed. The issues were mstly related t husing, primary medical care, dental care, and case management, and had t d with quality f care, access, and terminatin frm services. Divisin f Public Health Reprt FY17/18 ARIES Data Overview Kevin prvided an verview f FY17/18 ARIES data: 279 clients were seen under Ryan White Part A funding between March 1, 2017 t February 28, Mst clients served were male, White, ver the age 50, stably hused, belw 200% the pverty level, receiving Medi-Cal and/r Medicare, and had cntracted HIV as a man wh had sex with anther man. XIV Cmmunity Frum Planning CM W. Flres and CM Mske: It may make the mst sense t hst ne frum this year and take the pprtunity t prvide lts f resurces fr thse in attendance. CM Travirca: Aging may be a gd tpic t cver in additin t ther tpics and services. Cicily: Let s plan fr the cmmunity frum t take place in Octber r Nvember given summer vacatins and Kevin s departure frm the Cunty, and t cnvene a planning cmmittee in September. CM W. Flres: We may want t cnsider even late Nvember r December if we need mre time. CM E. Flres: It ll make sense t have a frum t als hear peple s experiences fllwing the clinic changes.
