C-Chair Electin- VOTE Kenneth Hrnby nminated Chip Supanich. Eric Sutter secnded. Charles Sirn nminated Laura Thmas. Laura Thmas respectfully declined. Jacksn Bwman nminated Andrew Lpez. Gals f Transitin Team Backgrund & Operating Agreements C-Chair Supanich reviewed the Transitin Wrk Grup- Operating Agreements. Overview f Transitin Team s Scpe f Wrk Timeline C-Chair Supanich nted that there will be 3 meetings and the prcess will finish in March. Mark Mlnar nted that the tw majr items that shuld be accmplished by the end f the transitin team meetings: 1.) a mtin has t be put frward t allw the Merge f the Steering Cmmittee and Executive cmmittee t be apprved by bth cuncils. The secnd part is t define the scpe f wrk f the Jint Steering/Executive. Page 1 f 6

Eileen Lughran nted that the next Full HPPC Meeting is in March, s whatever mtins cme frm this meeting have t be befre March 12 th. The Executive Cmmittee will meet next at the end f February. Mark Mlnar inquired if the mtins frm the Transitin Team have t be vetted at the Executive Cmmittee befre the Full Cuncil. Laura Thmas- the Executive Cmmittee is all represented at the Transitin Team. Tracey Packer- if we discuss that prcess while we g, less will be needed at the Executive Cmmittee. Charles Sirn spke abut the pssibility f extending the meetings, s that the HPPC Executive Cmmittee wuld have time t meet befre they present t the full HPPC. Mark Mlnar nted that extending the Transitin Team wuld have t be brught t the cuncil, since the perating agreements had been apprved. It culd be lgically extended, if it s just dialgue, and nt additinal wrk. C-Char Supanich supprted extending the timeline nly if necessary, and nt right ff the bat. Next Steps Mark Mlnar nted that befre the Executive and Steering can merge, bth cuncils will have t lk at plicies and prcedures and by-laws and see if there needs t be any adjustments. Oscar Macias agreed t take a lk at the HPPC by-laws and plicies and prcedures. Mark Mlnar agreed t pull ut the relevant HHSPC plicies and prcedures. T.J. Lee requested that the Transitin Team receive the by-laws and plicies and prcedures befre the 72 hur perid prir the next meeting. Tracey Packer nted that at the Jint C-chairs Meeting, there was a discussin abut the pssibility f hiring a cnsultant t facilitate the Jint Steering/ Executive meetings. She asked the team if that was smething they d like t discuss. The Transitin Team decided t put that n the next agenda. The Transitin Team had a discussin abut thinking f the Cuncil as a whle, and mving frward tgether while fcusing n similarities and shared gals during the difficult discussins that might take place. Dean Gdwin nted that the HRSA/ Ryan White fficer wuld like t be invlved in the transitin. Tracey Packer nted that the CDC prject manager will be infrmed f the meetings and will likely want t attend as well. T.J. Lee spke abut sme f the differences between cuncils, including funding. 7. Actin Steps- VOTE Plicies & Prcedures Mark Mlnar nted that he lked at the HHSPC by-laws and culdn t find anything that defined the Steering Cmmittee, therefre the nly change might need t be made in the plicies and prcedures, which is an easier adjustment. Eileen Lughran nted that she didn t think the HPPC by-laws stated the makeup f an executive cmmittee, but the plicies and prcedures did. Page 2 f 6

