Executive Summary Gospel Rescue Mission, Inc. of Muskogee, Oklahoma (GRM) is embarking on an important and exciting new arena of ministry. GRM has existed since 1931 and has operated with a focus as a rescue operation. We have fed, clothed, and housed tens of thousands of the most needy in our community and surrounding areas. In addition to providing the basic needs, we have offered spiritual instruction, guidance, and direction for the least, the lost, and the lonely. God has given us a new vision. While we realize the importance of continuing to assist the neediest around us, we believe it is imperative for us to begin to assist many of our guests by helping them find a way out of the destructive life patterns which have brought them to our door. After 83 years of providing soup, shelter, and soap, we are committed to providing grace-based, biblically therapeutic programs which will enable our guests to be restored to functional and productive lives. The following pages contain the strategic plan. We have attempted to paint a picture of the future of Gospel Rescue Mission, Inc. There are three major emphases to this plan. First, we will improve the rescue operation by incorporating practices which promote radical hospitality and improve the quality of services we currently provide. Second, we will initiate a restoration program whereby we will help people address and overcome the issues causing them to be destitute and homeless. Finally, we will develop a prevention program designed to educate those in our service region (Muskogee, Cherokee, McIntosh, Wagoner, Sequoyah counties) on how to address the issues which lead to homelessness. This plan is aggressive. The need for what we have been doing is growing. The demand for what we must do is great. At stake are the lives of people. But for the grace of God any of us could be one of those who needs the help of Gospel Rescue Mission, Inc. II. Mission, Vision, Values GRM Mission Gospel Rescue Mission of Muskogee, OK exists for the primary purpose of proclaiming Jesus Christ as Lord and Savior through the practice of radical hospitality to those in our five-county service region who are destitute, hungry, homeless, abused, and addicted; both as a catalyst for life transformation in Christ Jesus and as a fundamental expression of the Christian faith. The practice of radical hospitality means that we will strive to treat those in need the way they would be treated by Jesus Christ. Gospel Rescue Mission exists to rescue the most troubled in society and facilitate restoration spiritually, physically, emotionally, relationally, and financially through grace-based, biblically therapeutic programs. Gospel Rescue Mission shall solicit and encourage the cooperation of those organizations sharing the same or similar objectives. 2

3 GRM Vision A Legacy of Rescue A Leader in Restoration Since 1931 Gospel Rescue Mission of Muskogee, OK has established a legacy of rescue assistance and spiritual guidance to the homeless, hurting, and needy in Muskogee and surrounding communities. We are committed to continuation of services which provide food, shelter, clothing, medical, financial, and spiritual assistance to those who need help. We also recognize the need to help those guests who want a way out of the destructive, impoverishing lifestyles which cause them to need Gospel Rescue Mission services. While we continue to build on our legacy as a rescue mission, we will become the leader in the ministry of restoration. While we will continue to measure impact by the meals served and the people who come to us for shelter, we will also focus on results which indicate real life transformation. Our vision is to see addicts clean and sober, fractured families reunited, the unemployed and unemployable working, and the unhealthy restored to health. Additionally, Gospel Rescue Mission will take the lead to aggressively address the issues causing homelessness in our service region. We will focus on prevention of homelessness as an outreach ministry of Gospel Rescue Mission. We will accomplish this through education, training, and creation of enterprise operations to provide employment opportunities. Our vision is to build on the legacy of rescue and become the leader in the restoration of lives for the glory of God. GRM Core Values Gospel Rescue Mission understands that a relationship with Jesus Christ is the basis for life transformation. Gospel Rescue Mission believes that God, as the Creator of man, has given His written Word as the only authoritative source to instruct man how to live. Gospel Rescue Mission will provide grace-based, biblically therapeutic programs to restore the lives of those who have previously failed to live according to God s instructions. Gospel Rescue Mission will embrace practices which demonstrate radical hospitality to those in need. 3

4 III. Current Operation Gospel Rescue Mission currently provides many services in association with the Rescue Operation. These include: providing adequate nutrition to those of the community who would go hungry if not for the mission; providing shelter for those who have no place to stay; providing benevolence (transportation, utility payments, medication purchases, funds for motel or rent) for those in need; and other services (pantry food orders, clothing, religious services). Furthermore, a strong chapel and mission program strives to meet guests spiritual needs. The volume of guests served FYE is identified in the following table. This decision was necessary because of a shortage of resources to continue to do both at existing levels. 4

