4 Mr. Marcus Prro, Dputy Dirctor, Financ said that a fw wks ago th Bay Ara Economic Forum rlasd its rport on th conomic impact of San Francisco Intrnational Airport, Oakland Intrnational Airport and San Jos Intrnational Airport on th Bay Ara. San Francisco is ratd th No. 2 most favorit tourist city bhind Sydny, Australia. Each yar th Bay Ara wlcoms 50 million visitors to San Francisco, San Mato, Santa Clara, Sonoma, Santa Cruz, Solano, Conta Costa, Marin, Napa and Alamda. Fiftn million of ths tourists arriv by air and th Bay Ara airports wlcom 30% of th annual visitors to th Bay Ara. San Francisco Intrnational Airport is th airport of choic for 11 million of ths visitors, which accounts for 69% of th 15 million visitors. SFO is also th airport of choic for 7 million rsidnts rsiding in th Bay Ara. In 1999, SFO handld 40 million of th Bay Aras 62 million air travlrs. SFO also handls 50% of th Bay Ara s air cargo, amounting to 1.6 million mtric tons pr yar. In th Stat of California approximatly $1.1 trillion worth of goods and srvics ar producd ach yar, with th Bay Ara contributing 26% of thos goods and srvics, or $283 billion. Th activity at SFO, San Jos and Oakland Airports also gnrat an conomic valu. Of th $283 billion producd in th Bay Ara, th commrcial activity and th activity du to tourism through th airports gnrat narly $38 billion in conomic valu ach yar. SFO has most of that conomic valu, gnrating $25 billion a yar, or 65% of th thr Bay Ara airports. California imports and xports about $300 billion of its valu ach yar, with on third going through th Bay Ara. SFO handls $67 billion worth of th shipmnts, or 100% of that valu. Th Bay Ara is a ladr in trms of mploymnt. Narly half of Bay Ara rsidnts hold jobs. SFO is th largst cntr of mploymnt, with 1% of all Bay Ara rsidnts working at th Airport. Th FAA stimats that air travl will grow 3% a yar ovr th nxt tn yars, with th majority of growth coming from Latin and Pacific markts. Th challng to airports will b to sustain thmslvs and thir conomic impact to th rgion. Mr. Prro introducd Mr. San Randolph of th Bay Ara Economic Forum. Through his ladrship th conomic impact of Bay Ara airports has bn quantifid. Th first phas of th study looks at what w know now by taking th currntly availabl data, updating it and aggrgating it rgionally in trms of xpnditurs by th airports, at th airports and companis that srv th airports, prsonal incom gnratd by that and how ths xpnditurs rippl through th conomy and th tourism industry that is srvd by th airports. Mor than $37 billion in businss rvnu out of a total rgional gross product of $280 billion, almost half a million jobs out of 3.6 million in th Bay Ara, $13 billion in prsonal incom gnratd and $8.7 billion in taxs providd by all thr airports, with SFO having th lion shar. Thy ar also asking what ls thy nd to know in ordr to undrstand how significant th airports ar and th infrastructur is to th conomy of th rgion. Th first phas askd ths qustions. What about th popl who us th airports, corporations who hav businss travlrs, th srvic industry using th airports, th manufacturrs importing componnts and xporting finishd products? If th rgion fails to mt projctd airport dmands by not having nough infrastructur in plac, what will it man to th futur conomy? What will it man to airlin bhavior in trms of srvicing th rgion and hubbing in th rgion? How will it ffct corporat dcisions to locat or xpand in th Bay Ara? What kind of conomic cost is thr to that? How will it ffct businss productivity in th rgion in th futur? Th scond phas is undr way and should b compltd and availabl for rlas by mid May. It should b a significant contribution to th rgional discussion about th xpansion of rgional airport infrastructur. 3. Six Month Rport of th MBE/WBE Participation on Airport Contracts Six month rport of th MBE/WBE participation on Construction and Profssional Srvics Contracts for th priod of July 1, 1999 to Dcmbr 31, Ms. Sandra Crumplr, Managr of th Airports Minority/Womn/Businss Disadvantagd Program xplaind that during th first six months of FY 1999/00 Airport contract awards to minority and womn contractors in profssional srvics, construction and concssion lass wr monitord. Airport projcts ar brokn down into thr catgoris... Mastr Plan construction for th first six months which rprsnts two contracts amounting to $28.5 million. Awards to prim M/WBEs was about 3%. 