1 MINUTES OF THE MEETING OF THE CADDO PARISH COMMISSION HELD ON THE 17 th DAY OF NOVEMBER, 2016 The Caddo Parish Commission met in legal and regular session on the above date at 3:30 p.m. in the Government Chamber with Mr. Steven Jackson, Vice President, presiding, and the following members in attendance, constituting a quorum: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Middleton, and Smith (11). ABSENT: Commissioner Linn (1). The invocation was given by Mr. Jackson, and Mr. Chavez led the Commission in the Pledge of Allegiance. CITIZENS COMMENTS Mrs. Kellie Morris, P.O. Box 225 Belcher, LA 71004, came forward to thank the Commission for allowing her to serve as a director on the Shreveport-Bossier Convention and Tourism Board. She explained that her term is about to end and she would like to be reappointed for another 3- year term if the Commission would allow that with their vote later in this meeting. PUBLIC HEARING ON THE CADDO PARISH OPERATING AND CAPITAL IMPROVEMENTS BUDGET FOR 2017 Ms. Ann Fumarolo, 820 Clyde Fant, Shreveport, 71101, stated that the Power of Play Museum (POP) will be opening this week at Sci-Port. She invited the Commission to the ribbon cutting event that will be held today at 6:00 p.m. Ms. Fumarolo also thanked the Commission for their support over the years. She stated that the funding is used to ensure that everyone has access to Sci-Port, i.e. Title 1 children, etc. Mrs. Fumarolo also explained that they have sold memberships to the libraries for families to check-out for the weekend. Ms. Maxine Davis, 4458 Fairway Drive, Shreveport, 71109, stated that she is with Northern & Central Interfaith. They are currently working to develop a skilled workforce in the area, through Project ACTS (Another Chance To Succeed). She is requesting the Commission to amend the Budget to include this project. Dr. Belinda Roberson, 850 Olive Street, Shreveport, 71104, came before the Commission to discuss the YWCA. The mission of the YWCA is to eliminate racism, empower women, and to promote peace, justice, and dignity to all. She also said that the YWCA works with several entities to help eliminate human trafficking. Dr. Roberson invited the Commissioners to the open house that will be held on Wednesday, November 30 th at 11:30 a.m. Mr. David Smith, 2031 Kings Highway, Shreveport, came to update the Commission on the BioMedical Research Foundation s Entrepreneurial Accelerator Program (BRF s EAP). He stated that they are in year 4 of the 5-year plan; he is requesting that the Commission continue to fund the EAP. Mr. Smith also said that the EAP is out-producing other accelerator programs, even in larger cities. The EAP has created sixty-six jobs since its inception. Mr. Jon Whitehead, 3486 Harwich Drive, Carlsbad, CA, 92010, stated that they went to twelve different cities around the Nation, and decided Shreveport was a good fit for their aquarium. He also said without the help of the EAP, Planet Aqua Group would not be situated in Shreveport. Mr. Wayne Nix, 410 Linden Lewis Road, Youngsville, LA, stated that the culture in this area is the reason he is up here. He also said that they are planning on launching production in January. Mr. James Cardelh, 603 Avignon Lane, Shreveport, 71115, stated that he was wanting to move to Houston to develop his companies, but then learned about the EAP. With the EAP s help, he was able to develop a company dealing with Segway science management, both science education and technology transfer. Ms. Susan Caldwell, 4917 General Rusk Drive, Bossier City, 71112, with Interfaith, stated that this area needs living wage jobs. She stated that they are currently working on developing Project ACTS, which is job training model that helps move individuals from low-wage jobs to living-wage jobs with a career path and benefits. She stated that they have partnered with EAP to help develop this project. Ms. Nita Cook, 1025 Anniston Avenue, Shreveport, 71105, with Junior Achievement, stated that they have partnered with the EAP and The Brees Dream Foundation in creating an entrepreneurial competition for high school students who have completed the JA Be Entrepreneurial curriculum. She explained that it is a 3-stage program where students come up with an idea for a business and Junior Achievement gives them the skills to take it to the next level for a chance to win $10,000. Mr. Billy Wayne, 9051 Mansfield Road, Shreveport, 71118, stated that he is the executive director for Urban Support Agency, Inc. He thanked the Commission for their continued support throughout the years to improve and enhance the academic, social, and job-related skills for students in 127

