3 Introduction Sandwell Safeguarding Children Board (SSCB) has a range of roles and statutory functions including the training of persons who work with children or in services affecting the safety and welfare of children; SSCB communicates to persons and bodies the need to safeguard and promote the welfare of children, raising awareness of how this can best be done and encouraging them to do so. This catalogue is aimed at professionals working in all organisations involving children, young people and their families. The Learning & Development sub group devised the catalogue to support locally and regionally identified needs and priorities identified from case file audits, local (as well as national) serious case reviews, child death reviews, learning reviews and key inspection findings. Evaluation You will be asked to complete an evaluation form after each course, which assists in planning future events and ensures we meet our objectives and the needs of the children s workforce in Sandwell. You and your line manager will be asked to participate in evaluating the impact of training on practice. This will entail completing an online survey and an impact questionnaire three six months post training. Staff Groupings: Provides guidance for line managers to determine the levels of competency that need to be achieved based on the statutory guidance The Learning and Development Course Catalogue will give guidance on which courses are appropriate for which group (these are recommendation only). Training should be accessed following discussion with your line manager to ascertain if aims/outcomes of courses meet with the expectations of you in your role and if you meet the prior learning/experience requirements. See page 5 for staff groupings. Please note: Refreshments are provided on training courses, lunch is not. At Coneygre there is no canteen to buy food, please ensure you take your own lunch along for full day courses. Costs Black Country professionals can access training free of charge Non attendance/late cancellation will incur a charge of 30 Manager approval Ensure that your manager has approved your training We have changed our systems to improve the administration of courses. This means that you and your manager must now be registered on learning pool and take responsibility for this approval step. Certificates It is your responsibility to download your certificate from learning pool following successful completion of training. 3

4 Black Country LSCB Training Programme The Black Country LSCB Training Project was one of three DfE innovation projects that Sandwell Safeguarding Children Board (SSCB) were involved with and which were being undertaken on behalf of the West Midlands LSCB Chairs. The project has laid out plans for topic based courses to be offered and delivered across the Black Country through an amalgamated training programme. The main changes that you will notice: Topic Based Training Courses previously not offered in Sandwell will now be accessible from our neighbouring safeguarding boards, the variety of courses now on offer has increased. Safeguarding Children & Young People Module 1 There is no statutory obligation for module one safeguarding awareness training to be provided by SCB s. We can provide a list of training providers who have been quality assured and approved by the SSCB who can deliver this training to single agencies. lscb_sandwell@sandwell.gov.uk to request a copy of the list; alternatively it can be found on the SSCB website. Online safeguarding awareness training is an alternative option that can be used instead of commissioning a face to face training session, this has been approved by the SSCB and is available through artemis elearning, please see page 27. Safeguarding Children & Young People Module 3 The current course will no longer be delivered by SSCB, the training that will replace this will be Core Working Together Training that can be accessed across the Black Country, all courses will cover general information as well as local processes for each of the four regions. Non attendance charging All four areas will implement the same non attendance charging policy. The new charge will be 30 per delegate per day for non attendance on all training courses. Cancellations are to be made via your Learning Pool account at least five working days in advance of a course to ensure you are not charged a non attendance fee, unless you can arrange for another representative from your service area to attend in your place. The booking process in the first instance will remain the same for all training; if you are from a Sandwell organisation you will still need to book on to courses via Learning Pool. 4

7 Pre Course Knowledge for all Training Please be aware there is no statutory requirement for Safeguarding Boards to deliver basic or awareness raising training courses therefore it is expected that all delegates will have completed these courses within their agencies prior to accessing any of the courses in this catalogue. At a minimum all delegates must have completed Safeguarding Level 1. There is a list of providers who have been quality assured by SSCB L&D Sub Group to deliver this training, to request a copy of this list please lscb_sandwell@sandwell.gov.uk (this course will not be funded by SSCB). 10 Learner s Agreement Expectations for LSCB training delegates Supervision with Manager Prior to training, I will discuss and agree the training with my line manager I will check that the aims and objectives are suitable for my role I will feed back learning to my manager and team Special Requirements I will inform Sandwell SCB of any special requirements and needs that might reasonably be supported Attendance, Punctuality & Course Fees I will be punctual, arriving 15 minutes prior to the course start time for registration I will not be admitted into a training course if I am 30 minutes late or more. If I do not attend a confirmed course, I will be charged a 30 non attendance fee. If I am turned away due to lateness, I will be charged a 30 non attendance fee. I will attend the full day, and will not be issued a certificate if I leave early Respect, Safety & Integrity I will treat my fellow delegates and trainers with respect and behave with integrity I will model anti discriminatory practice throughout the session I will respect the facilitators and delegates views, opinions and diversity Confidentiality I will maintain confidentiality regarding cases discussed and delegates personal disclosures during training If I or the facilitators have concerns about poor practice, or the wellbeing of children or young people, I understand that confidentiality will be broken, but efforts will be made to include those concerned Evaluation & Quality Assurance I will complete the Training Evaluation (a) form on the day, (b) Survey Monkey three months, after training and if selected (c) telephone impact analysis questionnaire, delegate and line manager. I will download my certificate following training from Sandwell Learning Pool. 10

