Th Annual Gnral Mting, inaugurating th 1912 sssion, was hld at th rooms, 57 Swanstonstrt, Mlbourn, on Wdnsday, April 17th, at 8 p.m. Th chair was occupid succssivly by th rtiring Prsidnt (Mr. Jas. Alx. Smith), and th succding Prsidnt (Col. John Monash). Th minuts of th Dcmbr, 1911, mting wr confirmd. A lttr was rcivd from Mr. T. W. FOWLER, asking whthr th candidats for th VicPrsidncis had complid with th rquirmnts of th ruls in rspct to lngth of tnur as ordinary mmbrs of Council, and with rgard to th contribution of a papr. Th PRESIDENT (Mr. Smith) said that no nominations had bn rcivd by th Council for th positions (two) of Vic Prsidnts. Thrfor th Council had fulfilld its duty undr th ruls in submitting nams to th gnral mting for ballot, aftr th qualifications of th nomins, rquird by th ruls, had bn carfully considrd and approvd. Th Council's Rport for th yar 1911, which had bn prviously printd and circulatd, was prsntd by th PRESIDENT, and, upon th motion of Mr. M. E. KERNOT, scondd by Mr. F. W. TEMPLE, it was takn as rad. Th PRESIDENT, in commnting upon th rport, said that thy wr again to b congratulatd upon a stady and satisfactory progrss. As an instanc th mmbrship had incrasd as follows :19o7, 99 ; 1908, 135 ; 1909, 164 ; 191o, 189 ; 1911, 198. Th. Council, howvr, dsird to draw attntion to th rathr small addition to th studnt sction, and would suggst that

Th Institut was now widly rcognisd as an authority on thos mattrs in which nginring ntrd into public policy. For instanc, during th past yar thy had dalt with th City of Mlbourn Building Rgulations, Municipal Administration Bills, Australian Railway Gaug qustion, and th rights of th profssion and th protction of its intrsts in rgard to th Fdral Capital Dsigns. That thir action in maintaining chat th lattr qustion was at this stag ssntially an nginring, not an architctural issu, was ndorsd authoritativly abroad th lttr from th Scrtary of th Institution of Civil Enginrs, London, which had bn printd in th Dcmbr "Procdings" showd. Th subjoind xtract from a latr lttr from th sam gntlman indicatd that th gnral qustion was similarly viwd by British administrators. " It will b, I am sur, of intrst to you to know that with rspct to th laying out of Dlhi as th nw capital of India, in consqunc of th rmoval of th sat of govrnmnt to that city from Calcutta, th Indian Govrnmnt has invitd and has appointd Mr. John A. Brodi, a mmbr of th Institution Council, to procd to India and advis th govrnmnt as to this work involvd," Th Institut had don him th honour to nominat him as th Enginring Rprsntativ to act upon th Govrnmnt Commission of thr adjudicators in connction with th Fdral Capital Dsigns, and th work was now procding. 5 PROCEEDINGS. 5 Th PRESIDENT, COLONEL JON MONAS, said his first duty was to thank mmbrs sincrly for th high honour thy had confrrd upon him in placing him in th chair. accptd th offic with vry many misgivings misgivings as to his ability to carry out th high dutis of th offic ; and vry srious misgivings of bing abl to maintain th high standard which had bn st by his prdcssors, and particularly th rtiring prsidnt, both in rgard to ability and to industry, and th unfailing attntion to th bst intrsts of th Institut which h had invariably brought to th task. had bn a mmbr of th Institut for a comparativly fw yars, and it was vry flattring to rcollct that in that short tim h should hav gaind th confidnc that h had. would ndavour to worthily follow Profssor Krnot and Mr. Smith, and do th bst h could for th Institut. Th succss of a body lik thirs dpndd not on th Prsidnt alon not on th Council alon,' but mor largly than upon any othr factor upon th individuai mmbrs. It was from th mmbrs that th govrning body drw its inspiration and authority, and it dpndd on th individual support of vry mmbr of th Institut, Whthr th Institut as a whol would succd. Thr wr crtain dirctions in which th mmbrs could hlp, and accord to th Council and th Prsidnt vn gratr support than in th past. On was in th dirction of th monthly mtings. In thos mtings vry mmbr could hlp, chifly by making it a point of honour to attnd whnvr possibl. Scondly, by coming forward with paprs and lcturs on subjct mattrs of thir own practic, which wr crtain to b of intrst to othr mmbrs. And lastly, by discussing frly all th paprs and subjcts brought bfor thm. If that could b don in a gratr masur than in th past, h thought that th coming sssion Should b succssful. Mr. J. A. SMIT assurd th Prsidnt that ach in his dgr would assist him in vry way. Th PRESIDENT said thr wr still a numbr of vry important mattrs in th hands of th Council apart from th actual businss of th Institut. Th PRESIDENT said h thought a rsolution should b placd on th minuts rcording th high sns of apprciation of this Institut of th valuabl srvics rndrd by th rtiring Prsidnt. Thy had apprciatd and flt Mr. Smith's ladrship and influnc and work for so long that thy could not quit ralis how thy wr going to gt along without it. thrfor movd, "That this Institut dsirs to plac on rcord its high apprciation of th valuabl srvics of th rtiring Prsidnt, Mr. J. A. Smith, during four succssiv yars, in which h has hld th offic of Prsidnt of this Institut." Th motion was carrid by acclamation. Mr. J. A. SMIT, in rply, said th honour was mor than his du. had always simply ndavourd to do, and would continu to ndavour to do, that which cam to his hand to th bst of his ability. thankd mmbrs for th complimnt xtndd to him. Th PRESIDENT said h would tak th opportunity of making vry brif rfrnc to th dradful calamity which had appalld th whol civilisd world. Thy would rmmbr what a shock it was to th Enginring profssion all ovr th world whn th Qubc bridg disastr occurrd som yars ago, and thy flt th foundations of thir blif shakn at th possibility of such a work coming to a suddn and ignominious nd. And to a larg xtnt that was th fling among thm in connction with th prsnt disastr. It brought into promininc in thir minds th qustion whthr in this ag of scinc it was not possibl to avoid such disastrs ; and scondly of minimising thir disastrous ffcts. It was too arly to spak crtainly, but it smd at first blush surprising that a vssl of th siz and build of th Titantic could not hav bn cut up into watrtight compartmnts, so that in th vnt of disastr to or portion th rmaindr might float.

Trasurr's statmnt is in balanc sht form, duly auditd by th hon. auditors, to whom th thanks of th Council is accordd. Th financs ar in a thoroughly satisfactory condition. Not only is th halthily xpanding xpnditur of th Institut bing mt, but a substantial rsrv fund is bing accumulatd. PUBLIC MATTERS : Mor and mor th Institut is attaining rcognition as th Enginring authority of this Stat. In many parts its advic has bn sought, and on many points it has uphld th intrsts of th Profssion and th Public intrsts indissolubly connctd thrwith, intr alia, th following issus may b instand (I) Confrnc on Mlbourn City Building Rgulations.
