Hadlin Masurs Story Bhind Baslin Prformanc Th Shriff s Offic of Emrgncy Srvics (OES) is comprisd of th Law, Sarch and Rscu unit and th Emrgncy Managmnt Joint Powrs Authority. Th units hav diffrnt funding sourcs but work togthr in accordanc with th stat mandatd Standardizd Emrgncy Managmnt Systm (SEMS). Spcially traind voluntrs rspond to many incidnts saving thousands of agncy staff-hours, whil providing valuabl rsourcs that support succssful law nforcmnt. Numbr Annual Bomb Squad Calls for Srvic Th Law, Sarch and Rscu Unit provids law nforcmnt support srvics by utilizing spcially traind activ and rsrv pac officrs and voluntrs. Law nforcmnt activitis providd by this unit includ missing prsons sarchs, watr and cliff rscu, crim scn sarchs, tactical law nforcmnt support, scurity for spcial vnts and dignitary protction. Spcializd units includ th air squadron, cliff rscu, divr unit, mountain rscu, marin unit, mountd unit, off-road motorcycl unit, and th mrgncy srvics and communications unit as wll as two youth Explorr units. This unit provids mrgncy planning, training, prpardnss xrciss, and fild rspons. Th unit rsponds to about 65 major mrgncy incidnts ach yar. OES staff work closly with Environmntal Halth and th Hazardous Matrials Rspons Tam, which is also a part of th JPA Program, in rspons to hazardous spills and contamination/clan-up incidnts. Sinc Sptmbr 11, 2001, thr has bn a shift in dirction to bcom mor of a rspons organization, working closly with first rspondr polic and fir agncis. A prmannt Bomb Dtction Unit (Bomb Squad) of on Srgant and on Dputy was cratd. This unit will hlp addrss th significantly incrasd workload. Fdral funding was usd for nhancd Bomb Squad quipmnt. Two nw bomb dtction canins will b traind and addd as additional rsourcs for th unit. Th nd for public ducation and information dissmination is mor important than vr. County Contribution to Emrgncy Srvics JPA ($108,932) Th County s 50% shar of th Joint Powrs Authority will incras by $108,932. Th primary rasons ar ngotiatd Salaris and Bnfits adjustmnts for xisting staff ($32,020); 50% of th cost of on Public Information Officr srving th JPA half-tim ($23,040); and incrasd costs for th JPA portion of th nw Countywid radio systm ($53,872). Projctd rvnu from FEMA and othr sourcs ($45,853) will partially offst ths costs. 2. Adjustmnts to Provid Currnt Lvl of Srvics ($206,095) Salaris and Bnfits hav bn incrasd du to ngotiatd incrass for sworn prsonnl, th annualization of mid-yar position changs (including a Srgant srving on th Bay Ara FBI Joint Trrorism Task Forc and a Srgant and Dputy who compris th Bomb Dtction Squad), mrit incrass, and highr bnfits costs ($147,303). Srvics and Supplis hav bn rducd ($4,480) primarily du to a dcras in intragncy contracts for srvic. Othr Chargs hav bn incrasd to rflct inflationary and ngotiatd adjustmnts to County srvic chargs ($63,272). Rvnu adjustmnts in Public Safty Sals Tax ($215,989) offst th County s shar of th JPA and th Sarch and Rscu Unit, howvr, du to ngotiatd incrass in othr County srvics and rising prsonnl costs, thr is a $13,521 incras in th Nt County Cost