11 Trainers Agreement Expectations for LSCB facilitators of training Training Materials I will develop, store and update training materials as appropriate, incorporating feedback and new research /guidance I will include recommended guidance and relevant local information in the training, including key learning from Serious Case Reviews I will share course materials with Sandwell LSCB for quality assurance purposes Sandwell LSCB and the training subgroup may suggest changes to the training I will prepare and organise my training materials prior to the course and team Special Requirements I will endeavour to support delegates special requirements I will inform Sandwell SCB if I have special requirements Attendance & Punctuality Courses register promptly 15 minutes prior to start time and start punctually Any delegates who arrive 30 minutes after the start time will not be admitted; those leaving early will not be issued certificates of attendance Respect, Safety & Integrity I will maintain the ground rules set out at the beginning of the day I will maintain professionalism and appropriate boundaries I will model anti discriminatory practice and behave with integrity I will gently challenge anyone who does not behave with respect and professionalism Confidentiality I will remind delegates about confidentiality regarding cases and personal disclosures If I have concerns about poor practice, the wellbeing of children or young people, vulnerable adults, or the safety of any individual, I will break confidentiality and share my concerns with Sandwell LSCB and other appropriate services. Efforts will be made to include the delegate(s) concerned so that they are aware of matters being taken further Evaluation & Quality Assurance I will compile the Training Evaluation Forms and register and complete the Facilitator Evaluation All Sandwell LSCB courses will be quality assured and courses may be observed. 11

14 Black Country Amalgamated Training Child Development in the Early Years Audience: This session offers a basic overview of child development (0 5 Years) and is aimed at the professional workforce who work with and support young children and their families Aims: The course will: briefly explore attachment theory and how it affects children s personal, social and emotional development, behaviour and learning recognise that a child is a unique individual whose development usually follows predictable patterns provide an overview of development areas and the terminology most frequently used recognise that many factors affect a child s development. Learning Outcomes At the end of the course, participants will: have a broad overview of child development and will have considered their own professional development needs have an awareness of attachment theory and its effect on child development identify development areas and use these to acknowledge the uniqueness of each child know about the factors that may affect child development. 15 Black Country Amalgamated Training Core Working Together Level 3 Safeguarding Children & Young People Audience This course is primarily for those professionals (statutory and voluntary) who either work predominately or who have regular contact with children and young people; for those who hold particular responsibilities for safeguarding and for those who hold positions as professional advisors. Delegates should already have undertaken some previous domestic abuse training e.g. Domestic Violence & Abuse Level 1 /2 Learning outcomes: Understand key lessons from local Domestic Homicide Reviews Understand the pattern of coercive control in domestic violence and abuse and its impact upon parenting. Understand the increased risks associated with ending a violent relationship and the factors that make it dangerous for victims to leave. MARAC is a multi-agency meeting where high risk victims of domestic abuse are discussed and a safety plan put in place to safeguard them and their families. ARTEMIS DVA E-LEARNING AWARENESS MODULE This Artemis e-learning awareness module focuses on domestic abuse (or domestic violence), forced marriage, honour based violence and female genital mutilation. This course is designed to help people working in the statutory, private, voluntary and independent sectors gain an understanding of the key concepts of Domestic Violence and Abuse, Forced marriage, Honour Based Violence and Female Genital Mutilation. It will provide an understanding of the potentially serious and wide ranging impacts on individuals, children and young people.
