5 AECOM Granggorman Ara Transport Assssmnt 2 Capabilitis on projct: 1 Excutiv Summary 1.1 Introduction This Transport Assssmnt rprsnts a thorough tchnical assssmnt of th transportation proposals associatd with th rdvlopmnt of Granggorman and is an intgral part of th planning documntation. Th traffic and transportation issus in th Stratgic Dvlopmnt Zon Planning Schm (Chaptr 5) provid an ovrviw of th currnt documnt as wll as th Mobility Managmnt Plan prpard by AECOM. 1.2 Dvlopmnt Location Granggorman is an ara of approximatly hctars locatd north of th Rivr Liffy and south of th Royal Canal, approximatly 1 kilomtr from Dublin s City Cntr. Th sit is split by th road Granggorman Lowr and Uppr. Th Granggorman sit is boundd by Circular to th north, Prussia and Stonybattr to th wst, and to th south. Figur 1.1 Granggorman Sit Location 1.3 Dvlopmnt Proposals Th dvlopmnt proposals involv th provision of 21st cntury facilitis to accommodat th nds of th Halth Srvic Excutiv (HSE), Dublin Institut of Tchnology (DIT), and th local community. Th sit is currntly occupid by St Brndan s Hospital, a psychiatric hospital ownd and run by th Halth Srvic Excutiv. Much of th rst of th sit is undvlopd and can b considrd Brownfild. Th buildings which ar in us ar no longr suitabl for modrn mntal halthcar facilitis. DIT currntly occupis a total of ovr 40 individual buildings around Dublin city cntr. This divrsification of building locations gnrats significant travl dmand across th city. For DIT th Granggorman dvlopmnt will offr a consolidatd campus nvironmnt which can play an important rol in gnrating sustainabl travl pattrns. To support th HSE and DIT facilitis an appropriat lvl of mixd us (rtail and commrcial) dvlopmnt is rquird. This will b largly providd at th Broadston dg of th sit in ordr to achiv th ara s optimal dvlopmnt potntial in lin with th City Dvlopmnt Plan.

Th 15,060 sqm consists of 14,500 sqm mntal halth facilitis and a 560 sqm rfurbishmnt of th Connolly Norman building which ar subjct to sparat planning applications. For th purposs of traffic analysis, th opning yar for th SDZ has bn assumd as 2016, at which point it has bn assumd that Phas 1 (as pr Tabl 1.1 abov) will b compltd. Phas 2 has bn assumd to b constructd by opning yar plus fiv (2021). Finally, th SDZ has bn assumd to b complt by 2031 (opning yar plus fiftn) Public Transport Impacts Following an assssmnt of th rsidual capacity availabl on th xisting public transport ntwork it was calculatd that thr is approximatly 4400 prson trips availabl on th ntwork for th Granggorman ara (Granggorman SDZ plus HSE rplacmnt facilitis) following minor upgrads to svral Dublin Bus routs during th critical AM pak priod. Basd on th dvlopmnt scnario prsntd abov, th tabl blow summariss th public transport intrvntions that ar considrd to b rquird to nsur th dvlopmnt proposals can b succssfully accommodatd within th transport ntwork. Th intrvntions ar considrd minimum masurs and should b tratd as such. Th addition of circa ,000 studnt bds will actually lad to a rduction in th numbr of xtrnal public transport trips gnratd by Granggorman. Th addition of studnt accommodation will rduc th numbr of xtrnal trips bing mad by studnts to Granggorman. Thrfor, th numbr of public transport trips will also b rducd. Howvr, in th intrsts of producing a consrvativ assssmnt this rduction in public transport dmand has not bn includd & hnc th studnt rsidntial lmnt of th dvlopmnt is not considrd in Tabl 1.2 blow.

Ths intrvntions will rsult in th junctions oprating at similar or bttr lvls of srvic than that currntly providd. As a rsult this rport concluds that th dvlopmnt proposals can b satisfactorily accommodatd within th road ntwork.

Th provision of studnt accommodation within th dvlopmnt proposals and th consolidation of srvics to on location support a rduction in th gnral dmand for travl.

