3 (Welcome and Introductions) Agenda and September Health Officers Update A) Meeting called to order at 8:05 a.m. by Dr. Moynihan A) September minutes were reviewed and Dr Wang motioned for approval of minutes. Sheila Holcomb second. Ayes(11) Nays (0) A) There were two national outbreaks over the summer, but Sacramento County did not receive any notification of cases: One was the Hanta virus cases at Yosemite National Park resulting in 10 total cases and 3 deaths. Although several residents received letters notifying them of possible exposure, we did not get any confirmed cases in Sacramento County. The second was Fungal Meningitis due to contaminated steroids produced by a MA-based compounding company. This resulted in 480 cases and a massive recall of products. No cases reported in Sacramento County. B) Flu season has officially started. There is no local activity yet. We have had several successful community immunization clinics. C) TB program has transitioned from Primary Care to Division we are working on making sure that the transition is smooth with no disruption of service while stabilizing staffing. D) This year, Sacramento County dealt with two separate incidences where there were exposures of TB in hospital NICU by visitors. E) This year s budget, did not receive any cuts. We received three new positions: 1 FTE STD Disease Investigator; 1 FTE PHN for High Risk Infant Program and 0.5 FTE STD Controller. The STD Controller position is vacant: if anyone knows of a physician that might be interested, please refer them to Dr. Kasirye. We also have several

4 positions for the new SNAP-Ed program. The Effort Presentation SNAP-ED Presentation A) Eric Fimbres, Chief Operations Officer and Robert Oto, Assistant provided an overview of the Effort services: The effort is FQHC approved clinic The Effort has 8 sites throughout Sacramento County with the J Street location housing the agency s administrative headquarters. The Oak Park, North Highlands and South Valley Health Centers provide children s dental services. No adult dental care is provided. Will provide dental care for pregnant women. The Effort provides prenatal services, primary care, addiction rehabilitation services, mental health and psychiatry services. The Effort has 24-hour suicide prevention line and 24-hour parent support line. The Effort will open a clinic in Rancho Cordova across from the Mather complex A) Yvonne Rodriguez provided an overview of the SNAP-ED program Funding is from USDA 4 year grant, $6 million beginning Oct 1, counties statewide received funding. 30% of funding will be allocated to sub-contractors RFP will be released Feb or March Objectives: Sacramento County has to complete 16 objectives. This year have to complete 10. Program targets the Cal-Fresh (Food Stamp) population in Sacramento County. Outreach to children ages birth to five, through nutrition education to medical

5 providers, dental clinics and early childhood care providers. Outreach to older children through school and afterschool education programs. Outreach to adults through a variety of venues including: direct class education, point of purchase education (i.e. via retail businesses); and via Latino/African- American faith-based organizations. Will outreach to those communities who are receiving Cal-Fresh with a focus on nutrition and physical activity. Will have a Registered Dietician on staff to assist with this project. Community assessment will be conducted January-June 2013 to assess chronic disease, obesity, nutrition and physical activity in Sacramento County. Will invite Yvonne back in September to provide an update. NFP/CAB Update A) Sally Shaw and Lisa Hooks provided an overview of NFP. NFP serves first time pregnant women who are no more than 28 weeks pregnant Has capacity to follow 200 women: 100 in North & 100 in South Sacramento (zip code breakdown provided in September minutes). Referrals can come from any source. Will provide referral form to Sharon to attach to minutes. Lisa Hooks provided an overview of what is covered in an NFP home visit. Cornerstone of NFP is that PHN stays with family for 2 ½ years with the initial intensity of HV every other week and then lessening as the families needs changes. 6 Domains 1) Personal Health BP/Weight/DV/AOD/Depression 2) Environmental Health Homelessness/Lead prevention 3) Life Course Development Improve economic development of client (support client in going back to school or finding work)

6 4) Maternal Role Bonding/Reading Levels/Breastfeeding/Discipline with the goal of increasing parents confidence and competency 5) Support System 6) Health and Human Services MCAH Program Updates A) The Preconception Health Campaign was recognized at the MCAH Statewide meeting. B) BIH will graduate 7 women on 11/14/12 Legislative Update MCAH Advisory Board Elections MCAH Advisory Board Vacancies Open A) Teresa Anderson was not able to attend meeting but submitted a report which is attached. A) Sharon Saffold reported that she received the following nominations for MCAH Advisory Board Chair: Dr. Moynihan and for Vice-Chair: Dr. Wang. Elaine Ellers moved and Cid Van Koersel seconds the motion to accept the nomination of Dr. Moynihan as Chair and Dr. Wang as Vice Chair of the MCAH Advisory Board. Ayes (11) Nays (0) A) Sharon Saffold reported that Martha Dominguez will not seek another term on the board as the Adolescent/Parent of Adolescent representative. Dr. Karen Hart has submitted her application for the Family/General Practitioner position and Effie Ruggles has submitted her application for Non-specified Health Professional position. Both Julie Ball and Dr. Catherine Vigran have had their interviews with the Board of Supervisor s Chief of Staffs and are awaiting Board appointment. A) Kate Varanelli reported that Western Dental was not awarded a dental contract: They have appealed. B) Kate reported that legislation passed last June appointing an advisory committee for Denti-Cal. This committee will provide oversight to ensure that dental plans are

7 Adjournment addressing the Access to Care issues. The committee has met twice. The committee is seeking parent representation. It is a 2-year commitment and you can call Kate at if you have any questions.
