5 Members Forum, March 1, 2010 Officers: Councilor, Alice Curran Chair, Sara Gordon Chair-elect, Terry Dean Secretary, Craig Whitt Minutes Meeting start: 3:45 pm Present: Elizabeth Andrews (Western University Oral Health Sciences), Jerry Bouquot (University of Texas, Houston), William Carpenter (University of Pacific), Terry Dean (Western Kentucky University), Michael Finkelstein (University of Iowa), James Geist (University of Detroit Mercy), Larry Goldblatt (Indiana University), Sara Gordon (University of Illinois), John Kalmar (The Ohio State University), Dennis Lynch (Marquette University), Valerie Murrah (University of North Carolina), Kristina Okolisan- Mulligan (University of Detroit Mercy), John Sauk (University of Louisville), Carol Stewart (University of Florida), Jeff Stewart (Oregon Health and Science University), Takako Tanaka (University of Detroit Mercy), Craig Whitt (University of Missouri Kansas City), Carolyn Zeitz (University of Detroit Mercy). Pre-meeting program: The section presented a program in conjunction with the Tobacco Free Initiatives Special Interest Group and the Community and Preventive Dentistry Section entitled Tobacco Dependence Education: Are We Ready For Change? featuring speakers Sara Gordon (University of Illinois), Joan Davis (Southern Illinois University), Jill Loewen (University of Detroit Mercy), and Brenda Heaton (Boston University). The program was attended by about 25 people and was very well received. The attendees developed four consensus statements: The preferred terminology for all tobacco cessation efforts should be tobacco dependence education (TDE), and this term should include both prevention and treatment. TDE should be a consistent part of comprehensive care, just as oral hygiene instruction (OHI) is. TDE includes both prevention and treatment, so it should be part of the preventive phase of all treatment plans for all patients whether or not they are current tobacco users, whether they are 3 years old or 95 years old. TDE is the standard of care for all providers. All graduating clinicians, whether they be dentists, hygienists or assistants should demonstrate competency in providing a moderate level of TDE using a team approach. A moderate level of TDE would include the 5 As, motivational interviewing, the 5 Rs, appropriate pharmacotherapy, and followup. Chair s Report and Councilor s Report: Chair Sara Gordon opened the meeting with a welcome and introductions of officers. As Councilor Alice Curran was out of the country, Dr. Gordon also presented the Councilor s report. The 2009 minutes were previously distributed with requests for comments by prior to the meeting and no comments were submitted. Dr. Gordon gave a short summary of the previous year s activities and she made congratulatory remarks to this year s OMP section program presenters. ADEA Luncheon and Business Meeting at the 2010 AAOMP Meeting in Tucson, AZ. This year the cost of the ADEA Luncheon will be billed to each section member attending the luncheon as a line item in the registration form for the meeting. Dr. Gordon apologized for the confusion regarding the billing at the 2009 Montreal AAOMP Meeting. She reminded the group that last year we passed a motion to prohibit the use of section funds to subsidize the cost of the luncheon because it would deplete the nonreplenishable funds and would also be unfair to section members unable to attend the luncheon. 5
6 Council of Sections (COS) Project Pool. The COS maintains a project pool that currently contains $28K that is available to fund special projects for sections. The deadline for submission of requests for funding is November 1, If the balance falls below $25K in the pool, ADEA will replenish the level back to $25K. Oral Pathology Section Account. The Oral Pathology Section account balance is $4990. This money could be used to fund an outside non ADEA member speaker for a section program. Dental Workforce Models and Mid Level Dental Providers. ADEA is not advocating any particular workforce model. ADEA s role will be to determine how to educate these providers. Competencies for Entry into the Allied Dental Health Professions. During the 2010 meeting, the ADEA House of Delegates will consider a resolution relating to the competencies for allied dental health professionals that contains language that asserts that dental laboratory technicians should determine appropriate designs and select appropriate materials for prostheses. We are working to revise this language. Additionally, the competencies do not address TDE and the concept of oral cancer screening. (The CoS voiced that it was against this resolution at the closing plenary; Dr Gordon and Dr Sharon Siegel spoke individually against it, and the resolution was not passed). Foundation Knowledge Project. Last year, we sponsored an ad hoc committee, chaired by Craig Whitt, to develop statements of foundation knowledge to support