3 Develping Trust and Shared Culture C-Chair Lpez spke t the imprtance f using the mdel that was develped during the Cllabrative Planning Wrkgrup. C-Chair Supanich spke t the shared value f serving the HIV cmmunity. Laura Thmas spke abut bth cuncils valuing the imprtance f the diverse cmmunity and trusting the expertise f thse wh have immediate and direct experience. Laura Thmas nted that ne f the cultural differences is the way that the cuncils interact with the health departments. I think fr bth cuncils that relatinship has changed ver time. Jack Bwman inquired abut the differences T.J Lee mentined earlier and asked fr sme f the things that might challenge the bjective f a merged cuncil. Mark Mlnar nted that he sensed sme f the cuncil member s anxieties cming frm the fear f lsing dialgue frm cnsumers and mving t a mre gvernment driven bdy. Stacia Scherich spke t the fear f lsing HIV psitive vices n the cuncil. T.J. Lee spke abut the fear f lsing the dialgue that happens during the 5 cmmittees fcused n care f the HIV psitive cmmunity. Stacia Scherich spke abut the amunt f mandated seats, and hw that might nt accmmdate HIV psitive vices. Dave Jrdan nted that sme f the mandated seats wuld verlap between the cuncils. The Transitin Team discussed the gals f bth cuncils and hw the similarities and differences wuld make the merged cuncil affective and inclusive. Eileen Lughran spke t the idea f hiring a cnsultant. Having a neutral persn might be mre inclusive. An example f a successful cnsultant was during the first iteratin f the HIV Health Refrm Taskfrce. T.J. Lee spke abut the imprtance f having a cnsultant that bth cuncils feel cmfrtable with. Lee Jewell nted that the cnsultant was pivtal and getting wrk dne with the HIV Health Refrm Taskfrce. Mark Mlnar nted that a cnsultant culd becme a lightning rd fr tensins and anxieties, much like it did at the Cllabrative Planning Wrkgrup. Als the Jint Steering/ Executive Cmmittee will be the first trail f a merged cuncil and has the supprt f tw admin teams. Charles Sirn spke abut his trust fr bth admin teams. Dean Gdwin nted that the idea t hire a cnsultant had nthing t d with the abilities f bth admin teams, but rather t have a neutral vice and t take n sme f the wrk. Frank Strna spke in favr f a cnsultant, fr efficiency and because the cnsultant culd take a lk at the parity between the tw cuncils. Jacksn Bwman spke t Mark s pint abut the cnsultant pssibly being a lightning rd fr tensin, and that that might be a pint in favr f a cnsultant, as smetimes things are said during tense mments that culd be difficult and he wuldn t want t jepardize any relatinships with staff. Aja Mnet spke t the imprtance f cmmunity vice. T.J. Lee spke t the imprtance f the vice f unaligned cnsumers, as prviders, whether psitive r negative interact with services differently. T.J. Lee inquired abut funding fr bth cuncils. Laura Thmas spke abut the funding fr bth cuncils and hw that is defined by CDC and HRSA and culd be brught t the next meeting. The varius federal laws and restrictins prevent any significant shift in funding fr bth mandates. CDC funding is mre flexible but des have sme guidelines. On bth sides the dllars are shrinking. She felt that the funding is the lwest mtivatr fr merging and it was mre abut quicker links t care and supprting a cntinuum f care. Tracey Packer suggested having a simple funding breakdwn brught t the next meeting. She als spke abut the imprtance f treatment and care as preventin. Less f what preventin des is with peple wh are negative. Needle exchanges and PReP affect bth ppulatins. The Transitin Team had a rbust cnversatin abut the similarities and differences in the HIV psitive and negative cmmunities. David Gnzalez spke abut bth cuncil s serving the same cmmunity, and bth cmmunities being affected by similar issues f pverty and substance use. Stacia Scherich spke abut the significant difference between being HIV psitive and negative. Mary Lawrence Hicks spke abut the difference between the negative and psitive cmmunity, cming frm a prvider s prspective. She als spke abut the sme f the Cuncil s fear f lsing advcacy fr sme lifesaving services. Paul Harkin spke t the valid cncerns f the team. There is a big cnnectin with linking peple t care and preventin. A crdinated bdy culd help address the needs f bth ppulatins. C-Chair Lpez- The imprtance f preventin is s stp anther persn frm getting HIV. Jack Bwman spke abut changes with HIV preventin and hw the fcus has gne away frm health educatin and risk reductin and mved t preventin thrugh care. Mst f what HIV preventin is ding is linking peple t care, and getting HIV psitive virally suppressed. Acknwledging the privilege f being negative, he spke abut the imprtance f ding utreach t negative peple and nt lsing that aspect f preventin. Kenneth Hrnby spke f the imprtance f having everyne at the table. Preventin has kept a lt f peple negative. Aja Mnet spke abut relatinships between negative and psitive cuples and abut the lifestyle changes fr bth partners. C-Chair Supanich spke abut the similarities between cuncils: wrking t decrease viral lad and a cmmitment t a cntinuum f care. He suggested a brief presentatin frm bth cuncils. Page 4 f 6

5 Mark Mlnar requested clarificatin n preventin s funding, as he understd it, the funding was suppsed t match the EPI data fr the San Francisc epidemic exactly. Tracey Packer nted that HIV Preventin is fcused n the highest prevalence cmmunities. Hwever prgrams als address health disparities by race and ethnicity. The HPPC wants t ensure that HIV psitive peple are cnnected t services, which is the whle cmmunity, nt just the mst prevalent cmmunity. The HPPC has special prjects t target different ppulatins, which includes HIV testing, preventin with psitives and preventin with negatives. HPPC als wrks with five CE s. Laura Thmas- the histrical funding fr HPPC included CE s and preventin with psitives. That is already a cllabratin. Lee Jewell nted current cllabratin with sme f the HHSPC service categries being funded by general funds. DPH is ding an imprtant jb t crdinate and make the mst f the funds. Tracey Packer spke abut the imprtance f this initial cnversatin and reminded the team t think abut hw the Jint Steering/ Executive culd have the same cnversatins and what structure wuld be mst effective. T.J. Lee suggested lking back at pints f integratin meetings t see what wrked and what didn t wrk. Charles Sirn spke abut creating a mtin abut hiring a cnsultant. David Jrdan spke abut that being added t the next meeting. 8. Next Meeting Date & Agenda Items- VOTE C-Chair Supanich suggested a presentatin arund histry f the cuncils. Mark Mlnar suggested that culd be included in the shared culture discussin. Frank Strna suggested there be a discussin arund perating prcedures and prcess frm each cuncil, including the rles f the HHSPC Directr. Pssible next agenda items: By-laws/ prcedures t merge jint exec/ steering. Pssibility f hiring a cnsultant Shared culture discussin Dean/ Tracey t give slide abut funding frm bth cuncils. Meeting prcesses with different perating structures. The transitin team decided t lk at meetings frm bth preventin and care and then creating a ddle. 9.