2 this Parish. He also invited the Commissioners to visit any of their programs. He once again thanked the Commission for their continued support. Ms. Vickie Marshall, 6441 Joy Drive, Shreveport, representing Shreveport Common Inc., announced that there has been development and new businesses in the Shreveport Common area. She also said that there are several renovations in the 800 block of Texas Street. She thanked the Caddo Parish Commission for helping with the revitalization for this area. Ms. Pam Atchison, 425 Dalzell, Shreveport, 71104, representing Shreveport Regional Arts Council (SRAC), thank the Commission for their continued support over the years. She said that STEAM (Science, Technology, Engineering, Arts, and Math) learning is a huge part of the learning process for Caddo schools this year. She is hoping that the Commission will continue their support for SRAC. There being no one else to speak, the Public Hearing on the Caddo Parish Operating & Capital Improvements Budget for 2017 was concluded. It was moved by Mr. Epperson, seconded by Mr. Middleton, to suspend the rules to allow recognition of Caddo Parish Sheriff Auxiliary Officers. Motion carried. Commissioner Middleton brought forward some of the Caddo Sheriff s Office Auxiliary Officers that worked so diligently during the Veterans Celebration and Parade this past Sunday. Their hard and dedicated made possible an event free of traffic and parking issues and made a more enjoyable event for all to enjoy. VISITORS Mrs. Stacy Brown, Executive Director, Shreveport-Bossier Convention and Tourism Bureau presented to the Commission the 2017 Budget and Business Plan. She provided copies of the 2017 business plan and budget to the Commissioners. She stated that over the last few years, they noticed a trend on YouTube, that the searches do not show the most favorable videos for this area. To solve this issue, they change some of their search terms as well as produce video content. The mission statement for the Shreveport-Bossier Convention & Tourism Bureau is the official destination marketing organization attracting sports, meeting, leisure, and gaming visitors resulting in economic growth through visitor expenditures and enhancing the quality of life in Louisiana s Caddo and Bossier Parishes. Some of the goals of the Shreveport-Bossier Convention & Tourism Bureau include: increase direct, trackable hotel rooms generated by the staff of the Shreveport-Bossier Convention & Tourism Bureau to 96,253, which represents a 3.3% increase over 2016 hotel room nights booked among leisure visitors, groups, conventions, and sports markets for current and future dates; raise brand awareness of Shreveport-Bossier by measuring the effectiveness of brand image, brand equity, and brand value in local and regional drive markets with a continued focus on research, strategic marketing, and public relations; align resources to identify and drive product development in downtown Shreveport and Bossier City riverfronts to foster greater economic development that spurs a larger tourism bas for the entire destination; and add value to key partnerships to strengthen tourism in the hotel, restaurant, attraction, and retail segments and with civic and political leadership through resources, education, networking, and regular communication. last year. She stated that Rockets Over the Red is coming back this year, with a bigger event than Mrs. Brown thanked the Commission for increasing the occupancy tax for RASA, the Independence Bowl, and the Sports Commission. She stated with this increase, the Sports Commission was able to bring in more events, i.e. the Hot Air Balloon Championship. She explained that event brought in thousands of people to the area, as well as media coverage. She thanked the Commission for their appointees on the Sports Commission. She stated that the members are working very hard to bring events to this area. Mr. Jackson thanked the Shreveport-Bossier Convention & Tourism Bureau for their hard work in bringing events to this area. It was moved by Mrs. Gage-Watts, seconded by Mr. Dominick, to adopt the Regular Session Minutes from November 3, Motion carried. 3 Mr. Dominick announced that Christmas On Caddo will be held on December 3 rd, starting at 3:00 p.m., with fireworks at 6:30 p.m. Mr. Dominick also stated that the Juvenile Justice Committee met today and discussed unfunded mandate for housing 17 year olds in the detention center. He stated that there are three possible plans that Administration is currently reviewing. Mr. Epperson expressed his gratitude for everyone reaching out to him regarding the death of his daughter. Mr. Epperson also thanked everyone for all of their hard work with the 2017 Veterans Parade & Honor Ceremony. He stated that there were over 2,000 participants, with 12 honorees. He also announced the closing of ExpressJet. Mr. Epperson stated that he has received several calls regarding this. This will be a huge economic blow to use, he said. Mr. Epperson suggested to be progressively proactive to abate this