3 1A s Schedule October 14, :30am-9:00 Check-in & Continental Breakfast 9:00-9:30 Welcome & Changes in OIG Oregon Interviewing Guideline Changes: How forensic interviewers are now asking questions, and what everyone else needs to know. Evidence-based changes in the Oregon Interviewing Guidelines are impacting how Forensic Interviewers are now asking questions. This is a short overview of the new changes and provides information to all other investigative parties. Professionals not involved in the investigative process will gain knowledge as to how forensic interviews are conducted and why questions are asked the way they are. 9:45am-11:00am Karly s Law: What You See & What To Do Deanna St. Germain This session will provide an overview of Karly s Law which pertains to law enforcement and DHS/Child Welfare personnel. This session will also review the common skin findings or injuries that are observable on a child & will serve as a primer on child abuse for other professionals who come into contact with children. 1B Teen Dating Violence Dane Jensen & Katie DeClue Dane Jensen and Katie DeClue are actively working with Union County schools to create awareness on Teen Dating Violence. Dane and Katie provide this training to teens ages years old. Topics include healthy relationships, unhealthy relationships, types of abuse, warning signs of abuse and much more. This session provides an overview of this much needed preventative training and how it is impacting Union County. 11:00-12:30 LUNCH 1C Initial Responder Interview b Celeste Hasbrouck This training is designed for first responders who are working with children who need to be interviewed in the field. Participants will learn the basics of Oregon Interviewing Guidelines and how to conduct a brief forensic interview, which includes: Phases of the interview, appropriate use of questions, and when/how to stop a field interview. We will also discuss the importance of documentation and how to work with other professionals who are involved with the case. Participants will watch video clips from forensic interviews and show examples of techniques. 12:45-2:00 2A The Medical Perspective of Child Neglect: Recognition Deanna St. Germain, D.O 3A Managing Emotional Mayhem with Conscious Discipline: Part 1 Annette Chastain &Katie DeClue. This session will address the medical indicators of neglect by discussing many types of neglect, including: Supervisory neglect, medical neglect, inadequate food/failure to thrive and emotional/psychological neglect. 2:15-3:30 Self- regulation is the ability to manage your emotional upset and behavior, and is a prerequisite skill for life success. In part one, learn about the Brain State Model which addresses the internal state first, using a neurodevelopmental brain model, so adults and children may learn to selfregulate effectively even during stressful situations. 2B Suspect Interrogations Karen Dike This course will focus on building the case for a suspect interrogation. Content will include preparatory interviews and evidence gathering tools along with the setting of a proper interrogation. Useful props will be considered along with special considerations revolving around the recorded interviews. The confession/denial paradox will be discussed along with the power of written confessions or denials. Finally, how to powerfully articulate the full context of the interview in a written report for prosecution. 3B Forensic Photography: Tips, Techniques & Tools: Part 1 Tempie Bartell & Nika Larsen Attendees will learn the basics of forensic photography with particular emphasis on both SLR and pointand-shoot camera operation/functions. Tips and techniques will be given so that the user will feel confident in fully documenting forensic evidence with clear, crisp and complete photos. Bring the camera you use in the field. 2C Trauma and Misdiagnosis in Childrend k Marji Lind This training provides a brief overview of trauma, how it affects the brain, and how it can manifest/look like something else. We will also discuss frequent misdiagnosis in children and discuss the concerns of overmedicating children with trauma histories. 3C Ruth Case Study: Part 1 Kelsie McDaniel, Dane Jensen, Dave Aydelotte, Greg Retherford, Matt & Janet This session will highlight a Union County Case in which a 14 year old girl was sexually assaulted by a 16 year old classmate. The panel of presenters will highlight the collaborative approach used to handle this case from its initial report to the final resolution. Speakers will discuss the unique issues that arose in this case, including juveniles in the adult system, suspect interviews of minors and the dynamics of communities and schools. Additionally, the victim s parents will share their experiences including what they found beneficial throughout this process.

