The National Council for Behavioral Health is thrilled to have the opportunity to work with you over the next several months around your public health and behavioral health efforts. This is the Behavioral Health Training Institute for State, Tribal, Territorial and Local Health Officials Program Welcome Packet. It will provide you with the information and materials you will need to be successful in this program including a letter of commitment form, important dates, overview of the project, and travel instructions. 2 Background Over more than two decades, the Institute of Medicine (IOM) has reiterated the strong recommendation that public health professionals possess the appropriate education and training to perform the required roles by this workforce. IOM asserts that public health workers should be trained in a set of core public health competencies and should have adequate opportunities for practical experience; and additional education and training must be tailored to and depend on the experiences, activities, and functions of particular groups 1. One public health professional sub-group that is of particular interest is state, tribal, territorial and local health officials. The public health worker shortage report recommended providing educational and training opportunities as a means to both build capacity among the public health workforce and to retain staff 2. Currently, the CDC s Center for State, Tribal, Local and Territorial Support (CSTLTS) funds the New Health Official Orientation which provides state, tribal, territorial, and local health officials with training and educational opportunities in general public health. However, this orientation does not substantially cover the current trends and landscape of behavioral health (mental health and substance use disorders). As an off-shoot to the New Health Official Orientation, CSTLTS is collaborating for the fourth year with the National Council for Behavioral Health (National Council) to provide behavioral health training and technical assistance to state, tribal, territorial and local health officials. Program Overview In collaboration with CSTLTS, the National Council has launched the fourth cohort of the Behavioral Health Training Institute for Health Officials Program. This seven-month initiative is comprised of 40 state, tribal, territorial and local health officials. As a participant, you will have direct access to training and technical assistance that will enhance your department s behavioral health efforts. From January through July 2019, the Behavioral Health Training Institute for State, Tribal, Territorial and Local Health Officials program participants will participate in one introductory webinar, one two-day in-person training, the National Council s Annual Conference, and will have access to additional ongoing trainings and resources. The two-day in-person training institute (March 23-24, 2019) will precede NatCon19 from March 25-27, 2019, in Nashville, Tenn. Program participants will also be granted the opportunity to attend NatCon19 for FREE. Program Expectations and Requirements Participants must be available to participate in at least 80% of the following program activities: Behavioral Health Training Institute orientation webinar (Thursday, January 17, 2019, from 2:00pm 3:30pm ET)* Up to four optional conference calls/webinars to network with peer health officials, hear from subject matter experts and exchange ideas and information related to behavioral health efforts. These calls will be held every other month beginning in February Specific dates are to be determined based on availability. 1 The Future of the Public's Health in the 21st Century. 3 Two-day in-person training institute preceding NatCon19 in Nashville, Tenn.* o The two-day in-person training institute (Saturday, March 23 Sunday, March 24, 2019) will include: An interactive training to provide mental health tools to health officials using the Mental Health First Aid curriculum. An intensive behavioral health training institute in collaboration with the National Conference of State Legislatures (NCSL) and select state legislators and legislative staff focused on the systems, challenges and opportunities facing public health and behavioral health jurisdictions around the country. Networking event: Public and behavioral health officials, state legislators and legislative staff and leaders from across the health care field. NOTE: The National Council will collaborate with NCSL on the two-day in-person training institute, during which health officials will be joined by up to 30 selected state legislators and/or legislative staff. FREE access to NatCon19, March 25-27, 2019, in Nashville, Tenn. Additional topic-specific webinars will be available to program participants based on state- or jurisdictionspecific needs and concerns identified by health officials. Health officials will receive a monthly virtual survey to solicit any ad hoc, tailored training and technical assistance needs they may have. *NOTE: Participation in these activities is MANDATORY. Travel, lodging expenses and conference registration for the in-person training institute (March 23-24, 2019) and NatCon19 (March 25-27, 2019) will be covered for program participants by the National Council.