Using reclaimed asphalt pavement (RAP) and reclaimed asphalt shingles (RAS) can help you control costs and risks due to variability in new material costs. So why are contractors in some states using high percentages of RAP and RAS while others plod along at relatively low percentages? Is it material availability, environmental regulations, specifications, or other factors?
