4 Narcotics Control Bureau From the Desk of Director General This issue of Narcontrol summarizes the fundamental proceedings at the Narcotics Control Bureau during the second quarter of the calendar year The journal is intended for all the stakeholders in the field of Drug Law Administration in India. Through this publication, the Bureau endeavours to apprise its readers regarding the progress made by it in the areas of enforcement, coordination, capacity building and creating awareness among the general public against drug abuse. This issue reflects all the drug seizures, clandestine lab busts and illicit cultivation destructions effected by the Bureau and other Drug Law Enforcement Agencies of India during the months of April, May and June, The special feature highlights some important judgments passed by the courts in favour of the Bureau. As in the past, Narcotics Control Bureau continues to focus on capacity building and training. During the period of April to June 2015, the Bureau organized 118 Drug Law Enforcement training programmes wherein 4238 personnels from different Central/ State agencies were trained. Alongwith enforcement ativity, emphasis was also given to demand reduction and 20 awareness programmes were organized in various parts of the country to spread awareness about the ill effects of drug abuse. I hope the information provided herein proves to be useful and interesting for the readers. I look forward to your valuable suggestions to enhance the quality of the journal in future. Operations Significant Seizures by NCB (Zone wise) Ahmedabad Zone On , officers of NCB, Ahmedabad Zonal Unit seized kgs of Hashish at Geeta Mandir, Ahmedabad. 01 person was arrested in connection with the seizure. 7 Delhi Zone On , officers of NCB, Delhi Zonal Unit seized 13 kgs of Pseudo Ephedrine at IGI Airport, Terminal-3, New Delhi. 01 Zimbabwe national was arrested in connection with the seizure. Further in a follow up operation another kg of Pseudo Ephedrine was seized during the search of the arrestee s residence. The suspected destination of the seized drug was Johannesburg. On , officers of NCB, Delhi Zonal Unit seized kgs of Pseudo Ephedrine and kgs of Heroin at IGI Airport, Terminal-3, New Delhi. 01 South African national was arrested in connection with the seizure. The drug was found to be concealed in slippers. 02 persons were arrested in connection with the seizure. On , officers of NCB, Indore Zonal Unit arrested an absconder in connection with the Cr. On , officers of NCB, Jammu Zonal Unit intercepted a vehicle at Ban Toll Plaza, Nagrota, Jammu and seized kgs of Hashish. 02 persons were arrested in connection with the seizure Kg Charas seized in jute bags from a cavity in the truck coming from Kashmir Valley. On , officers of 24th Assam Rifles, Imphal apprehended 01 person & seized 250 gram of Heroin at Khubengthabi, Manipur and handed over to NCB s Imphal Sub Zone for further investigation under the NDPS Act. 01 person was arrested in connection with the seizure. Border Security Force (BSF) On , officers of the 87th Bn. BSF, Amarkot seized kgs of Heroin and handed over the same to NCB s Amritsar Sub Zone for further investigation under the NDPS Act. The suspected source of the seized drug was South West Asia. Central Bureau of Narcotics (CBN) On , officers of Central Bureau of Narcotics, P&I Cell, Ratlam seized kgs of Opium at Mandsaur. 02 persons were arrested in connection with the seizure. On , officers of Central Bureau of Narcotics, Rajasthan intercepted a vehicle at Nagaur and seized kgs of Opium. The drug was found to be concealed in a secret chamber of the vehicle. 01 person was arrested in connection with the seizure. 8 JUNE

11 Customs During the month of April, 2015, officers of the Customs, FPO, New Delhi intercepted 03 parcels containing 295 grams of Heroin & 167 grams of Ketamine. The suspected destinations of seized drugs were Netherland, Malaysia & United Kingdom. During the month of May, 2015, officers of the Customs, FPO, New Delhi intercepted 03 parcels containing a total of 500 grams of Heroin. The suspected destinations of seized drug were United Kingdom & Netherland. Customs Preventive On , officers of Customs Preventive, Amritsar seized kgs of Heroin at Attari Railway Station from 68 Dn. goods train arriving from Pakistan. The drug was found kept in a cylindrical contraption made of black cloth (inner layer) & wrapped with brown adhesive tape further concealed within the overhead cavities on the outer side of the wagon. The suspected source of the seized drug was South West Asia. On , officers of Customs Preventive Divison, Karimganj seized kgs of Ganja at Trade Centre, Sutarkandi. 