A prgram that puts individual yung peple at the centre, where persnal develpment ccurs in adventurus, fun, challenging, and inclusive ways. This is a prgram that brings ut the very best f the central aspects f Scuting that have been arund fr ver a century, yet cmplements the frmal educatin f children, adlescents, and yung adults. It s based entirely n Scuting s nn-frmal apprach t learning and develpment, the Scut Methd. Thank yu fr being a part f this amazing experience. This handbk prvides yu with all the detail f ur natinal yuth prgram. 0

5 WHY WE RE HERE As Scuts in Australia, we are part f a glbal mvement with a cmmn purpse. Scuting is mre than just a place fr yung peple t have fun. THE PURPOSE OF THE SCOUT MOVEMENT IS TO CONTRIBUTE TO THE EDUCATION OF YOUNG PEOPLE IN ACHIEVING THEIR FULL PHYSICAL, INTELLECTUAL, EMOTIONAL, SOCIAL AND SPIRITUAL POTENTIALS AS INDIVIDUALS, AS RESPONSIBLE CITIZENS AND AS MEMBERS OF THEIR LOCAL, NATIONAL AND INTERNATIONAL COMMUNITIES. Creating a Better Wrld and Educatin fr Life are cmmn phrases yu will see cnnected t Wrld Scuting. 6 A GLOBAL YOUTH MOVEMENT The Scut Mvement is glbal vluntary, nn-plitical, educatinal mvement f yung peple, supprted by adults. It s pen t, and inclusive f all. At a glbal level, Scuting is verseen by the Wrld Organizatin f the Scut Mvement (WOSM). Yu are a member f the Wrldwide Scut Mvement, this is represented by the WOSM membership badge yu wear n yur unifrm. This emblem, the white-n-purple fleur-de-lys, surrunded by a rpe tied int a reef knt, is the distinctive symbl f Wrld Scuting wrn by Scuts wrldwide. It is ne f the best-knwn symbls n the planet. 7 SCOUTING IN A CHANGING WORLD It s clear that we live in an ever-changing, fast-paced wrld. Scuting as a mvement has seen a lt f change in the wrld in its existence, and prevailed. Glbally, Scuting cntinues t grw. In Australia, we ve seen ur numbers rise and fall and rise again. It s up t us as thse facilitating the prgram t ensure we re cnnected with sciety, and driven by ur yuth members. AS A MOVEMENT, WE NEED TO BE FORWARD-THINKING, ADAPTABLE, AND FOCUSED ON THE MEANING BEHIND OUR PURPOSE. As leaders and supprters in Scuting, we re expected t be cnnected and tuned-in t the needs and interests f yung peple. This means nt nly thse wh are Scuts already, but als thse wh ve barely even heard f us. It s ur respnsibility t pursue cnstant learning and develpment pprtunities, t be an active part f ur lcal cmmunity, and mst imprtantly, t engage with yung peple. Understanding and empathising with the needs and interests f children and yung peple will help us in facilitating a great prgram. 8 YOUTH INVOLVEMENT Within the Scuting envirnment, we have t prmte a cllabrative apprach t learning, where yuth and adults share knwledge, skills and ideas. We facilitate pprtunities fr all Scuts t grw their leadership and decisin-making skills as part f their experience. SCOUTING IS: A MOVEMENT OF YOUNG PEOPLE, SUPPORTED BY ADULTS SCOUTING IS NOT: A MOVEMENT FOR YOUNG PEOPLE, MANAGED ONLY BY ADULTS This perspective is true nt nly in hw we run ur yuth prgram, but als within all levels f ur management structures it s abut far mre than Scuts just deciding which game t play next. At all these levels, we wrk thrugh a true partnership f yuth and adults. Glbally, Scuting is cmmitted t empwering yung peple t engage in decisin-making thrugh the grups and rganisatins they re invlved with. We cnsider ensuring meaningful yuth invlvement t be part f ur purpse it s a learning experience that helps develp active citizens. Thrugh all levels f ur rganisatin we prvide nn-frmal learning experiences like this, with the yung persn at the centre. WHAT YOUTH INVOLVEMENT LOOKS LIKE Ultimately, we aim t cnstantly upskill yung peple within a safe envirnment. Scuts are given pprtunities t challenge themselves frm the very beginning f their invlvement in Scuting. We prvide a supprt netwrk that makes sure these pprtunities are adventurus, fun, challenging, and inclusive. We als make sure they are apprpriate fr the individual Scut and where they are at. If yu re an adult in Scuting, yu need t cmmit t develp yur skills in enabling true yuth invlvement. Yu can read mre abut yuth leading, adults supprting elsewhere in this handbk. 