1 TO: Bard f Educatin FROM: High Schl Planning Team RE: Fitness Center DATE: May 5, 2014 The prpsal is t create a fitness center under the new gymnasium at the high schl. T be certified fr ccupancy f any kind, the space requires new heating, lighting, ventilatin and related systems. The renvated space will include an area fr stretching and exercise as well as cardivascular and weight equipment and free weights. It will serve physical educatin classes, athletic teams, and individual students. A larger, better equipped facility is essential t the implementatin f the K- 12 physical educatin curriculum that s been revised during the past tw years, bth as part f the nrmal prgram review prcess and in respnse t a new set f Natinal Assciatin fr Sprts and Physical Educatin standards. Cnsistent with current research and practice, the curriculum nw includes an equal fcus n lifelng fitness and n the thery and practice f lifetime sprts/activities. The aim f the fcus n lifetime activity is t develp nt nly physical skills and psitive attitudes, but capacities such as cllabratin and perseverance. A mdern training facility is als essential t ur 21 st century athletic prgram. Increasingly, interschlastic athletic prgrams require participants t be invlved in strength, cnditining, health and safety educatin. Risk factrs have increased as cmpetitrs have becme larger, strnger and faster. Effective training is essential t minimize injuries, facilitate rehabilitatin and prtect the safety and lng- term health f players. In Scarsdale, furthermre, a larger, mre pen, and mre accessible fitness center is imprtant t effrts t realize gender equity. Prgram Requirements The new physical educatin curriculum is divided int tw, tw- year sequences (grades 9-10, grades 11-12). Each sequence cntains eight five- week units. Fur are fitness units, the ther half sprts. Thus, every student in the schl apprximately 1600 individuals will participate in a five- week fitness unit each quarter f the schl year. The fcus f fitness instructin includes general fitness, muscular strength, endurance and flexibility. The curriculum als calls fr students t participate in physical activities and t learn thery (hw t prmte cardi health, physical effects f prper diet, etc.). Examples f fitness curses: Start- up Fitness, Principles f Mdern Fitness, Fitness FUNdamentals, ifit, RaiderFit, Cardi- training. (See Appendix A) Examples f lifetime sprts/activities: tennis, bwling, cperative games, vlleyball, basketball, glf, sftball, archery, and Prject Adventure, discussed in mre detail belw. Technlgy: Supprting develpment f wrkstatins and lab experiences in the Center, including Bipack Data Cllectin, VO 2 Max testing and OptiGate Testing. Science Research: Applied study in bilgy, chemistry, physilgy as Science Research Prgram prject fcus fr students in grades Space Required t Supprt the Prgram An imprved fitness center is essential t the full implementatin f a 21 st century physical educatin curriculum that students will find meaningful, engaging and useful thrughut their lives. A larger, mre inclusive space is als necessary t meet the needs f athletes and t prvide gender equity, cnsistent with Title IX. The physical educatin curriculum invlves strength training, cardi- vascular training and stretching, as well as instructin in thery. T implement the curriculum, space in the fitness center must be able t accmmdate fur different kinds f activity: tw separate areas fr strength training (free weights and weight- bearing machines), ne area fr cardi- vascular training (elliptical trainers, treadmills and similar equipment), ne area fr stretching. T accmmdate the current and prjected student ppulatin, as well as cnstraints f the physical educatin schedule, the space in the fitness center will have t be able t hld tw classes f apprximately 30 students at a time. The ttal high schl ppulatin is nw 36 percent larger than it was in 1992, when the existing fitness center was created. The center is nw in use a minimum f five ut f seven perids a week during the winter seasn. There will be times when tw fitness classes must be scheduled back- t- back. In additin, the prfessinal staff anticipate that demand fr this space will grw as experience with the new fitness curriculum grws. The center shuld als prvide fr increased use by bth male and female athletes after the schl day (during which times it is currently staffed), as well as befre the schl day (if that time is staffed). Sme f this use is infrmal. Currently, fr example, many individual members f the ftball team lift weights during the ff seasn. Ging frward, there will als be mre frmal team use bth in early seasn (in March fr spring teams, fr instance) and during the rest f the regular seasn. Many females reprt that they wn t use the fitness center nw because f its lcatin (dwn a lng, dark and islated crridr) and because they are uncmfrtable exercising in the presence f male