02 persons were arrested in connection with the seizure. Customs, Air Intelligence Unit On , officers of Customs, Air Intelligence Unit, Mumbai seized 74 kgs of Methaqualone at CSI, Airport, Mumbai. The drug was concealed in 03 checked in baggages. A Tanzanian national was arrested in connection with the seizure. The suspected destination of the seized drug was Tanzania. Directorate of Revenue Intelligence (DRI) On , officers of Directorate of Revenue Intelligence in association with SSB seized kgs of Hashish at Sikta, West Champaran. The suspected source of the seized drug was Nepal. On , officers of Directorate of Revenue Intelligence, Bihar seized kgs of Hashish at Muzaffarpur. 02 persons were arrested in connection with the seizure. The suspected source of the seized drug was Nepal. Sashatra Seema Bal (SSB) During the month of April, 2015, officers of the Sashatra Seema Bal (SSB) seized kgs of Hashish, kgs of Ganja & 419 grams of Heroin in a total of 11 cases wherein 15 persons inclusive of 02 Nepalese nationals were arrested. The suspected source of the seized drugs in most of these cases was Nepal. During the month of May, 2015, officers of the Sashatra Seema Bal (SSB) seized kgs of Hashish, kgs of Ganja & 64 grams of Heroin in a total of 07 cases and arrested a total of 07 persons which included 02 Nepalese nationals. The suspected source of the seized drugs in most of these cases was Nepal. During the month of June, 2015, officers of the Sashatra Seema Bal (SSB) seized kgs of Hashish, kgs of Ganja, kgs of Opium & 101 grams of Heroin in a total of 14 cases and arrested 13 persons inclusive of 05 Nepalese nationals. The suspected source of the seized drugs in most of these cases was Nepal. State Police (Delhi Police) Sashastra Seema Bal, 41st Bn Ranidanga seized the Hashish On , officers of Delhi Police seized kgs of Cocaine at IGI, Airport, New Delhi. A Peruvian national was arrested in connection with the seizure. The drug was found concealed inside the iron rod of a trolley bag. The suspected source of the seized drug was Brazil. State Police (Goa Police) On , officers of Goa Police seized 2.7 grams of LSD liquid at Bardez, Goa. A Nigerian national was arrested in connection with the seizure. JUNE

12 Narcotics Control Bureau On , officers of Goa Police seized 0.43 grams of LSD at Bardez, Goa. Again one Nigerian national was arrested in connection with the seizure. State Police (Maharashtra Police) On , officers of Anti Narcotics Cell, Maharashtra Police, Pune seized 151 grams of Cocaine at Camp, Pune. A West African national was in connection with the seizure. State Police (Rajasthan Police) On , officers of Rajasthan Police intercepted a vehicle opposite Heritage Hotel, Bikaner and seized 4000 kgs of Poppy Straw. 05 persons were arrested in connection with the seizure. Disposal of drugs Disposal of Ganja near BOP Dhanpur, Sonamura, West Tripura On , officers of NCB, Guwahati Zonal Unit in the presence of high level Drug Disposal Committee comprising of Sh. R.K. Sahoo, DDG (ER) NCB, Sh. Praveen Kumar, Zonal Director, NCB, Guwahati, Sh. Pradip De, Superintendent of Police, Sipahijala, Tripura, Jr. Environmental Engineer & Jr. Scientist, Tripura State Pollution Control Board, SDPO, Sonamura, Company Commander, BSF and Superintendent, NCB, Guwahati Zonal Unit disposed off kgs of Ganja near BOP Dhanpur, Sonamura, West Tripura. Illicit Clandestine Lab Busted Illicit Clandestine Lab Busted in Hyderabad Sub Zone On , officers of Telangana Police and NCB, Hyderabad Sub Zone conducted a joint operation at Rampally village, Keesara Mandal, Ranga Reddy, Telangana and seized kgs of Methamphetamine and busted an illicit clandestine laboratory. 05 persons were arrested in connection with the seizure & the lab bust. Controlled Delivery Operation On , acting on specific information received from NCA, United Kingdom an International Controlled Delivery Operation was undertaken by the officers of NCB, Delhi Zonal Unit resulting in the seizure of 500 grams of Cocaine at Mohan Garden Post Office, New Delhi from a parcel. Further, in the follow up, another 300 grams of Cocaine was seized from the house of the accused. A Nigerian national was arrested in connection with the seizure. 10 JUNE

PINALKU PATEL AND TWO OTHERS A total of Kgs of Chars was seized at Prantiz Toll Naka vide NCB Ahmedabad Crime No. NCB/AZU/ CR-04/2011. Three persons viz. one Pinalku Patel and two others were arrested in connection with the seizure. A complaint was registered in the Hon ble District and Session Court, Himmatnagar vide NDPS case no. 01/2012. Vide the hon ble court order dated , Pinalku Patel has been awarded RI of 10 years with a fine of Rs. One lakh while the two remaining were acquitted. TITLE: NCB VS. RAM NARAYAN SAh On , Narcotics Control Bureau, Patna Zonal Unit arrested one persons namely Ram Narayan Sah along with Kgs of Heroin. The complaint in the case was filed in Motihari Court on The Additional Session Judge, Motihari convicted the accused person and awarded Rigorous