9 Yuth invlvement ccurs at all levels f ur rganisatin. We are als part f ur wider cmmunity; thrugh Scuting, we prmte and enable yuth invlvement beynd Scuting as well. UNIT Scuts wrk as members f a team. Scuts are encuraged t share their individual skills and experience with thers thrugh Scuting activities. All Scuts are invlved in a prcess called Plan>D>Review> Leadership is develped thrugh participating, assisting and leading activities. Leadership rles exist within Patrls (small grups) and within the Unit structure. Adults are trained in hw t wrk in partnership with yung peple, and hw t enable the cncept f yuth leading, adults supprting with the relevant age grup. ORGANISATION Skill develpment thrugh the rganisatin develps yung peple wh are prepared t lead at all rganisatinal levels. Yung peple are actively encuraged t apply fr leadership psitins. Structures require a minimum level f yuth representatin. At bth natinal and branch levels there are specific cmmissiners fcused n yuth empwerment and yuth invlvement. COMMUNITY Our Scut Methd and prgramming techniques make sure Scuts are invlved with and cnnected t their cmmunities. Our cre values, expressed thrugh ur Scut Prmise & Law, encurage Scuts t lead by example within their cmmunities. Aspects f ur Achievement Pathways prmte invlvement in the cmmunity, and the leading f psitive change. YOUNG PEOPLE AT THE CENTRE In yur rle as a yuth r adult leader, yu will need t make a lt f decisins, like wrking ut when t transitin a Scut t the next age sectin, whether t change a plan r cancel an activity, r hw t help reslve an interpersnal issue. While we may cnsider a range f things in making ur decisins, yu will need t make sure yu cnsider yung peple at the centre f all f them. 10 EXAMPLE A Scut Grup is apprached by a fitness club wh are interested in renting their hall n a Tuesday night. The Grup is very keen t raise mre mney thrugh hall rentals, and the fitness club are willing t pay an attractive amunt. This night als happens t be the night the Scuts meet. Accepting the fitness club will mean that the Scuts need t meet in the smaller back rm f the hall, r meet n a different night f the week. Initially, the prspect f raising extra mney fr the Grup is a gd ne, thugh nce we learn it will impact n the experience f ur Scuts, the chice is clear. With yung peple at the centre f this decisin, the Grup says n t the fitness club and decides t lk fr alternative fundraising pprtunities. HOW WOULD YOU APPROACH THIS? EXAMPLE A Scut is ready t frmally prgress t the Venturer Scut sectin and the Unit leadership team are planning their prgressin ceremny. Yu ve verheard this Scut mentin t their friends that they are feeling anxius abut the ceremny and find sme f the traditins invlved a bit weird. As part f the planning prcess, a member f the Unit leadership team talks with the Scut abut the ceremny and what s nrmally invlved. They agree t leave ut sme aspects f the ceremny this time t make sure the Scut feels cmfrtable and lks frward t the experience. The Unit Cuncil hlds a discussin with the rest f the Unit t review their traditinal ceremny and make sure it s fun and inclusive in future. HOW WOULD YOU APPROACH THIS? 12 THE PROGRAM The prgram is quite simply the Why, What, and Hw f Scuting. WHY THE PURPOSE The prgram exists t help develp yung peple in the areas f persnal grwth, t develp them as active citizens invlved in their lcal, natinal and glbal cmmunities. Yu can read mre abut the purpse elsewhere in this handbk. WHAT THE ACTIVITIES We achieve this thrugh a diverse prgram f activities that are adventurus, fun, challenging, and inclusive. Further details abut the activities and prgram structure will feature later in this handbk. HOW THE SCOUT METHOD The learning prcess is achieved thrugh a unique methd f delivery. Further details abut the Scut Methd are explred in anther part f this handbk t. Scuting in Australia prvides ne develpmental prgram, inclusive f ages 5 t 25. T make sure this prgram is suited t each develpmental stage f the child, adlescent, and yung adult, it is structured int ne cntinuus jurney ver five sectins. Thrughut the jurney, Scuts experience the prgram wrking as a member f a small-team r Patrl, as a member f a larger Unit (made up f a number f Scuts in the same sectin), and as an individual. 