1 The Courier September October 2015 Oaks North Community Center A 55+ Community Center Office Hours: Monday Friday 9:00 AM-5:00 PM Board of Directors President ~Jeanne MacLaren Vice-President ~Jim Starkey Secretary ~ Mike Goldman Treasurer ~ Kathleen Loring Director ~ Cathy Huff Director ~ Barbara Darling Director ~ Roberta Mikles Board of Directors Meetings Wednesday 9/16/2015 ~ 6:30 PM Wednesday 10/21/2015~ 9:00 AM From the General Manager Dear Friends and Neighbors The Center's Annual Meeting and Election was held on Monday, August 17. Your newly elected directors are Mike Goldman receiving 622 votes, Cathy Huff receiving 646 votes, Jeanne MacLaren receiving 636 votes and Roberta Mikles receiving 613 votes. The IRS Revenue ruling passed by a vote of 649 to 18. Write in candidates included Jim Anderson receiving 1 vote, Christine Berg receiving 1 vote, Bud Niweski receiving 1 vote, Jackie Mass receiving 1 vote, Betty Dye receiving 1 vote, Tamera Bodine receiving 2 votes, Lucille Rabinowitz receiving 3 votes, Tina Kratz receiving 2 votes and Lance Gordon receiving 1vote. Thank you to Jim Anderson for your many years of service. We welcome Cathy Huff to the Board and look forward to working with you over the coming years! After reports of increased coyote activity in the area the Activities Committee contacted the Department of Animal Services with a request for a presentation. While there was a pretty good turnout we wanted to make sure that highlights from the presentation were made available to our Members so that everyone can help to keep their pets safe! Should you come across a coyote while out with your pet the Department suggests that you actively haze the coyotes to keep them at bay. This can include throwing rocks at them blowing whistles, deploying air horns, water guns or bottles with a vinegar mixture or pepper spray. Keeping your dog on a short leash will also help keep them close to you and away from harm. You should never leave your pet unattended, even in your fenced backyard. Coyotes can jump fences or find other ways into your yard if they are tempted by your pets or food left out. The more regularly the coyotes are hazed the more likely they are to change their behavior. It is important that the coyotes know that the hazing is coming from people, throwing rocks or making noise while hidden will not help to teach them to avoid humans. More information on how you can help avoid a coyote attack, and keep them away from your homes, please visit Rachel Morgan Oaks North Residents If you are looking for regular updates on Community Center events and locker room construction be sure to keep on eye on our website You can also find Center updates along with information for your neighborhood by joining nextdoor.com. 2 September October 2015 Page 2 From the P res ident Dear Friends and Neighbors I want to congratulate Cathy Huff on being elected to our Community Center Board of Directors. On August 27, 2015 the Board and select community members met for a planning retreat for our Community Center. Their contributions were of great value and will help shape the direction of our Community Center growth. Jeanne MacLaren Spotlight on Oa ks North Me mbe rs He would share stories of his days teaching.. A Farewell to William Billy Bibel of ONCC Making a Difference! The final years of his life were spent with close friends in Rancho Bernardo his adopted home, and in Chicago, Illinois his first home! He would share stories of his days teaching in Chicago, and in the Poway School District as a specialist concentrating on driver education. The stories he would share would illustrate his love of teaching young people and their appreciation of his expert guidance in driving on the public roads. In one short story, Mr. Bibel told of a young student who was feeling a bit down in the dumps because of a divorce of his parents. Billy told the youngster - Love your parents and do not forget to love yourself because what you are is very special and what you make of yourself is your gift to God. It was just a small effort by Mr. Bibel to help a young student with a life changing event. Apparently, it was just the right medicine because that changed the young student s outlook on life at a very critical moment. The young man went on to finish high school and college and is a very productive citizen of San Diego! Thank you for making a difference in this young man s life and being a good friend of so many of us at Oaks North Community Center! Contributed by Andrew Palumbo

After many residents asked where to find her book Sandra wanted to make it available at no cost to Oaks North Residents so that they learn how to keep track of their dietary sodium intake. Just another good reason to visit your Oaks North Library! Thank you Sandra!

10 September October 2015 Brand New Locker Rooms! A year in the making... On the evening of August 14, 2014 a fire erupted in the men's side of the locker rooms. Although the cause of the fire was never determined, we do know it started in the sauna. Seeing the extent of the damage on the morning of the 15th was something that I couldn't have been prepared for. The first order of business was to contact insurance and get the pool area secured and fenced off so Har-Bro Construction was contacted and a claim was filed. The importance of getting the pool reopened as soon as possible was stressed to Har-Bro and they started on the difficult journey of getting the pool reopened with a temporary power and gas supply. Before any of that could happen, the asbestos and lead found in the equipment rooms and locker rooms would need to be abated. Of course that meant that the insurance carrier would need to complete their investigation into the cause of the fire before allowing their evidence to be disposed of. By the end of October 2014 we had plans for the pool equipment setup and power supply submitted to the City for approval. After the installation of brand new pool equipment and countless inspections by various departments at the City we were able to reopen the pool and heat it for our members at the end of December. During this time our structural engineer was working on the plans to rebuild our locker rooms and bring them to current ADA and building code regulations as well as compliance with the state's Title 24 regulations that cover energy efficiency requirements. The asbestos and lead abatement was completed by the end of October and the demolition of the roof and charred framing was started. In mid-november the city electrical inspector gave direction as to how the power was to be restored. The electrical panel had to be special ordered. Delivery was delayed by a week due to bad weather in the area of the country it was being shipped from. The proposal for the engineer to complete the full set of plans, including all of the code upgrades was submitted to the insurance adjuster on November 26 and received approval on December 1. The temporary pool electrical was completed in mid-december, the plumbing was capped off and the outdoor shower required by health code regulations was completed. The health department certified the pool for occupancy on December 26. The pool was open to our members in mid-january after some issues with getting the pool heaters to operate properly. The engineer had the difficult task of fitting all of our amenities back into the locker room while allowing for accessibility through door and hallways. The decision was made to use the area that was once a hallway between the locker rooms and the equipment/storage rooms as the area for the new accessible toilet stalls. Due to the complexity of the layout and large cost of the upgrades the plans and negotiations took much longer than expected. On April 30 the plans were approved by the City and negotiations with the adjustor began. The negotiations could not begin in advance of the approved plans as the scope of work may have been changed by the City causing a need to renegotiate the settlement amount. During the negotiations some roof framing was started and the concrete demolition began. The negotiations were completed and the final settlement amount was determined on June 10. On June 11 a crack was discovered in the sewer lines that extend from the locker room to the city and Har-Bro obtained proposals for the Board to review to clean out and reline the sewer extending the life substantially. The interior plumbing repairs were completed, solar tubes were installed and the exterior concrete work were all done in the last few weeks of June. The lining and cleaning out of the sewer lines was completed on July 18. On August 3 the interior was compacted and graded to allow for concrete to be installed on the 6th. The interior framing is now completed and the rough plumbing is mostly done. The roofing work will begin in mid to late August. The majority of the work yet to be completed will happen in September, including the tiling, drywall, stucco, finish carpentry, plumbing and electrical, sauna installation, parking lot, interior painting, HVAC and lockers. Final inspections are expected in the first week or two of October. We are anticipating a mid-october completion date. Contributed by Rachel Morgan Remember Oaks North Architectural Committee s Policies A rule of thumb is, if it is outside the wall of your home and structural changes inside your condominium, it must have prior architectural approval. Remember to get approval before you start the work. Applications are available at the Center Office or online at Thank You Page 6