Imprisonment for 08 years and a fine of Rs.50 Thousands. Capacity Building Assistance to states & Union Territories A Scheme to finance State Governments to strengthen their enforcement capabilities for combating illicit Traffic in Narcotics Drugs and Psychotropic Substances was launched by the Union Ministry of Home Affairs on October 24th, 2004 at an estimated cost of Rs Crore. The Scheme was valid for period of 5 years i.e till Considering the need for continuation of the Central Assistance Scheme and its objectives, the Government of India has further decided to extend this Scheme for a further period of 5 years i.e from to with an estimated budget of Rs.15 crore. The government of India has further decided to extend this Scheme for a further period of 3 years i.e from to with an estimated budget of Rs.15 Crore on Letters have been sent to all the States/UTs to submit their proposals for grant of central assistance under the scheme Assistance to State & UTs for the financial year Accordingly proposal from 10 States have been received. Further, efforts are being made to obtain proposals from more states which can be considered under the scheme Assistance to State & UTs for the current financial year. Training NCB has been regularly organizing training programs to enhance and sharpen the specialized skills required to improve performance and effectiveness of the personnel involved in drug law enforcement. During April to June, 2015, NCB organized 94 training courses and a total of 4704 personnel working in various Central / State agencies were trained. Training Programme organized by Jodhpur Zone. It is a self-evaluation programme utilized for enhancing the skills and knowledge of personnel on specific modules of drug law enforcement. With the approval of the MHA, CBT Centers have also been opened in other zones namely Lucknow, Jodhpur, Ahmedabad, Chandigarh, Jammu, Indore, Guwahati, Patna and Bangalore. Supdt. met with the Secretary, JDA on who intimated that the board had approved the allotment of land to NCB Jammu and the copy of allotment order will be provided to the NCB shortly. 02 Chandigarh Zone 1.60 acres land has been purchased from Greater Mohali Area Development Authority (GMADA) at the cost of Rs crores for construction of office-cum-residential complex for NCB Chandigarh Zonal Unit. Full and final payment was made on Proposal for obtaining administrative & financial sanction of Rs.27,42,41,085/- for construction of office-cum-residential complex for NCB Chandigarh Zonal Unit through WAPCOS Ltd. forwarded to the MHA vide UO dated Delhi Zone DDA vide letter dated has requested NCB for giving its choice of land between Rohini and Dwarka Zone. NCB has expressed its willingness for Dwarka Zone. DDA has offered land to NCB DZU in Sector-28 of Rohini. The land is 30 Kms away from the present NCB office and also very far away from Dwarka, Uttam Nagar, Mahipal Pur, Chhattarpur, Saket, Delhi Airport etc., which are prone to narcotics drugs activities. Hence, it has been decided to request the DDA to reconsider the matter and issue suitable land in Dwarka or South Delhi for smooth functioning of NCB. 04. Lucknow Zone Land purchased ( Sq, Mtrs.) acres. Rs.6,37,71,200/- has been paid to paid to LDA. Land registered in the name of NCB on Possession taken on Sanction of Rs.26,23,82,579/- received from MHA vide OM dated for construction of OCR complex from WAPCOS Ltd. ZD has requested WAPCOS vide letter dated that preparatory steps be initiated well in advance so that project could be undertaken immediately. WAPCOS Ltd. has submitted draft MoU for the said works to be executed by the officers of both NCB and WAPCOS Ltd. and the same was forwarded to MHA for vetting and approval on B. DDG East Region 01 Patna Zone Directorate of Estate, New Delhi vide letter dated has decided to declare the Narcotics Control Bureau, Zonal Unit Patna eligible for allotment of General Pool Office Accommodation in GPOA Building at Patna. It has also been decided to declare the officers and staff of the NCB, Patna Zonal Unit eligible for allotment of General Pool Residential Accommodation at Patna. 02 Guwahati Zone Bank Draft for Rs.45,00,469/- was deposited vide DD No dated to Deputy Commissioner, Kamrup for transfer of land to NCB Guwahati in connection with purchase of land 3 Bighas (43,200 Sq. Ft.) from Assam Government. Possession of land is under process. C. DDG South-West Region 01 Bangalore Zone A demand draft No dated amounting to Rs.21,87,555/- in favour of Tehsildar towards payment of first lease for purchase of land (25 Gunta) was remitted to the Karnataka Government on Possession of land has been completed. Mumbai Zone Land has been identified and matter is followed up with Govt. of Maharashtra. Policy for allotment of land to Government agencies are under revision by the Ministry of Shipping.