13 WHAT SCOUTING S ALL ABOUT As seen in ur purpse, Scuting is abut fstering persnal grwth in the fllwing areas: The areas f scial, physical, intellectual, emtinal and spiritual make up the basis f a persn s character, 6 areas all up! This cncept is called SPICES fr shrt. It s a jurney built n an engaging yuth prgram that is tailred t each individual the prgram has yung peple at the centre. Each step in the jurney has new adventures and challenges that are built n the skills, knwledge and experiences frm the previus sectin thugh yung peple can jin at any pint in the jurney! This prgram prvides pprtunities that are And an experience that is all abut: Cnnecting with the utdrs Building new and existing friendships Learning new skills Helping create a better wrld We fllw a prcess called Plan>D>Review> t make sure the prgram stays up t date and that individuals learn and develp. 14 it s all in the name PLAN>DO>REVIEW> Happens in many different ways and at different times, depending n the needs f the grup and what is being dne! Used fr everything frm an individual game, t the whle prgram f a Unit. Especially helpful fr running big prjects and adventures. Fr the individual, Plan>D>Review> is used t aid each Scut s persnal prgressin it helps Scuts t set gals, enjy Scuting experiences, and reflect n their prgress. CORE THEMES OF THE PROGRAM The Scut prgram must be adventurus, fun, challenging, and inclusive. Fr members f all ages, they need t be able t engage with a prgram that stimulates their develpment and maintains their interest. Our prgram is designed t engage yung peple in a relevant prgram f self-develpment and persnal prgressin. T enable this, all f us need t understand and strive t maintain its cre themes. YOUNG PEOPLE AT THE CENTRE It is key fr each individual t be at the centre f their experience. Each Scut fllws their wn pathway thrugh Scuting and the jurney f ne Scut will prbably lk very different t the jurney f anther. Adults are there t guide and supprt, but the experience will be increasingly driven by the Scut. This prcess helps make sure Scuting is being adapted t each Scut s individual needs. In ur apprach t Scuting, we always have t check-in and make sure yung peple are at the centre. One f the best ways t ensure this is t make sure Scuts are invlved in decisin-making, and that the prgram is yuth-led and adult supprted. The Review> prcess helps us t gather feedback frm yuth members. It s ur respnsibility t facilitate an envirnment where yung peple feel cmfrtable abut being pen and hnest, and when necessary, critical! Giving Scuts the pprtunity t speak up and be seriusly listened t makes sure that we are able t cnstantly imprve the prgram and keep Scuting current. It als helps reslve issues that might therwise make Scuts feel unhappy r unwelcme. 15 ADVENTUROUS, FUN, CHALLENGING, AND INCLUSIVE These fur wrds can help make every situatin better. Use them as a quick quality test fr an activity r idea. Every Scuting activity needs t invlve all fur f these. This apprach is part f prgram planning, but that desn t mean that s the nly time yu shuld use it. Yu shuld cnsider them in things like yur Grup Cuncil meeting, ceremny r training sessin t help them reach their ptential t! THINK ABOUT OTHER PARTS OF THE SCOUTING EXPERIENCE THAT COULD BE MORE ADVENTUROUS, FUN, CHALLENGING, AND INCLUSIVE. Adventurus Adventure is smething that can happen anywhere. In Scuting, we lve experiencing utdr adventure, thugh it s imprtant t remember that adventure is mre than just this. ADVENTURE: A risk-taking experience that challenges an individual beynd their cmfrt zne, in any (r all) f the SPICES. We think f adventure as smething that can happen at any mment and in any situatin it is an individual experience that invlves taking a risk; that challenges, and that helps t expand a cmfrt zne. Smething that s adventurus fr ne Scut, might nt be fr anther, unless the experience is adjusted smehw. It s imprtant t remember t balance risk in an apprpriate way with an individual s