Th Dublin Institut of Tchnology has volvd sinc its stablishmnt in 1992 such that it now oprats som 6 facultis togthr with substantial rsarch cntrs across ovr 40 locations in Dublin. Th DIT Stratgic Plan and its subsqunt sris of thr yar Dvlopmnt Plans undrpins th nd for rlocation of DIT to a nw intgratd campus. Granggorman was idntifid by th Govrnmnt as an idal location for a nw intgratd campus clos to th city cntr and capabl of dlivring all that th DIT Stratgic Plan rquird. Th rdvlopmnt of th hctar Granggorman sit to accommodat both DIT s ducational and HSE s halthcar uss, and its potntial to contribut to th conomic growth and connctivity of th nighbourhood and city has bn rcognisd as a ky public projct in th currnt National Dvlopmnt Plan and is an objctiv of th Dublin City Dvlopmnt Plan Study Objctivs Th objctivs of this Transport Assssmnt ar as follows: - To dscrib th xisting transportation nvironmnt, highlighting ky dficincis in th transport ntwork and noting any futur schms or initiativs which will impact on gnral traffic and transport pattrns; - To dscrib th dvlopmnt proposals, and how thy hav bn dvlopd to tak account of xisting and futur transport nds through th locality; - To quantify th likly traffic and transportation dmand that will aris as a rsult of th dvlopmnt proposals, and to idntify th impact of such dmand on th ntwork; - To highlight thos aras whr th impact of th dvlopmnt can b dfind as significant, and subsquntly to idntify suitabl masurs, if any, to mitigat thos impacts. Th mphasis of this rport has thrfor bn on assssing th advrs impacts of th schm, idntifying th masurs that can b incorporatd into th schm to mitigat such impacts, and undrstanding th rsidual impacts of th schm with such masurs in plac. In addrssing ths qustions, th main critria for xamining rlvant impacts hav bn as follows: - Public Transport Will th schm complimnt or conflict with xisting and proposd public transport? Is sufficint capacity availabl to accommodat a phasd dvlopmnt of th schm? - Local road and junction capacity Is congstion or significant quuing nvisagd through th junctions in th futur, and will such congstion and dlay b xacrbatd by th dvlopmnt proposals? - Dmand Managmnt What masurs would b most succssful in rducing th dmand for travl arising from th dvlopmnt proposals? How can th travl dmand b influncd as th dvlopmnt progrsss through its phasd dlivry? - Rsidual impacts Ar thy significant and can thy b managd ffctivly? Th Transport Assssmnt is supportd by traffic modlling as appropriat to assss th capability of critical road junctions within th study ara to accommodat th xpctd lvls of traffic. 2.3 Study Mthodology Th mthodology for this study is st out in th figur blow. Th mthodology was dvlopd following consultation with National Transport Authority and Dublin City Council.

Th discussion highlights ky dficincis in th xisting transportation ntwork, and attmpts to dscrib som of th contributory factors bhind such dficincis; - Chaptr 4 summariss th dvlopmnt proposals for th Granggorman dvlopmnt, outlining th quantum of ach land us, th car parking provision, cycl parking provision, and th pdstrian nvironmnt; - Chaptr 5 discusss th trip gnration associatd with th dvlopmnt proposals. Th modal splits associatd with ths dvlopmnt proposals will b st out and th futur public transport provision will b summarisd. - Chaptr 6 summariss th assssmnt of impacts. Th assssmnt of public transport and traffic impacts will b prsntd so that th impact of th dvlopmnt proposals can b fully undrstood. Th surrounding roads includ th Circular to th, Prussia to th Wst, Phibsborough and Constitution Hill to th East. Th N2 and N3 ar locatd in clos proximity to th sit and provid stratgic movmnt functions. Th ara suffrs from pak priod traffic congstion which is no diffrnt to similar urban cntrs with comparably high population dnsitis. Th congstion acts as a dmand managmnt masur to supprss th actual dmand for vhicular traffic and ncourag walking, cycling and public transport trips. Th xisting public transport provision srving th dvlopmnt sit is focusd primarily on bus. Th majority of ths srvics ar dstind for th city cntr via th s or Parnll Squar and O Connll. Good frquncy of srvic is providd on th wstrn sid of th sit along Prussia and Stonybattr. To th ast of th sit bus srvics ar providd along Phibsborough and Constitution Hill, whil to th north vry frqunt srvics ar providd along th Circular s and narby on Cabra. 3.2 Existing Ntwork Th road ntwork surrounding th sit provids a varity of movmnt functions. Th N3 Cabra, N2, and N1 provid stratgic movmnt functions by providing connctivity to th Gratr Dublin Ara and th Wst. Th Circular provids an orbital function and plays an important rol in cross city movmnt. Ths routs provid for pdstrians, cyclists and motorists alik and a gnral commntary on ths facilitis is prsntd blow: Figur 3.1 Stratgic Ntwork

