2 Statements & Search Criteria Mission The Richmond Police Athletic League is a nonprofit that shares a close operating relationship with the City of Richmond Police Department (RPD). This partnership, spearheaded by Chief Durham, extends the RPD's community policing efforts and provides recreational and leadership opportunities for children and young adults from Richmond's most distressed neighborhoods. Through recreation, social, educational and community activities, Richmond City police officers serving as coaches and mentors are directly engaged with youth of the city. On an annual basis, the Richmond Police Athletic League serves approximately 1,500 youth in the Greater Richmond Area. Background The Richmond Police Athletic League (RPAL) was formed in For over 20 years, the mission of RPAL has been to help kids become champions in life. Over the years, RPAL has grown into a myriad of programs that includes sports, mentoring, tutoring and the teaching of life skills. Police Officers, contractors, volunteers, parents and coaches help to facilitate over 12 programs that include, basketball, lacrosse, soccer, boxing, MYPAL Mentorship, the Police Explorers Post 610, the Young Adult Police Commissioners, summer camps, a PAL Band, tennis, golf and cheerleading. Impact 2009 Impact Increased number of scholarships offered to youth participating in summer camp and other programs to one third of the entire population of participants.tripled the participants in the Police Explorer Program Post #610.Introduced and implemented After School Program and boxing program.relocated to new office facility in order to expand our services.partnered with other facilities to expand service reach to the Church Hill and Southside of Richmond in addition to services already offered from our Northside location Impact Goals Increase amount of participants in our summer camp program to include special needs children for the first time in partnership with Sportables.To maintain the quality and participation of youth in our programs without being impeded by current slack in economy and donor giving. Needs We service a large community with a staff of two full-time and one part-time person and therefore volunteers are needed to assist with the after-school program, summer camp, sports camps, daily office administration, marketing and events.transportation is a challenge. We are always interested in contributions to help with transportation of our PAL kids either monetary or in-kind gifts such as low-mileage, used passenger vans. CEO/Executive Director Statement Without Organizations willing to sponsor PAL activities, we would find it extremely difficult to provide services to inner-city youth, some of whom are in environments of recidivism, delinquency or in some cases, crime. We seek to bridge the divide between police officers and the youth of the community to give them an understanding that police officers are there as public servants to aid them in times of peril and support in the undertaking of positive works. We hope to provide the image that police officers are not only there to uphold the laws of the City and the State but to be role models and not enemies of the youth of our community. Areas Of Service Areas Served Areas Metro Richmond Richmond, Virginia. We focus on inner city youth but provide services for youth throughout the Metropolitan Richmond area. At-risk youth is more than just being poor and we aim to service any youth that might fall into this category. Service Categories 2

4 Programs Programs PAL Summer Camp Description This 8 week annual summer camp provides critical day-long acitivites for 240 inner-city youth. The program provides sports clinics, field trips, life skills classes and conditioning/ wellness programs. Youth are partnered with School Resource Officers (Police Officers) who serve as Camp Advisors. Budget $102, Long term Success RPAL will contribute to the City of Richmond's goal of dropping the juvenile crime rate during the Summer Months by 10%. Spring Break Sports Camp Description The Spring Break Sports Camp provides a safe environment for up to 100 inner-city youth during Spring Break. Programming includes sports clinics, life skills classes and mentoring/ tutoring, as well as nutritional and conditioning training. Budget $10, MYPAL Mentoring Program Description The MYPAL Mentoring Progam provides 50 to 75 inner-city youth the opportunity to have a Mentor during the school year. This program provides after-school tutoring, a safe environment to learn and a reward system for each mentor/ mentee team for completing educational step challenges. Budget $50, Police Explorers Description The Police Explorers program is an hands-on educational experience for inner-city youth ages Participants receive training, coaching, and mentoring during the school-year from Police Advisors and serve as "Junior" police officers. Training includes traffic stops, building searches, defense training and a myriad of other assignments. The junior officers, or Explorers as we call them, use their newfound skills to compete in Regional and National competitions. Top Explorers earn the opportunity to attend the prestigious FBI, DEA and Secret Service Explorer Leadership Academies. Many of Richmond PAL Explorers are recruited for, and pursue, law enforcement job opportunities after graduation. Budget $45,