skill level, and any hazards invlved. The ideal balance is ne that is bth challenging fr the individual, and that fits within the scpe f their skills and experience. Adventure culd be fund in: Ging t a new place fr the first time Taking the lead n an activity Slving a prblem Creating smething frm nthing Yu ll wrk with every individual Scut t find adventure in each Scuting experience. Fun Scuting is abut nn-frmal educatin; we cnsider this apprach t learning t be handsn, meaningful, and enjyable. Nthing we ever d in Scuting, especially within the prgram, shuld be dull r feel like a chre. FUN ISN T AN OUTCOME OF A SCOUTING ACTIVITY, IT S AT THE CORE OF HOW WE DO WHAT WE DO. 16 Remember that fun isn t unique t Scuting yung peple can find fun in a whle range f places. Just prviding fun isn t what keeps peple in Scuting; the difference with Scuting is that we have fun while becming better versins f urselves. Challenging Challenge fits clsely with adventure. It s abut ding smething that extends yur skill level. Thrugh challenge, each Scut is able t develp and prgress as an individual. We encurage Scuts t challenge themselves thrugh experiences that push their bundaries and lead t exciting individual achievement. A challenging experience is ne that: Is age and skill apprpriate Hasn t been dne in the same way with the same individuals befre Helps every Scut t d, and imprve n, their best Can invlve different tasks and respnsibilities fr different individuals Inclusive Inclusin, alng with diversity, is an imprtant feature f the Scuting experience. At the lcal level, everyne can be invlved in the prgram and experience a similar level f adventure, fun and challenge. Inclusin f everyne in the Unit prgram prvides everyne with the chance t learn mre abut ther peple, and wrking tgether. The activities within the Unit prgram shuld be available t everyne, and n individual shuld feel excluded. When planning the prgram and its activities, wrk with the Unit leadership team t find the best balance f adventure, fun, challenge and inclusin. Cnsider: Can everyne be invlved? What can we adjust s everyne can take part? Is it still adventurus, fun and challenging fr everyne? What different rles culd peple take n t be invlved and still experience adventure, fun, challenge and inclusin? Remember, Scuting isn t nly abut the Unit prgram; sme things happen in Patrls, ther grups f peple, and n an individual basis. By nature, nt all activities that happen beynd the Unit prgram will be able t include everyne like an expeditin that requires a certain level f skill in sailing.00 Yu can read mre abut diversity and inclusin later in this handbk. ONE PROGRAM ONE JOURNEY Scuting is ne cnsistent jurney. This jurney is represented thrugh the symblic framewrk f ur age sectins. Each stage f the jurney, represented by an age sectin, presents new challenges, experiences and perspectives f the wrld arund us. The Prgram 12

17 The Scuting jurney shuld be a cntinuus flw, fcusing n an individual s persnal prgressin thrughut the mvement. We use the symblic framewrk f the sectins t emphasise and encurage Scuts t pursue new challenges and experiences by prgressing t the next sectin. While new experiences are a fcus, the ne prgram mdel makes sure it s all familiar each sectin uses the Patrl system, the language is the same, the Achievement Pathways have cmmn features, and the Scuting cmmunity is always welcming! WHO DEVELOPS THE PROGRAM? At all stages, yung peple and adults partner in the creatin f the prgram. Further details abut the specifics in each age sectin will be utlined in the relevant chapter. N matter their age, yuth members will feel empwered and enabled t cntribute t the prgram they experience. Ideally, by early adlescence, this will see yuth members develping the majrity f prgram activities with the nging supprt and facilitatin f adults. As a Scut becmes a yung adult, they will Plan>D> and Review> all parts f the prgrams they create and partake in. The Prgram 13

