2 Mission & Impact Statements Mission Improve the health of Dickson County by reducing the use of alcohol, tobacco and other drugs through awareness, education and action. Background Drug Free Dickson Coalition was started in Our current board of Directors are Sheriff Jeff Bledsoe, Sergeant David Cole, DA Ray Crouch, Pharmacist Leslie Shepard and First Bank President Kyle Lamastus. We are working to reduce substance abuse in Dickson county thru Education, Awareness and Action, making it harder for youth to purchase alcohol and tobacco and providing our community with a program to limit access to illegal prescription drugs. (Count It, Lock It, Drop It) Impact Accomplishments 1) Worked with Board of Education to get Naloxone in Dickson County High Schools. Naloxone is essential to reverse the effects of an opioid overdose and can buy valuable time and save lives in the event of an overdose. 2) Received over 1000 pledges signed by Dickson County students to be alcohol, tobacco and drug free. 3) Distributed 400 free medication lock boxes in Dickson County as part of our Count It, Lock It, Drop It Program. We encourage residents to count their medications, keep them locked up and dispose of the properly. This help keep prescription drugs out of circulation. 4) Partnered with the YMCA to do a Horrors of Substance Abuse Haunted House. Over 1102 people came thru the haunted house. It was a fun event targeted for 12 years and up and extremely successful with over 3000 people total attending the event. 5) Worked with Drug Task Force to establish regular compliance checks for business in Dickson County with Beer Permits. This is one of the most effective prevention strategies to limit underage access to alcohol. Reduced the failure rate from 40% to 12% in ) Distributed 120 free at home drug test kits to give parents peace of mind and youth a socially acceptable excuse not to use, "I can't, my parents test me and I will get caught." Goals1) Our last alcohol compliance checks produced a 12% failure rate. One of our goals this year is to get all Dickson County Beer Boards working together with consistent punishments/fines to show beer permit holders that selling to minors has serious consequences. 2) Opioid abuse is at an alarming rate, TN is second only to Alabama. We are working with Dickson Law Enforcement to get Naloxone, (reverses the effect of opioid overdose) into the hands of every officer. 3) So far we have 5 local pharmacies participating in our Count It, Lock It, Drop It prescription Drug Program. 70% of teenagers that abuse prescription drugs get them from family and friends. This program helps keep prescriptions in the proper hands and out of circulation. We hope to get all 11 pharmacies participating in the program by next year if we can afford materials. Needs 1) Partnered with YMCA for Horrors of Substance Abuse Haunted House attended 2nd year, expected to be bigger next year. Need plastic for temp. walls, props etc. Great way to get youth involved and still get our substance abuse message across. $2000 for materials and promotions. 2) Prescription drug lock boxes for free distribution thru our Count It, Lock It, Drop It Program. Keeps meds secure and stops someone from stealing pills from your medicine cabinet. A common problem with teenagers. We distribute the lock boxes free and provide pharmacies with boxes for distribution. Cost $13 each. 3) Test your teen home drug testing program, we provide free at home drug test kits to parents. This gives parents peace of mind and teens a socially acceptable excuse, " I can't, my parents test me and I will get caught." Kits run $15 each. 4) Drunk simulation Goggles. It's a fun event for teens and opens the door to talk about how how quickly situations can turn dangerous. Our current goggles are worn and in bad shape. Simulation kits $ ) At our community events and school programs, give promotional items to students such as ink pens, bracelets, etc to keep our message in front of them. Approx. $500. From the simple process of getting youth to sign alcohol, tobacco and drug free pledge cards to working with law enforcement to conduct compliance checks. Our Count It, Lock It, Drop It prescription drug program prevents people from becoming accidental drug dealers. The coalition is making a difference and I'm proud to be associated with it. David Cole, Crime Prevention Officer, Dickson Police Dept. CEO Statement Our main challenge is to reach the youth of Dickson County with a message they can relate to. Statistics show the earlier someone starts experimenting with alcohol, tobacco and drugs the more likely they are to have issues later in life. Not to mention the health consequences and how it affects young brain development. 