5 At the present time Gospel Rescue Mission has the capacity to house 34 men, 6 women and 5 children at any time. In addition, Gospel Rescue Mission can feed a maximum of 50 people at any meal. IV. SWOT Analysis Strengths: We have a proven track record. We have been serving Muskogee and the surrounding areas since God s faithfulness to supply our needs is evident. There has never been a time when we did not have resources to keep the doors open. We have an Executive Director who understands of the needs of the homeless and has 20 years of experience in leading the rescue ministry. We are the only option for the homeless, other than the doorway of a business or the underside of a bridge. We are committed to the Word of God as the source of answers to the problems with which our guests are struggling. We have a positive image in Muskogee and surrounding communities. We have worked hard to establish and maintain a reputation as a ministry of integrity. The current fundraising efforts are sufficient to provide the majority of financial support for current operations. Weaknesses: We currently have an inadequately trained staff. We lack funding to employ sufficient staff. We don t currently offer grace-based, biblically therapeutic programs to address the issues that cause people to need GRM s services. We have failed to communicate/coordinate with the local churches and the community at large. We believe we are the best kept secret in Muskogee. We lack expertise in a comprehensive approach to fundraising. We don t have a sufficient endowment. We don t currently provide a systematic discipleship program for spiritual development of guests. We cannot currently accommodate intact families and women with male children over the age of 10. The current Board of Directors needs additional training on how to operate as a governance board. Opportunities: The Lord Jesus said we would always have the needy with us. The demands for our Rescue operation are increasing. The need for our Recovery Program is great. We need to improve the culture of hospitality at GRM. We will address the issues causing homelessness through development of programs to facilitate life transformation/restoration. We must expand shelter capacity for singles, women with children, and intact families. 5

6 We should improve nutritional quality of meals served and address dietary concerns on an individual basis. With the creation of enterprise operations, we can provide work opportunities and training programs. To accomplish this plan, we will need to increase volunteer participation. We will create partnerships with local business to hire participants in the Restoration Programs. As the ministry grows, we will provide oversight to avoid any situations which could damage the reputation of the ministry. Implementing a comprehensive fundraising plan will not only increase giving, but will greatly improve community knowledge of and appreciation for GRM. Threats: The GRM is operating in a 100+ year old wooden facility that does not have a fire sprinkling system. There is growing cultural pressure to provide services without the biblical emphasis. We must guard against growing too fast and implementing too many new programs at one time without making sure the infrastructure of the organization is stable. Current economic conditions continue to negatively impact charitable giving. V. Plan Overview A. Programs Rescue Operations Rescue has been at the heart of what we have done since However, doing something a long time does not insure that we have been utilizing best practices. We will improve the rescue operations wherein we feed, shelter, clothe, and offer spiritual guidance to guests. The first step is to improve the culture of hospitality. Too often, the atmosphere of an organization like GRM can feel more like an institution. We will create a warm, friendly, welcoming atmosphere. Future building design, staff training, and policies and procedures will be assessed to insure that Gospel Rescue Mission is expressing, both in words and actions, radical hospitality. We also want to improve our ability to help guests spiritually. Those who come to GRM are enduring the consequences of decisions and choices which are contrary to the life principles provided in Scripture. One of the first full-time staff additions will be a chaplain to serve as Spiritual Director for the operation. The person in this position will also play a key role in the spiritual component of the restoration programs. There are opportunities to improve the food service ministry. More effort and planning will go into nutritional planning. The goal is to improve the physical well-being of guests. New guest evaluation will include a nutritional assessment and meal plan to address individual health needs. The goal for our shelter operation is to provide more than just a bed and a shower. We will maintain an environment that is clean, safe, hospitable, cheerful, and structured, 6

