2 Nebraska Primary EyeCare Conference Highlights The 2019 Nebraska Primary EyeCare Conference will be April 4-6 in Lincoln at The Lincoln Marriott Cornhusker Hotel. Doctors will have the opportunity to earn 16 hours of CE credits from nationally known ophthalmic speakers Drs. Chris Wroten, Brad Sutton, and Joseph Sowka, including a joint Grand Rounds session with Drs. Sutton and Sowka and a report on the state of the profession from AOA President-Elect Dr. Barbara Horn. The NOA room block at the hotel expires on March 13. Lodging information is available on page 5. Available again this year is an interactive conference app. The conference schedule, handouts, speaker bios and exhibitor information will be digitized and accessible through the app. Also, attendees who download the app will have exclusive opportunities to win prizes. We will send more information regarding the app before the conference. Nebraska Young OD Network Event:;: Axe Throwing The Nebraska Young OD Network s spring event April 5th in conjunction with the Nebraska Primary EyeCare conference at Craft Axe Throwing Lincoln. Craft Axe throwing is a game that anyone can play (and win). Score points by throwing axes at a giant dartboard-like target. The closer you get to the bullseye, the more points earned. Join us for socializing, networking, appetizers, and FUN with your colleagues! More information to follow! AOA President -Elect, Dr. Barbara Horn Barbara L. Horn, O.D., was elected as a trustee to the American Optometric Association Board of in June 2011 and elected President-Elect at the 121th Annual AOA Congress Optometry s Meeting in June In addition to her position as President-Elect, Dr. Horn serves as chair of the 401(k) Committee, and is a member of the Agenda Committee, Personnel Committee, and Executive Committee. She serves as the liaison trustee to the AOA Political Action Committee, Advocacy Committee, Federal Relations Committee, Meetings Center Committee, Quality Improvement and Registries Committee and Third Party Center Executive Committee. Her board liaison assignments include the Armed Forces Optometric Society, American Optometric Student Association, Montana, Nebraska, North Dakota, South Dakota and Wyoming. Prior to her election to the Board, Dr. Horn served the AOA by volunteering her time as chair of the Clinical & Practice Advancement Executive Committee, Medical Eye Care Committee, and Membership Group. She has also participated in numerous other committees and project teams including the Program Planning Committee, Public Health Disease Prevention Committee, the Needs/Technology Project Team and the Industry Relations Center Committee. Dr. Horn is a graduate of the Michigan College of Optometry at Ferris State University and a past president of the Michigan Optometric Association (MOA). Dr. Horn is currently a member of the South Carolina Optometric Association and an associate member of the Michigan Optometric Association. In 2011, she was the MOA s Optometrist of the Year. Dr. Horn also received the AOA s Young Optometrist of the Year award in 2006 and the MOA s Young Optometrist of the Year award in Dr. Horn is in a group practice in South Carolina.

4 S P E A K E R S Joseph Sowka, O.D., F.A.A.O., Dipl. Joseph Sowka, O.D., F.A.A.O, Dipl. received his Bachelor of Sciences degree from Cornell University, graduating with Distinction in 1985 and his Doctor of Optometry degree from the Pennsylvania College of Optometry (PCO) in He completed a Residency in Primary Care at PCO (now Salus University) in In 1992, Dr. Sowka accepted a university appointment at Southeastern University of the Health Sciences (now Nova Southeastern University). During this time, Dr. Sowka has served as Module Director, Chief of the University s Opa Locka Clinic, Chief of Primary Care, and Director of the Glaucoma Service. Dr. Sowka is on the Editorial Review Board for Review of Optometry and is a Contributing Editor for that journal as well as numerous others. He is the lead author on The Handbook of Ocular Disease Management, now in its 18th edition ( publication/?i=309479). He also coauthors Therapeutic Review column in Review of Optometry. ( Dr. Sowka is a founding member of the Optometric Glaucoma Society (OGS) and the Optometric Retina Society (ORS) and an Executive Board member for both societies. He is currently the President of the Optometric Glaucoma Foundation. Dr. Sowka is a Fellow of the American Academy of Optometry and a Diplomate in Glaucoma. He has held numerous Chair positions within the American Academy of Optometry. Currently, Dr. Sowka is Professor of Optometry at Nova Southeastern University College of Optometry where he serves as Chief of the Advanced Care Center and Director of the Glaucoma Service. He also