6 Page 6 ASDA District 8 Meeting Held October in Iowa City (Above): The American Student Dental Association (ASDA) District 8 Meeting was held October 11-13, 2013, in Iowa City. Student leaders represented the University of Minnesota; University of Missouri, Kansas City; Creighton University; University of Nebraska; and University of Iowa. Dr. Kathy O Loughlin, executive director of the American Dental Association, talked about current issues such as student debt and utilization of dental care. Dean David Johnsen and Eve Lofthus (UMKC, D3), District 8 president, discussed licensure. Approximately 70 attendees received multiple hours of training on leadership and the importance of advocating for one s career and education. They also had the opportunity to network with the dental students from other schools. (Above: Dr. O Loughlin is in the front row, blue jacket. Dean Johnsen is on the far right. Taylor Zmoos (D3), IASDA president, stands next to Dr. O Loughlin.) Phil Has Arrived!!! You recently received a packet from the We Are Phil campaign chairs. This annual giving project is a university-wide call to action to encourage annual support from UI faculty and staff on an ongoing basis, not only to support your college but the university as a whole. Due to your generosity with our recent Building Campaign, the College of Dentistry is at the top relative to percentage of faculty and staff givers campus wide, and of course we want to continue to set an example and remain at the top. Any and all giving to any and all areas campus wide from you, our faculty and staff, counts towards the College s $25M goal for the University s new For Iowa, Forever More University Comprehensive Campaign. Due in part to your participation, the College has already reached approximately $20M toward our overall goal. You can visit to see the list of possible funds, or contact your We Are Phil Committee: Penni Ryan, Karen Baker, Bill Windauer, and Jane King.
7 Page 7 University of Iowa Public Policy Center UI Public Policy Survey Finds Potential Users of the New Health Insurance Marketplace Face Challenges In a final report to the Iowa Department of Public Health, a study by the University of Iowa Public Policy Center concludes that many potential users of the new Health Insurance Marketplace (Marketplace), sometimes called Exchanges, face a series of challenges with current levels of insurance, lack of familiarity with the Affordable Care Act (ACA), and unease in using an online system to choose a health insurance plan. The vast majority of those surveyed anticipated needing some or a lot of help with the new system. To read the full report, go to: In collaboration with the Iowa Department of Public Health, the State of Iowa s Health Insurance Marketplace Interagency Workgroup, and the University of Iowa College of Public Health, a survey of potential users of the Marketplace was conducted to evaluate their insurance purchasing needs and knowledge about the new Marketplaces in order to help the state design and structure the education and outreach programs for the Marketplace. A sample of individual Iowa consumers of health insurance (focusing on uninsured and self-insured people) was surveyed during the late spring/early summer of 2013.) Health Insurance Marketplaces were established as part of the ACA to provide a way to purchase regulated private health insurance with subsidies from the government for those with incomes up to 400% of the federal poverty level (FPL). But consumers most likely to be eligible for subsidies through the Health Insurance Marketplace (those currently uninsured or purchase insurance themselves not through their business or have public insurance) expressed the following concerns with the new system: their current health insurance coverage is either non-existent or not as good as those with employer-sponsored insurance, thus they were significantly more likely to have had delays in care in the last year and worried much more about the cost of health care for themselves and their families; they are less aware and knowledgeable about the ACA generally and the specific aspects of the changes soon to occur (though supportive of most aspects of the ACA); they were uneasy about using an online system for selecting a health insurance plan, and the vast majority thought they would need extensive help with enrollment. Many who would be most able to benefit from the subsidized insurance in the Marketplace will have serious challenges understanding if this is appropriate for them and how to enroll and select a plan they will need assistance, said Peter Damiano, Director of the UI Public Policy Center and lead author on the report. Consumers listed cost as the most important factors when selecting a health insurance plan, and they expressed a need for one-on-one assistance in choosing a plan or a guided online system with as many options as possible. They were most likely to learn about the Marketplace from either television or their employer but had most confidence in the information for Marketplace purchase assistance provided by an employer s human resource department, printed materials, community resources such as public health agencies, or by health care providers. Thus, there are significant challenges in educating and getting this population enrolled into the Marketplace. Due to the lack of previous insurance coverage, many users of the Marketplace may also be less familiar with using the health care delivery system, another significant challenge after purchase of the insurance. This may be a reason they indicated they would look to health care providers for assistance after purchasing insurance more than prior to purchase. Primary investigators on the report are Peter Damiano, Suzanne Bentler, and Daniel Shane. To read the full report and view other reports, visit

10 Page 10 Iowa Department of Public Health Doubles Their Nicotine Replacement Therapy Offer The Iowa Department of Public Health (IDPH) is announcing an expansion of the free nicotine replacement program launched earlier this year for Iowans who enroll in Quitline Iowa. Beginning October 23, any participant who enrolls in the no-cost program could be eligible for twice as much nicotine replacement therapy (NRT) - eight weeks instead of four weeks. We believe this change offers Iowans who need help quitting smoking or using smokeless tobacco a greater incentive to enroll in Quitline Iowa, said IDPH director, Dr. Mariannette Miller-Meeks. The longer an individual has access to NRT, the more likely they are to stay tobacco-free. It s hoped that by expanding access to nicotine replacement patches, lozenges, or gum, those struggling with withdrawal symptoms will be more likely to succeed in quitting for good. Iowans can take advantage of the program by calling QUIT-NOW ( ) or visiting to enroll. The program offers access to a trained Quit Coach who will help develop a quitting plan and determine which NRT offering is best for each individual. Services include preparing participants for their quit date, helping develop an individualized quitting plan, providing tips and support to live in a smoke-free environment, and offering advice and information on medications that may help with withdrawal symptoms. Registration specialists and Quit Coaches are available 24 hours a day. RefWorks Instruction Thursday, November 14 Noon 1 PM, Oral B Classroom (N212) Bring your lunch and learn about RefWorks!
