Th xtnt of xisting vgtation associatd with th projct is stimatd from arial imagry. 2.1 Gotchnical Rviw A rviw of gotchnical information in th vicinity of th untt Avnu/Highway 1 Intrchang was carrid out. Information was obtaind from Goldr s prvious projct xprinc, including studis in th following aras: Canadian Pacific Rail Sapprton Yard fourth mainlin track alignmnt; Tunnl Fasibility rviw at Loughd Highway and untt Avnu; Rapid Transit lin southwst quadrant of Highway 1 and untt Avnu; Mtro Vancouvr Sapprton Pump Station upgrad; and Limitd as-built information on th SkyTrain guidway (not: gotchnical data was not obtaind) Additional information was obtaind from th Gological Survy of Canada (GCS) Map 1484A, datd 1976, Nw Wstminstr, itish Columbia. Basd on this information, th projct ara is xpctd to b gnrally undrlain by th following: Landfill including sand, gravl, till, crushd ston and (in th ara of th Coquitlam Landfill sit) rfus. Pat up to 14 m in thicknss, most notably in th ara btwn Highway 1 and th Frasr Rivr. Frasr Rivr Sdimnts ovrbank silty to silt clay loam (normally up to 2 m thicknss) ovrlying 15+ m of dltaic and distributary channl fill sandy to silt loam, 10 to 40 m thicknss of intrbddd fin to mdium sand and silt, can also contain organics. Vashon Drift and Capilano Sdimnts Glacial drift: lodgmnt and minor flow till, lnss and intrbdding of substratifid glaciofluvial sand to gravl, and lnss and intrbdding of glaciolustrin laminatd stony silt, up to 25 m thick, but mostly lss than 8 m thick. 3/12

Additionally, prmits may b rquird for works in and about th untt Rivr and Nlson Crk to comply with provisions undr th Watr Sustainability Act. Potntial ffcts to othr smallr watrcourss or drainags within th projct footprint may rquir furthr rviw or rgulatory rquirmnts with fdral, provincial and municipal agncis. Th City of Coquitlam has assignd larg aras adjacnt to Highway 1 and th untt Rivr with 30 m Stramsid Protction and Enhancmnt Ara (SPEA)s. Th majority of th proposd work along Highway 1 and untt Avnu adjacnt to th highway appars to b locatd within an idntifid SPEA and may rquir furthr rviw and approval by th City of Coquitlam. Th City of Nw Wstminstr has lablld th untt Rivr and larg sctions of th Frasr Rivr shorlin as Environmntally Snsitiv Land (ESL)s. Th two bridg crossings ovr th untt Rivr nar Unitd Blvd may rquir furthr rviw by th City of Nw Wstminstr, as wll as rviw by DFO and MFLNRO. Proposd works in th riparian ara of Nlson Crk will rquir rviw by th City of Coquitlam. Salish suckr (Catostomus sp.), nooksack dac (Rhinichthys cataracta), coho salmon (Oncorhynchus kisutch), cutthroat trout (O. clarkii clarkii), and bull trout (Salvlinus confluntus) ar rar or at-risk spcis with th potntial to occur in th untt Rivr or Nlson Crk at th proposd projct ara. Howvr, th landfill is closd and a mthan gas collction systm is in plac, and it is assumd that thr is also lachat collction. Furthr, a landfill typically has an nginrd covr. Potntial issus associatd with construction of th road ovr th landfill includ: Damag to th nginrd landfill covr during construction; Installation of ground improvmnt masurs or structurs through th landfill could caus a prfrntial pathway for groundwatr contamination; Th xisting mthan and lachat collction systms will nd to b considrd during dsign and construction; Accss to th primtr landfill road would nd to b maintaind; Loading of th landfill could caus changs in th way that lachat and mthan ar collctd; Th dsign of th road ovr th landfill may nd to includ mthan mitigation masurs; Construction of th road would nd to tak into account spcific hazards of working on a closd landfill with rspct to th halth and safty of workrs; and Th landfill likly has an approvd closur plan. It is anticipatd that modifications to this plan would rquir rgulatory input. 6/12