7 while minimizing the institutional feel or appearance. The shelter atmosphere will relay hope and encouragement to guests. We will also address the limitations to the existing Rescue operation. Currently, we do not have the facilities to house women with male children over the age of 10, or family units with husband/wife/ and children. Future building plans will enable us to accommodate families. Restoration Programs Through an analysis of our clientele over the last several years, we have identified the issues which bring people to the GRM. The biggest issues are addictions, domestic violence/disputes, mental health issues, and economic conditions/lack of job skills. We recognize that not all guests will be candidates for the Restoration Program. The initial evaluation will determine which guests should enter the Restoration Program and which guests need to remain in the Rescue Operation. For those who qualify, we will provide the following opportunities: Addiction Recovery: This is an extensive, long-term program dedicated to holistic recovery and biblical discipleship for men and women overcoming addictions and other destructive life-dominating issues. This program will be a highly structured 6-18 month, in-house program involving addiction counseling, spiritual discipleship, work therapy, and life skills training. Those who successfully complete the program will have opportunities to be involved in the program as counselors and mentors to others. They will also have the opportunity to transition into independent housing. Life Skills: Successful integration into a productive life depends on the ability to adequately develop life skills. We will teach people practical living skills, healthy communal living, job-related skills, social skills, conflict resolution, hygiene, and other basic skills needed to succeed in life. Work Therapy: Struggles on the job are often a reflection of the problems people face in life. The work therapy program will help people understand the value of work and to see how God s plan includes working and giving back to society. We will help people discover the gifts and talents God has given them to fulfill this purpose. We then help them find the career opportunities where their gifts and talents can be put to use as they pursue a healthy, purposeful life. Education: Each participant in the Restoration Program will have the opportunity to further his/her education and gain employable skills. This will be provided either through the formal/traditional education institutions, or working in one of the enterprise operations. Spiritual: Because the Gospel Rescue Mission believes that successful restoration is dependent upon a right relationship with God, the biblical discipleship program will be at the core of all we do. Our 24-week intensive discipleship program is centered on the resource, Self-Confrontation: A Manual for In-Depth Biblical Discipleship. The purpose of this manual is to teach people how to examine themselves biblically so they can live in a manner that pleases the Lord, and help others to do the same. Enterprise Operations: This strategic plan includes the start-up of at least three enterprise operations which will provide work therapy and work skills training opportunities for those in the Restoration Program. The first enterprise operation will be a thrift store. Physical/Health/Recreation: Because we are looking to facilitate a restored life spirit, soul, and body through Jesus Christ, we will help the participants in the 7

8 Restoration Program receive a thorough medical evaluation. Health needs will be addressed individually. Healthy lifestyles will be encouraged and facilitated through the development of recreational activities. Transportation: Since most of the guests in the Rescue Operation and Restoration Program will not have transportation, we will provide for these needs through a transportation program. We will assist those needing to get to job interviews, doctor s appointments, court appearances, etc. Prevention Programs We at Gospel Rescue Mission would like to see the need for our services eliminated completely. While we don t expect this to happen completely, we do recognize the need to be working on eliminating the issues causing homelessness. Many people in our five-county service region don t have access to biblically-based substance abuse counseling, marriage counseling, domestic violence counseling, or financial planning resources. We want to become a resource to anyone in our service region needing help, training, or support in these areas. This plan includes outreach to Muskogee and the surrounding areas to offer training, assistance, and resources which will prevent the causes of homelessness. B. Facilities Current Facility The current facility of GRM is at 326 S. 2 nd St. in Muskogee. This is a two-story wooden frame structure which was constructed in the early 1900 s as a railroad hotel. This building has approximately 20,000 sq. ft. with about 13,000 sq. ft. useable. The building does not have a fire sprinkler system. Renovation costs associated with installation of a sprinkler system are prohibitive. This strategic plan includes retention of the current facility for use as a donation collection and processing center and a thrift store operation. Once the Callahan Street location has been renovated and inhabited, the current location on 2 nd street will no longer be used to house guests overnight. Callahan Street Facility GRM recently acquired the facility at 323 Callahan St. in Muskogee. This facility was most recently used as a day care facility. The main structure has two stories and a basement. There are two additions, one on each end, that are single story buildings. There is a total of approximately 13,000 sq. ft. of useable space at this location. This facility will be renovated and the current Rescue Operation will relocate to this facility by the end of This location has a total of 3.4 acres. Once a new facility is constructed to accommodate the Rescue Operation, this facility will be utilized for the Restoration Program. New Facility The 3.4 acres at the Callahan Street location will enable us to design and build a new facility to accommodate the long term needs of the GRM. Initial plans for the new facility include: Reception area and offices for Rescue Operation Staff Dormitory housing for 50 men 8