situation. Mr. Epperson also stated that he is firm in his position regarding the Confederate Monument at the Caddo Parish Courthouse. Mr. Johnson asked that Dr. Wilson send a letter to Mr. Thomas Carmoudy regarding ExpressJet. He explained that this could be a black eye for Caddo Parish, especially if all of the mechanics leave this area. Mr. Johnson also announced that he will host a town hall meeting on November 29 th at SUSLA in the Jesse Stone Building. The meeting will be held at 6:00 p.m. He invited all to attend. He requested an update on the David Raines Community Center addition. Mr. Kevin Lawrence stated that the architect is re-working the plans due to being over budget. He stated that it would be about days before construction can begin. Mr. Johnson asked Mr. Robert Glass to start paperwork on Affordable Fence to get one of the buildings demolished. He requested that a Public Works representative attend his town hall meeting. Mrs. Gage-Watts also talked about ExpressJet. She agreed that the Commission should be proactive in this situation. Mr. Cawthorne reminded the Commissioners that the Annual Poor Man s Supper will be held this Sunday, November 20 th at First Methodist Church on Common Street. He invited any of the Commissioners to volunteer for this event. Mr. Cawthorne also expressed his condolences to Dr. Artis Cash s family. Mr. Chavez asked Administration about the Flournoy Lucas thoroughfare. He requested that this information be forwarded to him as soon as possible. Dr. Wilson reminded the Commissioners that the Employee Council is undergoing a Toys for Tots drive. It will close out on November 30 th, and the give-away will be held in the Government Plaza lobby on December 6 th at 8:00 a.m. Mr. Jackson stated that the Economic Development Committee will meet immediately after the Regular Session. Session. Mr. Epperson asked that Administration give an update on Fortch-Wade at the next Work PUBLIC HEARING ON ORDINANCES Ordinance No of 2016, adopting the Budget of Estimated Revenues & Expenditures for the Shreveport Memorial Library for the year 2017 Ordinance No of 2016, amending the 2016 Budget of Estimated Revenues & Expenditures for the Oil & Gas Fund to reduce the appropriation for oil royalties by $150,000 Ordinance No of 2016, amending the 2016 Budget of Estimated Revenues & Expenditures for the Public Works Fund and the Solid Waste Fund to reduce the appropriation for sales taxes by $2,100,000 Ordinance No of 2016, declaring the intention of the Parish of Caddo to acquire full ownership of certain adjudicated property pursuant to LA.R.S. 47:2236, namely 4017 and 4019 St. Vincent Avenue, Shreveport, Louisiana, to authorize such actions as necessary to acquire such ownership 129

4 Ordinance No of 2016, declaring certain adjudicated properties to be surplus and to authorize the Parish Administrator, or a designee, to sell the Parish of Caddo s tax interest in certain surplus adjudicated properties There being no one to speak for or against ordinances, the Vice President declared the public hearing on ordinances to be concluded. ORDINANCES (for final passage) It was moved by Mrs. Gage-Watts, seconded by Mr. Atkins, that Ordinance No of 2016, amending the 2016 Budget of Estimated Revenues & Expenditures for the Oil & Gas Fund to reduce the appropriation for oil royalties by $150,000 be adopted. Answering a question from Mr. Epperson, Mrs. Barnette stated that the reason this measure was needed was to account for the shortfall in oil & gas revenue due to the downtown of oil prices during At this time, Mrs. Gage-Watts motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Middleton, and Smith (11). BY THE CADDO PARISH COMMISSION: ORDINANCE NO OF 2016 AN ORDINANCE AMENDING THE 2016 BUDGET OF ESTIMATED REVENUES AND EXPENDITURES FOR THE OIL AND GAS FUND TO REDUCE THE APPROPRIATION FOR OIL ROYALTIES BY $150,000 WHEREAS, the Caddo Parish Commission approved a budget of $400,000 for Oil Royalties/Mineral Lease Revenue in its 2016 budget; and WHEREAS, based on current collections through October 28, 2016 it appears the Oil Royalty Revenues will not meet the amount budgeted by $150,000; and WHEREAS, total estimated revenues in the Oil and Gas Fund are failing to meet total budgeted revenue by more than five percent; and WHEREAS, it is necessary to reduce the budget for Oil Royalty/Mineral Revenues by $150,000 to adequately reflect the actual amount that will be earned by December 31, 2016; and NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that Budget of Estimated Revenues and Expenditures for the Oil and Gas Fund for the year 2016 is hereby amended as follows: 130 Budget Increase (Decrease) Oil Royalty/Mineral Lease Revenue $(150,000) Fund Balance $(150,000) BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED, that this ordinance shall take effect upon adoption. BE IT FURTHER ORDAINED, that all ordinances or parts thereof in conflict herewith are hereby repealed. It was moved by Mr. Dominick, seconded by Cawthorne, that Ordinance No of 2016, amending the 2016 Budget of Estimated Revenues & Expenditures for the Public Works Fund and the Solid Waste Fund to reduce the appropriation for sales taxes by $2,100,000 be adopted. Mr. Johnson stated that these ordinances are being amended because there are less sales taxes coming in and less oil and gas revenues coming in. At this time, Mr. Dominick s motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Middleton, and Smith (11). 