SPEAKERS Deanna St. Germain, D.O. is a family physician specializing in child abuse medicine. She received her undergraduate degree from St. Joseph s College of Maine and her medical degree from the University of New England College of Osteopathic Medicine. Deanna has been the Medical Director at KIDS Center, Central Oregon s regional child abuse intervention center since December of Prior to that, she was an Assistant Professor of Clinical Pediatrics and Clinical Assistant Professor of Family Practice at Southern Illinois University School of Medicine in Springfield. During that same time period, Dr. St. Germain was the founder and Medical Director of the Children s Medical Resource Network, a medical resource for abused children and professionals in rural Southern Illinois. Deanna has lectured extensively on a regional and statewide basis and nationally for the National Alliance for Drug Endangered Children and the American Professional Society on the Abuse of Children. Katie DeClue is a licensed clinical social worker who has been working with children and families for 12 years. She received a Master s in Social Work from Walla Walla University and was trained as a Child Forensic Interviewer by the American Professional Society on the Abuse of Children in Seattle, Washington. Katie s experience includes working with Child Welfare to provide home based services, parent training, individual therapy, and family sex abuse treatment. Katie DeClue serves as Mt. Emily Safe Center s Regional Forensic Interviewer and was part of a workgroup that revised the Oregon Guidelines (Third Edition 2012) as well as developed the Oregon Child Forensic Interview Training Curriculum. Nika Larsen is a Forensic Scientist with the Oregon State Police Forensic Lab in Pendleton where she works in the disciplines of latent prints, controlled substance analysis and crime scene analysis. She received a B.S. degree in biology and a B.A. degree in anthropology with an emphasis in Forensic Anthropology from Central Washington University. After completing graduate work at the University of New Haven in the Forensic Science Master s program, she moved to Bend where she taught Forensic Science classes at both the high school and college levels. In 2007 she began her career with OSP in the Eugene lab before transferring to Eastern Oregon where life is much more satisfying. Nika has trained with law enforcement agencies throughout the country including the FBI and DEA. Marji Lind is currently a NCC, LPC in Oregon and a LCPC in Idaho. She has received her certificate as a Certified Trauma Specialist. Since receiving her Master of Counseling from Idaho State University in 2001, she has served as a Sex Abuse Counselor (providing play therapy to victims of sexual abuse), School Counselor, Community Mental Health Counselor and most recently she is serving as the Clinical Director for New Directions Northwest, Inc. in Baker City. Marji is passionate about working with trauma victims and educating community partners about trauma, its effects and how it manifests itself in everyday life of those victims. She is enthusiastic about providing services to those individuals suffering from trauma and substance abuse. Marji has spoken to two national conferences regarding the co-occurring issues concerning trauma and substance abuse. Tempie Bartell, holds a Master s Degree in Science, is an Oregon Licensed Family Nurse Practitioner and has a post graduate certificate in Forensic Nursing. She is an Oregon Certified Sexual Assault Nurse and has been providing sexual assault exams since Tempie is the Medical Director and Designated Medical Provider for Union, Grant and Morrow counties and reviews cases, provides consultation and expert witness testimony for Karly s Law cases in these counties. She also serves as the Medical Director of regional services provider program located at Mt. Emily Safe Center which provides consultation and training for nine North Eastern Oregon counties. Annette Chastain, Licensed Clinical Social Worker, received her Master of Social Work from the University of Washington. Annette is also a certified Prevention Specialist for Alcohol, Tabacco and other drug prevention. She has extensive experience as a school-based therapist, parent trainer, group therapist and as a Mental Health Consultant for several Head Starts and Public Schools throughout Oregon. Annette has worked with traumatized children and families for her entire career. She is a Conscious Discipline Certified Instructor for the state of Oregon and is committed to creating safe connected environments for all children. Contact information: Annette Chastain, LCSW, CPS. 5 Detective