1 1 DDEA Guam District Wellness Plicy District Philsphy A healthy lifestyle is essential fr the academic success and lifelng well-being f all students. The Department f Defense Educatin Activity (DDEA) Guam District has develped a health and wellness cmmittee that will engage all district stakehlders in prgrams that establish a link between nutritin, health educatin, the fd served in the schls, physical activity, safety and envirnmental educatin, healthy lifestyle, and drug-free awareness. This plicy meets the requirements f DDEA Regulatin , dated August 22, 2007; Sectin 204 f Public Law , Child Nutritin and WIC Reauthrizatin Act f 2004, June 30, 2004; Title 7, Cde f Federal Regulatin, Part 210, Natinal Schl Lunch i Prgram, current editin, and Healthy, Hunger-Free Kids Act f Wellness Cmmittee The district will cnvene a representative District Wellness Cmmittee (DWC) t include: representatives frm the LEA and FSMC, schl administratrs, Health/ P.E. educatrs/students. The cmmittee will meet at least nce every three years t assess cmpliance with plicy requirements. This assessment will determine: Cmpliance with the wellness plicy Hw the wellness plicy cmpares t mdel wellness plicies Prgress made in attaining the gals f the wellness plicy Wellness Leadership The Superintendent r designee(s) will cnvene the DWC and facilitate develpment f and updates t the wellness plicy, and will ensure each schl s cmpliance with the plicy. 2 2 Stephanie Prt Fd Services Specialist (LEA) Stephen Drmer GFS Prgram Manager (FSMC) Annual Ntificatin f Plicy The District will actively infrm families and the public each year f basic infrmatin abut this plicy, including its cntent, any updates t the plicy and implementatin status. The District will make this infrmatin available via schl handbks in the beginning f the schl year and via the Health and Wellness tab n the District webpage. The District will prvide as much infrmatin as pssible abut the schl nutritin envirnment. Annually, the District will als publicize the names f the District/schl fficials leading and crdinating the cmmittee, as well as infrmatin n hw the public can get invlved with the schl wellness cmmittee. Recrdkeeping The District will retain recrds t dcument cmpliance with the requirements f the wellness plicy. Dcumentatin maintained will include: The written wellness plicy; Dcumentatin demnstrating that the plicy has been made available t the public; Dcumentatin f effrts t review and update the Lcal Schls Wellness Plicy; including an indicatin f wh is invlved in the update and methds the district uses t make stakehlders aware f their ability t participate n the DWC; Dcumentatin t demnstrate cmpliance with the annual public ntificatin requirements; The mst recent assessment n the implementatin f the lcal schl wellness plicy; Dcumentatin demnstrating the mst recent assessment n the implementatin f the Lcal Schl Wellness Plicy has been made available t the public. Revisins and Updating the Plicy The DWC will update r mdify the wellness plicy based n the results f triennial assessments and/r as District pririties change; cmmunity needs change; wellness gals are met; new health science, infrmatin, and technlgy emerges; and new Federal r state guidance r standards are issued. The wellness plicy will be assessed and updated as indicated at least every three years. Gals Based n adpted Curriculum Cntent Standards, all students in grades PreK-12 will have educatin, pprtunities, supprt, and encuragement t be physically active n a regular basis. 3 Nutritin and Physical Activity Mental Health Alchl, Tbacc, and Other Drugs Family Life and Human Sexuality Fds and beverages sld r served at schl will meet the USDA Schl Meal Nutritin Standards and Smart Snacks in Schl Nutritin Standards. Schls will prvide nutritin educatin and physical educatin t fster lifelng habits f healthy eating and physical activity, and will establish cnnectins between health educatin, physical educatin, schl meal prgrams, and related cmmunity services and pprtunities. Physical Educatin The Guam District envisins students enjying physical activity, develping physical fitness, and pursuing wellness as part f lifelng learning. The DDEA Physical Educatin Standards can be fund n the DDEA web page: DDEA Physical Educatin Standards are aligned with the Natinal PE Standards. The Natinal Assciatin fr Sprt and Physical Educatin (NASPE) states, Physical activity is critical t the develpment and maintenance f gd health. The gal f physical educatin is t develp physically educated individuals wh have the knwledge, skills, and cnfidence t enjy a lifetime f healthful physical activity. It is the Guam District s intentin that physical activity and educatin