Background Citizens Caring for Children (CCC) was founded in 1984 after first-hand experience with foster children revealed the significant needs that were present in and around Oklahoma City. Too many children in our community were not receiving the basics in life that we have all taken for granted at one point in time. CCC continues this mission today, providing resources clothing, personal hygiene kits, books, mentoring and enrichment opportunities to foster children in Canadian, Cleveland, Grady, Lincoln, Logan, Oklahoma, and Pottawatomie counties. In 2015, there were 10,916 Oklahoma children living in foster care. In July, the Department of Human Services (DHS) discontinued emergency clothing vouchers for foster children, cutting yet another resource for foster parents who already raise children on funds that cover approximately 40 percent of their needs and making the services of CCC even more important. When children are taken from their home, they are often left with nothing but the clothing on their back. The CCC Resource Center, Back to School and Joy4Kids provide necessities to children in foster care. Through these programs, children receive much needed new clothing, shoes, toiletries, duffel bag, backpack, school supplies and a Christmas experience. Citizens Caring for Children makes a difference in the lives of Oklahoma s foster children. We are working continually to enhance the quality of the Resource Center experience for foster children and foster families. We believe collaborations and added enrichment opportunities can serve to further enhance the children s confidence and motivate them to be the best they can be. With your support, we will help ensure that these innocent children will have the chance for a better life. 2

3 Impact Last year, Citizens Caring for Children served Oklahoma s foster children by Providing clothing, shoes, socks, underwear, pajamas, coats, books and personal hygiene kits for 1601unique children in 3016 visits to our Resource Center Assisting 601children in selecting a complete new school outfit everything from head to toe as well as a backpack and school supplies during our Back to School event Fulfilled the Christmas wish lists of 1,000 children through our Joy 4 Kids program Program objectives include increasing the number of children served in the Resource Center in the coming year by 35% and researching the efficacy of providing opportunities for enrichment/mentoring activities that enhance community and volunteer awareness as well as offer educational assistance. With a goal to increase our noncash support of the Resource Center by 40%, we will focus on broadening the scope of community participation to meet the needs of children living in foster care in central Oklahoma. Needs 1. Financial Support of the Resource Center. Monthly donors would be particularly helpful in meeting our needs and sustaining our programs. 2. Donations of new clothes for the Resource Center for children from birth to 18 years of age, including underwear, socks, jeans, shirts, full size shampoo, conditioner, body wash, deodorant, duffel bags, towels, blankets and children's books. 3.Companies, organizations and individuals to coordinate drives for needed items. 4.Volunteers to help in the Resource Center, Monday through Friday between 9:00 a.m. - 5:00 p.m. 5.Financial and in-kind support for Back 2 School and Joy 4 Kids. CEO/Executive Director Statement The Resource Center at Citizens Caring for Children is unique in that it provides an actual shopping experience for foster children. They have the opportunity to choose their own new clothing in a setting designed to facilitate their decision-making skills and build the confidence that comes with taking pride in one s appearance. Children can visit the Resource Center four times a year, and also participate in Back to School, an additional visit during which a personal shopper helps them select a new outfit for school, as well as a backpack and school supplies. Aware of the increasing need for our services, we are committed to growing and adapting our Resource Center. Analysis of our client base reveals that 15% of the children we serve are ages birth 2, 55% are ages 3 9, and 30% are 10 and older. This data allows us to improve our ordering distribution providing foster children the sizes and items needed and reducing the excess in less popular sizes. A 35% increase in children served in the Resource Center means that we would be providing clothing, personal hygiene kits, books and other basic necessities for 3,000 visits 250 children per month - and an additional 600 children at Back to School. Because children can visit the Resource Center four times per year (once each season) and during Back to School, some of these visits are returning children and some are new children. We track those numbers and follow-up with s and phone calls to determine changes in placement status, such as adoption or reunification that will impact whether a child continues to need our services. We make a difference in the lives of foster children. We are working continually to enhance the quality of the Resource Center experience for foster children and foster families. Our volunteer base is growing, which will translate into increased awareness of the need for community support. Through survey data, we know that at least 86% of our clients believe their foster children feel better about themselves because of the clothing and supplies they receive in a Resource Center visit. We believe collaborations and added enrichment opportunities can serve to further enhance their confidence and motivate them to be the best they can be. Board Chair Statement I got involved with Citizens Caring for Children after seeing a friend open their home to foster several children. The children's stories drew me to seek a way to help. Our friends told us about Citizens Caring for Children and I have been involved ever since. As the word continues to spread about CCC, more people become involved and we can continue to make a difference in the lives of these children. 3

Our Joy 4 Kids program gives children in foster care a sense of hope in the moment and for their futures. We work with DHS to fill wish lists for 1,000 children in our seven county area. This is accomplished through partnerships with businesses, churches, schools, and individuals who shop for a child or make a donation to cover the cost of items on the wish list. 5 Resource Center Description Our Resource Center serves as a place foster children come to shop in a warm and inviting retail like environment. They will receive new clothing, shoes, underwear, socks, pajamas, coats, books and other basic items. These items help alleviate a foster child's sense of loss felt after leaving all his/her personal belongings behind when removed from their home. CCC's Back 2 School program is a bonus visit to our Resource Center. Through the Back 2 School program, foster children are matched with a personal shopper who helps them select a new outfit, backpack, and school supplies so they can go to school feeling more confident. In addition, Oklahoma has a huge number of nonprofits seeking donations. We provide a service to foster children that impacts both their physical and emotional well-being. The need for our services continues to grow, particularly for children 5

6 ages 3 to 12. We are working effectively with our small staff, and have made great strides in improving the efficiency of our Resource Center and are excellent stewards of our donor dollars. We are expanding our reach through social media, outreach and the creation of a Teen Board. At Citizens Caring for Children, Ms. Roller has directed staff reorganization, renovated and updated the Resource Center and Warehouse space.
