Th Comprhnsiv Plan (th Plan ) has bn dvlopd to provid a gnral statmnt of dirction for land us planning in unincorporatd. Th Plan provids a foundation for dcisions and policis that guid and dirct th physical, social, and conomic dvlopmnt for th unincorporatd portions of th county. It is dsignd to srv as a tool for citizns, county staff and lctd officials, and focuss on rsponding to both th immdiat and anticipatd long-trm nds of th county. This Plan builds on prvious plans. Many of th issus, policis, and stratgis, idntifid in this Plan can b tracd bac to th 1994 and 2000 comprhnsiv plans, which in turn, chod a numbr of idas and concpts from th county s original comprhnsiv plan of Figur 2: Cntrs wr proposd in th 1968 Comprhnsiv Plan 9

This survy confirmd many of th issus prviously idntifid and hlpd idntify thir rlativ importanc and public prioritis. In this comprhnsiv plan updat, issus wr idntifid through public mtings, wb-basd survys, and a r-survy of a 500-prson sampl of th rspondnts to th 2008 county-wid survy. This input rconfirmd many of th issus important to county rsidnts and adjustd som of th prioritis a rflct prhaps of th impact of changing conomic conditions (.g., th national rcssion that bgan in 2009).