shuld be maximized within the schls accrding t the recmmendatins stated in this plicy. Integrating Physical Activity int the Classrm Students shuld receive the natinally-recmmended daily amunt f physical activity f at least 60 minutes r mre per day, as stated by the Centers fr Disease Cntrl and Preventin. Students, teachers, and ther stakehlders may engage in ther physical activity, beynd physical educatin class. Physical activity shuld include regular instructinal physical educatin, c-curricular activities, and recess; Classrm health educatin will cmplement physical educatin by reinfrcing the knwledge and self-management skills needed t maintain a physically-active lifestyle and t reduce time spent n sedentary activities; Opprtunities fr physical activity will be incrprated int ther subject lessns, such as mvement int grups, activity t activity, changing classes, mving t tasks, walking t the lunchrm; Classrm teachers may prvide shrt physical activity breaks between lessns r classes, as apprpriate; The district may cnsider prviding family activity prgram pprtunities. 3 DDEA Guam District Wellness Plicy Revised May 2017
4 4 Health The adpted Health Curriculum includes a wealth f infrmatin n health and gd nutritin. The DDEA Health Educatin Cntent Standards fcus n achievement f health literacy fr all students, are aligned t the Natinal Health Educatin Standards, and can be fund n the DDEA web site: Our schls will prvide nutritin educatin and engage in nutritin prmtin that: is ffered at each grade level as part f a sequential, cmprehensive, standards-based prgram designed t prvide students with the knwledge and skills necessary t prmte and prtect their health; is integrated int classrm instructin t include curricular areas such as math, science, language arts, scial sciences, and elective subjects; includes enjyable, develpmentally-apprpriate, culturally-relevant, participatry activities, such as cntests, prmtins, taste testing, farm visits, and schl gardens; prmtes fruits, vegetables, whle grain prducts, lw-fat and fat-free dairy prducts, healthy fd preparatin methds, and health-enhancing nutritin practices; emphasizes calric balance between fd intake and energy expenditure (physical activity/exercise); links with schl meal prgrams, ther schl fds, and nutritin-related cmmunity services; teaches media literacy with an emphasis n fd marketing; includes training fr teachers and ther staff. Guam District Fd Service Management Cntractr Respnsibilities The Guam District utilizes a cntracted fd service management cmpany (FSMC) t prvide nutritius fd under the Natinal Schl Lunch Prgram (NSLP). The Guam District ensures the schl lunch prgram adheres t US Department f Agriculture (USDA) guidelines. The Fd Service Cntract Cntracting Officer s Representative (COR) intercedes between the FSMC and the District Superintendent s Office (DSO) t implement the schl lunch prgram cntract and all aspects f the student meal prgram. FSMC activities include implementatin f USDA nutritinal guidelines fr schl lunches, nutritin awareness, and marketing. Cntract meal cst and ther ancillary items are under COR purview and are guided by this plicy fr evaluatin, recmmendatins, and all imprvement and implementatin. The COR cnducts annual frmal reviews and frequent inspectins t ensure cntractr adherence t all cntract and USDA standards. Special Dietary Needs The Guam District ensures USDA requirements are met fr students identified with dietary disabilities as adapted frm Accmmdating Children with Special Dietary Needs in the Schl Nutritin Prgrams, Guidance fr Schl Fd Services Staff. 5 5 Eating Envirnment T fster beneficial nutritinal habits, the Guam District will cnsider the fllwing: meals scheduled at apprpriate times. adequate time and space t eat and scialize in a pleasant envirnment. clean and attractive serving and eating areas. at least 20 minutes allcated fr lunch frm the time students are seated. tutring, club, r rganizatinal meetings r activities are nt scheduled during mealtimes, unless students may eat during such activities. lunch perids scheduled as near t the middle f the day as pssible. schedule recess befre lunch (elementary schls). cnvenient access t hand-washing facilities stcked with sap and/r hand sanitizer befre meals. schls will be sensitive t students wh have fd allergies t avid islatin frm peers. Sharing f Fds and Beverages Schls will discurage students frm sharing fds r beverages with ne anther during meal r snack times, given cncerns abut allergies and ther dietary restrictins. Free and Reduced Price Meals The Guam District ffers free and reduced price meals fr qualified students in accrdance with USDA Fd and Nutritin Service Child Nutritin Prgram