1 DEPARTMENT: AGRICUTLRE REPUBLIC OF SOUTH AFRICA PROCEDURAL NOTICE - ANIMAL IDENTIFICATION ANIMAL IDENTIFICATION ACT (AIDA) (ACT NO 6 OF 2002) With rfrnc to th Implmntation Protocol signd on 1 Novrr~br 2007 th following procdural notic is issud to Provincs for assisting th national DOA in implmnting AIDA FUNCTION Th Animal ldntification Act, 2002 (Act No 6 of 2002), srvs as a national rgulatory mandat that provids for an Animal ldntification Systm which acts as a first lin of dfns against stock thft, nhancs idntification of proprty and supports tracing of animals THE ANIMAL IDEN'rIFICKrION SYSTEM (AIS) Th Animal ldntification Systm (AIS) is th computrizd National Rgistr of Animal ldntification marks of South Africa and is managd by th Dpartmnt of Agricultur (DoA) REGISTRAR: Is an officr of DoA dsignatd by th Ministr for Agricultur, who must xrcis his or hr powrs I functions and dutis subjct to any instruction issud by th Ministr

2 Th Rgistrar may in writing authoriz any officr to prform any function ntrustd to th Rgistrar in trms of this Act FUNCTIONS OF AUTHORIZED AIDA CO-ORDINATOR IN PROVINCES Taks charg of th implmntation of AlDA in Provinc [Undr instruction of Rgistrar] Liaison with Stock holdrs, SAPS, Stock Thft Forum, Local Authority, clints and Organiz Agricult~~r Arrang mtings, farmr's days to promot th marking of animals in accordanc with AIDA Giv lcturs on Animal Idntification Act and Rgulations to th Animal Halth Tchnicians 1 Extnsion Officrs 1 farmrs Manag th Contact point in Provinc - act as an nquiry point whr all rlvant information can b distributd to clints Rciv all applications and paymnts [in form of rvnu stamps pastd on th form] for animal idntification marks; captur applications in a rgistr and forward th application to th Rgistrar's offic by rgistrd post Coordinators to b linkd to th AIS for nquiry purposs only, to assist th farmrs on all mattrs prtaining to AlDA (no rgistration or printing of crtificats will b don at this stag - this will rmain a national function at th Rgistrars offic in Prtoria) FUNCTIONS OF AUTHORIZED OFFICER I INSPECTOR Contact all corr~munitis and spcifically animal ownrs in hislhr ara of jurisdiction and xplain th rquirmnts / advantags of th AlDA systm of idntification to thm Assist Coordinator with tasks at hand Hlp th clints to complt th application forms, chck whthr corrct rvnu stamps ar pastd on applications Collct and rcord applications in a rgistr Post applications pr rgistrd post or by hand to AlDA co-coordinator Giv dmonstrations / assist farmrs rgarding branding / tattooing of animals Control th quality of th idntification procss Pag 2 of 6