17 AECOM Granggorman Ara Transport Assssmnt 14 Capabilitis on projct: Figur 3.2 Local Ntwork Cabra (N3) Cabra is a high quality singl carriagway road which runs in a gnral ast to wst dirction in proximity to th sit and forms part of th N3 National Primary Rout. Th N3 conncts th northwst of Irland to Dublin City. It is an important stratgic rout and forms an arm of a signalisd junction with th Circular (commonly rfrrd to as St. Ptr s Church ) approximatly 900m from th northrn boundary of th proposd sit. Thr ar good quality footpaths providd on both sids of th N3 for th majority of its lngth. An astbound bus lan is providd in th vicinity of th junction with th Circular. Circular Circular is a high quality singl carriagway road approximatly 7.5m wid with approximat 2m wid footpaths on both sids. It runs in a gnral southwst to northast dirction and forms part of rgional rout R101. It is nvisagd that th Circular will form a ky accss rout to th proposd dvlopmnt. Th Circular forms a signalisd junction with th N3 Cabra in th northast and anothr signalisd junction at Old Cabra /Prussia in th

This road is currntly assignd a 50km/h spd limit. Thr ar good quality footpaths providd on both sids of th Circular for its lngth. On road cycl lans ar providd in both dirctions btwn St Ptr s church and th junction with Rathdown whil a wstbound on road cycl lan is providd for th majority of th rmaining lngth. Photo 3.1 Circular at Junction with Granggorman Uppr Granggorman Lowr/Uppr Granggorman Lowr is a local road which runs btwn in th south bfor divrging into Granggorman Uppr and Rathdown which both form junctions with Circular in th north. Traffic travls in both dirctions along th road which is approximatly 10.9m wid in th vicinity or th xisting accss to St Brndan s Hospital. Good quality footpaths ar providd on both sids of Granggorman Lowr/Uppr with som sctions of footpath closr to in possibl nd of rpair. Rathdown Rathdown runs btwn Circular and Granggorman Lowr and provids accss to xisting houss which lin both sids of th road. Th total carriagway width is approximatly 9.9m which compriss of 2 gnral traffic lans as wll as on strt paralll parking on both sids of th road. Good quality footpaths of approximatly 2.5m width ar providd on both sids of th road. Prussia /Manor /Stonybattr/Blackhall Plac Prussia runs from Circular and bcoms Manor, Stonybattr and thn Blackhall Plac bfor joining Ellis to th south. Th junction btwn Prussia and Circular is locally knownn as Hanlon s Cornr and th distanc btwn this and Ellis is approximatly 1.25km. Th total carriagway width varis btwn 7.9m and 16.9m whil minimum footpath widths of 1.9m ar prsnt on both sids along th rout. Th southbound lan of Blackhall Plac is for buss only btwn King and th quays. Gnral traffic must turn lft onto King bfor accssing th quays via Qun. A furthr sction of southbound bus lan is providd btwn th Aughrim and Arbour Plac junctions. A northbound bus lan is providd btwn th quays and th Blackhall junction whil a northbound sction of on road cycl lan is providd btwn Arbour Plac and Hanlon s Cornr.

Th strt is two way for a limitd sction btwn its junction with Stonybattr and Fountain Plac to allow for local accss. Th road is approximatly 9.0m wid and consists of 2 lans of astbound traffic btwn its junction with Granggorman Lowr and Church. Footpaths ar providd on both sids of th road for its ntir lngth. A limitd sction of on road cycl track is providd in a wstbound dirction btwn Gorg s Lan and Stonybattr. Traffic flows in an astrly dirction from Stonybattr bfor turning lft onto Gorg s Lan and right towards Qun. Thr is no through traffic allowd in an astbound dirction byond this point. All southbound traffic wishing to accss th quays from Stonybattr must do so via King bcaus Blackhall Plac catrs for buss and taxis only btwn King and Ellis. Traffic flows in a wstbound dirction only from Church with no through traffic allowd byond th junction with Qun and Gorg s Lan. Thrfor, traffic ithr turns right onto Gorg s Lan or lft onto Qun. King is approximatly 9.5m wid in th vicinity of th junction with Church and footpaths ar providd on both sids of th road for its ntir lngth. A wstbound on road cycl lan is providd from Church and continus onto Qun.

