Pancreatic cancer is a tough one but we re taking it on. We are supporting those affected by the disease, investing in ground breaking research, lobbying for greater recognition of pancreatic cancer, and being a voice for everyone involved in the fight. Together we are taking on pancreatic cancer. We provide expert, personalised support and information via our Support Line and through a range of publications We fund innovative research to find the breakthroughs that will change how we understand, diagnose and treat pancreatic cancer We campaign for change; for better care, treatment and research, and for pancreatic cancer to have the recognition it needs. Pancreatic cancer is the tenth most common cancer in the UK, with 9,400 people diagnosed each year. For decades pancreatic cancer has remained on the side-lines, with survival rates stuck at 3%, and only 1.4% of the total cancer research spend 1 dedicated to beating the disease. 3 We ve seen the start of positive change in treatment and care for pancreatic cancer patients. Today five year survival rates across the UK have increased but are less than 7%. We will have the first ever national pancreatic cancer clinical guidelines to aid those involved in the diagnosis and treatment of the disease. nd UK research investment has now reached 10 million a year. We have much more to do. Our ten-year vision is to transform the future for everyone affected by pancreatic cancer. We will work to increase research spend to a game changing 25 million, with 10 million raised by our own team in the next five years. We will campaign for improved access to treatments, and better care for everyone with the disease. We will double the reach of our flagship service, the Pancreatic Cancer UK Support Line. nd increase our income to 10 million a year by But we can t do this alone. 4 Job Description Policy and Campaigns Manager BCKGROUND This is an exciting time to join a fast growing charity with big ambition. We fund research into the disease, providing services for those diagnosed and their families and campaign to achieve change. The Policy and Campaigns Team at Pancreatic Cancer UK covers public affairs, policy, campaigning and maintaining the intelligence function for the organisation. We are a small team performing a critical role within the organisation and we are helping to change the unacceptable outcomes and experience of people with pancreatic cancer by lobbying for change, and providing evidence-based solutions that can be implemented across the UK. This year the team will be growing slightly. This role replaces a previously held role in the team, but at a higher level. This is in recognition of our plans to strategically increase our public affairs and campaigning activity in the future. This year we will continue to build on the strong relations that we have built in the UK parliaments and focus on future campaign development. PURPOS To ensure that the profile of pancreatic cancer remains high on the agenda and to plan activities to make sure that this happens. You will plan and lead campaigning activity, engaging with people affected by the disease to ensure that our campaigns represent those who are directly affected by pancreatic cancer. You will also lead the secretariat function for the ll Party Parliamentary Group (PPG) on Pancreatic Cancer, working with parliamentarians, other charities and supporters to ensure that our cancer is not left behind. This includes planning parliamentary events and activities across four parliaments in Pancreatic Cancer wareness Month in November. MN RSPONSBLTS Campaigning and nfluencing To develop, manage and evaluate campaigns with clear objectives that successfully engage supporters and other target audiences such as parliamentarians. Working with Communications, Research and Services colleagues to ensure that there is cross organisational input and buy-in.
5 To use software such as Mailchimp (e mail) and Raiser s dge (contact management system) and specific campaigning software in the future to manage and assess campaigns. To maintain knowledge of best practice in political and health campaigning for different audiences and across digital and non-digital platforms. To maintain contact with the team s key audiences through regular planned communication, such as campaigner s. To devise campaigns materials and copy in print and online, including for social media. To work closely with Pancreatic Cancer UK s key supporters across the UK and to grow the pool of engaged supporters, working with PCUK s Community and nvolvement Manager. To work alongside The Media and Communications team in planning campaigns that engage supporters and achieve wider coverage. Public ffairs To lead the secretariat for the PPG on Pancreatic Cancer, running meetings, inquiries and setting the annual plan with the Chair Nic Dakin MP and other pancreatic cancer charities. Keeping members of the PPG and officers updated. Liaising with other cancer PPGs to share best practice and plan joint PPG activities. To grow the organisation s parliamentary supporters and maintain contact with them through one to one meetings and parliamentary e mails or newsletters. To keep the profile of pancreatic cancer high on the agenda across the UK parliaments, through securing parliamentary questions and debates, hosting events and other tactics. To plan and lead the annual activities for Pancreatic Cancer wareness Month. including parliamentary activities and events across Westminster, Holyrood, Stormont and the Welsh ssembly. To lead on stakeholder engagement for the team. Devising plans to target key parliamentarians and influencers across the UK and maintaining systems to track progress and report successes as part of the team s KPs. To write briefings for parliamentarians for debates and speaking engagements that Ministers may be involved in. Policy and ntelligence To contribute to the development of policy positions on key aspects of pancreatic cancer. This will involve liaising with team members working on knowledge and intelligence to ensure that the latest evidence is used in their formulation; and engaging our supporters to ensure that their voices are reflecting in our policy work.
6 Respond occasionally to consultation responses across ngland, Scotland, Wales and Northern reland on issues such as access to medicines from organisations such as NC and their counterpart bodies in other nations. To develop and maintain a high level of knowledge about pancreatic cancer and issues related to it and to ensure that this knowledge is shared appropriately across the organisation and team, including maintaining appropriate records and logs. To be the lead expert on certain topics of policy as agreed with the Head of Policy and Campaigns and to proactively develop knowledge in these areas, including horizon scanning for relevant information. To develop policy briefings and calls for the individual UK parliaments and also for individual parliamentarians, with targeted statistics and messages. To lead the policy and parliamentary monitoring function of the Policy and ensure that key information is logged and shared within the team and across the organisation. xternal Representation To represent Pancreatic Cancer UK at external meetings and on key groups and coalitions, such as the Cancer Campaigning Group and Cancer 52. To confidently represent policy positions to external audiences, including senior policy and political stakeholders. To engage with politicians, senior health policy professionals, health care professionals and associations and researchers on relevant issues. To engage with patients, carers and supporters on a regular basis. General To potentially manage an assistant or interns. Proactively contribute to team meetings and other organisational activities. 9 Main terms of employment Reporting to: Salary: Band: Location: Hours: Tenure: Head of Policy and Campaigns per annum Manager London S1 35 hours per week, 9am to 5pm, Monday to Friday Permanent Holidays: 25 days per year, plus bank holidays. The holiday year runs from 1 pril to 31 March. Pension: Benefits: ligible employees will be automatically enrolled into our Royal London pension scheme when they join the charity. PCUK will contribute 4% of gross salary; employees are required to contribute 1% off gross salary rising to 3% from 1 October mployees can opt out of the scheme anytime. We operate a government-approved childcare voucher scheme, offer travel loans for the purchase of an annual season ticket and a death in service benefit. ll employees have access to our employee assistance programme offering a free, confidential helpline on work and personal matters.
