3 Statements & Search Criteria Statements Mission Statement The mission of CASA of the Bluegrass is to advance the best interests of abused and neglected children in the Anderson, Boyle, Franklin and Mercer County Family Court Systems through the training and support of community volunteers who serve as court appointed special advocates working with children, the family, and the Court. Background Statement NATIONAL Judges can't make good decisions on behalf of children without information and CASA grew, at a grassroots level, straight from that desire and need for effective decision-making. In 1976, Superior Court Judge David Soukup of Seattle, WA, saw a recurring problem in his courtroom: "In criminal and civil cases, even though there were always many different points of view, you walked out of the courthouse at the end of the day and you said, 'I've done my best; I can live with this decision,' he explains. "But when you're involved with a child and you're trying to decide what to do to facilitate that child's growth into a mature and happy adult, you don't feel like you have sufficient information to allow you to make the right decision. You can't walk away and leave them at the courthouse at 4 o'clock. You wonder, 'Do I really know everything I should? Have I really been told all of the different things? Is this really right?'" To ensure he was getting all the facts and the long-term welfare of each child was being represented, the Seattle judge came up with an idea that would change America's judicial procedure and the lives of over a million children. He obtained funding to recruit and train community volunteers to step into courtrooms on behalf of the children: Court Appointed Special Advocate (CASA) volunteers. This unique concept was implemented in Seattle as a pilot program in January During that first year, the program provided 110 trained CASA volunteers for 498 children in 376 dependency cases. Since that initial idea CASA has grown into a national organization with 955 local and state programs. In 2010 CASA programs across the country served over 240,000 children. Impact Statement Accomplishments in 20171) Succeeded in our first year as a merged, regional CASA program serving Boyle, Mercer, Anderson, and Franklin Counties 2) Increased the number of volunteers to 117 3) The program grew from serving 48 children in 2009, to serving 327 children in Goals for ) Increase revenue by at least $40,000 2) Diversify revenue sources 3) Increase volunteers to 125 Needs Statement 1) Recruit a more gender-diverse, ethnically-diverse volunteer base 2) Develop a new fundraising event to diversify fund sources 3) Recruit more volunteers to serve more children in the Family Court System 4) Secure at least five new corporate sponsors 5) Recruit a volunteer to work in the office CEO/Executive Director Statement Court Appointed Special Advocates is the community's grassroots response to an overwhelmed child welfare system. It creates a pathway for volunteers to take ownership of our community and it's future through helping one child at a time. People are hungry for organizations that allow people to be connected to real and lasting change that will positively impact their communities. The role of a CASA is about meeting a real family where they are, in crisis, providing the time and attention that every maltreated child deserves, and providing a hub of collaboration, in the form of an actual person, for many service providers. There are many child advocacy organizations in this country but they are research-level organizations that gather research to inform policymakers. They focus on change beginning at the highest levels. CASA is the only organization of its kind that brings child advocacy close enough to know what matters to an actual child. This bottom-up perspective is unprecedented and it works. 3
4 Board Chair Statement My years as an educator and administrator in our public school system led me to seek out an organization that was serving those children that I saw struggling when there were only so many things that the schools can do. I knew about CASA from my interaction with a handful of CASA volunteers and when I retired I saw the opportunity to both serve as a CASA volunteer myself and serve on the board. Serving as a CASA while I am serving the organization as a board member has strengthened my advocacy for the children that we serve. I see first-hand the tremendous opportunity, responsibility, and challenges that a CASA faces and I remain that much more dedicated to bringing the organization to our community's attention thereby serving more children in need. 5 Impact Impact Goals CASA of the Bluegrass' long-term, strategic plan goal is to serve EVERY abused and neglected child that enters the Family Court System in it's four counties. Currently, the program is serving approximately 60% of the child victim population. 5
6 Programs Programs CASA of the Bluegrass Description CASA of the Bluegrass recruits community members to go through 30 hours of special training to become a CASA volunteer. After a volunteer is fully trained, they are sworn-in to the court and appointed by the county judge to a specific case involving an abused or neglected child or sibling set. The volunteers serve as the eyes and the ears of the judge, working with social workers, teachers, attorneys, and others to get to know the child (ren) and advocate for his/her/their best interest as their case proceeds through the court system. Budget 185,000 Category Population Served Program Short Term Success Program Long term Success Program Success Monitored By Examples of Program Success Civil Rights, Social Action & Advocacy, General/Other Children's Rights Children and Youth (0-19 years), Victims, In the short term we hope to be able to serve more cases and more children in the Boyle/Mercer Family Court System. This will result in better outcomes for the youth served. By providing a CASA for children in the Boyle/Mercer family court system we hope to reduce the amount of child abuse and neglect that occurs. Currently Kentucky is number one for child abuse, neglect and child deaths. Through the advocacy of CASA's we want to see this statistic change. Currently a software program called COMET is used to track the cases and children we serve. In 2009 CASA at Woodlawn served 28 cases for the entire year. We have grown by leaps and bounds and are currently serving 72 children and 44 cases! Program Comments CEO Comments Kentucky is one of very few states that does not provide funding for CASA. Our program is also limited in that we receive no local government funding. Therefore, our entire budget is secured through fundraising and grants. We are further impacted due to being in a rural area, which limits our ability to secure funding from corporate sponsors. In 2011, the CASA of the Bluegrass program changed it's staffing structure to allow for long-term expansion. In 2014, CASA at Woodlawn and Franklin County CASA merged to create one, large regional program named CASA of the Bluegrass. The program now serves children in Anderson, Boyle, Franklin, and Mercer Counties. CASA of the Bluegrass is currently an organization of 10 highly qualified staff members, 116 volunteers and a budget of approximately $285,000.In 2012, the Board of Directors and staff implemented the "I am for the Child" giving campaign. It was very successful for its first year and the Board has set a higher goal for In addition, in fiscal year 2012, CASA of the Bluegrass received its first Victim of Crime Act grant while also received funding from small, local foundation grants. CASA of the Bluegrass annually hosts a pre-derby Gala which is well supported by the community. The Derby Eve Gala continues to be a funding source that grosses between $30,000 - $40,000 annually. New and additional fund-raising events are being planned for fiscal year These events will raise money for the program in addition to raising awareness in the communities that CASA of the Bluegrass serves. 6

She served on the CASA at Woodlawn Board for five years and for part of that time served as the Board Chair and overseeing the success of our annual Derby Eve Gala and the growth of the whole organization. Ms. Guerrant successfully ran her own photography business for several years before setting it aside to become the CASA at Woodlawn Executive Director in June of Since that time, Ms. Guerrant has overseen the growth of the staff and volunteer base and has made excellent use of her Nonprofit Management certification from Duke University raising the standard and professionalism of the whole organization.