serves as Chair for the Department of Optometric Clinical Sciences. His clinical responsibilities are devoted exclusively to the diagnosis and care of patients with glaucoma. Rules and Exceptions in Neuro-Ophthalmic Disease (2 hrs - COPE NO) This course will detail, in a case-based format, the symptoms and clinical findings in patients with numerous clinical neuro-ophthalmic entities. A diagnostic algorithm will be presented to allow the attendee to follow the clinical findings to an appropriate differential diagnosis. Current therapeutic management and appropriate diagnostic testing will be emphasized. Conversations in Optic Nerve and Retinal Vascular Disease A case-based presentation, this course will examine commonly encountered optic neuropathies, optic disc anomalies, and retinal vascular diseases. Joint Sessions Panel: Dr. Chris Wroten, Dr. Barb Horn and Dr. Chris Wolfe - Thursday, 9:20 am Future Optometric Standards of Care: What s Shaping the Landscape? - (1 hr - Non-COPE) A look at trends in the healthcare marketplace and in healthcare policy that will impact the delivery of care by optometrists and chronic ocular disease standards of care. Dr. Chris Wroten, AOA President-Elect Dr. Barb Horn, and AOA State Government Relations Committee Chair Dr. Chris Wolfe set the stage for the conference with an interactive discussion about what s on the horizon. Dr. Brad Sutton, OD, FAAO & Joseph Sowka, OD, FAAO, Dipl. - Friday, 3:20 pm Clinical Discussions in Glaucoma - There are different types of primary and secondary glaucomas as well as angle closure glaucomas and ocular hypertension that are encountered in clinical practice. This course presents several cases of each in an interactive, discussion format designed to enhance clinical understanding of each type of glaucoma encountered. The goal of this presentation is to provide necessary understanding of various types of glaucoma that are encountered in clinical practice.

5 Brad Sutton, O.D. Clinical Professor, Service Chief of Indianapolis Eye Care Center Dr. Brad Sutton received his Bachelor of Arts degree in psychology from Indiana University in 1989 and his optometry doctorate from IU in Upon graduating, he accepted a one-year residency in ocular disease and surgical co-management at Omni Eye Services in Memphis, Tennessee. After completing the residency he remained with the center as its director from 1994 to In November of 1999, he returned to IU to become the clinic director at the Indianapolis Eye Care Center. He is heavily involved in patient care, clinical teaching, administration, and lecturing in the ocular disease courses. Dr. Sutton s main areas of clinical interest include ocular disease and surgical co-management. He has given approximately 200 continuing education lectures on topics related to ocular disease at the local, state, national, and international level. He has also published numerous journal articles and a book chapter. Dr. Sutton is a member of the American Optometric Association, a fellow in the American Academy of Optometry, a fellow in the Optometric Retina Society, and is board certified by the American Board of Certification in Medical Optometry. OCT The Optometrists MREye (2 hrs - COPE PD) This course covers the scientific principles behind OCT technology, both current and emerging, and the clinical indications for its use. The majority of the course consists of clinical case examples highlighting the use of OCT in patient care and management. Several conditions including macular edema, VMTS, ERM, macular hole, AMD, PED, neurosensory retinal detachment, glaucoma, NAION, ONH drusen, solar maculopathy, outer retinal tubules, and many others are covered. Cancer and the Eye: Ocular Tumors, Malignancies, and Neoplasms This course covers systemic cancer principles and epidemiology as well as several types of ocular malignancies. Uveal metastatic tumors, primary uveal tumors, choroidal nevi, melanocytoma, and retinoblastoma are covered in detail. An emphasis is placed upon the differential diagnosis and management of each ocular neoplasm. Dr. Chris Wroten Prior to joining The Bond-Wroten Eye Clinic as a partner, he provided primary eyecare as an independant optometric physician in the greater Memphis area, volunteered at the Memphis Church Health Center, and worked for several years in private practice at West Tennessee Eye. Dr. Wroten has also participated in clinical research, authored clinical case reports, and presented educational posters and workshops at national optometric conferences. He is an adjunct professor at Southern College of Optometry and at the University of Alabama-Birmingham College of Optometry. In addition to primary eyecare, Dr. Wroten s special areas of interest lie in treatment and management of