2 The service Introduction The Care Inspectorate regulates care services in Scotland. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognise good practice. - A requirement is a statement, which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Mrs Yellop is registered to provide a childminding service to a maximum of 6 children under the age of 16, of whom no more than 6 are under 12 years, of whom a maximum of 3 will not be attending primary school and no more than one is under 12 months. At the time of the inspection six children where registered to use the service of which two minded children were present during the inspection. The service is located in a quiet residential rural area just outside Biggar in South Lanarkshire. The service aims and objectives of the service included: "To provide industry leading child care, which provides children with a safe environment. Allowing them to learn and develop, while offering their parents/guardians peace of mind." What we did during our inspection We wrote this report following an unannounced inspection carried out by an inspector on 27 October 2016 between 10am and 12.25pm. We sent care standards questionnaires to the service to distribute to relatives or carers of children who use the service. Three relatives returned questionnaires before the inspection. During the inspection we spoke with the childminder and observed the care and support given by the childminder. We looked at some documents including child information records and policies and procedures. We check services are meeting the principle of Getting it Right for Every Child (also known as GIRFEC), Scotland's national approach to improving outcomes and wellbeing for children offering the right help at the right time from the right people. It supports them and their parents to work with the service that can help them. There are for Yellop, Jordanna page 2 of 9

3 eight wellbeing indicators at the heart of Getting it Right for Every Child: safe, healthy, achieving, nurtured, active, respected, responsible and included. Views of people using the service We gathered views from three relatives of children using the service. They all gave positive feedback about the service telling us they were very happy with the service the children received. They told us the childminder was passionate about her job and that their children loved going. We observed the two minded children present during the inspection. We found that had formed good relationships with the childminder and were confident within the childminder's home. Self assessment The Care Inspectorate received a fully completed self-assessment from the childminder. The provider identified what they thought they did well and gave examples of how the service plans and meets the needs of each child and family. The provider should consider including more information on identified areas for further improvements. They should ensure all the information provided within the self-assessment is accurate and being implemented at the time of submission. What the service did well The childminder had successfully achieved a Scottish Vocational Qualification in child development and had attended various training and development events to keep informed of childcare issues. The childminder planned a wide range of activities for the children to support their learning and development. This included pretend play which the children really enjoyed and created a happy and fun environment. The childminder had good communication systems in place to keep parents well-informed of the children's daily experiences. What the service could do better The childminder must ensure that they keep records up to date and put in place a personal plans for every child. The childminder should update the service pets policy and ensure parents are informed of the children's contact with pets. Clear procedures should be in place and followed to keep the children and pets safe and to minimise spread of infection. 4 From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed Quality of care and support Findings from the inspection Since the last inspection the childminder at continued to provide a service to the children and their families that they were very happy with. The childminder had formed positive relationships with them and kept them wellinformed of their children's daily experiences. The childminder knew the children in their care well and was providing day care and support following their home routines and personal preferences. The childminder offers to provide children with healthy snacks and meals, however a majority of the parents have chosen to send children with packed lunches. We observed the children sitting together at the breakfast bar having lunch which was a nice sociable event. On arrival we found children to be making Halloween jelly and having fun hiding spiders in the jelly. They planned to have this for a special snack later in the day. The childminder planned various activities throughout the day for children for example supporting children's interest and learning at nursery. The childminder had most of the required documents in place for the children. They had information on children's medical, dietary needs and records on medications administered and records of any minor accidents that had occurred. We did find that the childminder had not maintain the service 'all about me' booklets, written observations of children's play and plans to support children's next steps. We discussed the personal plan legislation with the childminder and have made a recommendation that the childminder reinstate written plans to show how they plan to support each child's health, welfare and safety needs. If planning to use photographs in the 'all about me' booklets the childminder should ensure they have consent to share photographs of children with others outside of the service. We found on occasion the childminder giving support to children in take turns and sharing toys. We discussed with the childminder the benefits of attending training on managing children's behaviour. This would support the childminder become more confident and aware of behaviour strategies to support children's age and stages of development. 5 Recommendations Number of recommendations: 1 1. Each child using the service must have a personal plan in place. The plan should be written within 28 days of the children starting to use the service, include how the childminder plans to support children's health, welfare and safety needs. The child or representative should contribute to the plan and the plan should be review at least 6 monthly or when significant changes occur in the child's needs. National Care Standards for Early Education and Childcare up to the age of 16, Standard 3 Health and Wellbeing Standard 6 Support and Development Grade: 4 - good Quality of environment Findings from the inspection The childminder used the kitchen, playroom and living room for childminding. We found all areas to be tidy and set up for childminding on our arrival. Children used the breakfast bar for meals and participating in baking activities. The playroom was sent up with resources for the children. On the day of the inspection this include a toy kitchen and dolls. The childminder had a dog. On our arrival the dog was in the same area as the children and the dogs water and food bowl were on the kitchen floor. The childminder pets policy stated that the dog would be fed in the utility room and children would only have contact with the dog when out on walks. Parents had signed consent for children to attend occasional walks with the dog. We have recommended the childminder reviews the service pets policy, parents are made fully aware of the policy and that it is followed The childminder followed good practice guidance for nappy changing and hand hygiene such as washing hands before foods and after toileting. The childminder should ensure that if children have contact with the family dog that they wash their hands regularly and that if the dog comes in contact with the children toys they are removed and clean appropriately. The childminder made good use of the indoor and space. The minded areas were welcoming and spacious and provided a lot of natural light. Quality of management and leadership Findings from the inspection The childminder had successfully achieved a Scottish Vocational Qualification in child development and add attended various training and development events since the last inspection. The childminder kept informed of childcare issues through reading good practice guidelines and information sent from the Care Inspectorate and Scottish Childminding Association (SCMA). The childminder encouraged parents and children to share their views of the service. They achieved this through regular discussions, service evaluation questionnaires and daily diaries where parents are encouraged to write comments. The childminder needs to ensure when implementing systems such as planning that they are manageable and that the allocate time to complete these and keep them up to date. What the service has done to meet any recommendations we made at or since the last inspection Previous recommendations Recommendation 1 It is recommended that Mrs Yellop updates her child protection training as planned. This recommendation was made on 21 August Action taken on previous recommendation The childminder had attended child protection training following the last inspection in March As a result this recommendation had been addressed. The childminder should have a plan in place to continue to keep up to date with child protection. Complaints There have been no complaints upheld since the last inspection.