3 athletes wh are lifting free weights in a small, cnfined space. Sme cannt cnceive f themselves as ever taking advantage f any c- educatinal training area. T be healthy, safe and successful n the field r curt in the mdern era, individual female athletes must use weight and cardi equipment. Als, wmen s teams must have equal access t fitness equipment. Because f practice and game schedules, it s nt always feasible t schedule a fitness area s that nly ne gender at a time can use it. Therefre, the nly apparent way t imprve the current gender imbalance and prvide equal access is t create a larger, mre welcming fitness center where athletes can exercise at a reasnable distance frm ne anther, free frm an aura f verwhelming masculinity. After lengthy investigatin, tw different architectural firms have cncluded that the best lcatin fr a new fitness center is underneath Gym 3 and 4. A 6200 square ft renvatin wuld accmmdate tw classes at a time. The space wuld allw fr tw strength- training areas, a cardi- training area, and an area fr stretching, flr exercises and grup instructin. The space is in clse prximity t the athletic fields, lcker rms, and ther gymnasiums. If a new fitness center is nt created: We will nt have an apprpriate amunt f space; the number f machines available t students will be inadequate; we will nt have integrated instructinal space in the fitness area We will therefre be unable t implement the physical educatin curriculum prperly r t prvide apprpriate instructinal space fr the prgram. We will be unable t prvide adequate pprtunity fr athletes t imprve their physical cnditining r strength r t rehab injuries. A significant prtin f the student ppulatin, mstly female, will nt use the center fr athletic training. Current Space Limitatins The current fitness center has tw critical shrtcmings: size and (therefre) equipment. The existing fitness center cannt accmmdate even ne physical educatin class. It is physically large enugh t hld up t thirty students, but it cannt huse enugh equipment and/r prvide enugh flr space t allw a whle class t be active at the same time. As a result, sme number f students currently has t stand and watch while thers participate in physical activities. Related: the size f the rm limits the amunt f strength equipment that s available and leaves almst n space fr cardivascular machines r fr stretching r instructin. Because it cannt accmmdate enugh units f a full range f weight- training r cardi equipment, it can t serve a full class f students wh are suppsed t be pursuing the same general kinds f activities (cardi- vascular, e.g.). While sme fitness activities (stretching r yga, e.g.) can take place in existing general gym space, it s nt feasible t split classes s that students are simultaneusly ding fitness wrk in multiple spaces (sme stretching in ne gym, sme using cardi machines in a separate area, sme invlved in classrm learning in yet anther.) The new curriculum, fully develped, requires mre dedicated space than we currently have, as well as mre, and mre apprpriate, equipment.

4 The same prblems exist fr the athletic prgram, especially when whle teams wish t use the fitness center. Other Scarsdale Gymnasiums In the prcess f develping this prpsal, the prfessinal staff reviewed the use f existing gymnasium space in the building t determine whether it culd be cnverted fr use as a fitness center. Physical educatin classes currently ccupy all available facilities (3 gyms, multi- purpse (wrestling) rm and existing fitness center) 12 ut f the 35 perids each week. If any ne f these physical educatin statins were taken ut f service, classes wuld duble up at anther statin and/r students wuld have t stand and wait, as is currently the case fr sme wh have t stand in Gym A while they re waiting t use the fitness center. Athletic teams use every available facility frm 3:30 until 8:00 p.m. in the fall seasn, and frm 3:30 until 9:00 p.m. in the winter seasn. All facilities are als in use frm 3:30 t 5:30 befre fields are pen in the early spring seasn and in inclement weather thrughut the spring. If ne f these spaces were taken ut f service, sme teams wuld practice even later in the evening (after 8:00 r 9:00) r practices r games wuld be cancelled. The Middle Schl gymnasium is in use fr mdified athletics and/r fr first year high schl teams during the fall and winter seasns, as well as in the early spring, befre fields are pen r in inclement weather. Elementary schl gymnasiums are in use fr high schl teams r fr elementary schl activities. Other Districts Fitness Centers A number f schl districts built weight rms abut the time Scarsdale s existing facility was built, a quarter f a century ag. A main reasn was the increase in weight lifting and cnditining fr ftball teams. Since that time, the weight rm has evlved int the fitness center, which includes mre and mre varied kinds f equipment. During a recent visit t Hrace Greeley High Schl, fr example, members f the prfessinal staff and three schl bard members saw a facility that was smewhat larger than Scarsdale s and that includes a brader range f machinery, including weight and cardi equipment. The space was crwded, and Greeley staff described it as cramped and inadequate. One f the newest fitness centers in ur regin is at Jhn Jay High Schl in Katnah. The 5500 square ft space was built in the 2000 s, replacing a weight rm that was similar t Scarsdale s existing facility. The ceiling is apprximately 25 feet high and accmmdates a climbing wall f the srt we hpe t install in Gym A. It cannt accmmdate rpes elements f a Prject Adventure curse. The rm cntains a range f weight and cardi- equipment, space fr stretching, and class instructinal space. All r mst f the equipment culd be used in a facility with 8 t 9- ft ceilings. During a visit t Jhn Jay, Scarsdale visitrs learned that the center was designed with the specific gal f invlving a wide range f students, including nn- athletes. As in Scarsdale, nn- athletes and females felt uncmfrtable using the ld facility. The prfessinal staff made a pririty f changing the culture in the new space, and ur visitrs bserved a healthy mix f males and females cmfrtably wrking ut and interacting. Jhn Jay s Directr f Health, Physical Educatin and Athletics nted that ver 100 students nw regularly use the Center befre and after schl, s that the flr space is inadequate. If Katnah were t re- d the prject tday, he wuld advise making it larger.

