2 The service Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at Mrs Gibson is registered to provide a childminding service to a maximum of 8 children at any one time under the age of 16, of whom a maximum of 6 will be under 12, of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. Numbers are inclusive of children of the childminder's family. Mrs Gibson currently provides a care service to seven children ages ranging from 23 months to 12 years. Children attend on a variety of placements, including before and after school and term time only arrangements. During this inspection Mrs Gibson was caring for three children ages 23 months, eight and nine years respectively. The service is provided from the family home in Maddiston. Childminding takes place on the ground floor using the lounge, dining room, kitchen and toilet facilities. There are enclosed gardens to the front and back of the home with a variety of play equipment available for the children. The home is well located for local schools, nursery and community facilities. The main aims of the service are: To provide a warm, safe, friendly and fun environment where children can feel free to express themselves as they do at home A full statement of aims and objectives is available from the service on request The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators; We use these indicators at inspection, to assess how services are making a positive difference for children. page 2 of 11
3 What we did during our inspection We wrote this report following an unannounced inspection. The inspection was carried out by one Inspector. The inspection took place on Thursday 3 August 2017 between and 12:15. We gave feedback to the childminder at the end of this visit. As part of the inspection, we took account of the completed annual return and self-assessment that we asked the service to complete and submit to us. We sent three care standards questionnaires to the service to distribute to parents. We received two completed questionnaires before writing this report. During this inspection process, we spoke to the childminder and children in her care. We observed how the childminder worked with the children and the experiences and activities available to them. We looked at a range of evidence, records and photographs that showed how the childminder managed her service and planned to meet the individual needs of children in her care. Views of people using the service There were three minded children ages 23 months, eight and nine years present during our inspection along with the childminder's own three children. Children were relaxed and happy in the setting and confident in their relationships with the childminder and each other. They were able to choose what they wanted to do and older children played well with Shopkins play sets as well as drawing and then having the 'afternoon tea party' that they had planned for lunch. The younger child enjoyed playing with cars and other wheeled toys as well as looking at books and having snack then lunch. Children told us that they liked coming to the childminding service because it was "good fun and friendly." They told us that they enjoyed lots of activities including arts and crafts and going to different places including parks and the cinema. Comments included: "I like to do drawing and make cards and things." "I like to go out somewhere like the Helix - we play around that lake and at the play park." "We have been to the soft play at Cadgers Brae." "We make up games sometimes - like we got married with Haribo rings and pretended we went to Frankie and Benny's for dinner." "We do lots of activities and get snack after school. We can have time to relax and watch a movie sometimes." In questionnaires, parents strongly agreed that they were happy with the quality of care and support their children received in the service. They indicated a high level of satisfaction across all aspects of the service including communication and relationships, range and quality of activities and overall management. 4 [Name] has a varied and engaging weekly routine that does change and is flexible. This has greatly benefited my child, for example, toddler groups have helped [name] socially, projects have supported him intellectually and he also feels part of the extended family." "She provides a safe, loving, homely, secure, stimulating environment and my son loves going there. I am more than happy with the service I receive and am absolutely assured that my son's safety, development and health are kept paramount at all times." We include further views and comments from children and parents within this report where relevant." Self assessment The childminder submitted a completed self-assessment for her service. The childminder told us about some of the things she did well and some areas she planned to develop in her service. This provided a useful insight to the service before we carried out our inspection. What the service did well The childminder had developed positive relationships with children in her care. She provided a warm, caring and nurturing environment where children felt secure, relaxed and respected. Children benefited from a wide range of activities and experiences to meet their all-round health and wellbeing needs. The childminder used the space in her home and community very well to meet children's needs and to develop their skills. What the service could do better The childminder should further develop the recording of children's personal plans to show that she is effectively meeting their health, safety and welfare needs. The childminder should continue to develop risk assessments for different activities, including some outings. The childminder should continue to look for continuous professional development opportunities and record how her learning informs her practice with children and families. 5 Quality of care and support Findings from the inspection We found that the quality of care and support was very good. In questionnaires, parents strongly agreed that the childminder asked for and took account of their views when planning and reviewing children's care. They also told us that she included children in planning and encouraged them to express their views and choices. Comments included: "Nicola regularly asks for my feedback and discusses planning for activities such as tooth brushing, project work or outdoor learning. She also engages my child's views about planning and encourages and develops his autonomy." "Nicola will take time out to speak with me directly and will use the information to ensure my son's needs and requirements are kept paramount to his safety and care." We found that the childminder knew the children in her care very well. She was sensitive and caring and supported children's individual needs to a high level. Parents commented on how this benefited their children, for example, addressing fears and encouraging individual hobbies and achievements. It was evident through diaries and other forms of communication that the childminder worked in partnership with parents and that this promoted consistency and continuity of care. This contributed positively to children being secure, nurtured and respected in the setting. The childminder had a range of information in place that helped her to meet children's needs, for example, routines and 'all about me.' She planned to bring personal planning record keeping and reviews up to date using the wellbeing indicators. We agreed that she should take this forward and maintain six monthly reviews. The childminder meaningfully engaged children in planning routines and activities to ensure their voices were heard and respected. Children showed us, for example, their 'summer bucket list.' Here, they had planned lots of different experiences, activities and outings that they were working through. They