3 SUMMARY General objectives In cooperation with institutes in seven European countries, an international study will be undertaken in order to describe `best practice in palliative care` in Europe. Therefore, we need to develop indicators that measure best practice in palliative care. Strategic relevance and contribution to the public health programme The project will produce European-level comparable data on palliative care. This data can be very useful for policymakers, health professionals and citizens and lead to improvements in people s quality of life. Methods and means The project will conduct an international study on palliative care practices in European countries by literature review, modified Rand Delphi procedure, practice test. Expected outcomes period - an overview of palliative care organisation in the participating countries, particularly regarding early start and an integrated approach - internationally valid and reliable quality indicators to assess palliative care - a definition of best practice in palliative care from an international point of view Page 3/6