ocular disease. Ophthalmic Ultrasound for the Primary Eye Care Provider (1 hr - COPE Pending) This course reviews the technology behind ophthalmic ultrasound, currently available instruments in the marketplace, indications for various ultrasound procedures, proper ultrasound technique, applicable coding billing pearls, and a review of actual ultrasound images for various pathologies encountered in the primary eye care setting. Specific emphasis is on B-scan technology, while A-scan technology is also discussed. New Horizons: A Look at Future Technologies & Treaments in Eye Care This fast-paced course reviews newly launched & still developing technologies and treatments that are poised to drastically enhance how Doctors of Optometry provide care and to significantly improve patient quality of life. From emerging pharmaceuticals & innovative drug delivery developments, to amazing 3-D printing applications & groundbreaking wearable technologies (including spectacle & contact lenses, intraocular lens implants & more), to cutting edge stem cells & gene therapy techniques, to evolving healthcare delivery and the latest surgical & non-surgical therapies, and more, this continuously updated, multimedia course explores every area of eye care. Ophthalmic Radiofrequency Technology This multimedia course reviews the ins outs of radio frequency technology, including currently available instruments from various manufacturers. The indications and applications for radio frequency technology in both cosmetic and therapeutic ophthalmic conditions are presented, along with various techniques to treat dermatochalasis, blepharochalasis, entropionectropion repair, papilloma excision, eye lash follicle ablation, conjunctival nevus ablation, meibomian gland dysfunction, and others. 6 Advocacy for Your Patients & Your Profession Thursday, April 4 NOA is pursuing a new legislative bill that would facilitate future advancements in the practice of optometry. LB 528 has been introduced in the Nebraska Unicameral, representing a new approach to updating the profession s scope of practice. Sponsored by Omaha Sen. Robert Hilkemann, the bill would not specifically change the scope of p;ractice for ODs. Instead, it would removed several prohibitions and create a process by which the scope could be updated without requiring new legislation each time optometrists sought authority to use new procedures or additional methods of delivery fro pharmaceuticals. It is designed to create an expedited opportunity for seeking and obtaining approval for future advancements in the profession. In addition to 2 hours of CE, Thursday morning s conference program will focus on issues that impact your patients and your practice and how you can play a role in advocating for both interests. The last half of Thursday morning s program will take the place of the traditional NOA Legislative Conference and will feature a condensed update on legislative and regulatory trends and proposals that could have profound effects on how you practice and on the patient care you can provide. Nebraska s 49 state senators have been invited to join us for lunch and we ll be providing a quick refresher on how to make the most of your lunch conversation with them and serve as an effective advocate for your patients and practice. The morning session is especially timely since NOA is pursuing a new legislative bill that would facilitate future advancements in the practice of optometry. The alternative approach would allow scope enhancements provided they met 3 stipulations: a) the treatment or procedure is being taught as part of an optometry school curriculum and competency of licensed ODs is capable of being tested; b) the treatment or procedure is proposed by the Board of Optometry and approved by the State Board of Health; and c) the treatment or procedure is provided at the same standard of care as provided by an MD. Recent efforts by NOA to update the practice act through legislation have taken 5-8 years. That timeline disadvantages Nebraska patients, who are delayed in receiving care that optometrists are trained to provide. LB 528 does not preclude passing legislation to update the practice act but would allow an alternative that relied on healthcare professionals serving on regulatory bodies already charged with protecting consumers for evaluating and approving requests for new authority. The bill will receive a public hearing from the Health & Human Services Committee and then need approval from a majority of that committee to advance to the full legislature for consideration. Hearings are just starting in the legislature and LB 528 is not scheduled yet. Two members of the HHS Committee (Sens. Sara Howard of Omaha and Ben Hansen of Blair) are co-sponsors of the bill.