5 BY THE CADDO PARISH COMMISSION: AN ORDINANCE AMENDING THE 2016 BUDGET OF ESTIMATED REVENUES AND EXPENDITURES FOR THE PUBLIC WORKS FUND AND THE SOLID WASTE FUND TO REDUCE THE APPROPRIATION FOR SALES TAXES BY $2,100,000 WHEREAS, the Caddo Parish Commission approved a budget of $10,450,000 for Sales Taxes in its 2016 budget with $7,000,000 budgeted in the Public Works Fund and 3,450,000 budgeted in the Solid Waste Fund; and WHEREAS, based on current collections through October 28, 2016 it appears the Sales Tax Revenues will not meet the amount budgeted by $2,100,000 ($1,400,000 Public Works and $700,000 Solid Waste); and WHEREAS, total estimated revenues in the Public Works Fund and the Solid Waste Fund are failing to meet total budgeted revenue by more than five percent; and WHEREAS, it is necessary to reduce the budget for Sales Taxes by $$1,400,000 for Public Works and $700,000 for Solid Waste for a total of $2,100,000 to adequately reflect the actual amount that will be earned by December 31, 2016; and NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that Budget of Estimated Revenues and Expenditures for the Public Works Fund and the Solid Waste Fund for the year 2016 are hereby amended as follows: 131 Budget Increase (Decrease) Public Works Fund Sales Tax Revenue $(1,400,000) Fund Balance $(1,400,000) Solid Waste Fund Sales Tax Revenue $(700,000) Fund Balance $(700,000) BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. BY THE CADDO PARISH COMMISSION: ORDINANCE NO of 2016 AN ORDINANCE DECLARING THE INTENTION OF THE PARISH OF CADDO TO ACQUIRE FULL OWNERSHIP OF CERTAIN ADJUDICATED PROPERTY PURSUANT TO LA.R.S. 47:2236, NAMELY 4017 AND 4019 ST. VINCENT AVENUE, SHREVEPORT, LOUISIANA, TO AUTHORIZE SUCH ACTIONS AS NECESSARY TO ACQUIRE SUCH OWNERSHIP, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, La. R. S. 47:2236 authorizes political subdivisions to acquire full ownership of adjudicated property; WHEREAS, the Caddo Community Action Agency has requested the Parish to provide additional parking at the Agency s offices; WHEREAS, there are two vacant lots which have been adjudicated to the Parish for nonpayment of ad valorem taxes and which are adjacent to the Agency s offices;

6 WHEREAS, the Parish can acquire full ownership of those vacant lots under state law and then improve them to serve as additional parking for the CCAA; WHEREAS, state law requires that the political subdivision declare its intent to acquire full ownership of adjudicated property to initiate the process; WHEREAS, the Parish Commission wishes to make such declaration and acquire full ownership of such property to provide additional parking for the CCAA; NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that it does hereby declare its intent to acquire full ownership of the following property which has been adjudicated to it, namely: of LOTS FIVE (5), CADDO HEIGHTS SUBDIVISION, a subdivision in the City of Shreveport, Caddo Parish, Louisiana, as per plat recorded in Book 50, Page 35 the Conveyance Records of Caddo Parish, Louisiana, together with all buildings and improvements located thereon, with municipal address of 4017 St. Vincent Avenue, Shreveport, Louisiana (Geo. No ) (TAX DEBTOR: ALLIANCE HOLDINGS, LLC); and LOTS SIX (6) and SEVEN (7), CADDO HEIGHTS SUBDIVISION, a subdivision in the City of Shreveport, Caddo Parish, Louisiana, as per plat recorded in Book 50, Page 35 of the Conveyance Records of Caddo Parish, Louisiana, together with all buildings and improvements located thereon, with municipal address of 4019 St. Vincent Avenue, Shreveport, Louisiana (Geo. No ) (TAX DEBTOR: ALLIANCE HOLDINGS, LLC), BE IT FURTHER ORDAINED that a copy of this ordinance shall be filed with the Recorder of Mortgages and indexed in the name of the Parish and tax debtor; BE IT FURTHER ORDAINED that within 30 days of the filing of the ordinance as provided above the Parish shall send written notices according to law to all tax sale parties in the form and manner provided by law; BE IT FURTHER ORDAINED that the Parish shall publish a notice according to law in the official journal of the Parish; BE IT FURTHER ORDAINED that the Parish Administrator or his designee is authorized to execute, publish, or file such notices, affidavits, and other documents as are required by law to effectuate the purpose and intent of this ordinance. BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED, that this ordinance shall take effect upon adoption. BE IT FURTHER ORDAINED, that all ordinances or parts thereof in conflict herewith are hereby repealed. It was moved by Mr. Jackson, seconded by Mr. Dominick, that Ordinance No of 2016, declaring certain adjudicated properties to be surplus and to authorize the Parish Administrator, or a designee, to sell the Parish of Caddo s tax interest in certain surplus adjudicated properties be adopted. