Review and Apprve September 26, 2016 DRAFT Agenda VOTE The September 26, 2016 DRAFT Agenda was reviewed, amended and apprved by cnsensus. 3. Review and Apprve August 29, 2016 and September 2, 2016 DRAFT Minutes VOTE The August 29, 2016 and September 2, 2016 DRAFT Minutes were reviewed and apprved by cnsensus. 4. Annuncements Nne. 5. Public Cmment Bill Hirsh annunced that there is a Tenant Rights Bt Camp fr peple living with HIV. It will be held at the SF AIDS Fundatin n September 27 th at 6pm. Fd will be prvided. 6. Cuncil Staff Update CS Mlnar annunced that ur Full Cuncil meetings in Octber and Nvember will be at the SF AIDS Fundatin. CS Jrdan annunced that a Cuncil member training needs survey will be ging ut next mnth. He als stated that a Cuncil member requested the interview guide frm the needs assessment n the last Full Cuncil evaluatin. He annunced that anyne wh wants mre infrmatin frm the needs assessment can cntact him directly and he encurages Cuncil members t jin the needs assessment wrk grup in the future. Page 1 f 7

2 7. CHEP and HHS Update C-Chair Lughran annunced: Funding: SFDPH released fur RFPs. Please visit fr mre infrmatin. Getting t Zer: Fur RFPs have been published t disperse city funding fr GTZ. There will be staff psitins funded t imprve PrEP access in primary care in the SFHN, increase linkage t RAPID hubs, supprt reengagement and retentin in care, t prvide crdinatin f services and funding and t manage cntracts. Mayr s Fix-it Team: CHEP has been asked t participate n the Mayr s Fix-it team by addressing cncerns f discarded syringes in specific ht spts identified by the Fix-it Directr. Several CHEP staff have been partnering with SFHOT t clean-up syringes, engage with PWID and distribute dispsal supplies frm 7AM t 6PM. PrEP: Staff frm varius DPH teams cnvened the week f September 12 th t better understand the prcess f using STD data t increase access t PrEP fr pririty ppulatins. Harm Reductin Training Institute: In cllabratin with Cmmunity Behaviral Health Services, we are cntracting with Harm Reductin Calitin t ffer harm reductin trainings t DPH and DPH-funded agencies and staff. We are thrilled t be wrking with Adam Butler, the Capacity Building Crdinatr wh has extensive experience in this field. C-Chair Gdwin reprted: Ryan White Part B One Time Supplemental Funding Opprtunity: HHS was recently prvided an pprtunity frm the State Office f AIDS t apply fr additinal ne-time, supplemental funding fr specific service categries. We have applied fr and have been awarded $1.3 millin t expand and amend services fr clients in (Outpatient mental health, Hspice, Husing and Transitinal Husing, Fd, Dental and Medical Transprtatin). We are lking int securing vuchers fr farmers markets in the city. HHS Staffing Update: HHS staff have nw re-lcated t the 8 th flr f ur building at 25 Van Ness. All HHS staff members nw have new phne numbers. QM Training: A Quality Management Training n HIV and Aging will be held n Octber 17 th. CM Supanich and Kevin Hutchcrft will be leading the training. ADAP: Michelle Fast is the pint persn fr client enrllment. If yu have any dcumentatin with issues arund enrllment please send it t Kevin Hutchcrft. 8. Getting t Zer and UCHAPS Update CM Gnzalez reprted n GTZ: PrEP Cmmittee: Presented a draft f the pririties and gals fr which included increasing access t PrEP t thse 50 and lder. The grup is lking fr representatives t speak n wmen and peple ver 50 in regards t issues/barriers arund PrEP. It was recmmended t expand verall PrEP use frm 15,000 peple t 20,000. The GTZ Steering Membership Expectatin dcument was adpted. The Steering Cmmittee will address lking at a three year GTZ budget and the relatinship between GTZ, HAPN and ther grups mving frward at the next meeting n 10/3. The Health Cmmissin meeting was n Tuesday, September 20 th, where the 2015 HIV Epidemilgical Annual reprt was presented. CM Gnzalez reprted n UCHAPS: Plicy Update: There have been n new updates regarding apprpriatins due t Cngress being n recess. Bard Update: UCHAP s is recruiting fr an Executive Directr. The technical assistance tpic will fcus n 4 th generatin HIV testing. CS Mlnar inquired abut wh the UCHAPs representatives are and hw lng their terms are. C-Chair Lughran respnded that there are 2 cmmunity members (David Gnzalez and Paul Harkin) and 2 gvernment members (David Gnzalez and Israel Nieves). Their terms end at the end f this calendar year. CM Harkin inquired abut the GTZ RFP s, is the prcess the same as if DPH put them ut? C-Chair Lughran respnded that the RFP s were written and managed by CHEP. 9. CDPH Office f AIDS Update Cuncil Members reviewed an update frm the Office f AIDS. Office f AIDS Divisin: On September 6 th, OA received ntificatin frm CDC that OA s request fr a Determinatin f Need t use federal funds t supprt syringe services prgrams was apprved. Fr the first time in mre than 20 years, federally funded agencies that serve injectin drug users in Califrnia will have the ptin t include syringe services. ADAP: ADAP has been wrking diligently with the new Enrllment Benefits Manager cntractr t develp a wrk plan t reslve issues in a timely manner, while wrking with enrllment wrkers and stakehlders t address transitin issues and challenges as they arise. ADAP has been wrking with the EBM cntractr t identify, priritize and fix functinality issues with the new enrllment prtal. RW Part B HIV Care Prgram: OA has been awarded $18.7 millin in RW Supplemental grant funds, $10 millin fr ADAP and $8.7 millin fr HCP. HOPWA: OA was ntified that the U.S. Department f Husing and Urban Develpment apprved the State f CA s Annual Actin Plan and awarded $2,599,853 t OA s HOPWA prgram fr FY2016. Califrnia Planning Grup: OA is currently accepting applicatins fr its next CPG membership term that will begin in March HIV Husing Initiatives The Cuncil received a presentatin frm the Mayr s Office n Husing and Cmmunity Develpment representative Barry Reder. The HIV Husing Plan will address challenges with Residential Care Facilities fr the Chrnically Ill and will relaunch the HIV husing waitlist. DAHLIA is the San Francisc Husing Prtal, please visit husing.sfgv.rg. CM Chitty inquired abut the eligibility fr the waitlist and if the incmes f dmestic partners are cmbined. Barry Reder respnded that eligibility is based n husehld incme. He nted that if yu are hmeless, yu autmatically qualify fr the list. CS Mlnar inquired abut if there was an infrmatinal release we culd send ut t the Cuncil. Barry Reder respnded that we will have an applicatin packet with supplemental material ready by the end f the year. 11. Marin Annual Reprt-VOTE CM Lee reprted n the Marin Cunty priritizatin, allcatin and Cuncil activities. CM Harkin inquired abut why the transmissin categry risk unknwn increased frm 18% t 30%. CM Lee respnded that the increase lks significant because f the small sample size in Marin. Page 3 f 7

