4 *DRAFT* Public Information and Participation Subcommittee Meeting Summary City of Belmont, City Hall Meeting Date: July 10, 2012 Subcommittee Action: Approval of minutes from May 8 PIP meeting Approval to discontinue use of Ocean Conservancy Data Card during Coastal Cleanup Day Requested Technical Advisory Committee Action or Feedback/Guidance (if any): none Announcements SMCWPPP has been asked to co-sponsor the Silicon Valley Watershed Summit with SCVURPPP at Foothill College in Los Altos on September 22, Details on the sponsorship are yet to be determined, but may include supplying and/or staffing an outreach booth. Matt Fabry will provide an update of the details as they become available. The Annual Report Guidance Training will be held on July 24 in Brisbane. Participants need to register by contacting Melissa Morgan at EOA: melissa@eoainc.com. Outreach Report Countywide Event: A SMCWPPP booth was set up in the Sustainable Living exhibit of the San Mateo County Fair from June The hall was open for a total of 95 hours during the week of the fair. Sixteen volunteers from 9 jurisdictions, combined with additional Environmental Health (EH) staff, worked at the booth at select times each day for a total of 57 hours of staffed time for the week. The booth was unstaffed for the remaining 38 hours, including night time when most people are at concerts. Representative sampling of the number of people spoken to was taken at different times throughout the week. Based on the sampling, EH calculated an average of 34 people per hour were spoken to during the hours that volunteers were present. Using this averaging, it is estimated roughly 1938 people were contacted during the 57 staffed hours. Countless others had access to the booth during unstaffed times, and were guided by signs and posters to help themselves to outreach materials. The public was introduced to the Be The Street litter campaign, and 81 people signed up for the e-newsletter during the week of the event. Car Wash Outreach: Fundraising pilot project with Ducky s Car Wash was not successful and no further efforts will be made to develop the project at this time. Car Wash outreach will continue to consist of printed materials and promotional discount card partnership with commercial car washes countywide. The program has been favorably received by the public. EH will attempt to increase the number of participating car washes during the fiscal year. School Outreach: Environmental Health and Recycleworks have agreed to work together to conduct outreach to Jr. High and High School students by combining messages to an existing program established by Recycleworks. A detailed work plan will be generated and presented to PIP at the next meeting in September. Outreach to elementary schools will continue to be conducted by the Banana Slug String Band, whose contract was extended for another year. Outreach Materials: Environmental Health will spend $4,000 on another order of reusable nylon grocery bags to give out at outreach events. The order will be part of a larger order to be placed by Environmental Health as part of the County s bag ordinance outreach which will take place in conjunction with SMCWPPP. An additional order may be considered that promotes the Be The Street Regional Litter Campaign.
5 Community Action Grant The committee agreed to form a work group to evaluate and/or revise the Community Action Grant framework and application process. PIP members from Millbrae, Burlingame, Menlo Park, Pacifica, as well as Environmental Health and Matt Fabry will make up the work group. The first meeting is yet to be determined. Coastal Cleanup Day This countywide event will take place September 15, The primary promotional message will be for volunteers to bring their own buckets and bags, although they will continue to be supplied for those who want them. The committee reviewed the relevance of the current data gathering card that is supplied by the Ocean Conservancy through the Coastal Commission. This card has been used for a number of years by volunteers to tabulate the types of trash collected. It was determined that the card does not meet the new reporting requirements that cities now face as part of their trash load reductions, and that it is also cumbersome and difficult for volunteers to use. The committee decided that site captains may use the card on a voluntary basis this year, and it will not be provided at all next year. In the meantime, EH will look into developing a data card that meets the needs of reporting requirements. EH will work with the Trash Work Group to develop this new card. If it is developed in time, it could be piloted during this year s Coastal Cleanup Day. Cities using CCD as part of their Hot Spot will need to figure out how to manage the reporting of what is collected at those sites. Regional Campaigns Report BASMAA Regional Ad Campaign: The committee was given a presentation by Stephen Groner and Nick Laurell of SGA Associates, creators of the Be the Street You Want to See Regional Litter Campaign. Overarching social media theory was presented, along with an overview of the campaign and a discussion of ways in which cities can modify campaign materials to make them more locally pertinent in their outreach efforts. The committee was reminded of the campaign toolbox that is currently posted on the passwordprotected PIP page. BASMAA Media Relations: Car Washing and Pools/Spas BMP press releases were modified for local use and released under SMCWPPP letterhead in June, completing the Regional Media Relations work plan for FY Environmental Health has streamlined the press release procedure so that they are released in a more timely manner. Our Water Our World Pesticide Campaign: Interior bus ads in English and Spanish have been posted and will run through summer on SAMTRANS busses. SF Bay Protection Campaign: The contractor working with the campaign committee has generated 62 logos and 20 taglines, which have been narrowed down to 4 top choices. PIP was presented with a matrix with which to score the logos and give feedback. Comments will be required by July 24 to Diane Lynn of the City of Belmont. The logo matrix is also posted on the password protected PIP page. Subcommittee Work That Affects Other Subcommittees: EH will work with the Trash Work Group to develop a new volunteer data card for cleanup events. Next Steps: The Community Action Grant work group will hold its first meeting on a date yet to be determined. EH will work on a new trash gathering data card. Next Meeting Date: September 18, 2012, at Belmont City Hall.