In aras whr any significant filling is proposd, th subsurfac conditions will plac constraints rlatd to stability, sttlmnt and sismic prformanc. Significant and long-trm sttlmnts should b xpctd du to comprssion and dtrioration of th organic soils and rfus. It should b anticipatd that fill hights will b limitd and/or xtnsiv us of lightwight fills will b rquird whr significant grad changs ar considrd in th aras south of Highway 1. Structurs should b supportd on pils baring within th firm ground. A primary considration for this sgmnt is th crossing of th landfill. Th dtails and proprtis of th landfill ar not prsntly known to us; howvr, factors that nd to b considrd includ: Th unprdictabl natur and long-trm dcomposition of th rfus, which may includ voids Potntial damag to th landfill lining, lachat and mthan gas collction systm Nd to collct and vnt gas Approachs to road construction in such aras includ dp compaction/tratmnt of th rfus to collaps voids and rduc comprssibility, provision for ongoing sttlmnt and ongoing maintnanc, and provision of xtra long sttlmnt ramps to accommodat diffrntial sttlmnt btwn pil and grad-supportd facilitis. 3.3 Option C Environmntal Th untt Rivr, Nlson Crk and th Frasr Rivr ar salmon-baring watrcourss. Sit spcific mitigation may b rquird Environmntal Considrations Spcific to th Cut and Covr Tunnl Thr ar spcific and uniqu issus and considrations for th planning and construction of th cut and covr tunnl undr th untt Rivr. Ths includ: A DFO Rviw and likly Authorization undr th Fishris Act for srious harm rsulting from construction of th tunnl through th untt Rivr channl. This would triggr dtaild rquirmnts for habitat offstting and long trm monitoring; and An Approval undr th Watr Sustainability Act; th Approval application would b subjct to rviw by svral othr agncis as wll forwardd to potntially affctd First Nations. In addition, th mitigation rquird for construction of th tunnl would also b subjct to similar agncy rviw, as wll as th following considrations: Th mthod of dwatring using bypass into th astrn branch of th untt Rivr would b subjct to additional rviws undr th Fishris Act and Watr Sustainability Act; and Additional potntial backwatr flows and highr watr lvls upstram from th tunnl and throughout th astrn branch of th untt Rivr could caus rosion, bank stability and proprty flooding concrns. Additional hydrological studis would b rquird to confirm potntial issus and idntify mitigation or rmdiation rquird to addrss ths issus Go-Environmntal Th road alignmnt along Unitd Boulvard is adjacnt to numrous industrial facilitis and a portion of th proposd Option C is a cut and covr tunnl. Du to th location of th road and th tunnl, thr is potntial for ncountring soil and groundwatr contamination during xcavations and construction. Th following ar considrations: A Phas I Environmntal Sit Assssmnt will b rquird to dtrmin potntial aras of nvironmntal concrn within th alignmnt. A soil and groundwatr managmnt plan would b rquird to manag th potntial contamination. Th plan would idntify procdurs for managing potntially contaminatd soil and groundwatr, confirmation of 8/12

Assssmnt of th potntial for contamination migration from adjacnt proprtis to th road alignmnt during construction will b rquird Gotchnical Considrations rlatd to Cut and Covr Tunnl at Sapprton Construction of a cut and covr tunnl in th vicinity of Cumbrland and Columbia would b xtrmly challnging. Th ground conditions ar poor and thr ar numrous abov- and blow-ground obstacls, including: Indications ar that firm ground drops off towards th ast and may b 10 to 15 m blow ground ast of th SkyTrain guidway. Th soils ovrlying th dnsr ground ar xpctd to compris wak silts/clays with organics and sandy intrlayrs. Th groundwatr is xpctd to b within 1 to 2 m of ground surfac, and artsian prssur should b anticipatd within th undrlying dns strata. As-built drawings indicat that th SkyTrain guidway is supportd on 2.4 m diamtr caissons having tip lvations in th rang of 13 m to 16 m or 17 to 20 m dpth, which is marginally dpr than th proposd tunnl. No dtails ar availabl on th caisson dsign or construction, but it is likly that th foundation systm obtains most of its support within th lowr 6 to 8 m of th caissons. Without prior support by undrpinning and/or suitably-dsignd diaphragm walls, any xcavation within th zon of influnc could impact th foundation support for th guidway. Th tunnl would pass bnath two activ railways, rquiring tmporary support and/or shut down of oprations. Th tmporary shoring and dwatring systm would hav to support th wak soils and addrss th groundwatr prssurs. This combination would likly rquir a diaphragm wall approach (scant pil wall, CSM, tc.), which would b capabl of bing kyd into th dns strata to provid both support and a hydraulic cut-off. An altrnat approach (possibly jt grouting) would b rquird to provid latral support to th wak soils undr th railway tracks, vn if th tracks ar indpndntly supportd. Givn th vry limitd horizontal and vrtical claranc, combind with th soil and ground watr conditions, th fasibility of constructing th support systm adjacnt to th SkyTrain guidway caissons and oprational railway tracks nds to b carfully valuatd. Undrpinning or additional tmporary support of th guidway may b rquird if th construction impacts prsnt unaccptabl risks. Th sgmnt which crosss a branch of th untt Rivr would likly involv tmporarily filling th channl, followd by construction of th cut-off walls, and thn xcavation. Dpnding on th gomtry of th rstord channl, anchoring could b rquird in this ara to balanc buoyancy forcs. It is possibl that th northwstrn approach at Columbia might b within mor comptnt strata whr mor cost-ffctiv soil nailing shoring tchniqus may b fasibl. Buoyancy considrations may rquir anchoring of th compltd tunnl to prvnt uplift of dpr sctions of th compltd tunnl, whil structural support or ground tratmnt may b rquird at th shallowr approachs whr thr will b a nt incras in load. A numbr of major undrground utilitis will nd to b protctd or r-alignd to accommodat tunnl construction, including is a major MV intrcptor swr. 9/12

Th Frasr Rivr and th untt Rivr ar idntifid as nvironmntally snsitiv aras that ar xpctd to initiat various lvls of agncy rviw.