3 in 10 of Dickson County Seniors report binge drinking in the last 30 days. Almost the same number report using marijuana in the last 30 days. E-Cigs use has tripled in youth in the last 4 years. 1 in 5, 9-12 graders report using prescription drugs that weren't prescribed to them. It's our mission to bring these numbers down! 4 Programs Programs Count It! Lock it! Drop It! 70% of youth who abuse prescription drugs got them from a friend or family member. TN continues to rank in the top 3 in prescription drug abuse. Our program encourages people to count their prescription, keep them locked up and dispose of them in one of the counties drop boxes. We provide the medication lock boxes at no charge as part of the program. Population Served Adults,, Test My Teen Provides free at home drug test kits for parents. Allows parents piece of mind and youth a socially acceptable reason to say no, "My parent test me, I'll get caught" Population Served,, Pledge We set up at community events and school functions asking youth to sign a pledge to be alcohol, tobacco and drug free. Typically we have different activities they can participate in with "drunk goggles" to demonstrate impaired judgement. Population Served,, Compliance Checks We coordinate with local law enforcement compliance checks to ensure retailers aren't selling to underage minors. Population Served,, Responsible Beverage Service Training We teach Responsible Beverage Service Training to keep servers/bartenders compliant with the TN Alcohol and Beverage Commission and to reduce sells to minors. 5 Free Community Haunted House Free community haunted house, aimed at youth ages 12 and up. The haunted house contains substance abuse prevention messages to educate our community on the dangers and risk. Budget 2000 Category Population Served Long term Success Community Development, General/Other Community Development, General/Other Adolescents Only (13-19 years), Adults, We started the partnership with our local YMCA to conduct a free haunted house in 2016 as a way to get our message in front of youth. Approx. 300 people went through our haunted house and 600 people attended our event at the YMCA. In 2018, over 4000 people attended the event and 1500 went through the haunted house. I expect it to grow again next year. It's a great way to get the community involved and capture youths attention. Presenting the message in a way youth will respond to is challenging, we believe having a captive audience to educate will reduce the substance abuse rate in our youth. CEO Comments One of the best substance abuse prevention methods is to keep the items out of someone's hands. Sounds simple but is one of our biggest challenges. 40% of stores failed our alcohol compliance checks in 2014 and sold alcohol to underage youth. We are working with law enforcement and have reduced those numbers to 12% in People don't take monitoring their prescriptions as serious as they should. Opioid abuse in TN (we are 2nd behind Alabama) is rampant and teens believe prescription medications are safer than other drugs. It's easy to steal a couple pills out of the medicine cabinet and no one is the wiser. Our count it, lock it, drop it prescription drug program and test my teen drug kits help parents monitor their kids. Smoking in teens is on the decline but e-cigs/vaping is on the rise. They continue to be marketed to teenagers with flavored varieties. E-cig use has tripled in the last 4 years and promoted the idea they are safe. They still contain addictive Nicotine and have numerous health risk. Our next challenge will be to combat the false perceptions associated with vaping and make youth realize they are not an alternative to cigarettes. Another challenge is combating the perception that underage drinking, smoking and drug usage is ok. Glamorizing usage of these products continues to change our acceptable social norms. Our youth have to be educated on the consequences associated with these behaviors and to the fact that the majority of their peers don't use. We have very active social media, newspaper, billboard, radio and advertising campaigns. 5

With Sheriff Bledsoe, DA Ray Crouch and Officer David Cole, we get law enforcements input into substance abuse prevention. Pharmacist Leslie Shepard is a great resource for the prescription side of the equations and Kyle Lamastus brings valuable information from the business community. 7

Although we are extremely thankful for the grant, it is very limited and specific in what it can be used for. Alcohol use in year olds, tobacco use in years olds, and prescription drug abuse in year olds. Other substances like marijuana, meth, heroin, etc aren't covered by our grant. Our goal is prevent substance abuse for all ages, and prevent all substances from being abused. 10