9 Dormitory housing for 50 women 2 Bedroom family unit dwellings for 10 families Kitchen with adequate freezer and pantry Multi-purpose dining room/chapel Laundry facilities Lounge area VI. Goals Gospel Rescue Mission has identified a very ambitious three phase plan to address the needs, opportunities and threats as previously identified. A. Phase One Renovate and move all existing Rescue Operations into the Callahan Street facility. Develop Restoration Program and space in Callahan Street facility. Have ten clients enrolled and engaged in the Restoration Program. Provide one Enterprise Operation to accommodate ten clients and be selfsufficient financially. Provide housing for families or women with male children on site or off site for up to 5 groups at one time. Identify new facility building site, develop facility plan, raise money and be prepared to break ground for new facility. B. Phase Two Have Restoration Program serving 20 clients. 80% of phase one Restoration Program participants successfully completed program. Successful completion is defined as; free from any dependency issue, employed, independent housing and integrated into a local church. Enterprise Program has two operations to support 20 clients. Construction of new facility is complete and occupied. C. Phase Three 80% of phase two Restoration Program participants successfully completed program. Three Enterprise Operations, financially self-sufficient. Prevention educational material developed. Prevention Program has established a network of church and community leaders in the major cities in each of the five primary service counties. Provide at least one Prevention Program in each of the five counties. 9

12 IX. Funding A. Programming and Operations Cost Increases The execution of this strategic plan will require an increase in our annual budget from just under $250,000 to more than $1,200,000. We recognize this to be an aggressive undertaking. The following strategies will be implemented to acquire the necessary funding. 1. New Donor Acquisition Gospel Rescue Mission currently has approximately 1,500 active donors. It is imperative that we increase this number significantly. Our efforts to attract new donors will include strategies to improve: a) Outreach to Churches Gospel Rescue Mission is an extension of the church. It is our belief that God s people should have the first opportunity to fund God s work. We are not competing with local churches for the charitable gifts of members. Church members should give tithes first to the local church. However, the people with a heart to support God s work are likely to be found in the local churches. The goal is to access local congregations to share our vision and goals for the ministry of GRM. b) Community Awareness There are many who support Gospel Rescue Mission because of the value we bring to the community. If our doors were closed, there would be people sleeping under bridges or in the doorway of local businesses each night. The need for our services continues to increase as more people are affected by addictions, domestic violence, and economic hardship. Gospel Rescue Mission has been the best kept secret in Muskogee. We must change that by raising community awareness and engaging the community at large, inviting the compassionate members of our service region to get involved through donations, volunteer opportunities, and prayer. 2. Enterprise Operations One of the keys to a successful Restoration Program will be the development of enterprise operations. These enterprise operations will provide job opportunities and teach important life skills to those striving to become healthy and independent. Additionally, these enterprise operations typically provide revenue streams for the support of the ministry. Several different enterprise operation ideas are being considered. 12

13 3. Gifts In-Kind Gifts of food, clothing, automobiles, real estate, etc. are critical sources of revenues for many rescue mission operations. Gospel Rescue Mission will increase awareness of opportunities for these types of gifts. 4. Legacy Gift Programs Inherent to any successful ministry like Gospel Rescue Mission is the need for financial stability in annual operations. Historically this stability is assisted through the establishment of a permanent endowment fund from which annual earnings are used for general and/or specific operational areas. Significant endowments are not achieved overnight, but require many years of appropriately aggressive pursuit. Gospel Rescue Mission will begin to aggressively pursue Charitable Gift Annuities, Charitable Remainder Unitrusts, and donor inclusion in Revocable Living Trusts and Wills. Funds secured through these means will be primarily focused on increasing the overall permanent endowment of Gospel Rescue Mission. Donors may designate endowment of approved specific areas of need, or may designate the general endowment fund. B. Capital Funds The level of funding needed to implement the aggressive Strategic Plan for Gospel Rescue Mission will require a capital campaign for multi-year pledges designed to do the following: 1. Increase general and specific area funding including operations, construction/renovation, equipment, personnel and endowment. 2. Significantly increase the donor base of support from the current 1,500 donors to approximately 5,000 donors on an annual basis. 3. Serve as a catalyst for aggressive pursuit of Charitable Gift Annuities, Charitable Remainder Unitrusts, Revocable Living Trusts, and Wills. 13