18 THE FUNDAMENTALS OF SCOUTING Our fundamentals include the Purpse & Missin, Principles, Prmise & Law, and Methd f Scuting. Each Natinal Scut Organisatin has their wn variatin n the statements behind these fundamentals, adapted t their lcal culture and current sciety. PURPOSE Our purpse reflects that f the Wrld Organisatin f Scuting. It tells us why we exist, prvides ur mvement with meaning and a fcus, and identifies the key elements that Scuting seeks t achieve thrugh the experiences we ffer thrugh the prgram. THE PURPOSE OF THE SCOUT MOVEMENT IS TO CONTRIBUTE TO THE EDUCATION OF YOUNG PEOPLE IN ACHIEVING THEIR FULL PHYSICAL, INTELLECTUAL, EMOTIONAL, SOCIAL AND SPIRITUAL POTENTIALS AS INDIVIDUALS, AS RESPONSIBLE CITIZENS AND AS MEMBERS OF THEIR LOCAL, NATIONAL AND INTERNATIONAL COMMUNITIES. Our purpse helps give us directin in all that we d in Scuting. We shuld remember the fcus while delivering ur prgram, and thrugh the full prcess we call Plan>D>Review>. First and fremst, ur purpse puts yung peple at the centre. OUR MOVEMENT IS FOCUSED ON THE YOUNG PEOPLE WE WORK WITH, AND HELPING THEM BECOME THE BEST VERSIONS OF THEMSELVES. We help them prepare t use their ptentials as active cntributrs t the cmmunities they find themselves in. The funder f Scuting, Lrd Baden-Pwell, identified these principles when develping Scuting in England in the early 1900s. PATROL SYSTEM Scuting became a mvement thrugh the natural frmatin f small teams f yung peple. In Scuting tday, we call these Patrls and use them as part f the structure f all the age sectins. Thrugh Patrls, Scuts experience many pprtunities t learn-by-ding with their peers. Wrking in Patrls prvides pprtunities t develp sft skills like leadership, teamwrk and cmmunicatin, as well as building a sense f respnsibility and belnging. Sme Patrls are specifically frmed t ensure diverse grups (mix f ages, interests and genders), while thers are frmed naturally r based n certain interests, events r pursuits. A Scut will experience different types f Patrls acrss their time in the prgram. Patrls prvide a structure, but their primary purpse is t enable learning fr individuals. There are many factrs t cnsider in where t place a new yuth member, r when t cmmence a sectin transitin. With the yung persn at the centre, the mst imprtant cnsideratin is the needs f the individual Scut. The Scut themselves will have a perspective, and it is their pinin that shuld have the greatest weight in this prcess. The age ranges f each sectin are based n the advice f prfessinals in areas f child and adlescent develpment, and balanced with the mechanics f the Scut Methd. Each sectin has its wn fcus n persnal develpment thrugh the SPICES, and its wn prgressin f the symblic framewrk, identifying the fcus fr the sectin. These are ften seen as mments f celebratin, r rites f passage, as they find themselves with new expectatins physically, emtinally, scially, academically, and spiritually. Such events include starting primary r transitining t secndary schl, ging up t the next sprts team age grup, getting a first jb r first lve, selecting and starting a university curse, and mving ut f hme. Transitins are als a time f reflectin fr thse invlved this may influence decisin-making abut their directin in life. A yung persn transitining t high schl may als chse this time t make decisins abut their scial grup, their extra-curricular invlvement, r their attitudes at hme. Yung peple smetimes find transitins easy and will lk frward t these changes, thers can find them pretty difficult. N matter what, transitins need t be well-supprted by bth peers and adults. As part f the develpmental jurney f the Scut prgram, there are als times f change. There are three main kinds f transitin in Scuting that require different appraches: 1. A Scut transitining frm ne sectin t the next. 2. A yung persn new t Scuting. 