5 Alternatives GYM 3-4 OPTION ONE: The preferred alternative, which will supprt tw classes and tw r mre athletic teams at a time, is 6200 square feet. The drawback f this space is a ceiling height f 8 t 9 feet. The architects have reviewed applicable standards and state that mst standard equipment will fit in the space and that it is usable fr the purpses intended. GYM 3-4 OPTION TWO: A smaller space f 4500 square feet under Gym 3-4 is less desirable because it will huse less equipment, fewer activities and nly ne class r team at a time. AUTO SHOP: The aut shp is 3100 sq. ft., nly 600 square feet larger than the existing fitness center. Its drawback is that it is t small t meet the prgram needs utlined abve, and it wuld be subject t many f the same prblems as the existing fitness center. GYM A: Gym A, at 3470 square feet, is als smaller than the space required fr a single class. There are several drawbacks t this ptin. First, it is t small t meet the prgram needs utlined abve. Secnd, if it were taken ut f general service and turned int a fitness center, the cnsequences wuld be as nted abve: classes dubling up, students standing idle in ne r mre spaces, athletic practices r cntests running past 8:00 r 9:00 in the evening r being cancelled. Third, it wuld cmprmise the new physical educatin curriculum. A lng- term Physical Educatin Department gal has been t upgrade Gym AB s that it will supprt a mdern physical educatin curriculum students will find engaging and meaningful. The thinking has been t use the space t cmplete the Prject Adventure curriculum strand that begins at the Middle Schl. The District has already invested significant financial and human resurces in the Middle Schl s Prject Adventure facilities and prgram. The new State physical educatin standards and the new Scarsdale curriculum nt t mentin 21 st century skills invlve capacities that Prject Adventure is designed t develp: individual initiative, cllabratin, intelligent risk- taking, cmmunicatin, and s n. Gym A has the vertical space t accmmdate equipment (a climbing wall and rpes curses, fr example) that is necessary t Prject Adventure activities. The additin f Prject Adventure elements wuld make Gym A mre versatile, expanding its capacity and preserving it fr varied kinds f physical educatin instructin, as well as fr much- needed athletic practice space. SPLIT FITNESS CENTER: The least desirable ptin is t split the Fitness Center between tw lcatins. Depending n where the space was lcated, this ptin might impinge n space fr the learning cmmns r take up different space with ther legitimate uses. It wuld be less efficient instructinally (a) as teachers wuld have t split classes between tw areas r plan instructin arund the split in facilities (b) require added staff t supervise ne f the tw areas while the teacher supervised the ther.

6 Appendix A Fitness Curriculum Overview Teaching units will intrduce students t new cncepts and activities each year. They will als revisit sme activities in mre depth r fr higher levels f mastery r understanding. Fitness Gram Testing and Start- Up Fitness: This unit is included in at the start f the year fr all students. Lessns include warm- up principles, mvement prep and rehab (Prehab), speed and agility training, squat and lunge prgressin, circuit training, grup initiative challenges and student- designed instant fitness warm- ups. Principles f Mdern Fitness I: Students will apply the FITT principle and heart rate training znes t bth resistance and cardi- vascular training. They learn hw t design their wn training rutines by selecting apprpriate gals and learning primary exercises fr the majr muscle grups, while researching and chsing secndary exercises t supprt their rutines. Principles f Mdern Fitness II: Students will take part in multiple styles f training including, but nt limited t: Interval training, Circuit Training, HIIT (High Intensity Interval Training), Tabata and Functinal Training. Students will practice the cncepts f verlad, prgressin, specificity and peridizatin as they apply t resistance and cardivascular training. Fitness FUNdamentals: This class cvers the basics f the types f training that can be emplyed t imprve aerbic and muscular fitness and flexibility. These include circuit training, cardivascular/aerbic training, resistance training (dynamic and static) and flexibility training. ifit: Students will gain experience with the uses f mdern technlgy t develp and implement persnal fitness plans. These technlgy- based prgrams will assist in tracking, recrding and assessing individual fitness gals. Teachers will select sme technlgy- based applicatins; students will research and present thers. RaiderFit: The curse will intrduce students t training mvements f varying difficulty and ffer pprtunities t engage in individual challenges and grup cmpetitins. Students will test their verall fitness thrugh HIIT- style wrkuts. Each class will include a mvement- based warm- up, instructin in specific mvements r rutines, an pprtunity t cmplete a rutine, and cl dwn. Cardi training: The unit teaches the imprtance f cardivascular health by expsing students t varied lifetime aerbic activities and basic training principles. Students research the effects f cardivascular/aerbic training as preparatin fr cntinuus participatin in this activity. Students track their persnal prgress and reflect n their individual experiences, adapting their cardivascular gals as their persnal fitness levels imprve.