Th total carriagway width is approximatly 10.5m and consists of 3 southbound lans with minimum 2.5m wid footpaths on both sids. Southbound traffic from Stonybattr must accss th quays via Qun bcaus of th southbound bus only movmnt allowd on Blackhall Plac. A limitd sction of on road cycl lan is providd from th junction with King. Morning Star Avnu Morning Star Avnu is a 6m wid road and runs btwn and th south astrn cornr of th Granggorman sit. It currntly provids accss to a numbr of xisting HSE facilitis, rsidncs and hostls. Morning Star Avnu has on footpath on th astrn sid of th pavmnt approximatly 1.5m wid. On strt parking is also providd on th astrn sid of th road.

It is also nvisagd that a privat bik rntal schm will b implmntd on sit. 4.5 Mobility Managmnt Th GDA will dvlop and co ordinat a mobility managmnt stratgy for Granggorman SDZ to b adoptd by all stakholdrs prior to occupation of th sit. Th approach to th dvlopmnt of an appropriat Mobility Managmnt Stratgy is th mploymnt of th wll-documntd Carrot and Stick approach. Such an approach tackls th transport problm from both nds. It utiliss th Carrot which incorporats th improvmnts in altrnativ mods of travl, ffctivly opning up transport options for commutrs, and th Stick which discourags th us of car transport for thos who do not nd it. Carrot masurs incorporat masurs to facilitat Public Transport, car sharing, flxibl travl tims, and an improvmnt to th walking and cycling nvironmnt. Stick masurs includ car parking rstraint and othr fiscal masurs. Both lmnts of this approach ar rquird to achiv a succssful rsult. Th parking provision for th Granggorman SDZ will act as a powrful mobility managmnt masur as it has bn calculatd spcifically to nsur against an ovrprovision of parking and a rsultant ovr rlianc on th privat vhicl. This will b supplmntd by masurs to ncourag mor sustainabl mods of transport such as walking, cycling and th us of public transport. It is intndd that all stakholdrs will appoint a Mobility Managmnt Coordinator (MMC) who will promot all aspcts of th Mobility Managmnt Plan (MMP) within thir ara of th SDZ. A modal split has bn dvlopd for DIT basd on th xisting public transport infrastructur as it is xpctd that DIT will hav rlocatd its xisting population to Granggorman in advanc of th compltion of Luas BX-D or Mtro. This modal split can b sn in Figur 5.2 blow. Th Rd lin would xprinc th highst patronag of th two xisting Luas lins from th Granggorman population with an occupancy of 13.8% of its xisting inbound capacity compard to 11.8% on th Grn lin during th AM pak hour. Th patronag on th outbound Rd lin srvics in th AM pak would b 21.9% as popl us th rout to connct Granggorman with Connolly station. Howvr, ths short hop trips would b against th typical tidal flow of th Rd lin which would hav ampl capacity to srv ths trips. Th subsqunt phas of dvlopmnt as outlind in Tabl 6.2 abov will rquir furthr intrvntions in th form of additional public transport infrastructur, namly th compltion of Luas BX-D. Luas BX-D is considrd to b of gratr bnfit to Granggorman as it will offr incrasd lvls of connctivity with xisting bus, train and Luas srvics as it travrss th city. Luas BX-D will also hav a stop at Broadston gat, at th astrn boundary of Granggorman, whil th closst Mtro stop will b locatd at Parnll Squar. In th scnario that Luas BX-D was not to b providd th public transport provision should b supplmntd by additional Shuttl/Fdr bus srvics to achiv th improvd lvls of connctivity which Luas BX-D would offr. An xampl of such srvics could possibly includ a shuttl bus from th Mtro Parnll Squar stop or a shuttl srvic from Broombridg train station and a srvic from Connolly Station. Th full dvlopmnt of th Granggorman SDZ will gnrat a dmand of approximatly 1,332 additional public transport trips which could b accommodatd following th construction of Luas BX-D and Mtro or furthr significant public transport upgrads such as Bus Rapid Transit or incrasd capacity on xisting Luas lins as proposd within th NTA Draft Transport Stratgy Assssmnt of Traffic Impacts Th traffic associatd with th dvlopmnt proposals will b dirctly rlatd to th volum of car parking providd within th proposals.