3. A Scut wh is transitining ut f the yuth prgram. We call these transitin times by different names: ging up, prgressing, linking, transitining. Regardless f what yur Grup might call these times, the same basics apply. Adult leaders and Scuts supprt each ther t make these transitins. Yu will need t wrk cllabratively with all thse invlved t help facilitate this stage fr a Scut and make sure it s a welcming and inclusive prcess, fcused n the needs f the individual. It is a critical time. CHANGING SECTIONS CAN OFTEN BE THE TIME A YOUNG PERSON CHOOSES TO LEAVE SCOUTING. T achieve ur purpse, we aim t make sure yung peple are prvided a cnsistently engaging supply f adventures and learning experiences. Persnal prgressin is part f the Scut Methd, and the best way t achieve it is t facilitate an experience that makes yung peple want t engage with it. This hlds true fr prgressin between sectins. SECTION TRANSITIONS Sme Scuts have a tugh time getting cmfrtable in the next sectin, and ther Scuts relish the experience. The three mst imprtant cncepts f a ne prgram apprach t a Scut s transitin between sectins are: Be flexible. The age range guides are there t guide, nt t build fences between sectins. If a Scut is clearly ready t mve frm ne sectin t the next, they shuld be encuraged and supprted t d s. If they re clearly nt ready, it s OK fr them t cntinue t enjy the prgram n ffer in their current sectin just make sure there is a plan fr prgressin t happen within a reasnable timeframe. It s abut the Scut. The desires f the Scut must be sught when planning the transitin t the next sectin. They may wish t wait until their friends are ready, r they may be keen t g next week! Let them have a say. Transitin desn t stp when a Scut has mved int the next sectin. Develping a sense f belnging in all the Unit members is an nging prcess that ges beynd the transitin ceremny. As the purpse f Scuting fcuses n helping yung peple reach their wn ptential, everyne in Scuting has a respnsibility t encurage persnal prgressin thrugh all the sectins. It s nt slely up t ne sectin f a Grup t prmte itself; transitin is a natural part f the ne-prgram jurney experienced by each individual. We are all there t supprt the Scut t be successful. WHEN TO PROGRESS TO THE NEXT SECTION Age Generally, yuth members have a ne-year windw where they wuld nrmally prgress frm ne sectin t the next (the windw is a bit different fr the Venturer > Rver Scut transitin due t the significant transitin t adulthd and ut f high schl). Check the relevant sectin chapter, r the verview in the sectin jurney sectin fr mre detail. Yes, there are published age ranges fr each sectin, but it s imprtant t be flexible and t cnsider persnal prgressin. If there is a particular need fr a Scut t transitin at a different time than thse age ranges suggest, then with the supprt f bth sectins Unit leaders, the Grup Leader, parents, and the Scut themselves, yu can make this decisin within yur Grup. Supprt netwrk Whenever a Scut transitins, it s imprtant t make sure a gd supprt netwrk is in place. There are a few different angles t cnsider here. A cnnected Scuting cmmunity An active and cnnected Grup r brader Scuting cmmunity, fcused n a One Prgram apprach, will already have a gd supprt netwrk acrss sectins. Crss-sectin activities are a vital part f the prgram; they als help supprt this transitin. As Scuts get lder, they will be mre and mre clsely invlved with Scuts in the sectins either side f theirs. Prgressing with peers Often, a number f Scuts might be ready t prgress arund the same time. Prvided it suits the individual needs f all these Scuts, a grup f peers prgressing tgether can help prvide a valuable supprt netwrk. Keep in mind (especially fr the lder age sectins), such a prgressin may r may nt happen within their current lcal Grup. With the yung persn at the centre, their needs cme first, and if prgressin means prgressing t a new Grup, that s ttally fine! Peer mentring Supprt frm thers is ften a key cntributr t a successful sectin transitin. The peer mentring system in each sectin helps make sure this can happen. Invlvement in transitin planning Bth the yuth member themselves, and their supprting adults (parents/guardians/carers, and leaders), shuld be invlved in transitin planning. Like everything we d in Scuting, transitins are well-planned using Plan>D>Review>. The age sectins 39