* *NOTE: In order for the National Council to cover a participant s travel, lodging and conference registration expenses, attendance at the two-day preconference in-person training institute is MANDATORY. Participants will be required to verify participation in the two-day preconference training. All travel arrangements must be booked through the National Council s travel agency. Detailed travel booking instructions are included on pages 6-7 of this Welcome Packet. Any selected participant who is no longer able to attend this two-day in-person training (March 23-24, 2019) must notify the National Council in writing no later than Friday, February 15, 2019 to avoid incurring travel expenses. Any participant who does NOT attend the two-day in-person training and fails to notify the National Council in writing by February 15, 2019 will be required to pay for their own travel, lodging, and conference registration expenses. Program Timeline Please mark the following dates and activities on your calendar. Wednesday, January 16, 2019: Deadline to complete and return Letter of Commitment (see pg. 5) Thursday, January 17, 2019, 2:00pm 3:30pm EST: Program Kick-off Webinar (Adobe Connect Meeting Link) Friday, February 8, 2019: Deadline for booking travel to Nashville, Tenn. for in-person training institute and National Council Conference (for detailed instructions for booking travel, see pgs. 6-7) Friday, February 15, 2019: Deadline to notify National Council in writing of inability to attend March 23-24, 2019 in-person training without penalty 3

Letter of Commitment The National Council for Behavioral Health greatly appreciates your commitment to achieving health equity among individuals with behavioral health conditions. Participation in the Behavioral Health Training Institute for Health Officials program requires significant time, dedication, energy and enthusiasm. This ensures that we are able to support you in maximizing this opportunity. Therefore, we ask all participating agencies to agree to an important set of commitments as outlined below. I hereby agree to (initial next to each item below): 1. Identify a project lead who will provide adequate time, energy and enthusiasm to participate in the process and will consistently attend all applicable program activities. The public health official project lead should be either: i. The health jurisdiction s primary public health official; OR ii. A staff member in direct support of the primary health official, with health official support*. *NOTE: Project leads who are NOT the primary public health official must also submit a letter of support written by the primary health official on official letterhead indicating their support for the identified project lead s participation in this program. 2. (For paired team applicants only) Identify a behavioral health official located in my health jurisdiction who will partner with me on all program activities. a. *NOTE: For paired team applications, in addition to initialing above, we also ask that partnering behavioral health officials complete and submit a separate letter of commitment. 3. Complete any assignments and surveys. 4. Attend the two-day preconference in-person training institute in Nashville, TN from March 23-24, a. Notify the National Council in writing no later than Friday, February 15, 2019 of attendance cancellation without penalty. b. If I do NOT attend the two-day in-person training institute and fail to notify the National Council in writing by February 15, 2019, I understand that I may be required to pay for my own travel, lodging, and conference registration expenses, in an amount not to exceed $2,400. 6 Travel Instructions We look forward to seeing you in Nashville, TN for the Behavioral Health Training Institute for Health Officials in-person training institute on Saturday, March 23 rd and Sunday, March 24 th, 2019 and NatCon19 from Monday, March 25 th through Wednesday, March 27 th, This logistics sheet contains information that will be helpful to you as you prepare for your trip. If you will be flying into the Nashville area, please use the following link through Avenue Travel to book your flights. Should you have any difficulty, please feel free to contact Lynn Hendrick at or (703) ext and reference charge code : Public Health Officials Training in your correspondence. Please make your travel arrangements no later than Friday, February 8, You must book your travel through Avenue Travel in order for the National Council to cover these costs. Day 1 of the in-person training institute will begin at 12:00pm CT on Saturday, March 23 rd, and will end by 5:00pm CT. Day 2 of the in-person training institute will begin by 8:00am CT on Sunday, March 24 th, and will end by 4:30pm CT. NatCon19 will last all day on Monday, March 25 th and Tuesday, March 26 th, and will end by 1:00pm CT on Wednesday, March 27 th. Please