Mayberg, PhD -Director, California Department of Mental Health The presentation will provide an overview of the work that is being done in Sacramento to prepare for the renewal of the Medicaid 1115 hospital financing waiver. The speakers will provide an overview of the opportunities offered by the waiver, the goals that the state has laid out to pursue, work that has been done to plan for the renewal, recent legislation related to the waiver, and plans for waiver development. The presentation will discuss the reform option under consideration, how they could be realized with respect to the population receiving mental health services in California. The session will also include an opportunity to discuss the ideas presented.

Discussion will provide comprehensive strategic strategies relating to implementation of building community systems of care and stakeholder engagement. BREAK OUT: Santa Clara County: Integrated Outpatient Mental Health and Primary Care Services... Stags Leap Nancy Pena, PhD - Director, Santa Clara County Mental Health Department Tiffany Ho, MD - Medical Director, Santa Clara County Mental Health Department Bruce Copley - Deputy Director, Santa Clara County Mental Health Department Santa Clara County Mental Health Department is collaborating with three County primary care clinics to create a Medical Home Model of Care that includes adult behavioral health services for approximately 1600 mental health clients. This plan avoided significant funding and service cutbacks through transferring psychiatrists and LCSWs (many with critical language/cultural capacity) to primary care clinics--and allow most clients to remain with their current providers. The administrative transfer was accomplished rapidly to achieve financial savings however, the continued active engagement of Mental Health and Primary Care leadership and a detailed multiyear design process is critical to the success of this initiative. BREAK OUT: County Strategies for People without Coverage and Other Vulnerable Populations...Mt.