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Gage-Watts, Jackson, Johnson, Middleton, and Smith (10). NAYS: None (0). BY THE CADDO PARISH COMMISSION: ORDINANCE NO OF 2016 AN ORDINANCE DECLARING CERTAIN ADJUDICATED PROPERTIES TO BE SURPLUS AND TO AUTHORIZE THE PARISH ADMINISTRATOR, OR A DESIGNEE, TO SELL THE PARISH OF CADDO S TAX INTEREST IN CERTAIN SURPLUS ADJUDICATED PROPERTIES, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the herein below described properties are no longer needed for public purposes and should be declared surplus properties; and 132

7 WHEREAS, the Parish of Caddo has received offers to purchase its tax interest in the herein below described properties as indicated below. NOW, THEREFORE, BE IT ORDAINED by the Caddo Parish Commission in due, legal and regular session convened, that the herein below described properties are no longer needed for public purposes and are surplus properties. WHEREAS, the Parish of Caddo has a tax interest in the herein below described properties which have been adjudicated for the non-payment of Parish property taxes; and BE IT FURTHER ORDAINED, that the Caddo Parish Commission does hereby authorize the sale of its tax interest in the herein below described properties. Property No. 1, Lot 19, Harwell Sub of the NE/4 of Sec , a subdivision in the City of Shreveport of Caddo Parish, Louisiana as per plat recorded in the Conveyance Records of Caddo Parish, LA (GEO # ) Property No. 2, Lot 23, Harwell Sub, a subdivision in the City of Shreveport of Caddo Parish, Louisiana as per plat recorded in the Conveyance Records of Caddo Parish, LA (GEO # ) Property No. 3, Lot 26, Harwell Sub., a subdivision in the City of Shreveport of Caddo Parish, Louisiana as per plat recorded in the Conveyance Records of Caddo Parish, LA (GEO # ) Property No. 4, Lot 25 Harwell Sub., a subdivision in the City of Shreveport of Caddo Parish, Louisiana as per plat recorded in the Conveyance Records of Caddo Parish, LA (GEO # ) BE IT FURTHER ORDAINED, that the Caddo Parish Administrator, or his designee, shall be authorized to do any and all things and to sign any and all documents, including Acts of Cash Sale, in a form acceptable to the Caddo Parish Attorney necessary to effectuate the purposes set forth herein. BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end, the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED, that this ordinance shall become effective ten (10) days after publication in the official journal. BE IT FURTHER ORDAINED, that all ordinances or parts thereof in conflict herewith are hereby repealed. Mr. Dominick stated that this Fire District sits in parts of both Commission District 1 & 2 and that both he and Commissioner Johnson have some questions for Fire Chief Cotton. Fire District No. 1 Chief, Dan Cotton, came forward and explained that this particular election is for a renewal of a special tax that is dedicated to ambulance service within Fire District No. 1. He also explained that one a citizen is taken by ambulance the charges for services are made to the insurance company, if the person involved has no insurance or amount is not totally covered that is absorbed by the district through this special sales tax. 133

SECTION 2. Publication of Notice of Elections. A Notice of Special Elections shall be published in the Caddo Citizen, a newspaper of general circulation within the Parish and District, published in Vivian, Louisiana, and being the official journal of the Parish and District, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the elections which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full. SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Government Plaza Building, 505 Travis Street, Shreveport, Louisiana, on THURSDAY, MAY 18, 2017, at THREE-THIRTY O'CLOCK (3:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special elections. SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Elections are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law. SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special elections as herein provided, and shall make due returns of said elections for the meeting of the Governing Authority to be held on Thursday, May 18, 2017, as provided in Section 3 hereof.