told us; "we made bookmarks because we wanted to do that" - "we wanted to go swimming so we are going this afternoon" and "today is special because we are having an afternoon tea party for lunch - it was our idea." This good practice contributed positively to children achieving new skills, being active and included. We found that children continued to benefit from a wide range of activities and experiences that contributed to positive outcomes linked to the wellbeing indicators. For example, children talked confidently about the skills they were learning to be safe when out in the community, commenting; "we don't talk to strangers" and "we stay close to Nicola so we can see her if we are at the park." They talked about how they kept healthy and active in the service, commenting; "we play basketball" - "play football" - "go swimming" and "play on the trampoline." They explained how they were encouraged to develop positive relationships with other people and about how the older children helped the younger ones. Comments included; "we play nicely with each other" - "we share because it's fair and no-one gets left out" and "we help the wee ones draw sometimes and help with their numbers and teach them to be kind." Children told us that they liked coming to the service because it was "entertaining" and that "everybody's kind." Younger children were equally well catered for with routines and activities that took account of their needs. For example, they were able to attend toddler groups where they could socialise with their peers. They were able to explore using their senses with some sensory play experiences, including sand, water and other natural resources. page 5 of 11
6 Throughout our inspection, the childminder managed the needs and routines of children well and created a warm, welcoming and friendly environment where they could play and have fun. Overall therefore, we found a service where children were nurtured, respected and included. The childminder had policies, procedures and record keeping systems in place for medication, accidents and incidents. She should expand her medication policy to state that she will not give the first dose of a new medication to a child. The childminder was aware of her responsibilities in safeguarding children and had an appropriate child protection policy in place. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection We found that the quality of the environment was very good. In questionnaires, parents strongly agreed that the environment was safe and stimulating and that children had plenty of space, toys and activities to meet their interests and needs. They thought that she made exceptional use of the community to enhance the quality of children's experiences. Comments included: "Nicola provides a range of activities - everything from arts and crafts, reading, interactive play, Lego, walks, going to the park, pantomime, cinema, baking etc." We found that the childminder continued to make very effective use of the space in her home and wider community to meet children different needs, interests and developmental stages. For example, during our inspection older children chose to play at the kitchen table with small world toys, using their imagination to create different scenarios. Younger children were able to use the floor space in the lounge for larger wheeled toys and also enjoyed stories and books. All children came together for snack and lunch times making these social times where they could interact and chat over food. Children had access to an enclosed child-friendly garden area where they had a variety of play equipment including a trampoline (with safety net) and a sand pit. They showed us the big blackboard that had been added to the fence and told us that they enjoyed drawing on it. Children talked about taking care of the toys, sharing and tidying away things after using them. This encouraged them to be responsible in the setting. Children also benefited from a wide range of experiences in the community which contributed to them being active and included. For example, they visited different play and country parks, the library and soft play facilities. We sign posted the childminder to some current good practice documents around natural and sensory play which she may find useful in further developing her service. page 6 of 11
7 The childminder continued to carry out risk assessments for her service, including some outings and use of her car. She put measures in place to reduce risks where possible, for example, safe storage of toxic materials and accessible fire safety equipment. We agreed that the childminder should further develop risk assessments as they visit new places or do new activities, for example, a risk assessment for swimming. We saw that toys and equipment were safe, clean and suitable for the different stages of children. Children were encouraged to learn health forming habits, including washing their hands at appropriate times. The childminder also used gloves and aprons for nappy changing to help control the risk of infection. The childminder had policies in place for managing pets, including supervision and infection control. Overall, therefore we found that the measures in place should contribute well to children being safe and healthy. The childminder had appropriate car and public liability in place for her childminding business. Quality of management and leadership Findings from the inspection We found that the quality of management and leadership was good. In questionnaires, parents expressed a high level of confidence in the service and in the quality of care their children received. They strongly agreed that the childminder asked for their feedback and involved them in making any changes or improvements to the service. Comments included: page 7 of 11
8 "Nicola asks for feedback regularly and shares ideas and opinions. Nicola will feedback on any changes/ additions that have been made as a result of suggestions or on reflection. Nicola also engages in educational literature conversations and has provided improvements such as UV indicator to support health and wellbeing." It was evident that the childminder routinely asked children and parents for their views and opinions and used this to develop or improve the service where possible. This was seen, for example, in the way she involved children in planning activities. She could now further develop this to include children's evaluation of activities and link this to the wellbeing indicators. The childminder also occasionally used questionnaires, including asking focused questions about settling in procedures to help her evaluate and improve any aspects of practice. We discussed how the childminder could use the wellbeing indicators or other good practice documents to evaluate her service overall and how this could inform on-going improvement. The childminder continued to attend community groups and enjoyed networking with other childminders to share ideas and practice. Whilst she had not done any formal training since our last inspection, she used websites and reading materials to help develop her practice in meeting children's needs, for example, supporting children through changes in their lives. She had a current First Aid certificate which contributed to her competence and confidence in this area. Following her maternity leave, the childminder recognised the need to bring personal plans up to date and also planned to look at accessing relevant training or development opportunities. We agreed that she should continue to build her record of professional development to show how any training or learning informs her practice and benefits children. We found that the childminder had a framework of relevant and well thought out policies and procedures in place to support her provide a well-managed and professional service.