Karen Dike has been employed by the Morrow County Sheriff s Office since She holds a Bachelor s Degree in Psychology with a minor in Crisis Counseling. She has an advanced certificate with DPSST, holds a FLETC teaching certificate for Domestic Violence, and has completed the Oregon Interviewing Guidelines training. Detective Dike has spent the last seven years as a detective working crime against children and families. Detective Dike is also a member of the Morrow County MDT and has worked closely with the Department of Human Services on cases involving domestic violence, child abuse, sexual abuse, child neglect, and threat of harm issues. Detective Dike is also trained to assess children in regards to the Drug Endangered Child Protocols. Celeste Hasbrouck, MSW, CSWA is the Senior Forensic Interviewer and Regional Services Coordinator/Trainer at KIDS Center in Bend, Oregon. Prior to coming to KIDS Center, Ms. Hasbrouck was a forensic interviewer at two child advocacy centers in Colorado. She received her undergraduate degree from Wartburg College and her Master s Degree in Social Work from the University of Denver, Graduate School of Social Work. Ms. Hasbrouck s experience encompasses fourteen years of working in the community in various social work settings that focus on children and families. She has conducted over 900 forensic interviews with children ranging in age from two to eighteen years, including children and adults with disabilities. Ms. Hasbrouck has been training Law Enforcement and Department of Human Services Agencies on investigating child abuse and neglect since Ms. Hasbrouck was part of a workgroup that revised the Oregon Guidelines (Third Edition 2012) as well as developed the Oregon Child Forensic Interview Training Curriculum. Detective Greg Retherford has been employed by the Oregon State Police since He holds an Associate s Degree in Law Enforcement and a 1 year Certificate of Corrections as well as an advanced police officer certificate with DPSST. Detective Retherford has spent 41/2 years as a detective assigned to the Oregon State Police Major Crimes Division investigating all violent person crimes to include child abuse. Detective Retherford is a member of both the Wallowa County and Union County MDT s and has served in this capacity since Detective Dave Aydelotte began his career as a Parole Agent for the state of Utah. Dave has been employed by the Oregon State Police since He holds a Bachelor s Degree in Sociology. Dave was hired as an OSP Detective in November, 2007 assigned to the Oregon State Police Major Crimes Division investigating violent person crimes and child abuse. Dane Jensen is a Patrol Deputy with the Union County Sheriff s Office. He began his career in 2003 as a Reserve Police Officer with the Coos Bay Police Department. In 2004 he accepted a full time position with the Oregon Department of Corrections as a Corrections Officer. Dane was promoted to a Correctional Sergeant and held this position for 2 years. In October 2008, he resigned his position with the Oregon Department of Corrections transferring to the Union County Sheriff s Office. Dane started with the Union County Sheriff s Office as a Work Crew Supervisor in the Corrections Division. After 1 year he was promoted to Patrol Deputy. Dane attended the Oregon Department of Public Safety and Standards Training Basic Police Class. During his training at DPSST, he was trained on investigating domestic violence, child abuse, elder abuse and sexual assault. After graduating the DPSST Basic Police Class, Dane attended the Clackamas County Child Abuse and Family Violence Summit. He has attended several classes and seminars on domestic violence and child abuse throughout the state of Oregon. He plays an active role in educating High School students about Teen Dating Violence. Dane is currently the lead investigator on domestic violence and sexual assault. He conducts follow up interviews with victims and suspects as well as taking follow up photographs of injuries caused during domestic violence disputes. Kelsie McDaniel is adeputy Disctrict Attorney for Union County, Oregon. She received her undergraduate degree from the University of Washington and a Juris Doctorate from Gonzaga University School of Law. She was admitted to the Oregon State Bar and began her career as a prosecutor in Morrow County, Oregon before coming to La Grande. Kelsie handles a general caseload in Union County which includes specialties in child abuse, sex abuse and driving under the influence of intoxicants. Kelsie has served on Mt. Emily Safe Center s Board of Directors since 2011 and has functioned as Chair of the Board from 2012 to present day.