6 rprsnts 16%. Ovrall M/WBE participation rprsnts 19%. Non-Mastr Plan construction, which includs trminal improvmnts and maintnanc contracts, rprsnt a total amount of $19 million, with 62% ovrall M/WBE participation. Profssional Srvics, which includ architctural and nginring, construction managmnt, annual rports, lgal, transportation and nvironmntal contracts amountd to $21 million, or 33% ovrall minority and womn businss participation. Th total awards for th first six months was approximatly $68.5 million with $24.3 million ovrall M/WBE participation, or 36% of th total dollar amounts. Airport contracts awardd to Asian Amrican contractors amountd to approximatly $8.5 million. Contracts awardd to African Amricans amountd to approximatly $1.5 million. Thy will also work with th Human Rights Commission staff on dvloping workshops on good faith fforts to assist contractors who ar having difficultis in mting thir MBE goals and dmonstrating good faith fforts. Mr. John Martin, Airport Dirctor said that th ara w nd to continu to focus on is construction. Six Month Status Rport on th Airport s Construction Workforc Dmographics Six month status rport on th thnicity, gndr and rsidncy of th Airport construction workforc. Ms. Thrsa L, Dputy Dirctor, Administration xplaind that th Airport bgan collcting data on th construction workforc in Dcmbr 1996 to coincid with th first major projct issud through th Mastr Plan Projct. To dat thr has bn ovr 14,000 mploys, of which 53% ar Europan Amricans, 9% African Amricans, 30% Hispanics, 4% Asians, 2% Amrican Indians. Womn rprsnt 2% of th total construction workforc. Th Airport continus to work with various San Francisco community-basd organizations, including th City s Dpartmnt of Human Rsourcs, to idntify barrirs and rsolutions to construction mploymnt opportunitis for San Francisco rsidnts. Thy continu to try to idntify nw programs to facilitat rfrrals. Commissionr Ito said that sh is concrnd with th lngth of th mploymnt procss. Commissionr Crayton was concrnd that 90% of th construction workforc is hird outsid of San Francisco. Mr. Martin xplaind that workrs can sign on union rols in San Francisco or San Mato County but can liv anywhr, although w hav found that popl Minuts, March 21, 2000, Pag 7

8 gnrally want to work closr to thir homs. Most San Francisco construction workrs can find work in San Francisco. Ovrall, th vast majority of construction workrs in th Bay Ara do not liv in San Francisco. This is most likly a rflction of th cost of housing. W targt our fforts for San Francisco hirs. Thy will submit thir rfind concpts in July, b intrviwd in August, and by Sptmbr a slction of on concpt, a combination of th concpts or non of th concpts will b mad. Th firms ar T.Y. Lin Intrnational, an Asian-ownd firm, AGS, an Asian-ownd firm graduatd from th MBE program, Parsons Brinckrhoff, Pratrovich Nottingham and Drag, and th Dutra Group. Ms. Divin rspondd that w hav don about 30 borings and about 150 con pntration tsts. All of that information will b transmittd to ths firms. On Sptmbr 19, 1999, th Commission authorizd th purchas of 13 vhicls rquird for th systm xtnsion by xrcising an option originally includd in th Airtrain Oprating Systm bid. This contract modification will provid for dsign srvics xtnding th guidway from its currnt trminus at th Rntal Car Cntr to th xisting Lot DD garag. Th modification will also includ th dsign of additional storag tracks at th maintnanc facility to accommodat th incrasd flt. Th ngotiatd f, as approvd by th Profssional Srvics F Rviw Committ, is $1,775,000 with an additional budgt allocation for potntial out-of-scop srvics. Th bas contract s MBE/WBE participation goals rmain unchangd at 23% at th prim lvl and 20% MBE / 2% WBE at th subcontracting lvl for th modifid contract. Commissionr Crayton askd if this $1 million will offst th cost of th opning vnts in addition to th fundraising. Mr. Nardoza xplaind that th $1 million is mony w hop to rais.