the Competencies for the New Dentist, focusing on the diagnosis, identification and management of oral mucosal and osseous disease. The COS coordinating group distilled 140 pages of input from the sections into a 10 page document that was approved by the ADEA CCI as broad based global concepts that can be used to help guide curriculum development within each individual dental school. National Dental Board Outcome Reporting as Pass/Fail. The decision to report national board scores as pass/fail has created challenges for programs in the selection of candidates for post doctoral training. The ADA has passed a resolution to look at an alternate examination, but ADEA wasn t asked to participate. ADEA has established a working group on the Future of Advanced Dental Education, but this has not been funded at present. This puts the onus on specialties to establish their own screening processes for the time being. Chair elect s Report: Chair elect Terry Dean expressed the section s appreciation to Sara Gordon for her outstanding leadership during her term as Chair; to Alice Curran, our Councilor, who is serving her second term; to the 2010 section program participants and to the members of the ad hoc committee on foundation knowledge development. He also congratulated Jeff Stewart who was elected Vice President of the Supreme Chapter of Omicron Kappa Upsilon at this meeting. New Business: 2011 ADEA Meeting. The 2011 ADEA meeting will be held in San Diego, CA, March 12 16, The theme is Interprofessional Education: Teaching and Learning Together for Better Health. Program proposals are due June 1, Program peer reviewers are needed. ADEA COS Special Program Fund. There are 44 sections and special interest groups in the Council of Sections. There is approximately $160K in the section accounts. Some sections have fund balances and some have none. Many sections are reluctant to spend their funds as they are non replaceable. The COS would like to be able to establish a centralized fund capable of obtaining additional ADEA and matching 6
7 corporate support to fund larger programs. We have been asked to support the formation of a COS task force to develop a plan for a special program fund that would be successful in generating matching support. Such a plan might initially involve contributions from each section as great as 50% of its section account balance. A motion was passed to support a COS task force to recommend a plan to the sections for consideration. Organization of Teachers of Oral Diagnosis (OTOD). Jerry Bouquot invited the membership to attend the meeting of the Organization of Teachers of Oral Diagnosis the following evening at a local venue. He also invited section members to participate with the OTOD group in fleshing out the details of an expanded, enhanced version of his 53 Most Common Oral Lesions. The section voted unanimously to support Dr Bouquot and the OTOD in this effort. WESTOP Jerry Bouquot announced that WESTOP 2010 will be in Galveston, TX during the 3rd week in October The program will focus on the diagnostic use of recently introduced light sources. A Houston company marketing a portable fluorescence light source will partially support the meeting. ESTOP Denis Lynch announced that ESTOP 2010 will be held in Milwaukee, WI on October 1 3, The focus will be a dermatology related topic. MEDICARE Rule Changes. Valerie Murrah reported that the AAOMP is working through the ADA to address changes in Medicare rules with a potential effect on oral pathology laboratories related to interstate movement of biopsy specimens. Program for By tradition, the new Chair elect is responsible for the section program. Incoming Chair elect Craig Whitt proposed a panel discussion entitled Finding Dangerous Mucosa: the role of adjunctive aids in detecting precancerous lesions. Jerry Bouquot, Bill Carpenter and John Kalmar have signed on as panel discussants. We hope to focus on the tools that are currently being marketed as oral cancer screening aids, the current state of the art, what they are capable of and how they should be used. We hope to partner with another section, perhaps the Community Health or Oral Medicine sections. Election of New Officers. In accordance with the by-laws, Dr. Terry Dean became Chair and Dr. Craig Whitt became Chair-Elect. The nominating committee submitted the name of Kristina Okolisan-Mulligan (University of Detroit Mercy) for the position of Secretary. No other nominations were submitted from the floor. Kristina Okolisan-Mulligan s name was then placed in nomination for Secretary and nominations were closed. Kristina Okolisan-Mulligan was unanimously elected to the position of Secretary. The Officer Update form was completed and hand delivered to ADEA Liaison Monique Morgan immediately following the meeting. Meeting adjourned: 4:00 pm Respectively submitted, Craig Whitt Secretary, Oral &Maxillofacial Pathology Section of ADEA 7
