1 The Courier July August 2017 Oaks North Community Center A 55+ Community Center Office Hours: Monday Friday 9:00 AM-5:00 PM After 5:00 PM by appointment only (Closed Saturday & Sunday) Oaks North Dr. San Diego, CA Board of Directors President ~ Jeanne MacLaren Vice-President ~ Barbara Darling Treasurer ~ Frank Auwarter Secretary ~ Mike Goldman Director ~ Cathy Huff Director ~ Jerry Vink Director ~ Beverly Starkey Board of Directors Meetings Wednesday 7/19/ :00 AM **In the Los Robles Room** ONCC Annual Meeting 10:00 AM Monday 8/14/2017 In the Center Auditorium From the General Manager Success is a journey, not a destination. The doing is often more important than the outcome. Arthur Ashe Annual Disclosures and Budget Increases: You should have received a copy of the ONCC annual disclosures to include the new fiscal year budget, if not, please contact our office for a complimentary copy and we can update our data base to ensure we have the correct address. A few increases in budget revenue will be implemented as of July 1, The Budget Committee diligently cut back costs and increased portions of revenue to keep from having to assess 1,963 homeowners with an all-encompassing dues increase. With a rise in administrative time and materials processing Architectural Design Reviews/Applications, Tenant Registrations (some change every 30 days) and Center room rentals to include set-ups, the decision to increase or implement a fee for those particular items was a viable alternative to increasing dues. The center is gaining popularity and with it comes a welcome increase in member participation. It s a good problem to have, and we are striving to continue accommodating with great customer service. Board Operating Policies As a self-managed homeowners association, establishing a sound business structure regarding daily operations is imperative to the successful and cohesive interaction of future boards and your Manager. The board will review sample board policies from industry standard professionals to glean some insight and direction to adopt similar policies yet customized for the 55+ community and Oaks North. We look forward to continued success with the newly elected board members. Don t forget to vote and at the very least, sign your envelope and mail it to the PO Box to assist with establishing quorum requirements for the Annual Meeting. Staff Changes - Oaks North residents have had the express pleasure of encountering many of our competent staff members while visiting the Center. I have heard and appreciate the many comments of how friendly, professional and knowledgeable the ONCC staff are. We will see a new face in the front office, we are losing Carmen. She has been called to a higher calling to take care of some very personal family matters. She has enjoyed her time here and has mentioned that she has met some wonderful people along the way. She will be missed and we wish her peace and endurance in all that she has been called to do. Stop by and say good-bye and wish her well. The size of your success is measured by the strength of your desire; the size of your dream; and how you handle disappointment along the way. Robert Kiyosaki Cheers! Nina Stanley CMCA, AMS Norman H. Cooper resident of Oaks North for 27 Years. Died on April 30, 2017 and was interred at Rosecrans Military Cemetery Loving husband for 65 years to Shirley, devoted father to Ellen Pinczewski and William, revered grandfather to Jessica, Jacqueline, Ethan, Eli, and great grand father to David. Honored volunteer at Hamilton Glaucoma Eye Center, Oaks North #2, CCAE, ONCC, Poway Center, No Coast Rep. Generous and caring to everyone, he leaves a large space in our hearts, he will be missed by all who knew him and those who loved him.