44 WHAT S INVOLVED Duratin Depending n the individual, the prcess f sectin transitin nrmally takes between ne and six mnths, but culd take up t a year. Whatever is needed t ensure a successful transitin fr the individual is OK. Making it happen Successful transitins are mre than just a few trial nights and a prgressin ceremny. We use Plan>D>Review> t help guide this prcess. Leaders and Scuts meet t cnsider the develpmental needs f the Scut/s wh will sn be transitining. Mst imprtantly, Plan>D>Review> makes sure all invlved have a vice the Scut, their parents, adult leaders, and the yuth leadership team f the Units invlved. NEW SCOUTS When we recruit a new Scut, it s easy t frget that many f Scuting s custms and traditins can appear quite strange, and even exclusive. What s that material they wear arund ur necks fr? Why d they wrship the Australian flag like that? Why d they have t recite a pledge we call a prmise? Why des everyne shake each ther s left hand? These may be things that yu re very used t as a seasned member, but will be very strange things t a new Scut, and maybe even mre t their parents r guardians. Just like a Scut wh s transitined frm the previus sectin, it s imprtant the new Scut is supprted t develp their understanding f hw the prgram wrks, and helped t develp a sense f belnging. It s still imprtant t cnsider the needs f the individual themselves as the number ne pririty when making decisins abut a new member jining Scuting. 49 PROGRAM PLANNING Prgram planning is a prcess that actively invlves the prcess f yuth leading, adults supprting. This will lk different fr each age sectin yu can read mre abut this in the specific age sectin chapters f this handbk. When talking abut prgram planning, we generally refer t the prcess f Plan>D>Review> fr ur Unit prgram. PROGRAM CYCLE The Unit prgram is structured arund a series f activities called the prgram cycle. Each prgram cycle will last fr an identified perid f time, and may be tied t a schl term, a certain time perid (like 2 r 3 mnths), r a fcus n a particular gal, like a majr Unit camp r adventure. Unit activities within the prgram cycle shuld invlve everyne in the Unit; remember t make them all adventurus, fun, challenging, and inclusive. All Scuts in the Unit shuld be actively invlved in the prgram cycle, and this invlvement (including participating, assisting and leading) will help prgress them thrugh their Milestnes f the Prgram Essentials. Events and activities happening external t the Unit (like branch level activities, r nn-scuting activities Scuts can get invlved with) might als feature in the prgram cycle. Yu shuld make it clear which activities the whle Unit shuld be invlved with, and which are suggestins r ptinal extras. Especially fr the Scut, Venturer Scut and Rver Scut sectins, prject patrl activities might als feature in the prgram cycle. Yu might allcate specific time fr Prject Patrls t undertake their activities. Prject Patrls shuld make sure their activities dn t take them away frm invlvement in the Unit prgram hwever. We will use the Plan>D>Review> prcess fr the prgram cycle as a whle, as well as each activity and experience within it. CHALLENGE AREAS The Challenge Areas represent the fur key categries Scuting activities cme under. Primarily, we use them t supprt prgram planning and t make sure the Unit prgram is engaging and diverse. ACTIVITIES THAT DON T REALLY FIT INTO THE CHALLENGE AREAS, OR THAT REQUIRE YOU TO STRETCH DEFINITIONS TO FIT THEM IN, SHOULD ONLY TAKE UP A VERY SMALL PART OF THE PROGRAM; THINK BACK TO OUR PURPOSE! The Challenge Areas are als invlved in what we call the Prgram Essentials all Scuts shuld be invlved in participating, assisting and leading thrugh a number f activties acrss the Challenge Areas. Thrugh this invlvement, Scuts will prgress thrugh the Prgram Essentials Milestnes. This prcess encurages them t be invlved in a diverse prgram and builds leadership skills. This cnsidered, yu may ntice thrugh the Review> prcess that certain SPICES have been develped mre than thers thrugh certain activities. Keep this in mind; frm time t time yu ll need t cnsider likely SPICES develpment during the Plan> stage, r Plan> certain types f activities t fill gaps in SPICES develpment. One area where peple ften find a gap is spiritual develpment; the internal cmpass resurce has been develped t help in this Planning> prcess. USING THE CHALLENGE AREAS At the Plan> stage f prgramming, Scuts wrk tgether, with supprt frm adults, t develp a prgram that invlves activities frm each f the Challenge Areas.