4 Bbby Mske cmmented that PrEP is nw available in Marin Cunty. PrEP is available at private prviders, Planned Parenthd and the Marin cmmunity clinic. Marin s AIDS Prject is having a public frum n PrEP. CM Emersn cmmented that the Marin Care Cuncil is actively recruiting new members. San Mate Annual Reprt- VOTE CM Geltmaker reprted n the San Mate Cunty priritizatin, allcatin and Cuncil activities. CM Chitty cmmented that he appreciated the map in the presentatin, he was unaware f hw large San Mate Cunty was. CM Geltmaker respnded that San Mate is very rural with a lt f flwer farms. Mbile clinics g t rural/farm lcatins t prvide services, utreach and health educatin. CM Cper inquired abut why the Latin ppulatin in San Mate are nt mre invlved in the Care Cuncil. CM Geltmaker respnded that HIV is nt as big f a plitical issue in San Mate. Thse that impacted are wrking and dn t have a desire t get plitically invlved. CM W. Flres nted that Latin cmmunities are very clse-knit and there is still stigma which culd explain why peple d nt want t get plitically active. CM Gnzalez nted that in rder t recruit the Latin ppulatin thinking needs t shift twards cmmunity public health. Yung peple are activated and there are many plitical rganizatins within cmmunity clleges that San Mate Cunty can partner with. CM Geltmaker nted that the San Mate Cunty HIV Cmmunity Bard is partnered with the Yuth Cmmissin. MOTION: CM Bwman mves t apprve San Mate Cunty s priritizatin, allcatin and Cuncil activities. C-Chair Cabangun presented n the full draft f the Integrated Plan which includes the needs assessment, epidemilgical prfile, the Care Cntinuum, Narratives frm input grups and resurce inventries. MOTION: CM Bwman mves t apprve the San Francisc, Marin, San Mate Integrated HIV Preventin & Care Plan in its entirety. CM Bargett secnds the mtin. VOTE: Mtin Passes. See clumn [3] fr a vte breakdwn. 15. Ntice f By-Law Change CS Mlnar ntified the Cuncil f a By-Law change. A mtin went thrugh Membership and was amended by Steering that HCPC membership shuld nt exceed 50 members. This mtin was made Page 4 f 7

5 because the Cuncil is under its mandate fr HIV psitive cnsumers f services and appinted seats (Jail Health Services, CBHS and Disease Preventin & Cntrl). We need t add 4 cnsumers and 3 appinted seats. CM Bargett inquired if HRSA is flexible with ur mandate due t newly merged Cuncil and wuld the increase in members be an additinal burden n Cuncil supprt staff. CS Mlnar respnded that there wuld be n additinal burden n supprt staff. At the Ryan White Cnference it was expressed that having nn-aligned cnsumer representatin is a pririty. CS Mlnar nted that cmmunities f clr are als underrepresented n the Cuncil. CM Cper inquired abut what ppulatins the Cuncil is targeting. CS Jrdan respnded that African American, Latin and Native American ppulatins and yuth are underrepresented. We have gtten applicatins frm the targeted demgraphics. If Cuncil members knw f peple wh are interested, please cntact CS Jrdan. This bylaw will be vted n at the next Full Cuncil meeting. 16.