2 Page 2 Oa ks North Is Fortunate Aga in! Spotlight on Oa ks North Members We have another brilliant person living in Oaks North, and her name is Roberta Mikles! Roberta is about the kindest and thoughtful person in San Diego. There are well over a million San Diegans living in this wonderful world we call The Finest City but no one is more thoughtful for people in need as Roberta. Roberta s background is steeped in the behavioral health field with a degree in nursing. A person that has a profound background in behavioral health, as she does, does not survive in that career unless they give of themselves totally! She gives of herself today in the form of being advocate for patient rights and a very influential personality in Sacramento pushing for SB 349. Senate Bill 349 (Dialysis Patient Safety Act) has recently passed the State Senate. Now starts the Assembly process. Such legislation could save many lives if passed. Roberta Mikles one of the kindest people in San Diego has spent 20 years in Oaks North. If you are driving around the Oaks North community you may see her driving a beautiful silver sports car with the license plate of SLVRMOS. Give her a friendly wave and a big smile! Contributed by Andrew Palumbo Fe llow me mbers and frie nds of the Oa ks North Community: It has been my sincere pleasure to have served you, the members, during the past four years on the Oaks North Community Center s Board of Directors, and further, as the Secretary of the Association. During my term of Office, the Boards have accomplished several things: 1] Implemented procedures to ensure the Board of Directors are formally educated by competent Legal representatives in the various requirements of the applicable State laws and the Bylaws of the Association. As a result, the Board members set aside their personal agendas and acted as YOUR representatives in the governance of the Association: 2] Employed Prudent Person Principles in the governance of the Association without the need for a significant increase in the annual fees or of a Special Assessment. 3] Established procedures for the selection and employment of a General Manager who possessed the professional qualifications for a Community Association manager, especially as they relate to a Senior Community. In this process, we eliminated the possible practice of employing a friend of a friend who then had to be trained and qualified for the position at the expense of the Association; 4] Implemented a set of guidelines for the performance of employees and provided for an impartial procedure for the redress of grievances on the part of employees; 5] Improved and enhanced the facilities, [one as the result of a catastrophic fire, and another through a planned upgrade to the facilities], that resulted in increasing the value of the property at minimum cost to the treasury of the Association; 6] Established a policy of employing an impartial body to serve as the Tellers of the Annual Election of Directors. This process avoids the engagement of a single party to have access to and tabulate the ballots; 7] Established a system of regular meetings of the members to develop the long-range objectives of the Association; and 8] Established regular periodic meetings with members, the Manager, and representatives of the Board, to gain input into applicable items and issues; and also periodic meetings with members of the component Home Owner s Associations, the Manager, and representatives of the Board to foster improved relations and determine actions of mutual benefit. In these actions, the Boards I have been privileged to have served on have acted in a unified, cohesive manner. We have not always agreed unanimously on all issues, but, our differences of opinion have always resulted in actions that were in the best interest of the majority of you, the members of the Association. Upon my departure from service as a member of the Board of Directors, I have only one wish or admonition: that more members of the silent majority of the membership will make the time to serve OUR Community in some manner as a committee member or as a member of the Board of Directors. Again, it has truly been my sincere pleasure to have served you as a member of the Board of Directors. Sincerely and respectfully, Michael Goldman, CPO (Retired) US Navy Secretary, ONCC Board of Directors

3 Page 3 F r o m t h e P r e s i d e n t D e a r F r i e n d s a n d N e i g h b o r s, This will be my last President s Message as my term of office is over in August. Serving as your President for the past four years has been both an honor and a privilege. Your support has been amazing and has allowed us to accomplish a great many improvements to the Center. I am so grateful to have served with such an impressive group of fellow volunteers and Board members. Although we faced many obstacles including the locker room fire and two changes in management, your center has thrived. Your Board and our team of employees have been a remarkable group to work with. I am so lucky to have been a part of the leadership team. While impossible to highlight everyone s unique accomplishments I d like to acknowledge two individuals who were especially helpful to me during my tenure. I am very grateful to Roberta Mikles for developing such a dynamic activities and educational program. Attendance at events has increased due to her efforts and her legacy lives on. And I would be remiss not to also recognize Cathy Huff who planned and implemented our recent remodel of the library, fitness center and restrooms. Thanks to her efforts we have a beautiful and modern facility. She did an incredible job with such grace and efficiency. Finally, please be sure to vote in the upcoming election. Your input is essential to the continued success of our center. Thank you for letting me lead such a wonderful organization. I ll see you around, Jeanne MacLaren The Center does not assume any responsibility for the services rendered or provided by these companies.