Incme Eligibility Guidelines. Overt identificatin f students wh are eligible fr free and reduced-price schl meals is prevented thrugh the use f electrnic identificatin and payment systems. Smart Snacks in Schls USDA has implemented practical, science-based nutritin standards fr snack fds and beverages sld, prvided t, r marketed t children at schl during the schl day. The standards, required by the Healthy, Hunger-Free Kids Act f 2010, allw schls t ffer healthier snack fds t children, while limiting junk fd. Nutritin Standards fr Fds Any fd sld in schls must: Be a whle grain-rich grain prduct; r Have as the first ingredient a fruit, a vegetable, a dairy prduct, r a prtein fd; r Be a cmbinatin fd that cntains at least ¼ cup f fruit and/r vegetable; r Cntain 10% f the Daily Value (DV) f ne f the nutrients f public health cncern in the 2010 Dietary Guidelines fr Americans (calcium, ptassium, vitamin D, r dietary fiber).* Fds must als meet several nutrient requirements: Calrie limits: Snack items: 200 calries DDEA Guam District Wellness Plicy Revised May 2017
6 6 Entrée items: 350 calries Sdium limits: Snack items: 200 mg Entrée items: 480 mg Fat limits: Ttal fat: 35% f calries Saturated fat: < 10% f calries Trans fat: zer grams Sugar limit: 35% f weight frm ttal sugars in fds Nutritin Standards fr Beverages All schls may sell: Plain water (with r withut carbnatin) Unflavred lw fat milk Unflavred r flavred fat free milk and milk alternatives permitted by NSLP 100% fruit r vegetable juice and 100% fruit r vegetable juice diluted with water (with r withut carbnatin), and n added sweeteners. Elementary schls may sell up t 8-unce prtins, while middle schls and high schls may sell up t 12-unce prtins f milk and juice. There is n prtin size limit fr plain water. Beynd this, the standards allw additinal n calrie and lwer calrie beverage ptins fr high schl students. N mre than 20-unce prtins f calrie-free, flavred water (with r withut carbnatin); and Other flavred and/r carbnated beverages that are labeled t cntain < 5 calries per 8 fluid unces r 10 calries per 20 fluid unces. N mre than 12-unce prtins f beverages with 40 calries per 8 fluid unces, r 60 calries per 12 fluid unces. Other Requirements Fundraisers The sale f fd and beverages that meet the Smart Snacks Standards and sales f nnfd items are nt limited under the Federal plicy. Fundraising activities that ccur during nn-schl hurs, n weekends, r at ff-campus events are nt limited under the Federal Plicy. Fundraisers selling fds that are intended t be cnsumed utside the schl day are nt limited under the Federal plicy. Accmpaniments Accmpaniments such as cream cheese, salad dressing and butter must be included in the nutrient prfile as part f the fd item sld. This helps cntrl the amunt f calries, fat, sugar and sdium added t fds by accmpaniments, which can be significant. DDEA Guam District Wellness Plicy Revised May 2017
7 7 Celebratins and Events Schls shuld limit celebratins that invlve fd during the schl day t rare ccasins that are standards-based with prir apprval f schl administratin. The celebratin shuld include fd and /r beverages that are cmpliant with Smart Snacks regulatins. In general, celebratins shuld nt represent persnal r religius events. Schls must give the cafeteria 24 hurs ntice f a class r grade nt attending the cntracted schl fd service. Schl-Spnsred Events (such as, but nt limited t, athletic events, dances, r perfrmances) The majrity f fds and beverages ffered r sld at schl-spnsred events utside the schl day (the perid frm the midnight befre, t 30 minutes after, the end f the fficial schl day) will meet the nutritin standards fr meals r fr fds and beverages sld individually (abve). All items sld must have prir apprval f schl administratin. Fd-based Incentives Fd-based incentives must be apprved by schl administratin. Strng cnsideratin shuld be given t nnfd items as part f any teacher-t-student incentive prgrams. Teachers wh use fd items as an incentive must adhere t the Smart Snacks in Schl Nutritin Standards. Teachers shuld encurage healthy chices when schl snacks are utilized. Staff Wellness DDEA Guam Schls will present pprtunities fr schl staff t imprve their health thrugh vlunteer activities such as: health assessments; health educatin; and health-related fitness activities. Natural Outcmes Anticipated: DDEA Guam Schls can expect: greater cmmitment t the health f students thrugh psitive rle mdeling. encuragement fr the staff t pursue a healthy lifestyle. imprved health status. decreased injury/illness. imprved mrale and attitude. greater persnal cmmitment. imprved sense f being a team/cmmunity. imprved prductivity. decreased absenteeism. reduced health insurance csts.