ensure that your travel home allows you to attend as much of these activities as possible. Hotel Location and Accommodations The National Council has blocks of rooms reserved at a number of hotels, including the Gaylord Opryland Resort & Convention Center (main conference hotel) and other nearby properties. Hotel check-in date is as early as Friday, March 22 nd, check-out date is as late as March 27 th. Your room will be reserved by and paid for by the National Council. However, you must present a credit card when you check in to cover any other incidental charges that you may incur beyond the cost of your room. Once the National Council receives confirmation of your travel plans through Avenue Travel, your name will be added to the National Council s hotel rooming list and a room will be reserved for you at one of the conference hotels. Do NOT contact any hotels directly for a room reservation, as this will result in a double-booking. If you choose to stay beyond these nights, you will be responsible for paying for those additional night(s) of lodging. Transportation from Nashville International Airport (BNA) Ground transportation pick-ups such as taxis and app-based ride services (e.g., Lyft, Uber) are located in BNA s new Parking and Transportation Center. In order to find the BNA Ground Transportation Center: - Exit the terminal on Level 1 and turn right. - Follow the sidewalk and pedestrian canopy to the Parking and Transportation Center. Overhead signs will direct you. - The Ground Transportation Center is on Level 1. Ground transportation directions from the Nashville International Airport to the Gaylord Opryland Resort & Convention Center are provided below. 6

7 By Car, Taxi, or Uber/Lyft (est minute drive) o Start out going south on Terminal Dr toward Airport Service Rd. Turn slight left onto Airport Service Rd. Keep right at the fork to continue on Airport Service Rd. Keep left at the fork to continue on Airport Service Rd. Take the I-40 W ramp toward Nashville/I-65/I-24. Merge onto I-40 W. Go 1.11 miles, then merge onto TN-155 N via EXIT 215B. o Take the McGavock Pike W exit, EXIT 12, toward Opryland Hotel/Convention Center/Music Valley Dr. Turn slight left onto McGavock Pike. Turn left onto Opryland USA, go 0.31 miles, then turn slight right. Arrive at Gaylord Opryland Resort & Convention Center, 2800 OPRYLAND DRIVE. Additional transportation option(s) o There are also shuttle options available, including the Nashville Airport Express Shuttle and the Gaylord airport shuttle service. These arrangements require prior reservations. See BNA s website for more details. Travel Coverage Restrictions: Please read this section carefully. Airline reservations should be booked as soon as possible. Please be mindful that the National Council will cover tickets that are non-refundable, non-transferable, and the lowest available coach fare. 1. Once the ticket has been issued, additional costs associated with flight schedule changes will be charged to the traveler. 2. Travel is only paid from your origin and back to your origin. Any deviations from this route will be charged to the traveler. 3. Only one checked bag will be covered by the National Council. Additional bags will be charged to the traveler. 4. The National Council will cover $50 a day for meals not already provided at the meetings. 5. Travel reimbursement is for meeting related expenses only (i.e. for taxis to the airport, from the airport to the hotel and back, airport parking). Taxi and parking receipts are required for reimbursement. 6. All reimbursement requests must be accompanied by receipts for all purchases and should be received by the National Council within 15 business days after the meeting. 7. If you need special accommodations for any of the restrictions listed above, please contact the staff lead for prior approval. 8. A reimbursement form will be provided following the meeting. 7

8 Project Team Roles & Bios Project Director Taslim van Hattum, LCSW, MPH Taslim van Hattum, LCSW, MPH is a public health social work professional who currently serves as a Director of Practice Improvement at the National Council for Behavioral Health. Taslim has spent the last ten years supporting the advancement of systems, communities, providers and patient s combined engagement around enhancing clinical care for people seeking behavioral health services across Louisiana and the United States Gulf Coast. She has extensive experience providing timely and meaningful technical assistance with schools, community primary care and behavioral health providers, sexual and reproductive health providers in both clinic and hospital settings, city and state governments, and with community based social service organizations. Taslim serves as the Project Director on the National Council s public health initiatives which include our CDC-funded projects - National Behavioral Health Network for Tobacco & Cancer Control and Capacity Building Assistance portfolio. Project Manager Margaret Jaco Manecke, MSSW MargaretM@thenationalcouncil.org ext. 265 Margaret Jaco Manecke, MSSW is a behavioral health professional who currently serves as Project Manager, Practice Improvement at the National Council for Behavioral Health. In this role, Margaret provides project management and other direct support to multiple practice improvement and leadership programs, including CDC-funded initiatives and the National Council s public health portfolio. Ms. Jaco provides project direction and writing support for other federal and state grant proposals, and serves as the Project Manager for the CDC-funded National Behavioral Health Network for Tobacco & Cancer Control. Also at the National Council, Margaret previously served on the Mental Health First Aid team, providing critical support for the National Council s premier mental health public education program. In this role, Ms. Jaco was responsible for providing tailored technical assistance, developing customized curriculum modules, and formulating detailed data analysis. Prior to joining the National Council, Margaret served in various positions for behavioral health and advocacy organizations, including extensive work in the realms of affordable and public housing, Medicaid, and public policy analysis. During her graduate studies, Ms. Jaco authored two Federallyfunded publications on topics related to homelessness. Senior Project Coordinator Roara Michael, MHA RoaraM@thenationalcouncil.org ext. 331 Roara Michael, MHA, is the Senior Project Coordinator, Practice Improvement at the National Council for Behavioral Health. In this role, Ms. Michael coordinates and provides direct support to multiple practice improvement and leadership programs, including CDC-funded initiatives and the National Council s public health portfolio. Previously, Ms. Michael served as the Senior Associate for the SAMHSA-HRSA Center for Integrated Health Solutions where she managed the Health Resources and Services Administration (HRSA) contract awarded to Behavioral Health Integration (BHI) and Substance 8

9 Abuse Service Expansion (SASE) grantees to integrate behavioral health into primary care settings. Additionally, she supported the delivery of national technical assistance for SAMHSA Primary Behavioral Health Care Integration grantees. Prior to joining the National Council, Ms. Michael worked in behavioral health and local government satisfying her passion in public health and government providing integral support related to health equity for underserved communities. behavioral health. She received a master s degree in Healthcare Administration from the University of Maryland University College and a Bachelor of Science in Behavioral and Community Health from the University of Maryland, College Park. Project Faculty/Advisors Tom Hill, MSW is a national thought leader and the Vice President of Practice Improvement at the National Council as of March During his time, Acting Director of the Center for Substance Abuse Treatment at SAMHSA, he worked to ensure that greatly needed investments were being made in treatment and recovery support to address the opioid epidemic. As an experienced community organizer and person in recovery for over 25 years, Hill s work has changed the public conversation on recovery and helped shape the national addictions agenda. He is the recipient of numerous awards including the Johnson Institute America Honors Recovery Award, the NALGAP Advocacy Award, and a Robert Wood Johnson Fellowship in the Developing Leadership in Reducing Substance Abuse initiative. Hill previously served as a Presidential Appointee in the position of Senior Advisor on Addiction and Recovery to the SAMHSA Administrator. As part of this post, Hill initially served as Acting Director of the Center for Substance Abuse Treatment. Prior to his appointment, he was a Senior Associate at Altarum Institute, serving as Technical Assistance Director for numerous SAMHSA treatment and recovery support grant initiatives. Shelina D. Foderingham, MPH MSW is a public health social work professional who currently serves as an Assistant Vice President of Practice Improvement at the National Council for Behavioral Health. She provides oversight of the National Councils practice improvement projects that are funded by the Centers for Disease Control and Prevention (CDC) and focus on building capacity amongst the public health and behavioral health workforce to address the needs of people with mental illnesses and addictions. Shelina also leads the National Council s Addressing Health Disparities Leadership Program which develops the leadership capacity of middle managers within community behavioral health settings while providing them with tools and resources to achieve health equity for the populations they serve. Prior to joining the National Council, she spent over seven years providing training and technical assistance to supporting health systems transformation efforts across the United States Gulf Coast. She holds a dual Masters in Social Work and Public Health from Tulane University and a Bachelor s of Science degree in Psychology from Xavier University of Louisiana. 9
